Hollymead Town Center, Area A-1 ZMA 2010-00014 Purpose of This Rezoning: To amend the existing proffers relating to road improvements and public transit operating expenses. Hollymead Town Center–Areas ZONING Road Improvement Proffer New Road Proffer Language • Within one (1) year after request by the County, construct Meeting Street from the intersection of Town Center Drive to the southern boundary of the Property. Public Transit Operating Expenses • Current proffer $50,000/year for 10 years – no sunset clause • PC - Applicant proffered $50,000/year for 10 years – July 1, 2012 sunset • PC – Staff recommended $50,000/year for 10 years – January 1, 2021 sunset • PC recommends $25,000/year for 10 years – July 1, 2018 sunset Other Projects w/ Transit $ Proffers 1. North Pointe: $250,000 total over 10 years; sunset clause = 10 years from BOS approval or 7 years after first commercial CO—whichever is later. 2. Martha Jefferson Hospital: $50,000 total; sunset clause = 1 year after CO for hospital 3. Albemarle Place: Jitney service; if jitney service is not in operation by first commercial CO, owner will pay $7,000/yr for 5 years contributed to CAT. 4. 5th Street-Avon Center: cash contribution based on 20 cents/SF/yr after provision of transit service to property and for as long as service provided; no sunset date. 5. Biscuit Run: $1,000,000 (lump sum); unexpended funds to be retained by County. Also a proffer for private transit service to bridge the gap until public service was available. RECOMMENDATION • Approval of the proffers as signed and dated January 12, 2011, which incorporate the Planning Commission’s suggested revisions. HTC A-2 Application Plan–2010
