We think you'll agree that this was quite an exciting season, capped on July 15, 2007 with the change in Saint Barth's political status to a new Overseas Collectivity, and Bruno Magras elected as the first president of the new territorial council. This is an important step in the island's taking its future in its own hands, and it will be interesting to watch how things unfold next season. The Weekly will be back as of November, both in print every Friday on the island, and online at www.stbarths.com, to keep you posted on all the island's happenings from political activities to cultural events and festivities. Have a great summer, and we look forward to seeing you again next season! 02 Bruno Magras, First President Of The COM Of Saint Barthélemy S unday, July 15 was a quite a day at the new Hôtel de la Collectivité, starting with the election of Bruno Magras as the first president of the COM with a unanimous vote by the 19 members of the territorial council. The unanimous vote was appreciated by the entire council, who viewed this as the first sign of a fruitful collaboration amongst the members. Those who attended the elections report that the atmosphere was extraordinary, and that things got even more exciting with the arrival of Christian Estrosi, the Secretary of State for the French Overseas. A large crowd was waiting for him to arrive at the airport at 9am, with lots of small red, white, and blue French flags waving. Estrosi was also warmly welcomed to the Hôtel de la Collectivité where the council chambers were filled to overflowing. The Marseillaise (French national anthem) was played as well as the Hymn of Saint Barth, sung by the assembled crowd, including the Secretary of State who sang along. St Barth Weekly n°126 ■■■■■■■ THE “TI TÉAT” A TRIUMPH IN SAINT-THOMAS THE POLITICAL EVOLUTION: A TIMELINE As early as the 1960, the idea of a special political status for Saint Barth was already in the air, but it wasn’t until 1996 that this possibility was seriously considered by the political powers, when solicited by Bruno Magras, after he was elected as mayor in 1995. October 18, 1996 The General Council in Guadeloupe votes favorably on the principle of creating a collectivity with special status in Saint Barth. A commission is put into place to study the content of this eventual status. January 19, 1998 The General Council in Guadeloupe votes favorably for the project to turn Saint Barth into a collectivity with a special status. March 11, 2000 French president Jacques Chirac, at the Madiana conference center in Martinique, declares that Saint Barth will indeed see its status evolve into an Overseas Territory June 18, 2001 Officials from the General Council and Regional Council in Guadeloupe meet under the presidency of Jacques Gillot, and adopt a resolution in which they pledge to give their supprt to the political evolution of Saint Barth. December 17, 2001 The same officials from Guadeloupe meet, this time with Lucette MichauxChevry, president of the Regional Council, and adopt a resolution in which they support and approve the project for an eventual change in political status for the island of St Barth. March 28, 2003 At the request of Brigitte Girardin, who was the French Overseas Minister at the time, the French Parliament modified the constitution and offered the overseas territories the possibility to change their political status if so desired and with the consent of the local population. December 7, 2003 In a referendum, the population of Saint Barth voted massively in favor of the political evolution of their St Barth Weekly n°126 F ive hundred Saint Barth residents or Saint Barth descendents living in Saint Thomas attended the performance of “Ti Téat à Françoise,” presented as part of a special visit from July 1216 on the American Virgin Island where many Saint Barth natives lived in the past. Written by Françoise Gréaux, the play is like a link between the two islands, as the story, told in patois, is that of a young fisherman from Saint Barth who falls in love with a young woman in Saint Thomas and brings her home to meet his parents. The troupe, composed of almost 2 people, met with great success on the stage in Carénage, part of the French Quarter of Charlotte Amalie, where the Hymn of Saint Barth was sung. Angèle Peter, the president of ASCCO, initiated the project, and she notes that the evening of July 13 was a triumph, thanks in part to the numerous sponsors that helped make it possible. SNSM: A Nighttime Rescue Of Three People At Sea O n July 14, three men of about 30 years old set sail on a Prindle 19 sport catamaran from the beach in Saint Jean. They were forced to call for help when they lost their mast while out at sea. At approximately 6pm, the CROSS Antilles-Guyana called the Saint Barth SNSM rescue station and told its president, Ingénu Magras, that a small motorboat was towing a light catamaran with three men aboard. But night was falling and there were children aboard the motorboat, which had to return to port. The help of the SNSM was requested and Magras immediately organized the rescue mission along with Yvan Garnier and Frantz Questel. They just had to find the small catamaran, which was not equipped with lights. The men aboard the Prindle had a mobile phone and esti- mated their position to be northeast of the small island of Bonhomme. The SNSM rescue boat searched that zone for 30 minutes but to no avail. One of the rescue party asked the men aboard the catamaran to try and locate the lights of their boat. “We see your white light,” said one of the men. So the rescue boat made a U-turn as the catamaran was actually north of the little island of Boulanger. This exceptional guitarist has made “jazz manouche” or gypsy jazz his specialty, and his music is heavily influenced by Django Reinhardt, the “father” of this musical style. Even at his young age, Richard Manetti has already been seen on the stages of major international jazz festivals, and played with top contemporary jazzmen such as Didier Lockwood, Stochelo Rosenberg, Mike Stern, and Christian Escoudé. Richard, who started to play the guitar at the age of 10, spent his childhood surrounded by “manouche” musicians, and soaked up the magic of Django. In fact, he grew up alongside Django’s son David and today they often perform together. A musical event not to miss! Richard Manetti Duo, with Christophe Lagane or Natacha Lockwood at the Carl Gustaf, every Thursday and Friday, from July 19 through August 17 at sunset. New Rotary Club Board Members O n a recent Saturday evening at Zanzibarth restaurant in Saint Jean, Laurent de Fabrique, the outgoing president of the Rotary Club, gave a report on the past year’s activities to a group of sixty guests. He then presented the club’s presidential necklace to Odile Duquenoy, who will be the club’s president for 20072008. Duquenoy also introduced the board members who will work with her during her term. She then revealed the theme of the St Barth Weekly n°126 Rotary’s activities for the year to come: Rotary Shares. Odile Duquenoy hopes to reinstate the tradition of family stays in Sables d’Olonnes that would allow students from Saint Barth to continue their education in France in a safe family environment, and she would like to establish a return program in which families in Saint Barth would welcome 15 to 18-year-old students from France during school vacations. 5 ■ Driving in St Barths ■ At your services ROUND-ABOUT AT LA TOURMENTE The traffic circle at La Tourmente (the top of the hill near the airport) has altered the traffic patterns for who has the right-ofway.
