Our client responsiveness and entrepreneurial acumen have resulted in continual growth. Starting with one employee, MHPM now employs more 300 fulltime, permanent staff operating from 22 offices across Canada. Our project leaders have in-depth design and construction expertise and the interpersonal and team leadership skills required to execute your project, from inception to project close-out. Many of our project managers are both PMP-certified (Project Management Professional) and LEED- accredited (Leadership in Energy and Environmental Design). MHPM has successfully led more than 5000 projects, valued in excess of $2 billion annually, for public and private-sector clients. Over two-thirds of MHPM’s clients and projects are in the public sector, including no fewer than 600 projects for municipalities. MHPM’s success in managing projects is anchored by the consistent and disciplined application of ISO 9001:2008 registered Quality Management System and using standard tools, techniques and best practices, including the Project Management Institute’s Project Management Body of Knowledge, to achieve project objectives. Water and Wastewater Infrastructure Experience MHPM and its staff members proposed for this assignment have managed a diverse range of large, multi-stakeholder municipal water/wastewater systems in rural and urban settings across Canada. Stakeholders typically include municipal representatives, partner municipalities, rate-payers, specific need infrastructure users (ICI – Institutional, Commercial, Industrial), property owners, regulatory agencies, and funding bodies. Below is a sampling of our project experience for large, multi-stakeholder municipal water/wastewater systems. As demonstrated by this project sampling, MHPM has an exceptional depth of experience in managing municipal water and wastewater systems involving high capacity pumping, piping and storage systems. This experience covers all stages and components of water system planning, design, construction, commissioning and operations. MHPM Project Managers Inc. Proposition pour la Municipalité de La Nation – October 2012 1 Glengarry Water Supply Project Some communities in the Townships of North and South Glengarry are without municipal treated water or have inadequate supplies. The townships are now looking to provide a regional water supply system, with a connection to the City of Cornwall, which will be capable of delivering to them a safe, sufficient, sustainable supply of water. MHPM has been engaged to provide comprehensive project management services for Phase I and Phase II of the Glengarry Regional Water Supply Project. Phase I includes the engagement of a prime consultant; investigations and preliminary design; detail design and engineering; and tender preparation. Phase II will involve construction tendering, construction, commissioning and closeout. Once Phase 1 is completed in the spring of 2013, the Township will be in a position to proceed with Phase II, provided that capital cost funding can be secured. Currently, MHPM is involved in producing the detailed design, procurement of the design consultant, and obtaining all required approvals for the project. MHPM’s primary responsibilities throughout the project include cost, schedule and risk management activities. Brockville Water Pollution Control Centre This upgrade of the Water Pollution Control Centre includes a secondary treatment to meet Ministry of Environment treatment requirements and ensure that effluent is non-toxic to aquatic life, in accordance with provincial and federal policies. The City of Brockville retained MHPM to provide project management services for process evaluation, detail design and construction. MHPM provided comprehensive management and control of all aspects of the project throughout its life cycle, achieving time, quality and cost objectives. MHPM completed a preliminary study to recommend best practice secondary treatment technology for the facility. Further to the selection study, MHPM directed the RFP process to select a prime consultant for design and construction project administration. Design was completed on schedule, as was tendering and award of the construction contract in early 2010. Final construction and commissioning activities are ongoing. MHPM Project Managers Inc. Proposition pour la Municipalité de La Nation – October 2012 2 City of Dawson Creek Reclaimed Water Plant This $15 million project, targeting LEED Gold, will be a showcase of green technology and waste water treatment and reuse. It is an important step in the City of Dawson Creek's ongoing sustainability mandate and pledge to be carbon neutral by 2012. The City of Dawson Creek is committed to reducing the steadily increasing water demand on the community’s potable water supply, especially at the bulk water filling stations. To meet their sustainability goals, the City partnered with Shell Canada to develop a Reclaimed Water Plant. MHPM was been retained as owner’s representative to develop, construct and commission this new municipal facility. MHPM developed a comprehensive project management plan to manage all project phases from design and procurement to close-out. These services included the management of project approvals, project planning and definition, management of design, tendering, construction, commissioning and closeout as well as risk management. The MHPM project team worked with project stakeholders, the design team, contractors and outside authorities to ensure successful delivery of the water quality, cost and schedule objectives. District of Sechelt Biosolids Handling Facility The District of Sechelt is committed to improving the quality of the effluent from their existing Ebbtide Sewage Treatment Plant. To meet this goal, Sechelt plans to develop and construct a Biosolids Handling Facility. This facility will treat Sechelt’s sewage effluent sufficiently to create a product for industry that can supplement tree planting operations for the mine reclamation project and for the community for composting. This is a win-winwin project for the community, the ocean and the industry. MHPM is providing project management services for the design, construction, fit-up, furnishing and move-in of the $6.5 million Sechelt Bio-Solids Handling Facility. Having completed similar projects, such as reclaimed water plants and sewage treatment plants, using the design-build approach and with a focus on sustainability, we are adept at maximizing sustainable strategies to support environmental and community goals. Proposition pour la Municipalité de La Nation – October 2012 3 Proposed Team Alain Grégoire, P.Eng. – Project Director As the Director of Infrastructure Services for MHPM, Alain Grégoire draws upon 18 years of experience in municipal and land development engineering. He has provided consulting engineering services to both public and private sector clients on a variety of potable water, wastewater, road and stormwater projects, including design/build projects. The range of services that Alain has provided over the years, include the management of multi-disciplinary design and inspection teams, preparation of serviceability studies, master planning, stormwater management and servicing reports, environmental assessments, preliminary and detail design, contract documents and the provision of construction and operational services. Areas of expertise include water distribution system modeling and design, wastewater collection, pumping stations, stormwater management and drainage design, trenchless technologies and land development. His recent experience includes the role of project manager (while at Delcan) for the development of a water and wastewater infrastructure master plan for the village of Limoges. Alain’s related project experience also includes the Source Water Replacement Project for the Township of Russell, a major sluice gate replacement project at the City of Ottawa wastewater treatment plant, the design and construction engineering services on several pumping station and forcemain projects across the Ottawa region, including the rehabilitation and new construction for road, sewer and watermain projects. As Project Director, Alain will be responsible for client satisfaction and will be involved, as required, with the implementation strategy and client and stakeholder liaison. Alain’s involvement, in subsequent stages of the water and wastewater project, would include funding and procurement strategies, negotiations, scheduling and cost controls and risk management. Luc Frechétte – Senior Project Manager As Project Manager, Luc will act as the single point of contact for the Nation Municipality and will be responsible for the day-to-day management and deliverables for the water infrastructure projects. Luc will draw upon the experience of Alain Gregoire and other water and wastewater experts within MHPM as required throughout the assignment. Luc Fréchette is a Professional Engineer (P.Eng) and a Project Management Professional (PMP) with over 20 years of construction industry project management experience. He specializes in site development and building construction and has just finished leading the design and construction of the Lansdowne underground parking garage. Previously a Senior Project Manager with SmartCentres, Luc was directly responsible for the management of numerous large-scale projects for municipalities and private clients throughout eastern Canada. Luc and Alain will utilize an assistant project manager (APM) for administrative functions to provide the best value and the least cost to Nation. The dedicated APM will be assigned based on current and projected workloads. MHPM Project Managers Inc. Proposition pour la Municipalité de La Nation – October 2012 4 Additional Resources As Canada’s largest project management firm, one of MHPM’s key strengths is the availability of highly experienced project management professionals and other qualified internal support personnel, to provide continuous coverage on Nation’s project in the event of absences due to vacation, illness, and other unforeseen circumstances, or to meet the requirements of intermittent high project demands. Nation will experience no difficulties regarding qualified professional project management expertise coverage throughout the life of this project. The proposed personnel will not be substituted without written authorization of Nation. MHPM can make a variety of expert advisors available to Nation, as requested, over the course of the project. These may include cost consultants, real estate/property advisors, construction experts, and/or water systems specialists. MHPM Project Managers Inc. Proposition pour la Municipalité de La Nation – October 2012 5 Work Plan Below is an outline of the tasks that MHPM proposes to complete to assist Nation in organizing its approach and implementation strategy for the water and wastewater systems developed as part of the master plan. MHPM is prepared to commence work on this scope immediately. Depending on availability of information from the Township MHPM requires 3 weeks from notification to commence work to complete the tasks outlined. Task 1 – Project Planning Tools As a first step to this study MHPM will prepare a communications and approval plan framework for duration of the master plan implementation. This will be a living document that will change throughout the progress of the assignment. The communication and approval plan will be developed to help MHPM and Nation understand how decisions will be made regarding the development of the implementation strategy and the subsequent projects. It will be an important starting point to move forward efficiently and consistently with the projects. The plan will detail who will make decisions, when decisions should go to staff, Council and the public. Task 2 - Review of Master Planning Document and Prioritize Components The next activity will be to review the existing Master Planning Document to confirm the latest decisions by Nation. After review of the document a meeting with Nation would be scheduled to get some initial feedback on the document and thoughts for high priority, medium priority and low priority items. MHPM will gather the priorities and formalize this into a memo for approval by Nation. The prioritizing of activities will allow MHPM to prepare a preliminary implementation schedule and preliminary budget with year over year cashflow projections. Task 3 – Schedule MHPM will prepare a Gantt chart style schedule in Microsoft Project to outline the high level activities to implement the master plan document. The activities will be organized in a logical fashion and in accordance with the priorities outlined by Nation. The schedule will plan projects with sufficient timeframes to realistically complete work. Task 4 – Budget and Cashflow MHPM will review the overall costs to implement the master plan with a focus on the high priority items. The high priority items will be developed into further detail as is necessary at this point to help staff and Council to make decisions on the direction forward. The costs will be projected in a cash flow according the implementation schedule that will be developed in task 3. MHPM Project Managers Inc. Proposition pour la Municipalité de La Nation – October 2012 6 Task 5 – Project Implementation Review MHPM will review the best possible implementation strategy for each component of the master plan. There are times when design- build project delivery methodology would be appropriate whereas other times the traditional design-bid-build project delivery would provide better value to Nation. MHPM will review the overall timelines and possible acceleration of design to meet better tendering seasons and allow the construction to proceed at optimal times of the year. Task 6 – Summary Report The final task will be to review the individual tasks above with Nation in a draft format. The comments and suggestions will be incorporated into a final summary report. MHPM will prepare a powerpoint presentation to summarize the report to Council. This will position Nation to be in the best position to move forward with the projects. MHPM Project Managers Inc. Proposition pour la Municipalité de La Nation – October 2012 7 Price Proposal The total proposed fixed price is $12,630 plus reimbursable expenses of $500. The fixed fee and reimbursable fee exclude HST. Reimbursable expenses include communications and travel, and will be charged at cost without mark-up. If additional services not outlined are requested we would use the hourly rates as outlined below to develop a competitive fee proposal. Hourly and per diem rates are provided on the Work Breakdown Structure as follows: MHPM Personnel Hourly Rate Per diem Rate Alain Gregoire, Project Director $160 $1,280 Luc Frechette, Designated Project Manager $130 $1,040 Assistant Project Manager $90 $720 Administrative $80 $640 *Per Diem rates are based on 8 hours per day Terms and Conditions This proposal is valid for 90 days Invoices will be submitted monthly, with payment due net 30 days from date of invoice.
