Jump Start Program
Since 2014, the Harrison County Community Foundation has funded
Jump Start, a 5-year pilot program that funds full-day preschool for
at-risk children at several locations in Harrison County. Noah’s Ark
Preschool, located at Unity Chapel United Methodist Church in
Ramsey, was one of the Jump Start grant recipients for the
2014-15 school year. The grant allowed the preschool to provide fullday services for up to 18 children
Allison Miller, director of Noah’s Ark Preschool, said the preschool
was unable to provide full-day services until it received the Jump Start
grant. Miller said she is grateful that the preschool is able to serve more
children as a result.
A student at Noah’s Ark Preschool in Ramsey
reaches for items during an activity designed to help the
students learn the alphabet.
“Our goal is really to get as many kids inside of here as possible, and
get them some kind of education, so the Jump Start program’s really
increased the number of families that we can help,” Miller said.
As a result of the grant, Noah’s Ark hired a part-time instructor and added physical education and music enrichment programs.
Additionally, the grant has helped to provide lunches from North Harrison Community School Corporation, and it has allowed the
preschool’s students to receive remediation based on their social and academic needs.
For example, Miller said one of the students came to the preschool unable to recognize or spell her name, and she needed assistance
using the bathroom, having accidents throughout the day. The Noah’s Ark Preschool staff helped her improve in these areas, and she
could write and spell her name from memory by the end of the year.
“That just shows how important this program is, just to get these kids into a five-day program where they have a little bit of structure,
where they have people that are able to work with them,” Miller said.
Funding from the Jump Start grant helped Noah’s Ark Preschool earn a Level 1 rating in Paths to Quality, a child care national
accreditation system, in 2015. The Paths to Quality program is administered locally by the Southern Indiana Economic Opportunity
Corporation, Inc. (SIEOC). HCCF has made funding available to preschool providers through SIEOC to purchase needed
equipment, send staff members to required training sessions, and obtain Paths to Quality certification.
Miller said she would like to see the number of children served through the Jump Start grant increase, and she would like Noah’s
Ark Preschool to reach Paths to Quality Level 4, so it can achieve national accreditation. But above all, she wants the preschool to
continue to impact the local community.
“I feel like we’re strengthening the community, just one little bit at a time,” she said.

Fund Spotlight
Charles Eckart Family Charitable Donor Advised Fund
The Harrison County Community Foundation’s first endowed donor advised fund was established in December 2014 when Charles
Eckart, his wife Violet Eckart, and three of their children – Christian Eckart, Holly Strange and Heidi Seuling – chose to create the
Charles Eckart Family Charitable Donor Advised Fund.
Charles and Violet grew up in Harrison County, and they raised their children there. Charles said he and Violet have been part of
several organizations in the county, and they wanted to give back to promote the interests of Harrison County in some way.
Charles said he, his wife and their children wanted to start a donor advised fund
because they knew many Harrison County nonprofits did not need a huge grant,
but instead needed help doing small things.
“We felt this would be a way that we could direct money to organizations that
basically worked at making life better for people here in Harrison County,”
Charles said.
Charles said he and his family hold meetings to decide which organizations
they would like to support, how they would like to support them and how much
money is needed to provide that support. Then, the family recommends grants to
the HCCF board.
Front: Holly Strange and Heidi Seuling.
Back: Violet, Christian and Charles Eckart.
In 2015, money from the Charles Eckart Family Charitable Donor Advised Fund
supported the purchase of refreshments for Harrison County CASA and a patron
night sponsored by Harrison County Arts.
Charles said his family plans to have the fund support Veterans of Harrison County, the Historical Society of Harrison County and
other nonprofits in the future. He said the fund has enabled his family to feel good about helping organizations they had also wanted
to help in the past.
Charles said some of his family members have donated to the fund, and he encourages others to donate as well. In addition, Charles
said he would encourage others to start donor advised funds at HCCF.
“I think this is a marvelous tool that should encourage many others to take advantage of this opportunity to provide a permanent
legacy,” Charles said. “I absolutely encourage anyone to use this vehicle to make a difference in the county.”
To learn more or to establish a donor advised fund, contact Kim Harmon, Director of Development at
812-738-6668 or [email protected].
Endowed Donor Advised Fund: Provides the founding contributor or an appointed group of people
the privilege of providing advice regarding grant awards from the fund’s income. Recommended
recipient organizations must be qualified 501(c)3 nonprofits.

Building on Success: Gift VI
Lilly Endowment, Inc. announced a statewide challenge grant to community
foundations in Indiana in July 2014. The challenge was called the Lilly
Endowment GIFT VI initiative, and it spurred HCCF to relate to the
community in a whole new way. Never before had the Foundation asked the
community to demonstrate support by giving to an unrestricted fund.
HCCF has always been the source of matching funds for donors. The tables
were turned as gifts to an unrestricted fund allowed HCCF to leverage
a match into Harrison County. Lilly Endowment made up to $250,000
available for the match in return for raising unrestricted funds.
Additionally, HCCF began to offer named “Builder’s Funds.” People who
establish Builder’s Funds are able to track how their gifts are used to meet
needs and bring about positive change. By logging into their own unique
account through Fund Web, founding contributors see how their gifts are
pooled together to provide grants and fund programs.
Because Builder’s Funds were embraced with such success, HCCF will
continue to offer these named unrestricted funds with a minimum initial gift
of $2,500.
HCCF used unrestricted funds to award a grant to Main
Street Corydon for the Fred Cammack Corydon Farmers
Market project. This grant provided the matching funds for
a $50,000 grant from the Indiana Office of Community
and Rural Affairs and the Indiana Office of Tourism
Development.
We thank our donors who contributed a total of $191,650 to unrestricted funds in 2015.
