Commander’s Corner: are you in a hurry? - Page 3 Peterson Air Force Base, Colorado Thursday, June 24, 2010 Vol. 54 No. 25 Random DBIDS checks turn away unregistered personnel by Monica Mendoza 21st Space Wing Public Affairs staff writer PETERSON AIR FORCE BASE, Colo. -- Since June 1, about 30 percent of people have been denied entry onto Peterson Air Force Base during increased security checks at the gates. During those checks, security forces scan Department of Defense identification cards through the Defense Biometric Identification System to ensure card holders are registered in the new security system. “We’ve been turning people away during random anti-terrorism measures,” said Master Sgt. Tristum Darby, 21st Security Forces Squadron noncommissioned officer in charge of the DBIDS program. Security forces began periodic DBIDS registration ID checks June 1 at the Peterson gates to ensure compliance. The random checks will continue, Sergeant Darby said, and will lead up to 100 percent DBIDS enforcement. The DBIDS system is a Department of Defense initiative designed to improve the security of U.S. military bases. It is an identity authentication tool, using bar codes and biometrics to identify cardholders, and registration in the system is required of anyone - active duty, family members, retirees, civilians and contractors - who want access to the installation. If during a random check at the gate, a person is found not to be registered in DBIDS, the person will be directed to the visitors center, Sergeant Darby said. During duty hours, the person is sent to the Peterson Visitor Control Center, adjacent to the west gate. DBIDS registration is available at the center from 6 a.m. to 7 p.m. Monday through Friday. Also, there is a table set up next to the Pete East pharmacy inside the base exchange with Saturday hours 9 a.m. to 1 p.m. for DBIDS registration. ID card holders also can register in Building 350 at the Military Personnel Section during normal duty hours. If persons are stopped during a random inspection after hours or on weekends, they will be directed to register at the west gate. Peterson Air Force Base started registering people into the system in 2008 and is the first Air Force base in the continental United States to fully implement the DBIDS system. Sergeant Darby said anyone who is not registered should do it now. “There will be a date in the near future when it will be mandatory that every single person needs to be registered,” Sergeant Darby said. Maj. Joseph Musacchia, 21st SFS commander, calls the change revolutionary because it gives security forces more flexibility in how they police, provides an increased presence of security forces on the installation and offers a higher quality of life for security forces personnel by moving them from 12-hour to eight-hour shifts - something unheard of in the security forces world. “We have received support from wing leadership to truly drive this squadron in a new direction toward 21st century defense of the installation,” said Major Musacchia, who took command of the squadron in April. “The key is that we are breaking paradigms and introducing things to this organization that they have never seen before.” The new policing plan, called the integrated defense plan, describes a force that polices based on its capabilities. It means that after SFS has assessed the day-to-day risks on and around the base, it will make its duty assignments based on the perceived risks. The squadron uses data and intelligence to design its patrol, rather than the old rigid posting mandates of the past that kept a patrolman tethered to an asset for the duration of his shift, Major Musacchia said. Under the new defense plan, information is shared by a variety of agencies, including the Office of Special Investigations and Colorado Springs Police Department. Through weekly meetings with people from various squadrons and departments, security forces can layout the coming events, threats, traffic and safety enforcement issues and assess the risks to develop a week-to-week plan. Policing then is more precise, Major Musacchia said. “Each patrolman is going to be performing duties on the installation in a certain sector, at a certain time based on intelligence,” Major Musacchia said. “We are doing it the modern way - patrolling with a purpose.” At the same time, employees and residents of the base can expect to see security forces on foot, bicycle and ATV patrols, making policing more personal. Now, security forces patrolmen are more likely to stop and meet the neighbors and talk about what is happening in the neighborhood. “We don’t want people thinking we are just trying to catch them doing something bad,” said Tech. PETERSON AIR FORCE BASE, Colo. -- I recently read an article entitled “Don’t Be In A Hurry,” which made me pause and look at my own lifestyle. We always seem to be in a rush. Our society today is full of fast food, rapid transit, instant messaging, instant weight loss, instant wealth, instant credit, instant abs and instant success. In addition to the “instant” mentality, we all experience the demands on our time. These time-demands revolve around work, family, recreation, spirituality, friends, and other activities. As the time-demands increase, whether controlled or uncontrolled, there will be an increase in pressure and stress. How can we slow down and “smell the roses,” as we all have heard? One thing we can do is review our priorities. There are actions we “must do,” actions that are “fun to do,” actions that are “nice to do” and actions which we should “never do.” If your priorities are mostly “must dos” then you might want to realign your priorities. We all work hard, but maybe it would be beneficial if we took a moment to review all our daily tasks. Is the task a “must do,” will the mission fail, or do I just think it is a “must do?” Al Strait 21st Space Wing director of staff Sometimes our routines involve actions that ultimately don’t add much value to mission. Yet because of the routine we continue to spin our wheels without getting much traction. We can allow our tasks to drive us or we can drive the tasks. There may be demands placed on us that we cannot control or dictate a “get it done now” pace. If that is the situation we find ourselves in, there are a couple of things all of us can do. First, we can learn to laugh. Scientists who study the effects of laughter have found that laughter has a profound and positive effect on virtually every important organ in the human body. Laughter reduces tension and helps us relax, so when the pace quickens and the tension builds remember to find joy in the journey and indulge in a good laugh. Another thing we can do is choose between being happy or being miserable. As someone once told me, there is only one good thing about misery - it’s optional. We know the pace of life can be challenging and there can and will be difficult times. We can choose to be miserable, we can choose to allow worry and fear to dominate our lives, or we can make the choice to be happy. Finally, regardless of the pace, we can learn to live now. Sometimes we become so stressed with the pace that we forget to enjoy the now. Remembering those things that are most important and being grateful for our blessings will fill our lives with meaning and purpose. Enjoy your family, enjoy your health, and enjoy being an American. Have fun now. Let your family, coworkers and friends know you are enjoying life and having fun. Stepping back from our fast paced society and lifestyle will take a great effort, but it is possible. Reflect on your pace, pause, relax, rejuvenate and yes, smell the roses. CEC2364920 5/10 Space Observer Thursday, June 24, 2010 www.peterson.af.mil 5 Bioenvironmental engineering releases water quality report by 21st Civil Engineer Squadron PETERSON AIR FORCE BASE, Colo. -- Base employees and residents can get the facts about the water they drink from the recently released Colorado Springs Utilities 2010 Water Quality Report for reporting period Jan. 1 to Dec. 31, 2009. This report is designed to inform the public about the quality of water and services CSU delivers to the city’s population, including Peterson Air Force Base. According to CSU, the drinking water continually meets or surpasses state and federal standards for drinking water. CSU, as well as the 21st Medical Group’s Bioenvironmental Engineering Flight, test the water consumed throughout the base. CSU tests water at its sources, and in the city distribution system. BE tests water at 10 different sampling locations per month for microbiological contamination that could occur in the Peterson AFB section of the distribution system. The sample sites include child development centers, youth activity center, dining facility, and several Peterson East facilities. All of the microbiological samples collected in 2009 were analyzed by the El Paso County Health Department laboratory and all reported negative for the presence of bacteria. In August 2009 BE performed annual lead and copper sampling at the child development centers and youth center to ensure the water met all state and federal standards. All lead and copper sample results reported below the EPA action level. Nearly 75 percent of the water provided by CSU originates from many mountain streams, referred to as surface water. Water from these streams is collected and stored in various reservoirs along the Continental Divide. The collection systems in this area consist of the Homestake, FryingpanArkansas, Twin Lakes, and Blue River systems. The majority of this water is transferred to Colorado Springs through pipelines that protect the water from contaminants, such as, herbicides, pesticides, heavy metals and other chemicals. Water delivered to Colorado Springs is stored at Rampart Reservoir and at the Catamount reservoirs on Pikes Peak, which then supply the CSU water treatment plants. Local surface water sources are from the north and south slopes of Pikes Peak, North and South Cheyenne Creeks, Fountain Creek, Monument Creek/Pikeview Reservoir, and the Northfield Watershed. CSU purchases treated surface water from the Fountain Valley Authority. FVA receives water from the Fryingpan-Arkansas Project. The FryingpanArkansas Project is a system of pipes and tunnels that collects water in the Hunter-Fryingpan Wilderness Area near Aspen. Waters collected from the system are diverted to the Arkansas River, near Buena Vista, Colo., and then flow approximately 150 miles downstream to the Pueblo Reservoir, and then on to the water treatment plant. The source water may vary during the year and may be a blend of surface water and purchased water. Throughout the process of collection, treatment and distribution, certified water treatment plant operators and laboratory staff monitor the water quality for its chemical and biological content. Some of these analyses are required to meet state and federal standards. Others are part of ongoing testing to assure a continual supply of high quality drinking water. As water travels over the surface of the land and through the ground, it dissolves naturally occurring minerals and, in some cases, radioactive material, and can pick up substances resulting from the presence of animals or from human activity. The presence of contaminants does not necessarily indicate the water poses a health risk. For more information about the contaminants, potential health effects, and drinking water programs authorized under the Safe Drinking Water Act call the EPA Safe Drinking Water Hotline (1800-426-4791) or visit www.epa.gov/safewater. Some people may be more vulnerable to contaminants in drinking water than the general public. These people should seek advice about drinking water from their health care providers. EPA and Center for Disease Control guidelines on appropriate means to lessen the risk of infection by Cryptosporidium and microbiological contaminants are available from the EPA Safe Drinking Water Hotline. Recent attrition rates and the rise of new positions have created a great need to grow the program. Unlike any other Air Force service member, IMAs have flexibility when they work and where. “We’re hiring and that is terrific news on several fronts,” said Col. Nancy Zbyszinski, commander, Readiness Management Group. The RMG oversees the Air Force’s 8,700 IMAs and 1,500 Participating Individual Ready Reservists. “The IMA program offers a unique opportunity to serve in Reserve status for those who are not located near a traditional Guard or Reserve unit, for anyone who cannot commit to one weekend every month, or for anyone who wants to participate in new Air Force missions.” Designed under one of several Reserve categories, IMAs do not serve in Reserve organizations, but instead are assigned to active component units - either Air Force or joint. Rather than serving one weekend a month and two weeks a year, IMAs have flexibility in scheduling their annual training requirements. They coordinate with their active component supervisors to arrange duty dates according to the needs of the Air Force and the IMA’s civilian schedule. “IMAs are fully integrated into operations of the active component - assigned to more than 40 major commands, combatant commands and defense agencies,” said Lt. Gen. We have openings all over the world and in the new Global Strike, Cyber, and Africa Colonel Solie feels accomplished, but humble about his expedition to the highest point on Earth. “People shouldn’t say ‘wow’,” he said. “What I did is within most people’s potential. It’s a matter of not resigning yourself to weaknesses and not self-imposing limits.” As a member of the AFSPC safety staff, Colonel Solie’s mindset was trained to evaluate, mitigate and take calculated risk. “My expedition mates and I made our climb safe by being physically and mentally prepared, using the proper gear, and studying the weather forecasts. Knowing what the jet stream was doing was critical when deciding when to push for the summit.” For some, conquering Everest is a once-in-a-lifetime experience, but Colonel Solie plans to climb it again when he’s 77 years old to beat the record of oldest person to climb Commands.” Another benefit is the potential to get paid for travel as well as annual duty. “Inactive duty training travel can be funded,” added Major Pittman. “We want to get the word out about that, since many members are used to IDT travel being at the member’s expense.” “The IMA opportunity just can’t be beat,” said Colonel Zbyszinski. “Members of the PIRR have the chance to come back to the program and get paid for their annual duty. On any given day back at HQ AFSPC, Colonel Solie could be found listening and studying field operations and advising personnel on how to better protect command assets, leading Safety Directorate personnel on Building 1’s first floor, and of course doing PT. The two-month Everest trek was Colonel Solie’s last act on active duty, as he entered terminal leave just prior to his grand adventure. On June 8, the Air Force published an Air Force guidance memorandum revising Air Force Instruction 44-121, Alcohol and Drug Abuse Prevention and Treatment Program, said Lt. Col. Elizabeth L. SchuchsGopaul, a judge advocate with the Air Force Judge Advocate General Action Group. The revised language makes punitive the prohibition in the current Air Force Instruction regarding the ingestion of any substance, other than alcohol or tobacco, for the purpose of altering mood or function. The possession of any intoxicating substance, if done with the intent to use in a manner that would alter mood or function, is also prohibited, she said. The guidance cited the designer drug “spice,” salvia divinorum, inhalants, household chemicals, solvents and prescription drug abuse. Colonel Schuchs-Gopaul said the new AFI provisions are punitive. Violators will be punishable as violations of a lawful general regulation under Article 92 of the UCMJ. “This revision is an addition to the already existing tools used by commanders to address the abuse of otherwise lawful substances such as salvia, inhalants, propellants, solvents, household chemicals, and others substances used for ‘huffing,’” Colonel Schuchs-Gopaul said. Violating this new punitive memorandum is punishable by a dishonorable discharge, confinement for two years, total forfeiture of all pay and allowances, the colonel said. Enlisted members also face reduction to the lowest enlisted grade. Shaun Guilfoil, 21st SFS superintendent, plans and programs, in charge of the new plan. The groundwork for the new Air Force Instruction began in 2003, Sergeant Guilfoil said. It was the first time security forces saw some relief of the rigid regulations on how patrolmen spent their shifts. However, there was no existing integrated defense plan for Airmen to model, until now. AFSPC is using the 21st SFS integrated defense plan, which includes five geographically separated units and 15 locations, as the benchmark plan for other wings. “This rewrite of AFI 31-101, which drove the (integrated defense plan) was the biggest shift in the way security forces does business in probably 40 years,” Sergeant Guilfoil said. “I think it’s a great thing and it’s a long time coming.” Since the start of Operation Iraqi Freedom and Operation Enduring Freedom, security forces has been one of the most deployed squadrons, with at least 30 percent of the force deployed at one time. But, the needs at the home base never changed, said Senior Master Sgt. Eric Hoderland, 21st SFS superintendent. “The workload has quadrupled but there has been no increase in manpower,” he said. “So, with capabilitiesbased policing, I will man posts based on a comprehensive risk assessment. We have to use our force more effectively and efficiently.” Changing the way the squadron polices opened up an opportunity to change the long-held 12-hour shifts, Sergeant Hoderland said. In the security forces world, squadrons typically work 12-hour shifts, usually three days on, two days off, two days on, three days off. The 12-hour duty day does not include the usual one-hour prep time prior to a shift or the one-hour after a shift for cleaning and returning weapons and paperwork, which turns a 12-hour shift into a 14-hour day. “One of the primary jobs as a leader in this organization is to take care of your people,” Sergeant Hoderland said. “One way you take care of your people is by affording them a healthy work schedule which is paramount for a number of reasons - mental sharpness, physical fitness, education, and quality of life.” The new shifts are returning four hours a day to an Airman, Sergeant Hoderland said. For the first time, the SFS work schedule has allowed the squadron to have unit physical fitness training. “We needed to put them in a work schedule that enables the same opportunities other Airmen receive in different career fields throughout the Air Force,” Sergeant Hoderland said. What’s impressive about the new plan is that the installation actually has more coverage than before, Sergeant Hoderland said. The 21st SFS’s integrated defense plan and new eight-hour shifts have come together through a partnership with the individual mobilization augmentee) and the Air Reserve Component force protection volunteers, he said. It’s an example of how the integration posts are manned, Sergeant Hoderland said. “We simply could not perform the mission without the sustained superior performance of our IMAs and ARCv forces,” he said. “We are still doing every mission that I did when I came on active duty.
