CALLING OF THE MEETING: President Mass called the meeting to order at 7:04 p.m.
2.
EXECUTIVE SESSION (7:00 P.M. – 8:00 P.M.) At 7:05 p.m. a motion was made by Ann Macaluso,
seconded by Susan Hodosky to enter into Executive Session to discuss two matters of litigation, three
matters of the employment history of specific personnel, one matter of the history of a tenant and one
conversation regarding the communication and roles and responsibilities of the Board of Education.
Motion carried by a vote of 7-0.
The regular meeting reconvened at 8:05 p.m.

PLEDGE TO THE FLAG: Mrs. Mass led those assembled in the Pledge of Allegiance.

ADOPTION OF MINUTES:
Special Meeting August 1, 2013, Regular Meeting August 6, 2013, and Special Meeting August 13, 2013
Motion was made by Geri Richter, seconded by Susan Hodosky to adopt the minutes as written.
Motion carried by a vote of 7-0.

RECOGNITION AND AWARDS: No action

PRESENTATIONS:
A. New York State Grades 3-8 Student Assessment Results
Mrs. Kriss addressed those assembled to explain that the information was being presented to address
community questions and concerns regarding the recent New York State, grades 3-8 assessment
results. She reiterated that districts across the state are feeling frustration with the scores and she has
been active with other Superintendents in presenting their concerns to the Commissioner. Mrs.
Kriss introduced Mr. Glen Eschbach, who delivered the presentation. In addressing a question from
a Board member, Mr. Eschbach stated that he meets monthly with other Assistant Superintendents
for Curriculum and they will be collaborating to find ways to better prepare our students for these
new assessments. Mr. Barshay asked that future presentations which compare neighboring districts

include Smithtown School District. Mr. Eschbach will add the Smithtown District scores to future
presentations. Mrs. Mass questioned what we can do to improve teachers who were considered
ineffective. Mrs. Kriss believes that we should not jump to conclusions regarding these scores and
the teacher ratings. Community members asked when the Common Core would be fully
implemented and Mrs. Kriss indicated that it would be after this year. Mr. Eschbach indicated that
NYS has not provided all of the modules that are necessary for full implementation, except for one
of the five. There was a community question about the value added measure metric and it was
explained by Mr. Eschbach. Community members voiced concerns about special education students
and how lower scores could affect their placements, students who opt out and student stress from
testing.
B. Hauppauge Parent Advocacy Group:
Mrs. Kriss explained the goals of the Hauppauge Parent Advocacy Group. The members have been
working with Claudine DiMuzio and Glen Eschbach to write letters to New York State Legislators
and the Commissioner to voice concerns about the increased testing of students and loss of local
control. Mrs. DiMuzio introduced Mrs. Beth Lamana who spoke on behalf of the group. This group
requested that the Board of Education approve a link on the district website to theirs in order to reach
a broader spectrum of our community. Mrs. Kriss and Mrs. Mass thanked the members of the group
for their dedication to the students of our community and welcomed their support of our
administration in this effort.
Ann Macaluso made a motion, seconded by Geri Richter to put a link on our website to the HPAG
website for the purpose of allowing community residents to access the sample letter.
The Board of Education is in support of the Hauppauge Parent Advocacy Group. Mrs. Richter asked
counsel if this would constitute a limited open forum. Mr. Richmond will advise. Mr. Barshay
suggested that the vote be postponed and the Board reconvene at a special session to be held on
September 10th to discuss the matter.
Motion to postpone the previous motion to September 10, 2013 made by David Barshay, seconded by
Ann Macaluso.
Motion carried by a vote of 5-2 (Mrs. Hodosky and Mrs. Mass opposed).
Mrs. Kriss agreed that HPAG could make a request to the Superintendent’s Office to have their letter
distributed to the community. This request would go through the usual procedures for approval and
possible distribution.
7.
SUPERINTENDENT’S UPDATE / COMMENTS REGARDING TONIGHT’S AGENDA
Mrs. Kriss congratulated Matt Reistetter, Hauppauge graduate, who was signed as a free agent by the
Washington Nationals baseball team.
The Superintendent updated the Board regarding the number of students we can expect from the homeless
shelter. It appears that we will be serving approximately eleven children. At this time, this figure will not
constitute any section breaks. However, we are monitoring section enrollment.
At 9:30 p.m., Mrs. Hodosky made a motion to enter into Executive Session to discuss the legality of a
residence. The motion was seconded by Mrs. Richter.

Mrs. Kriss asked the board to allow the Board of Education President to sign the required Annual
Professional Performance Review Plan (APPR) form for the State Education Department. The plan is the
same as that submitted last year and must be submitted by August 30th.
James Stucchio and Al Arnold have contacted Landtek who have acknowledged that the preparation for the
track had been done incorrectly and will be corrected.
Mrs. Kriss wished to also congratulate Justin Albinder who received Honorable Mention from CW Post’s
Young Artists Program.
8.
QUESTION AND COMMENTS REGARDING TONIGHT’S AGENDA ONLY
A resident questioned where the homeless are coming from and he was advised that it is our belief that
some are from New York State while others are from out of state.

A. The Board authorizes an amount not to exceed $2,000 for expenses for vocational program at the
October, 2013 NYSSBA Annual Conference in Rochester.
B. The Board President is authorized to sign the Annual Professional Performance Review Plan for New
York State. (Severed)
C. Pursuant to Board Policy 6831, the Board authorizes the purchase of food for the annual building
walk through not to exceed $130.00 total.

9.3D – Disposal of obsolete equipment RS, second GR
Discussion: Mr. Scarito questioned why that this was not brought to the board earlier. Mr. Stucchio
stated that it was an office error and that none of the vehicles included had passed inspection and most
have been taken off the road for many years.
Motion made by Rob Scarito, seconded by Geri Richter
Motion carried by vote of 5-2 (Mr. Scarito and Mrs. Macaluso voted no).

11. DISCUSSION MATTERS:
A. 2013-2014 Presentations and Reports
Mrs. Kriss asked the Board to suggest topics for presentations and reports to be presented this year.

Mrs. Richter suggested a presentation on the status of our current capital projects be given
prior to the budget.

Mrs. Macaluso would like a presentation on the Science Research Program, IB Program,
and FLES while Mr. Fortmeyer would like a status on the AP program.

Mrs. Hodosky would like a presentation in regard to the Industrial Development Association
and how the revenue affects our district and a presentation in regard to grant applications
and awards.

An update on the PASS Program was requested by Mrs. Mass along with a report on the
professional development opportunities for our teachers and a report on the district
curriculum writing process.

B. Selection of voting delegate for NYSSBA Convention (October 27, 2013).
Mrs. Richter volunteered to be the voting delegate.
Motion appointing Geri Richter to be voting delegate to NYSSBA made by Eileen Mass, seconded
Gary Fortmeyer.
Motion carried by a vote of 6-0, Geri Richter Abstained.
C. Board Policy 2410 - Policy Development, Adoption, Implementation, and Review, and Policy
5450.1 - Notification of Sex Offenders.
Mr. Barshay asked to divide 5450.1 from 2410. It was further requested that Board Policy 2410 be
returned to committee to align to 2450 and 2460.
Motion made by David Barshay to bring Board Policy 2410 to committee to align to 2450 and
2460, seconded by Rob Scarito.
Discussion: Mrs. Macaluso asked that policies be labeled, i.e. “ First Reading” on agenda in the
future.
Motion carried by a vote of 7-0.
Motion by Eileen Mass to bring Board Policy 5450.1 back to committee, seconded by Mrs. Richter.
Motion carried by a vote of 7-0
12. NEW BUSINESS
Mr. Fortmeyer expressed his concerns regarding the incomplete town project of the sidewalk on Towline Road.
He suggested that we work with the county to secure another crossing guard for this area. Mrs. Kriss requested
that Mr. Stucchio look into this request.
Mrs. Richter would like members of the Policy Committee to discuss amending the BOE agenda format to
include “Policies” after the Consent Agenda. It would indicate whether policies were a first or second reading.
Mr. Barshay would like to add to future discussion the possibility of rolling back the class size regulation.

14. ADJOURNMENT: Motion made to go back into Executive Session to discuss specific roles and
responsibilities of the Board Of Education.
