A conservatory should be a very useful additional room to the home, but all too often they are
little used for most of the year because they are either too cold in the Winter or too hot in the
Summer. Thermotec Insulated Panels can make this a thing of the past and give you a room you
can use all day, every day whatever the outside temperature.
The majority of installations are completed in less than one day by our professional staff.
In cold weather, the vast majority of any heat generated within the conservatory is lost through
the roof due to the poor insulating properties of polycarbonate or glass. All Thermotec panels are
bespoke and made using the latest engineering manufacturing techniques, they are 75mm in
thickness with high density insulation resin bonded to 2mm polyester powder coated aluminium
sheets internally and externally. This means all of the heat in the conservatory is retained with no
heat loss at all through the roof.
As you can see in the centre picture above, the snow has melted on the glass panels but not on
the Thermotec one. Solid proof that the Thermotec panel has kept the heat where in belongs,
INSIDE the conservatory. High energy bills for heating the conservatory will also be a thing of
the past.
In warmer weather, solar gain (heat from the sun) is a big issue, again due to poor insulation of
polycarbonate or glass, the suns rays come straight through the roof and into the conservatory.
This causes furniture to fade, unbearable temperature and glare. Thermotec panels block 100%
of the solar gain, ensuring a cooler, more comfortable room that is usable on the hottest of days.
Noise from rain or hail is also dramatically reduced for additional comfort.
These panels are lightweight and strong, with no structural impact on the roof itself or the frames
or base beneath.
As these panels totally replace the existing roof sheet material, there is no danger of any future
issues, unlike some 'DIY' options that are available.

The Marshfield Ward has received 216 calls during the month of January.
Anti-social behaviour for the ward has increased by 26.1%. We have received 15 calls throughout
January all relate to different areas and appear to be one off incidents.

We have arrested a male for drug driving, possession of cannabis and
have seized his for no insurance in St Brides.
Four males were arrested in Coedkernew for theft and vehicle seized.
One male arrested for a large scale metal theft from the railway in Marshfield, due to joint
operation with British Transport Police.
We have been targeting illegal parking in Imperial Park and a large amount of fixed penalties have
been issued.
Your Voice
The priority for Marshfield Ward for the next few months will be Marshfield School. We have
attended a meeting with the School, PTA, Governors, MCC and ourselves. Some ideas have been
raised such as green code scheme and traffic lights. 2 fixed penalties have been issued to parents for
parking on Double yellow lines.

Make sure you remember this date as the Coast Road through Peterstone and St.
Brides will be closed to allow the cyclists to pass through safely. The organisers
propose at the present time that the first cyclists will cross the start line in Cardiff at
7.00am with the last ones of the expected 18,000 amateur riders leaving Cardiff by
9.30 am. There will then be a gap until approximately 1.00pm when the professional
riders will leave Cardiff. If you have any concerns regarding access to and from your
property the organisers are asking you to contact them on 02921 660 790 or by email
to [email protected] so that arrangements can be made to accommodate
your particular needs. More information including an interactive map is available on
their website www.velothon-wales.co.uk and leaflets will be delivered to most
properties and businesses affected at the end of February and again in April. Road
Closure times will be available 6 weeks prior to the event and advanced warning
signs will appear on the affected roads two weeks before the event.
Network Rail Electrification
Piling for the gantries to carry the overhead electric cables has now started on the
stretch of line through the Marshfield Ward beginning in Duffryn. The work is planned
to take place intermittently overnight mostly from Monday to Thursday and will last
approximately 6 months. There is some noise with this operation as the piles are
either vibrated into the ground or may have to be hammered in when the ground is
hard.
Work on the bridges in Hawse Lane, St Brides and Heol Las, Peterstone is
in the planning stage. One proposal is to reconstruct both bridges at the same time
which will mean both roads will be closed to all traffic. If this proves too much of a
problem for residents then work will start on one bridge and when that is complete
and the road re-opened then work on the other bridge will start. Whichever bridge
starts first will mean a start in May/June with the road being closed in August for
approximately six months. More up to date information on progress can be found at

Proposed M4 Relief Road

the road will go. One concern for residents in our area is how we access the new
road.

Dog Owners
It is compulsory for all dogs aged eight weeks and over to be microchipped from April
6th. This will make it easier to trace a dog back to its owner should it become lost or

Parking of Vehicles
The Fire Service have asked residents to make sure that when parking on the street
enough room is left for Fire Engines to pass in the event of an emergency. A fire engine
requires at least a 2.8 metre width and the vehicles are 7.5 metres long. Please allow
more room than this if you can.

Marshfield School – New Nursery
The statutory notice for the provision of a nursery facility at the school has now been
approved and can be found on the Council website. If all goes to plan it is hoped the
nursery will be open from September 2016 or soon after.

Welsh Government are consulting on how they go about consulting (yes you read it

New Member: We were delighted to welcome Mike Rigby onto the Council by co-option.
He has had a wide range of experience in industry and the Police that will enhance the
combined skillset of the Council. However, sadly we had to accept the resignation of Rev
David Collingbourne to allow him to give more attention to his other duties. This means
we now have another vacancy – please see our noticeboards.
Newport Bus: We were very grateful to receive an update on the 41 service from Helen
Burgess, Newport Bus Operations Manager, following our letter to them about the high
number of complaints the Council has been receiving. She reassured us that early
teething troubles have been addressed with extra telephone staff and a permanently
allocated driver. However she said that Traffic Commissioner restrictions prevented
adding more bus stops meaning that requests for one at The Sherman could not be
fulfilled. She reassured us that the service was now operating very satisfactorily but NB
would be happy to take fresh complaints as close to the time of cause as possible.
Allotments: The date of the next meeting of the Allotments committee was set as 23rd
February when hopefully a full, entirely new committee could be formed following the
resignation of Mike Rigby. Council is grateful to him for his caretaker management after
Anthony Quilter left.
Leisure Facilities: At the time of our meeting we were awaiting a response to the MUGA
working party findings from the Village Hall committee. A cautiously positive response has
subsequently been received and we are now in the throes of organising a full community
consultation for early April. The MUGA will not be a brightly coloured metal cage like
many but a more open design better suited to the village context. It will cost £60,000 plus
including ancillary works and so it is very important that we get your views on this
investment whether or not you, or your family, personally propose to use it. Please go to
one of the exhibitions that will be held at both Marshfield and Castleton Village Halls.
These will be manned by your Councillors so please come along and meet them too!
Marshfield Primary School:
The Chair and Cllr Joel Williams have attended a joint meeting at the school attended by
the Police Traffic Liaison Officer and local Community Support Officers, Chair of
Governors, Head Teacher and School Council to discuss the terrible traffic conditions at
school pick-up times. This was an excellent meeting with several potential schemes
coming forward to help with the situation, although all agreed that eliminating the
problems would not be economically possible. We resolved to look at a couple of traffic
management related proposals including use of part time single way traffic signals.
However NCC has subsequently reviewed these and found none of them to be practical
or viable. So the solution will have to come from the way school transport is organized
and we will jointly continue looking for improvements in that area.

Local Issues: Cycle Track, Pentwyn Terrace - We have received a lot of
concerns about safety at the junction between the new Cycle Route and Pentwyn
Terrace, near The Hollies. Vehicles and motor cycles have been using the track
adding to perceived dangers from poor visibility even for cyclists. Our referral to
NCC Streetscene has drawn a promise to install a central post to prevent motor
vehicles but further work that local residents considered necessary could not be
done because of the needs of disability vehicles.
Financial Matters: We decided to set up a finance sub-committee to help with
financial planning and budget control. This would also have the benefit of reducing
the time needed within meetings for discussion. Cllrs J Williams, G Stockham and
M Rigby were elected. Donations/payments to the following were agreed:
Community litter pick (£70) to assist with organisation costs and provide
volunteers with refreshments.
Renewal of One Voice Wales subscription – they provide us with procedures,
legal support, general advice and all Wales scenarios. (£134)
R Electrical (£185) for installation of the Defibrillator in Village Hall.

CHARITY NEEDS
DAFFODIL VOLUNTEERS
Marie Curie is appealing for people in Cardiff and the
surrounding areas to ‘get behind the daffodil’, by volunteering to collect donations
for the charity’s annual Great Daffodil Appeal this February and March.
The charity needs volunteers to encourage people in the local community to give a
donation and wear a daffodil pin. In Wales, the money raised from the Great
Daffodil Appeal will help 150 Marie Curie Nurses to provide care and support to
people living with a terminal illness and their loved ones either at home or at the
Marie Curie Hospice in Penarth. The appeal has raised more than £73 million in the
UK since it began in 1986.
From Flint to Anglesey, Cardigan to Chepstow, people across Wales and in the rest
of the UK are volunteering. It’s easy to sign up, whether you have taken part before
or you’re doing it for the first time – and
families, friends and workmates can sign up to
volunteer together.
Hannah Leckie, Community Fundraiser for
Marie Curie in South and West Wales, said:
“The Great Daffodil Appeal is our biggest
annual fundraising campaign, making it
possible for Marie Curie Nurses to give care
and support when people need it most. Every
year, millions of people show their support for
our work by giving a donation to wear a
daffodil pin. This year is the 30th year of the
appeal and we are hoping to raise £8.5
million, so we can continue providing this vital care for local people.”
Ann Williams from Ammanford said: “I collected for the Great Daffodil Appeal for the
first time last year and loved it. So many people approach you to tell you about the
support they’ve received from Marie Curie Nurses – it’s amazing to see the
difference you’re making. I had a great time and made some new friends in the
other collectors. It’s nice to know you’re helping other people.”

St.Mary’s and St.Bridget’s Churches
1st March – David, Bishop of Menevia, Patron Saint of Wales c 601. Wear
your daffodil for Saint David.
Sunday 6th March ( 4th Sunday of Lent ) is Mothering Sunday. This is the
day when those ‘in service’ were allowed time off to visit
their mothers, often picking wild violets and primroses to
make a posy. It is also the day when people traditionally
visit their ‘mother’ church.
During Lent, people did not eat sweet foods, rich foods
or meat However, the fast was lifted slightly on
Mothering Sunday and many people prepared a Simnel cake to eat with their
family on this day. A Simnel cake is a light fruit cake covered with a layer of
marzipan and with a layer of marzipan baked into the middle of the cake.
Traditionally, Simnel cakes are decorated with 11 or 12 balls of marzipan,
representing the 11 disciples and, sometimes, Jesus Christ.
One legend says that the cake was named after Lambert Simnel who worked
in the kitchens of Henry VII of England sometime around the year 1500.
This is not Mother’s Day. Mother’s Day is the American version. In the US it
falls on Sunday May 8th, ever since President Woodrow Wilson proclaimed it
so in 1914. Why not join us on Mothering Sunday at 9.00am at St.Bridget’s
and 10.30am at St.Mary’s
Sunday 13th March is known as Passion Sunday, we hear again in church
the account of how Jesus was betrayed.
17th March - Patrick, Bishop, Missionary, Patron Saint of Ireland c 460
19th March – Joseph of Nazareth. Joseph first appears in the Gospels of
Matthew and Luke, both dating from around 80-90 AD. The last time Joseph
appears in person in any Gospel is the story of the Passover visit to the
Temple in Jerusalem when Jesus is 12 years old, found only in Luke.
20th March is Palm Sunday when we hear the account of Jesus travelling
into Jerusalem for the last time riding a donkey. We will receive in church a
cross made from palm leaves to keep in our homes until next Ash
Wednesday.
HOLY WEEK begins on 21st March. There will be a short meditation service
at 7.00pm on Monday, Tuesday and Wednesday at St.Mary’s where we will
recall the events of those days. On Maundy Thursday there will be a
Eucharist with the washing of feet at St.Mary’s at 7.00pm. On Good Friday
there will be a family service at 11.00am followed by hot cross buns and an
adult service of ‘The way of the Cross’ at 2.00pm. On Easter Eve there is a
candle lit service at St.Bridget’s at 8.00am where th paschal candle will be
blessed. Sunday 27th March is EASTER DAY celebrated with a Eucharist at
9.00am at St.Bridget’s and 10.30am at St.Mary’s. There will be chocolate!!

Swan Rescue
A Nice Day for a Boat Ride in Bristol Harbour.
Compared with the tone of later conversations, and obviously with the benefit
of hindsight (which comes free and by the bucket load!), there was a very
obvious and well justified note of frustration and desperation in Jake's voice
when he phoned just before 9.30 a.m. on Valentines Day. In what follows, the
photographs were taken by Jake. He is a stall-holder in the market which takes
place on Harbourside Walk in Bristol Harbour. The precise location is on the
west side of a northward running 'blind' spur of the River Avon into which flows
the River Frome. This river, for a great deal of its passage from Eastville on the
northern edge of the city, flows underground, and finally emerges at this point
via a large rectangular chamber which houses pumps which drive the
decorative fountains in the traffic free precinct immediately above. The view of
the exit side of this chamber is seen in our first photograph. As can be seen, it
is protected by gates which are locked to protect the plant located within, and
perforated to allow the water to pass freely, while trapping the inevitable litter,
so preventing it from continuing beyond into the River Avon.
Jake had been informed the day before that there was a swan trapped inside
the chamber, and it seemed possible it may have been there for as long as
four days, but we cannot be certain of this. Concerns as to whether or not it
was injured, and in any case, establishing the best possible plan of action, to
be executed, and by whom, were at the forefront of his mind. Our (Swan
Rescue South Wales) problem was not having even a single point of contact in
the harbour. Quite clearly, the Harbour Master would need to be involved, so
Jake was tasked with tracking down a relevant telephone number. This,
hopefully would enable us to proceed in a structured fashion.
In the meantime, it became clear there was some action taking place; boats
had appeared and the gates were opened, and what by now was obviously a
juvenile swan was ushered out of the chamber. Momentarily, it seemed
possible our services would not be required – but only momentarily! Instantly,
the precise nature of the problem was all too apparent; this was yet another
example of what we call a territorial dispute – and the photograph tells the
entire story. The young swan can be seen in the shadows behind the gate, and
lurking, just outside is an adult – assumed to be male. By shear good fortune,
the water level in the harbour was somewhat lower than normal, thus exposing
a gap in the mesh comprising the gates at the bottom left hand corner – a gap
just large enough to allow the smaller young bird to escape to relative safety.
Very shortly after coming out of the chamber, the adult attacked again, and the
victim made his way back into the chamber.

By now, we did have a telephone number for the Harbour Master, and he
had been in touch with us. The solution to the problem was obvious; the
young swan needed to be caught, removed from the area and relocated. It
was agreed to meet W, at the Harbour Master's offices at noon, and to
proceed from there.
With W in charge, along with two of his staff (M and R), we proceeded up
river in the patrol boat, taking two much smaller outboard motor powered
craft with us for use in entering the chamber. Our 'voyage' took us past the
SS Great Britain and the replica of John Cabot's ship Matthew. Also of
interest was the group of swans comprising six juveniles and at least as
many adults. As we passed, they were just loafing off to our right, but as we
passed, a number of them started bathing, and then flew a short distance,
appearing to gambol in what remained of our wake! I've never seen anything
like this.
As for the rescue itself, only two things are noteworthy: (i), it was pretty
routine, with the swan caught within a few minutes made possible using a
swan hook with an extended pole, and (ii), the whole exercise was made as
simple and as straightforward as it was through the truly professional help of
the Harbour Master's team; we are greatly indebted to them. If there was a
hiccough at all, it arose because of the accumulation of litter behind the
gates to the chamber; a quantity of this fouled the propeller of one of the
smaller boats. This must be a routine occupational hazard with which the
crews are well capable of dealing – so our return was delayed by only a very
few minutes.
As for the swan; well, he's a feisty individual, and considering what he has
been through, is a good weight at 8.4 kg. He was in care just overnight, and
was released on Monday into Cardiff Bay.
As we were on the point of leaving
Bristol, a member of the RSPCA's staff
appeared on the scene; apparently,
they had been called the previous
evening. I don't think we imagined it, but
it appeared there was a look of relief on
his face when he learned the rescue
had been completed successfully.
