(e) In the event that a vacancy shall occur on the Board of
Directors or among it’s elected officers, or in the event that any
member of the Board of Directors shall by illness, incapacitation,
repeated absence, or other causes become unable or unwilling to
discharge the duties of the office to which he/she was elected or
appointed, then the Board of Directors may declare such office or
position vacant and proceed to fill such vacancy by appointment, and
the officer or member so appointed shall hold the office until the next
succeeding election. Appointments so made by the Board of Directors
shall be by majority vote of said Board.
(f) Any Manager appointed and employed by the Board of
Directors shall not be a member of the Board of Directors. The
Manager, however, shall have the right to be present at any and all
meetings. If the Board of Directors deems it necessary, the Manager
may appoint and select an Assistant Manager subject, however, to the
approval of the Board.
Article VII – Duties of Officers
(a) The President shall preside at all meetings of the Society
and all meetings of the Board of Directors, shall perform all other
duties usually incident to the office of President, and such other duties
as may be assigned by the Board of Directors from time to time. The
President may appoint a qualified parliamentarian to assist at the
meetings who shall not be a member of the Board of Directors.
(b) The Vice President shall perform the duties of the funds
in his/her hands at such time as request by the Board President in the
absence or disability of the President.
(c) The Secretary shall keep record of all meetings of the
Society and meetings of the Board of Directors and shall duly account
for and pay to the Treasurer all monies which may at any time come
into his/her hands belonging to said Society, and shall perform all
duties customarily incident to the office of the Secretary and such other
duties as the Board of Directors may assign from time to time. All
notices of Annual or Special Meetings of the Society and the Board of
Directors shall be sent out by the Secretary.
(d) The Treasurer shall be charged with collection and
custody of the funds and with their disbursement under the direction of
the Board of Directors. He/She shall make a report showing his/her
receipts, disbursement and the condition of the Board of Directors.
His/her account shall be open to the examination of the President and
the Board of Directors and members of the Fowlerville Agricultural
Society.
Article VIII – Committees
(a) The Board of Directors shall appoint to the Standing
Committees at least 3 Directors of the Society and any members
thereof as they may deem necessary for the interest of the Society.
Said Standing Committees of the Whole, which stand at 11 are: 1)
Advertising, Promotions, Sponsors, and Entertainment; 2) Exhibits,
Concessions, and Rentals Off Season; 3) Historical Centre; 4) Barn
Fairbook, and Entry; 5) Gates and Tickets; 6) Office Coordination; 7)
Grandstand, Entertainment Set Up; 8) Parking and Security; 9)
Buildings, Grounds and Planning; 10) Grounds Clean Up; 11) Ways
and Means.
(b) The President of the Society shall appoint a bylaw review
committee of at least 3 members of the Society which shall meet at
least every year or as deemed necessary by a majority of the Board of
Directors.
(c) A Nominating Committee consisting of three members of
the Board of Directors shall be appointed by the President each year
and it shall be the duty of such Nominating Committee to present
nominations for vacancies in the Board of Directors to be elected each
year which shall be done at the Annual Meeting of the Society.
Article IX – Fair and Exhibitions
The Board of Directors shall have full control of all fairs and
exhibitions, the determination of the scope or extent thereof, the
awarding of premiums, the making of suitable rules and regulations,
the appointment of department superintendents, and all committees
and subagents for the proper and efficient conduct thereof. The said
Board of Directors shall have the power to determine the place or
places on the fairgrounds or in the buildings thereon in which the
various exhibits or demonstrations are to be located and conducted,
(whether or in contests, or as concessions or amusement), and may
engage, change or diminish the space allotted any person or persons
at any time as it may deem proper and advisable.
Article X – Publication Bylaws and Rules
A copy of bylaws and of all rules and regulations made and
adopted by the Board of Directors for the control and conduct of the
BYLAWS OF THE
FOWLERVILLE AGRICULTURAL SOCIETY
Article I – Board of Directors
The Board of Directors shall consist of sixteen persons.
Article II – Term of Office and Remuneration
At each Annual Meeting of the Society there shall be elected
from the membership (5) Directors for a term of three (3) years. The
term of office of each Director shall begin on the date of the Annual
Meeting of which he/she is elected.
At the Annual Meeting of the Society at which these Bylaws
are adopted any seven Directors who are presently serving their terms
shall have said term confirmed. Any vacancy among the fifteen
Directors presently serving their term shall be filled by the membership
at the next Annual Meeting.
Any vacancies among other Board of Directors between the
Annual Meetings shall be filled by the remaining members of the Board
of Directors, and the persons so elected shall hold office until the next
meeting after their election.
No officer or director of the Society shall receive
compensation during the dates established for the annual Fair for their
services, except the Secretary and Treasurer.
Article III – Election of Directors
The Nominating Committee shall present its nomination at
each Annual Meeting for the Directors to be elected and any members
present shall have the right to make nominations from the floor at the
Annual Meeting. The election of directors shall be by the members
present at the Annual Meeting and voting by proxy shall not be
recognized or allowed. Any members in good standing present at the
Annual Meeting shall be entitled to cast a vote.
The Livingston County 4-H Council has the right and
privilege of appointing one of its members to serve on the Board of
Directors of the Society and said representative must be a member of
the Fowlerville Agricultural Society. This shall be the 16th member of
the Board of Directors and such member of said Board shall have full
rights as a Director of said Society.
Article IV – Annual Meeting
The Annual Meeting of the Society shall be held at the
Fowlerville Family Fairgrounds each year within forty-five (45) days
from close of the Society’s fiscal year. The date and time of the Annual
Meeting shall be established by the Board of Directors at a meeting
prior to the Annual Meeting and notice shall be given of the date and
time of the Annual Meeting and any proposed amendments to the
bylaws which notice shall be in writing and mailed at least 30 days
before the Annual Meeting to the last known address of said member.
Members shall show proper credentials upon entering the Annual
Meeting.
Article V – Quorum
A quorum for the transaction of business at any regular
Annual Meeting of the whole Society shall not be less than 25
members and for a meeting of the Board of Directors shall not be less
than 9 members (Robert’s Rules = half +1). All meetings will be
governed by the State of Michigan Statute, Society’s Bylaws, and
Robert’s Rules of Order.
Article VI – Duties of Board of Directors
(a) The Board of Directors shall control and regulate all the
affairs of the Society, make or authorize to be made all necessary
contracts, purchases, and expenditures, engage, direct, and discharge
employees and servants, including a Manager to whom they may
delegate authority and duties, enforce all bylaws and rules, and have
such other and further powers as are usually inherent in a Board of
Directors and as may be provided for in the bylaws and articles of
incorporation.
(b) The first regular meeting shall be held immediately
following the Annual Meeting. At the first regular meeting following the
Annual Meeting, the Board of Directors shall elect from their own
members a President, Vice-President, Secretary and a Treasurer. The
term of such offices shall be for one year or until their successors are
elected, and qualified.
(c) The Board of Directors shall have power to adopt such
rules for the conduct of the Society and its members as it may from
time to time deem necessary, provided such rules are not inconsistent
with these bylaws.
(d) Officers and employees shall furnish such bond as may
be required by the Board of Directors.

Article XI – Membership
Any person who shall pay into the treasury of the Society the
sum of twenty-five dollars ($25) shall be a member for three (3) years
and shall be entitled to vote at all meetings of the Society, if new
membership is purchased prior to September 1, of the present year,
shall have other privileges of membership.
Article XII – Expulsion
(a) Whenever the conduct of character of any member shall
injure or be likely to injure the welfare, interest or character of the
Society, he/she may be expelled there from. Such expulsion of
members shall not have other privileges of membership.
(b) The Board of Directors of its own motion may, and upon
the complaint in writing of three (3) members, shall enter a resolution
upon its records for the investigation of charges against any members,
which shall specify the charges and fix a time and place for hearing of
the same.
(c) It shall be the duty of the Secretary to cause a true copy
of such resolution, certified by him/her to be personally served upon
such member, at least ten (10) days before the time fixed for such
investigation.
(d) At the time specified in such resolution, the Board of
Directors shall meet at the place named and shall then, and at such
time or times thereafter as they may adjourn to, hear and determine
the matter of the charges. The member complained of shall have full
opportunity to be heard upon such charges, and the Board of Directors
shall prescribe the mode of procedure upon such hearing. The
Secretary shall keep an accurate record of all the proceedings.
(e) Within thirty (30) days, such expelled member may
appeal to the Society from the decision of the Board of Directors by
filing a written claim of appeal with the Secretary, signed by him/her.
The Secretary shall there upon call a special meeting of the Society for
the purpose of hearing such appeal. At such meeting, or at a regular
meeting, the Society shall hear said appeal in such a manner as it may
determine and may restore said members by a vote of the majority of
the members present. Such vote shall be by secret written ballot.
(f) The member claiming such appeal shall not be entitled to
any of the rights and privileges of the Society until he is restored to
membership.
(g) Elected officers and any member of the Board of
Directors may be removed from office for cause by the affirmative vote
of two-thirds of the members present in person at any regular or
special meeting of the Society. Notice of the proposed action shall be
mailed to all members and to the affected officer or member of the
Board of Directors twenty days previous to the meeting, which notice to
the affected officer or member of the Board of Directors shall contain a
statement of the cause of removal to be determined at said meeting.
Voting on the position declared vacant shall be by the Board of
Directors at its first regular or special meeting thereafter, and the
person appointed shall serve until his successor is elected and
qualified.
Article XIII – Purchase or Lease of Property
The Board of Directors may from time to time buy or lease
such estate as in their judgment shall be suitable for the purposes of
the Society and upon such prices, terms and conditions in all
particulars as they may approve.
Article XIV – Contracts
Except as otherwise specified by the Board of Directors all
contracts relating to the business of the Society shall be executed on
behalf of the Society by the President and Secretary, provided in the
event of the absence or disability of the President or Secretary, the
Board of Directors may authorize the executive of specific contracts be
any officer or officers of the Society in the place and stead of the
absent or disabled officer. Subject to provision of Act 80 under PA of
1855 as amended.
Article XV – Special Meetings
Special meetings of the membership of the Society shall be
called at any time by the President, and such special meetings shall be
called by the President upon receiving written application signed by not
less than two members of the Society. Notice of any special meeting of
the Society shall be given to all members in good standing, which
notice shall be in writing and shall be mailed to each member of said
Society at least five days’ notice from postmarked date prior to
business which will be conducted at such special meeting and any
such special meeting shall be limited to the conducting of the business
stated in said notice.
Special meeting of Board of Directors may be called by the
President of the Society at any or shall be called upon petition signed
by not less than five (5) members of the Board of Directors. The giving
of notice and the transaction of business at any such special meeting
of the Board of Directors shall be governed by the same bylaws as
governs the calling of special meeting of the Society members.
Regular Meeting of the Board of Directors shall be held once
each month at a time and place to be designated by the Board of
Directors.
Article XVI – Amendment to Bylaws
These bylaws may be amended at the regular Annual
Meeting or at Special Meetings, called for that purpose, by a two-thirds
vote of the member’s present, voting yes.
Article XVII – Non-Profit Status and Dissolution
The Fowlerville Agricultural Society will remain a perpetual
non-profit organization.
Upon the dissolution of this organization, assets shall be
distributed for one or more exempt purpose within the meaning of
section 501(c)(3) of the Internal Revenue Code, or corresponding
section of any future federal tax code, or shall be distributed to the
federal government, or to a state or local government, for a public
purpose.
Article XVIII – Indemnification
The Board of Directors may indemnify a current or former
board member, officer, or employee that is threatened to be made a
party to or is involved in any action, suit, or proceeding, whether civil,
criminal, administrative, or investigation, formal or informal, as
permitted by law and the articles of association. The Society may
maintain insurance providing Officers and Directors Liability coverage
and any other appropriate insurance coverage. The board shall
establish a written policy to carry this provision into effect.

The following is a summary of the health requirements for livestock exhibited in Michigan. The complete set of requirements can be obtained by
downloading them from the Michigan Department of Agriculture website www.michigan.gov/mda-exhibitinfo or by contacting the fair/exposition staff or
livestock entry office.
Livestock means those species of animals used for food and fiber or those species of animals used for service to humans. Livestock includes but is not
limited to cattle, sheep, new world camelids (llamas, alpacas, vicunas and guanacos), goats, bison, privately owned cervids, ratites (cassowaries, kiwis,
ostriches, and emus), swine, equine, poultry, aquaculture, and rabbits. Livestock does not include dogs and cats.
GENERAL REQUIREMENTS FOR ALL ANIMALS
Exhibitors at state, county and district fairs, along with other livestock exhibitions, expositions and shows are required to comply with all of the statutory
and regulatory provisions of the State of Michigan relating to animal health outlined in the Animal Industry Act, 1988 PA 466, MLC 287.701-287.747, and
rules promulgated for the implementation and enforcement of the act.
1. A person who discovers, suspects, or has reason to believe that an animal is either affected by a reportable disease or contaminated with a
toxic substance shall immediately report the fact, suspicion, or belief to the Michigan Department of Agriculture and Rural Development
(daytime telephone: (800) 292-3939; after hours: (517) 373-0440).
2. Livestock with clinical signs of infectious, contagious, or toxicological disease shall be removed from the fair, exhibition, exposition, or show or by
permission of the director, shall be isolated on the premises.
3. A fair, exhibition, exposition or show authority shall have an accredited veterinarian on call whenever there are animals on the premises.
4. All cattle, sheep, goats, swine and privately owned cervids shall bear official USDA identification before they leave their home premises. Swine require
official identification prior to being exhibited.
5. Upon request, a person who exhibits livestock shall present for inspection all reports, test charts, and appropriate health certificated required to
accompany livestock.
6. A fair, exposition, exhibition, or show authority shall do all of the following
a. Notify exhibitors of health tests and certificates requires for importation and exhibition.
b. Examine and approve required official animal identification, health certificates, reports, test charts, certificates, or other required
documentation before commingling with other animals.
c. Notify exhibitors whether or not poultry vaccinated against Infectious Laryngotrachetis (ILT) are allowed in the fair, exhibition, exposition, or
show.
d. Provide shipping arrangements for all swine exhibited that are `to be removed from the fair, exhibition, exposition, or show facility for direct
movement to slaughter or a livestock auction market as defines in Licensing Livestock dealers, 1937 PA284, MCL 287.121-287.131.
7. A fair, exhibition, exposition, or show authority may require additional testing or vaccination of animals before entry and during the fair, exhibition,
exposition, or show authority.
8. Whenever an official test is conducted or an official vaccination is administered, livestock shall, unless exempted by the director, be permanently
identified in a manner approved by the director.
9. Unless otherwise approved by the director, a facility for exhibition of livestock shall be constructed to allow sufficient separation of each exhibitor’s
livestock. The facility shall be constructed of a material that can be adequately cleaned and disinfected.
10. An exhibition building or yarding facility shall be cleaned and disinfected with an United States Department of Agriculture (USDA) approved
disinfectant used in accordance with label instructions before livestock are admitted by removing from premises all manure, litter, hay, straw and forage
from pens, runways, and show rings; and thoroughly disinfecting walls, partitions, floors, mangers, awarding facilities, and runways in a manner

GENERAL REQUIREMENTS FOR OUT-OF-STATE ANIMALS
1. Out-of-state livestock for exhibition shall meet the requirements prescribed for importation of animals of that species and shall be accompanied by a
copy of an official interstate health certificate or an official interstate certificate of veterinary inspection issued by an accredited veterinarian from the
state of origin.
2. Livestock shall not be diverted to a premises other than the destination site named on the official interstate health certificate.
3. It is the responsibility of the exhibitor to ensure that all requirements for testing, identification, and official interstate health certificate or official
interstate certificate of veterinary inspection are fulfilled prior to importation and that proof of fulfilling these requirements is provided to the director, fair,
exhibition, exposition, or show authority upon request.
4. If vesicular stomatitis outbreaks have occurred in the state of origin within the past 12 months, the following statement must be included by the
accredited veterinarian on any official interstate health certificate or official interstate certification of veterinary inspection for importation of equidae, into
Michigan: “I have examined the animals listed on this certificate and have found no clinical signs of vesicular stomatitis. To the best of my knowledge,
these animals have not been exposed to vesicular stomatitis within the previous 30 days, nor have they been vaccinated with vesicular stomatitis
vaccine.”

GENERAL RULES
The Fowlerville Agricultural Society management reserves to its Board
of Directors the final and absolute right to interpret these rules and
regulations and arbitrary settle all matters connected with Fair. It
further reserves the right as in its judgment it may determine to
withdraw all or pay in part, premium offering in all departments should
an emergency exist and circumstances demand it.
1. Competition is open to the State of Michigan.
2. Exhibitors will be entitled to the privileges of this Association by
paying a fee to the Treasurer and receive an Exhibitor’s one day ticket
which will admit the exhibitor on any day of Fair week.
3. The management reserves to itself the right to refuse, accept
conditionally and to cancel any entries and awards of prizes without
claim for damages. If damages have resulted from the actions of an
exhibitor, his family, an employee or said representative for the
exhibitor, then Exhibitor will be responsible for payment of all
damages and any expenses that have accrued from collection of
said debt including any and all court expenses. If Exhibitor is a
minor, then the legal guardian will be responsible for said
damages.
4. Entries shall not be accepted after JUNE 15 for LIVESTOCK and
July 1 for NON-LIVESTOCK, unless the time is extended through
appropriate action by the Fair. It is highly recommended to your entry
electronically to ensure correct class entry by exhibitor. Those making
application for open class entry by mail send to Fowlerville Family Fair,
PO Box 372, Fowlerville MI 48836, or applications are available
through the Internet at www.fowlervillefamilyfair.com, or applications
can be faxed at 517-223-0280 or in person. Payment, if applicable, can
be made by cash, check, and money order, or Visa, MasterCard or
Discover. NO POSTMARKS WILL BE ACCEPTED. Entry tags will be
available at the Fair Office after July 12th for the convenience of
quicker registration time.
5. Livestock arrival times: Sunday, July 24 – 8am to 6pm NO
EXCEPTIONS. Anyone unable to make these times MUST make prior
arrangements with the Superintendent before July 8. No livestock will
be unloaded without Superintendent Approval. All animals must be
in their proper places before Sunday, July 24th at 6pm.
6. No livestock exhibit shall be removed from the grounds before
12:01am on the last day of the fair. A request can be placed with
your Superintendent wherein they will take it to the Board of
Directors for review. A written document will be issued by the
Secretary or President of the Board in response to the early
request. Anyone removing a livestock exhibit without prior written
permission will have their premium revoked and entry to the next
year’s fair denied. This rule is strictly enforced.
7. No class and premium restrictions – refer to the Department.
8. No animal will be allowed to compete for premiums without a
certificate of registration that must be produced on demand of the
superintendent of the division.
9. All entries must be made in the name of the owner or joint owner,
actual grower or producer.
10. Every article or animal upon the fairgrounds will be under control of
the Executive Board; the Society will not be responsible for any
damage or losses that may occur. Upon this condition entries are
received.
11. Each article or animal on the fairgrounds must bear an entry card
showing the division, section and class number duly filled out will be
furnished by the Secretary. Exhibitors will see that their entry cards are
in proper place and can be readily seen by the judges.
12. Various special premiums offered by individuals in addition to the
regular premiums will be found in the appropriate classes to which
special attention is invited. Those who desire to compete for any of
these must so state to the Secretary and get special entry cards.
13. The Society reserves the right to withhold premiums awarded in
every case where it shall appear to the Executive Committee, which
the regulations have not been complied with or that fraud or deception
or improper conduct has been practiced or attempted.
14. All awards for premiums will be paid according to special
rulings except in conditions beyond the control of the Board of
Directors, when they will be paid pro-rated of receipts.
15. Premiums will be paid by check within 60 days of close of the Fair.
**All checks MUST be cashed within 90 days of date written.
16. APPEALS AND COMPLAINTS: An exhibitor compelled to bring a
complaint regarding conflict of interest of the judge, disqualification of
an exhibit or exhibitor; Exhibitor, group leader or superintendent’s
behavior, or eligibility of an exhibit shall make a formal protest in
writing to the Fair Board Executive Committee no later than ten days
following the end of fair. All protests shall be referred to a special
committee, which shall review the protest with interested parties and
give parties an opportunity to submit evidence. Report of findings shall
be made to the fair board for final decision on the protest not to exceed
15 days. The party against whom the protest was filed shall have the
right to read the statement of protest. Exhibitor may file appeal to the
Department of Agriculture within 45 days of filing the initial complaint if
the exhibitor is not satisfied with the association’s action. The
Department of Agriculture shall have 60 days after receipt of any
appropriately filed appeal to investigate the complaint, and shall issue
a finding of fact and notice of department action and any
recommended actions for the association.
17. Exhibitors will not be permitted to sell their goods during the fair
without special permission from the Secretary, though they may
receive book orders, and all articles or animals may have the price of
each attached.
18. Exhibitors refusing or failing to exhibit livestock when so ordered by
the Superintendent in charge shall forfeit all fees at the discretion of
the Superintendent.
19. Exhibitors are warned that any act of discourtesy or disobedience
to officials on the part of the owner or attendant will forfeit his entrance
and other fees. The management reserves the power to remove any
person or animal from the show without being liable for compensation.
20. The management will in no case assume or pay the transportation
charge on articles sent for exhibit or assumes or pay any expense in
their delivery to the grounds.
21. The management will use diligence to insure the safety of stock or
articles after their arrival and placement BUT IN NO CASE WILL THEY
BE RESPONSIBLE FOR ANY LOSS OR DAMAGE THAT MAY
OCCUR, AND UPON THIS CONDITION ARE ENTRIES ACCEPTED.
22. Every person who is subject to these rules herein exempts and
discharges the Board of Directors and/or Fair Managers, its agents,
servants and employees, from liability of any loss, damage or injury to
himself or to his property whether caused by the said Board, its agents,
servants or employees, or by any other cause. Every exhibitor will be
responsible for any injury that may be occasioned to any exhibitor, and
shall indemnify the management against all claims for injury

Your assistance and efforts in the judging of exhibits is part
of a process that begins with the entries as early as June and ends
when all checks are mailed and books balanced in November. Your
role in this process is important and far-reaching in the Mid-Michigan
area.
The Fowlerville Family Fair is grateful to you for your support
and invites your comments and suggestions for future changes or
improvements.
Competitive exhibits at the Fowlerville Family Fair are on
display to the public and for judging competition as a Fair Show. These
exhibits are not intended to be displays of professional talents (except
in a few cases where stated in the Premium Book) but are to be
considered as competitive efforts by amateurs trying to do a good job.
Judges are asked to keep this concept in proper perspective
when it comes to placing based on the type and quality of display
entered in the particular classes being judged. Please do not base your
consideration on predetermined standards of another show. Exception
to this would be in livestock departments where a standard of
perfection or a breed standard exists.
We should keep in mind that Fairs are a neighborly
competition type of happening. Therefore, judging should take place
along this same thinking. Judges need not award a premium where
there is no merit even if there is no competition. Where there is partial
merit, an award may be made accordingly.
The procedures outlined herein are used in all Departments
of the Fowlerville Family Fair and are put forth here as a guide to new
judges and a reminder to returning judges.
All entries for competition at the Fowlerville Family Fair are
made on entry application forms supplied by the Fowlerville Family
Fair. This form asks for all the information regarding Department,
Division, Section and Class of entry plus the description as found in the
Premium Books.
The entire competitive exhibit record keeping process is
computerized for accuracy and convenience of the exhibitor, the
Judges and the Fair Staff.
For each exhibit class at the Fowlerville Family Fair, several
thousand in all, we have prepared a separate form in advance of our
judging schedule called a Judge’s Sheet. This computer form lists
complete Department, Division, Section, Class and description as in
the premium book as well as the premiums and placing offered for
competition. Also listed on the Judge’s Sheet will be the Exhibitor
number of Exhibitor having an exhibit entered in the class listed. Once
all entries are in and all have been checked for entry on the judge’s
sheet, the Department is ready to be judged. At this point the
Department Helpers will work with the judge and indicate the class to
be judged and how many individual entries have been placed for the
judging in that class. The judge should complete the judging of that
class and give the results to the Department Helper using the
individual exhibitor number on each exhibit as the means of
identification. It is of utmost importance that the correct results of the
judge’s decision be recorded accurately by all people involved. This
becomes the official judging record and is the only way verifications
can be made in responding to judging complaints and State Audits. It is
extremely important that the judge develops a smooth working
procedure with the Department Staff at all times to minimize errors and
omissions.

23. For space on grounds, buildings or tents contact the Fair Office or
Superintendent in charge.
24. Exhibitors desiring to erect separate buildings or requiring
additional work on the building already existing must notify the
Secretary. In all cases the exhibitor must bear the expense.
25. Special rules at beginning of departments take preference over
general rules.
26. Only two (2) premiums will be awarded to any one livestock exhibit
in any one class unless otherwise stated.
27. After 4-H, open class adult and youth entries close, you may
not change or switch Department, Divisions, Sections or Classes.
28. Special Offers – The Fowlerville Family Fair is not responsible for
payment of Special Offers by various associations and individuals.
29. EFFECTIVE FOR THE FOWLERVILLE FAMILY FAIR – YOUTH
EXHIBITORS. The age for participating youth shall be those who attain
the age of nine (9) during the calendar year for livestock. For explicit
rules on open youth livestock refer to the Livestock Departments. Age
requirements on non-livestock exhibitors are 5-19. For explicit rules on
open youth non-livestock, refer to Open Youth Division.
30. The Fowlerville Agricultural Society has an Animal Health Protocol
and Emergency Quarantine Plan in place. To view a copy of this

from the Fair office.
31. Michigan law (Animal Industry Act 466 of 1988, section 287.711b)
requires ALL sheep and goats to be officially identified PRIOR to
movement off their home premises’.

32. The fair reserves the right to pro-rate or eliminate premiums if
funding is not received from the State of Michigan or fair receipts
are insufficient to pay expenses.
JUDGES
1. Judges will examine the premium list and rules with care. They will
in no case award a premium where there is partial merit. Second
premium may be awarded although no first premium may be given.
2. Judges are requested to render impartial justice both to the exhibitor
and to the Society, observing that is not the purpose of full and ample
justice to worthy exhibitors.
3. Judges will permit no person to interfere while at their work.
Competitors interfering with the judges will forfeit their right to the
premiums.
4. No exhibitor can act as a judge in any department in which he is an
exhibitor or in which he is in any way interested.
5. Superintendents are requested to verify the awards of the judges in
the presence of all competitors. They will correct any errors, if any
have been made, before returning the judges book to the Secretary.
6. Judges will receive their charge by the Fair Board.
GUIDE TO THE JUDGES: The Department Superintendent should not
enter into any of the judging processes or procedures except to assist
in locating all exhibits and determining when all assigned judging has
been completed. We ask the cooperation of all judges in this matter
and encourage each judge to alert the Fair Office to violations or
interference. The Judge is expected to abide by all rules, regulations
and guidelines as specified in the Fair Premium Book. The general
rules and specific department rules are found in each premium book
published by the Fowlerville Family Fair.
Following the competition of judging and recording of the
results, the judge is finished with that particular assignment (some
judges have several assignments).
For information only – the balance of the record process
goes like this. The Judging results are entered into the computer for
tabulation of premium statement and premium check for each
exhibitor. The computer prints out all statements and reports. All the
records relating to the premium statements must be kept on file by the
Fair at least 4 years for State Audit.
EXHIBITORS NOTICE – HOW TO ENTER YOUR EXHIBITS AT THE
FAIR
Every effort has been made to make this year’s book as
complete as possible. Exhibitors should examine this premium book in
order to thoroughly understand the manner in which the fair is
conducted, and to prevent mistakes that could occur. READ THE
RULES if in doubt as to what to do, inquire of those whose business it
is to assist you.
An exhibitor shall make application for entries in all
departments by electronic form via www.fowlervillefamilyfair.com or
use of the printed form provided by the fair for this purpose. The
exhibitor, by signing this form, agrees to comply with the instructions
printed upon it and in the premium list. Preference is to utilize the
electronic form to ensure accuracy of classes entered by exhibitor.
SPECIAL NOTICE TO EXHIBITORS
1. Remember that not all ribbons places on an animal or articles are
awarded premiums.

2. WE MUST BE GOVERNED STRICTLY BY THE RECORD ON THE
JUDGE’S SHEETS. No alteration can be made after the Judge’s
sheets have been returned to the office.
3. Keep your entry ticket until you have received your premium check.
4. NO PETS ALLOWED ON FAIRGROUNDS. No dogs, cats or pets of
any kind or exotic animals are allowed; with the exception of certified
service animals (including Police K-9), unless they are a part of an
authorized show or exhibit. Show dogs, cats and pocket pets must be
entered as an exhibitor. ALL pets that are shown must stay in their
show exhibit area. Authorized exhibit animals must enter and exit on
scheduled days and gates only and not be carried, or walked through
public areas if at all avoidable. NO PETS IN CAMPING AREA with the
exception of service animals.
5. Premium checks must be cashed within 90 days of date written. If
you believe any mistakes have been made, it will be necessary to send
in your entry ticket to stream line the research to determine and correct
any mistakes.
6. If there is a problem/mistake with your premium payment or if
payment has not been received, please notify the Fair Office
immediately. No changes can be made on checks after September
30, 2016. Checks are valid for only 90 days from date written on
checks.
7. Fees shall not be refunded on any articles entered but not exhibited.
8. Fees shall not be refunded for any animal entered but not exhibited,
except where the request for refund is presented in writing with the
exhibitor’s reason for such request and which is accepted by the
Directors.
9. Exhibitors wishing to enter Open Class must use Open Class entry
forms, and pay the Open Class exhibitors fees and per animal fee.
10. Entries are unlimited, although a maximum of 25 entries per
exhibitor will be paid premiums with the exception of livestock
exhibits in the Open Class Department. 25 premiums will be paid at
the discretion of the Board of Directors, and it is NOT guaranteed that
all 1st place or all 2nd place premiums will be paid.

Miscellaneous Provisions
1. Persons having claims against the Association must present them to
the Secretary at the close of the Fair, in order that they may be
examined at the first meeting of the Board.
2. The Police and other officers at the Fair will exercise all care
possible to protect all patrons.
3. An ample police force will be kept on the grounds and every effort
will be made for the security of exhibitors and others in attendance but
the Association WILL NOT BE RESPONSIBLE FOR ANY LOSS OR
DAMAGE THAT MAY OCCUR.

6. Open Class Home Arts age groups are both listed together at the beginning of each
Department. Please use appropriate numbers. Please take note: Youth Departments
have a ‘Y’ behind the numbers and this must be used when filling out entry forms
(both paper and online).
7. Limit four (4) animals per pen unless noted by superintendent. All cattle, limit one (1)
per stall, all swine 2 per stall (sow 1 per stall).
8. You are strongly encouraged to enter online to ensure adequate information for each
class you wish to enter. An online entry fee of $2.00 will be added to the entry fee.

SPECIAL RULES
All exhibitors must produce Registry Certificates upon Superintendent’s request. A sheep may be exhibited in one individual class only. Animals must
have been shown in individual classes to be eligible for groups. An exhibitor may make one per group class entry. Date of splitting Jr. and Sr. Lambs
classes is January 1. The fairs will be following Scrapie Eradication State, Federal & Industry uniform methods and rules. Refer to rules in general
section.
Health and Registration Papers will be checked by 6:00pm Sunday.

1. All exhibits must be the work of the exhibitor.

4. The superintendent reserves the right to determine whether an article is worthy of exhibition.
5. No more than 2 entries can be made in each class. Except for photography, exhibitor can only have 1 entry per class.
6. All articles entered for exhibition must be delivered in person. No article sent by parcel post or express will be accepted.
7. Every precaution will be taken to insure the safety of exhibits, but in no case will the management be responsible for loss or injury to same.
8. Any exhibit improperly entered will not be judged.
9. Any article which has been entered previously at the Fowlerville Family Fair is not eligible to be reentered.
10. Open class home arts youth classes are recommended for youth ages 5-19 (Exhibitors may exhibit through the calendar year in which they reach
their 19th birthday). Youth exhibitors are allowed only two items per youth section. Youth exhibitors may enter one additional item per class but enter in
the adult Class.
11. Same rules and judging schedule apply to Youth Department. Please make sure you are using the correct Department numbers when filling out
entry forms. Fair management, staff, Superintendent or clerks will not be held responsible nor will change during fair if entered incorrectly.
12. Before submitting entry form please read general rules.
13. Exhibitors must leave building during judging, interference with judging in any way will disqualify exhibitors in all classes entered.
DEPARTMENT 99 – LIVINGSTON COUNTY’S HOMEMAKER OF THE YEAR

Rules
1. Open to all Livingston County residents, male and female ages 18 and older.
2. The same exhibitor cannot win award two consecutive years.
3. Exhibitor must be entered in Open Class in order to participate (see entry requirements below).
4. Exhibitor must attend Ladies’ Day activities on Monday, July 25, 2016 under the Finlan Gazebo. Judging will take place on Sunday, July 24, 2016
MUST BE PRESENT for interviews. Homemaker Award will be presented at the Ladies Day activities. (Judging takes place off site)
6. Entry form, essay, copy of open class entry, and a snapshot must be submitted no later than July 20, 2015. Open Class Entry form must be
completed and returned by July 1, 2016.
7. Fowlerville Family Fair Homemaker will be the individual who earns the most points. Points will be totaled as follows:
25 points for written essay
100 points for interview with judges
25 points from ribbon values
First Place ribbon = 5 points
Second Place ribbon = 4 points
Third Place ribbon = 3 points
There will be 150 possible points.
8. Open Class Superintendent or her/his designee will supply to judges, prior to judging, confirmation of entries and award placements for applicants
along with a picture of applicant’s entries.
9. Current year winner of Homemaker of the Year is eligible to compete for Michigan State Homemaker of the Year in following year. The Michigan State
Homemaker of the Year competition in 2016 & 2017 will be held at Saginaw County Fair.

The Image Makers Photography Club of Livingston County is pleased to sponsor a Judge’s Choice Award for the top photography entry.
RULES
1. No more than one (1) entry per class.
2. All exhibits must be the work of the exhibitor.
3. Any picture which has been entered previously at the Fowlerville Family Fair is not eligible to be reentered.
4. A photo must be neatly and securely attached to standard, rigid mat boards (neutral colors are recommended) with secure adhesive (dry
mount or photo mount) Poster board, construction paper and other thin, flimsy materials will not be accepted for displaying photographs.
Adequate adhesive shall be used to withstand high temperatures and humidity experienced during Fair week. Mounting corners, masking
tape, cellophane tape, and rubber cement are not adequate adhesive. Do not use tape and/or string.
5. Due to limited space: Size requirements for Photographs: only one photograph per mat board is allowed, maximum photo size 8”x10”. Photos
shall be whole, standard weight mounting boards no larger than 11”x14”, borders around photo shall be no larger than the next standard size
(i.e. 8x10 photo on a 11x14 mat), with the exception of Collages (16”x20” max). Entries shall not exceed the thickness of two mat standard mat
boards. Photos in frames will not be allowed. No hangers, special tabs or other devices for hanging photos are not necessary will not be allowed.
5. PHOTO COLLAGE is groups of pictures that tell a story. They consist of not less than six (6) and not more than twelve (12) photographs mounted on
a single mounting board not larger than 16”x20” measured at the outermost point. Prints may be any size.
6. All photos will either be displayed on shelving or staples to display panels.
7. For identification purposes, please write neatly the name of exhibitor on the back side. This will ensure proper identification should the tag be lost.
Tags shall be fastened by the string (provided by Fair) to the backs of mat boards with cellophane or masking tape so tags hang over the front, upper
right corner when the photos are viewed on display.
8. Exhibitors must leave building during judging, interference with judging in any way will disqualify exhibitors in all classes entered.
9. Judges records are the only source from which premiums are awarded. Judges, Superintendents, and Board of Directors reserve the right to not
award premiums/ribbons for entries not worthy, even when there is no competition.
NOTE: Photographs are judged by professional photographers who consider primarily the composition, sharpness, color quality and balance, creativity,
originality and overall skills required to capture various subjects.
Exhibits removed prior to scheduled release times will result in forfeit of premiums and denied entry for subsequent years. Photos not removed from
fairgrounds will be discarded.

RULES
1. Amateur growers are those persons who grow plants and flowers for their own enjoyment only.
2. All materials shown are to be grown by the exhibitor.
3. Any exhibit may be disqualified if not properly entered or if quality is too poor to warrant judging.
4. Exhibitors are requested to leave the building while the judging is being done. Interference with judging in any way disqualifies.
5. When a certain number of blooms are called for in a class, any more or less will disqualify that entrant.
6. No milk bottles to be used as containers (State Law).
7. Any flower or plant put in to make variety of collection cannot compete for a single premium.
8. All baskets and vase arrangements will be judged as follows:

9. Exhibitors are cautioned to read general rules in front of book.

RULES
1. This section is open to all Livingston County non-profit clubs, 4-H, FFA, etc. Each club can enter no more than two planters per entry fee of $10. The
fee MUST be paid at time of registration.
2. There are planters available for clubs to plant this spring.
3. Each club which chooses to participate must furnish its own plants and all work must be done by the club members under supervision of a club leader.
4. Each club is responsible for watering and maintaining their own planter(s). The fair office will NOT water or care for planters.
5. Planters will be assigned. They will be judged prior to the Fair and item then will be displayed in various exhibit areas. Club names and awards will be
put on planters. Place ribbons may be removed for safekeeping.

RULES

4. All grain sheaves must measure three inches. Forage crop bundles, four inches in diameter below the heads and tightly tied.
5. Premiums shall be awarded according to the merits, even if there is no competition.
6. One peck of grain is required and the departments will not be responsible for any extra amounts.

Fowlerville Family Fair Queen Application

Contestants must be within the ages of 17-24 who are employed in or resident of Livingston County. Judging will take
place on Sunday, July 24, 2016 with time TBA. You will be notified on the time. Contestants will be judged on poise,
personality and speaking ability during an interview before a panel of judges. If you have any questions, contact the Fair

Two runner-up court members will be selected. They will receive a tiara and sash and will be invited
to attend the remainder of fair and other activities held throughout the year.
Fowlerville Family Fair Queen will receive a tiara, sash, prize package and “star” in the fair’s
commercial for the 2017 fair. The Fair Queen will also be invited to remainder of fair and announce
Grandstands events during the 2016 Fair. She will also be invited to other activities throughout the
year and return for the crowning of subsequent fair. Winner will also receive a complimentary
Fowlerville Agricultural Society membership at the end of her reign.

Fowlerville Family Fair Queen Rules & Regulations
1. Contestants must live in or work in Livingston County, Michigan.
2. Contestants must be between the ages 17-24 at the time of the contest.
3. Contestants must have been born a female, never married, nor have given birth to a child.
4. Contestants and/or family members and guests showing un-sportsmanlike behavior will lead to the disqualification
of the contestant.
5. The Fowlerville Family Fair Board shall determine all decisions as to the eligibility of each contestant.
6. All decisions of the judges are final and irrevocable.
7. If for any reason the winner is disqualified, or elects not to participate, her title and all awards, including the crown
and sash will be returned to the Fowlerville Fair Queen Committee and given to the next choice of the judges
(Runner-up).
8. Immediate family members of the Fowlerville Family Fair Board are not eligible to participate in the competition.
9. Contestants and their parents/guardians agree to hold harmless all persons affiliated with the Fowlerville Fair
Board / Fowlerville Agricultural Society in the case of any loss or injury occurring during or in travel to and/or from
any related activities.

Contestants MUST arrive one (1) hour prior to contest.
Formal attire is recommended for the contest.
Judging will include qualities of poise, personality, public speaking and overall appearance.
No gate admission necessary for the judging and the contest as it will be held Sunday afternoon prior to the actual
opening of the Fowlerville Family Fair.
Fowlerville Fair Queen Responsibilities:
If crowned the 2016 Fowlerville Family Fair Queen, your week will be filled with much excitement as well as
responsibilities. Your main role is to promote and represent the Fowlerville Family Fair. During the Fair you will be asked
to walk around and greet fair guests and hand out awards at various shows and events. You will be asked to attend the
“Special Days” of the fair including Ladies Day, Senior Citizen Day, Kids’ Day, and many other events. Each evening of
the fair you will be asked to introduce the Grandstands events. If for any reason you are unable to take part in these
events the First Runner-up and possibly the Second runner-up will be asked to fulfill these duties. (A schedule will be
provided)
Your reign as Fair Queen is not over at the end of Fair week. You will be asked to participate in multiple parades and
events. The list is ever growing; (additions may be added at a later time)

You are not limited to this list alone. Please feel free to add any events of your choosing. All we ask is that you clear
events with the Fair Queen Committee and possibly with the Fair Board. The Fair Queen Committee has access to a
vehicle for most parades. However, if you do have your own form of transportation for the parade (convertible, float,
horse, etc…) please advise the Fair Queen Committee.
Attending the 2017 Fowlerville Family Fair to crown the incoming Fair Queen will also be requested.
Additional Requirements: Please provide an 8x10 photo to be displayed on the fairgrounds for years to come. Provide a
write up for the 2017 Fowlerville Family Fair Official Guide describing your year as the Fowlerville Family Fair Queen.
You will be provided a list of sponsors for the Fair Queen Contest. Please send Thank You notes to them. They have
been very gracious with their sponsorship.
If at any time the Fowlerville Family Fair Board of Directors feels you are misinterpreting or not positively promoting the
Fowlerville Family Fair, they reserve the right to ask you to step down and the First Runner-up would fulfill the year as the
Fowlerville Family Fair Queen.
