The Commission took this action after Illinois Governor Bruce Rauner and the state legislature were unable to pass a state budget, and forced the museum to close to the public on September 30. “The Illinois State Museum system has never been in greater peril and it’s due to political maneuvering and an unfortunate lack of recognition by the state’s leadership of the museum system’s tremendous impact,” said Laura L. Lott, president & CEO of the American Alliance of Museums. “This 138-year-old institution is a major educational resource for more than 40,000 Illinois students each year, a regional economic powerhouse and an internationally recognized research facility.” “The museum’s accreditation in 1972—and its four subsequent re-accreditations—bear witness to the fact that the Illinois State Museum is one of the most highly regarded and professionally operated museums in the world,” said Lott. “We stand in solidarity with the museum’s professional staff, including those in the leadership who were summarily dismissed without health benefits. These staff members are not only valued AAM members, but they are true community leaders and experts in their respective fields. Their departure from the museum is a significant loss for the state of Illinois and for the museum field.” Accreditation is the museum field’s highest mark of distinction, and indicates that a museum is operating at the highest professional level, admirably caring for collections and having a significant and measurable impact on the community. The closure of the museum—now in its fourth week—has far-reaching consequences. Not only is the museum’s accreditation now at risk, but the state is vulnerable to lawsuits and risks defaulting on contracts and loans which could affect the museum’s ability to secure future support. “Given the state budget stalemate and closure of the museum, the Accreditation Commission had no choice but to take this serious action because the accreditation guidelines are very clear: Museums must remain open to the public, must maintain a professional staff and must comply with all federal, state and local laws to maintain their accreditation,” said Lott. “I call on Governor Rauner and the Illinois state legislature to put aside their differences, recognize the $31 million generated in economic activity by ISM visitors and the inestimable contribution to citizens’ lives and immediately re-open the Illinois State Museum system,” said Lott. At home, I am glad to inform everyone that the Carl Sandburg State Historic Site (CSSHS) is still open Thursday thru Sunday from 9 to 5. It is administered by the Illinois Historical Preservation Agency (IHPA), at least for now. Gov. Rauner has proposed eliminating the IHPA and moving their operations to the Department of Commerce and Economic Opportunity (DCEO). The Historical Sites division oversees 56 historic sites in Illinois, including the CSSHS in Galesburg. Matt Swanson, of Galesburg, has been the site interpreter since early June. Matt is under contract until the end of this fiscal year in June 2016. Illinois Council of Convention and Visitors Bureaus continued on next page (9) In addition to the museum 8 closures, the World Shooting and Recreational Complex (WSRC) in Sparta Illinois remains closed due to the budget impasse. The facility is considered one of the nation’s premier trapshooting ranges, and hosts several tournaments each year. At least one organization has canceled an event at the range during the shutdown. Representative Jerry Costello (D-Red Bud) confirmed the Scholastic Clay Target Program (SCTP) Collegiate Championships, which was scheduled for WSRC later this month, has moved to a location in Ohio. Costello said that tournament was expected to draw about 900 competitors, as well as their guests, to the region’s hotels and restaurants. Like us on Facebook budget may be decided by judges instead of legislators. continured from last page (8) Convention and Visitors Bureaus (ICCVB). Our organization has Convention and Visitors Bureaus (ICCVB). Our organization has been busy lobbying Springfield and engaging with citizens in an effort to convince our legislature and governor of the importance of tourism to the Illinois economy and to state revenue. I attended the ICCVB Fall Conference in Rock Island, Oct. 15 & 16. The discussion at the conference revolved around the possibility of no budget for 2016. It is possible that the 2016 & 2017 budget will be negotiated together next year. Since the Illinois Constitution requires a balanced budget before 2016, there is a realistic possibility that a lawsuit will be filled in the Illinois Supreme Court requiring a balanced budget. The 2016 Legislative Update Kim Bless is the President/CEO of Elgin Area Convention and Visitors Bureau. She is the Chair of the Legislative Committee for the ICCVB. She helps to keep the CVBs up-to-date on the legislative news front. Tim Hennessey’s is the ICCVB’s Legislative Consultant. He works with Kim and the member CVBs in understanding the legislative and political process. Tim’s business is Consulting4Biz, Inc. Prepared by Kim Bless, Chair, Legislative Committee & Tim Hennessey, ICCVB Legislative Consultant Important Upcoming Dates • House and Senate are scheduled to be in session November 10 (tentative). • As of this report, it is anticipated that the General Assembly will be in one more day in December There will not be a “veto • session” since the General Assembly is staying in continuous session and voting on emendatory vetoes and total vetoes as they happen.
