Well a VERY successful Heartland
STEAM is in the books. I can say
how great of a success it was yet
but the preliminary numbers are
looking GREAT!
A well run event is the product of
great teamwork; It took a lot of
hard work from dedicated people to
pull this event off. I want to thank
each & every one of you that
helped, but I really want to thank a
few who went above & beyond to
make this Heartland STEAM one of
the best ever.
The live auction was no less
spectacular. Wayne Lettau & his
crew (Kim, Slack & others) did an
awesome job. We picked the top
twenty or so items & man did they
go for some big money.
The first interaction for STEAM is
preregistration & or registration. I
want to thank Gail & Terry
VanderPol for all the hard work
that they did getting all the preregistrations done. Registration
was taken care of by Al & Lisa
Luze. It is an intense couple hours
when the registration table opens

The last few weeks it has been
extremely windy. I recently heard
about a farmer that had a weather
vane on his barn and the words
"God is love" were written on it.

LEGISLATIVE OFFICER REPORT - WAYNE LETTAU
Hello and welcome to my world.
Well Heartland STEAM has come
and gone and if you missed it, you
missed a great conference. The
presentations, whether it was the
main sessions or the breakout
sessions were all great. They
were interesting, informative,
well given and diverse. You
couldn’t help but learn something
but hopefully you learned a
bunch. Slider’s presentation was
his usual great listen. He is
entertaining but he also makes
you think. Unfortunately I also
made him demonstrate how great
of an EMT he is. He might be
retired, but he still has “it”. I
can’t thank him enough for his
patience, help and concern.
As he does every year, Kirk
“Hardtail” Willard gave his annual
Legislative Agenda update. This
gives the members a chance to
get familiar with what all the MRF
is working on or keeping an eye
on. As always it is a diverse and
varied list. The MRF started this
year drafting a National Profiling
bill. They hope to pass a national
bill so there is a template for
individual states to use. This will
not be an easy task but the group
that is working on it consists of
some of the best minds in
motorcycling. I have faith in their
ability and can’t wait to see what
they come up with. They are also
working on an updated definition
of a motorcycle. So many
“vehicles” now are lumped under
“motorcycles” and are allowed to
run a motorcycle plate.
This
definition will be very difficult to
draft and will have very far
reaching
affects
so
it
is
imperative that they get it right.

what works in the halls of DC
doesn’t necessarily work on the
highways and byways of South
Dakota. We need to be as
committed to our freedom and
way of life as they are to taking
it away from us.

level seems to continue to be
helmets.
It seems the federal
government is bent on putting
helmets on every riders head. So
now instead of the usual suspects
coming at us, they have gotten
creative with other obscure, not
in
any
way
related
to
motorcycling, agencies to go after
pro-choice helmet states.
The
NTSB? Really? Or how about the
CDC?
Are you kdding me?
It
seems a bit desperate to me, but
evidently they think it will work.
Are helmets the ONLY way to
keep us alive? Helmets mitigate
or reduce injury when there is a
crash. I have a better idea to
pursue. Let’s prevent the crash.
Then there is no injury to
mitigate or reduce. Let’s offer
training and further education to
riders to prevent crashes not
mitigate injuries from those
crashes.
Their
approach
is
fatalistic. They know there will
be crashes so they think the best
thing to do is reduce the injuries
from those crashes. Helmets
don’t prevent crashes, they
reduce injuries. I say reduce the
crashes. If we are all better
trained, more attentive rides we
will crash less and therefore
have less injuries.
We have to remember that the
“safety crats” want to save us at
any cost or above all else. They
choose to do it thru mandate with
“one size fits all” legislation. I
have NEVER been a “one size fits
all” kind of guy. I can’t even deal It’s all food for thought and
with the “one size fits most” should give your mind something
concept.

Jiggs isn’t sure if he is still planning on stepping down.
There isn’t much going on in DC right now. The MRF is still
looking for vice president of government affairs.

anyone is interested in this position and wants to move to

IMPAC Legislative Officer Report:
After meeting in
January, it was decided to pursue 2 laws. At that time,
every vehicle is required to have 2 license plates. It was
decided to introduce into legislation a bill to correct that.
That bill was SB 85. Senator Haverly carried the bill for
us. The bill passed the House & Senate unanimously and
was signed by the Governor. Not much else was going on
related to motorcycles.
Overall it was a pretty easy
session for ABATE. That means we are doing our job.
State Products Manager Report – Trudie was excused.
Susan had the hats that were ordered. She asked the
board how much they wanted to sell them for. The board
decided that we would sell them $25.00.
Motorcycle Awareness, Training, and Education Grant:
There isn’t anything going on right now. Jiggs will soon
start talking to Lee Axdahl about funding for maps.

Nebraska helmet law – Nebraska is the only state that
has a unicameral legislature. The Nebraska helmet bill
came up and it was deferred to the last day of the
session. It was debated for 8 hours straight. During that
time, a guy got up and started reciting a Rudyard Kipling
poem which went on for almost 20 minutes. At the end
of the discussion there was a vote. They needed 33 out
of 49 votes to pass. 2 people were missing that day – it
missed being passed by 3 votes. This is the 4th time in
the last 8 years that they have gotten this to a vote and
it did not pass. Jiggs spoke with the head of ABATE of
Nebraska. He was very discouraged and disappointed.
Hopefully they will move forward and try again. It was
very disheartening as they thought they had it this year.
We are very lucky that we haven’t had to deal with this
in our state.
ANNOUNCEMENTS:
CONTINUING BUSINESS
Heartland STEAM:
It is coming up in 2 weeks at the
Ramkota in Sioux Falls. Jiggs met with Gail and Patty
before the meeting and it looks like they have things
setting pretty good. All of the motel rooms are all
booked so there is no cost for the banquet rooms. As of
today, there are 156 people registered. Anyone that has
made a donation of $250 or more needs to get a flyer to
Gail to be included in the packets. If any other chapter
is being a sponsor, please let Jiggs know ASAP
Registration starts at 4:00 pm on Friday. Lori Butler will
be doing a 1st Time Attendee Session that starts at 6:00
pm. From 6:30 to 8:00, is the State of the States which
will include reports from each of the Supporting
Organizations. At 8:00 pm, will be MRF Fund Raisers
which will include minnow races and pig races. The
Hospitality Room will be open from 4:00 pm to midnight.
Rushmore – Had a $500.00 for Heartland STEAM. Their
Toy Ball is April 9th. Mike has tickets for that and also
tickets for their ABATE bike. It is a crushed ice pearl
street glide.
Windriders -1st weekend of June is their Wheel Jam and
they also have a Gun Raffle
Oahe – Awareness Run in May with a picnic after run
Sioux River – They have a gun raffle and donated many
items for Heartland STEAM
Aberdeen - $360.00 donation to STEAM and their bike
show is coming up May 7th & 8th.
Sioux Falls - Their Motorcycle Expo is today
South Central - $125.00 donation for STEAM.

Saturday – Registration is from 8:00 to 11:00 am in the
East Lobby. The Opening Ceremonies will begin at 9:00
am. Slider Gilmore is the keynote speaker and he will
speak on “What Successful People Do”. Matt Danielson
from Virginia will be speaking about the Coalition of
Motorcyclists.
Lunch is from 12:15 to 1:30 at J & L Harley Davidson.
Workshops are from 1:30 to 5:00. Social Hour begins at
5:30 with the banquet following at 6:30. Our keynote
speaker during the banquet will be Jim “Putter” Putnam.
The silent auction will be open during this time and the
live auction will be held after “Putter”.
Jiggs took an inventory of what chapters will be
donating centerpieces. They are as follows - Aberdeen,
Rushmore, Windrider, Oahe, Black Hills, North Star,
Sioux River, Zzen, East Central, Those Guys Sioux Falls,
and Southeast - approximately 20 or 21 centerpieces.
Thank you to all of the chapter.
The speakers are not being compensated. The state
normally pays for 3 people to attend Heartland STEAM.
Phil and Bobbie are both doing breakout sessions so the
board voted that their rooms be paid for along with
Patty’s room for all of the work that she has done. Gail
and Jim have also been a HUGE part of all the work that
has done but they are not staying at the hotel. Dennis
Hasche made a motion and Roger Frankenstein seconded
that we should pay for those 3 rooms. Motion passed.

AROUND THE STATE WITH PHIL
It is near the end of March as I am starting my
column for May. We really have had a pretty nice
winter thus far. There have been a lot of nice days
for motorcycle riding especially in Huron. I have
even heard that the Black Hills (The banana belt)
has had some warm weather for the bikers to
enjoy. The grass is getting very green in my yard
and my winter wheat looks like a green carpet.
Kind of a scary situation as it seems spring is
coming a little early.
Norma and I really enjoyed attending Heartland
STEAM in Sioux Falls. It was a full packed event
with lots of things to hear and learn. On Saturday
morning, “Slider” Gilmore was the featured
speaker. He is one of my all time favorite speakers
as he can keep your full attention 100% of the time
he is speaking. He spoke about setting goals in
your life. Decide exactly what you want. Set a
deadline. Organize your list into a plan. Take action.
Do something every day to work towards your goal.
The second speaker later in the morning was Matt
Danielson. He spoke on Helmet Laws-Fact or
Fiction. One point he brought out was that the
states with helmet laws requiring their use all have
higher insurance premiums. Some people even say
that motorcycle safety courses don’t reduce
motorcycle accidents which is a fact that is proven
false.
In the afternoon, there were nine different
breakout sessions you could attend. The breakout
session that I was in charge of was “Membership
Recruitment and Retention. I had a full room of
attendees and I will admit I was somewhat nervous
as this was my first time in doing this kind of
speaking engagement. I had one hour to fill and
about 35 minutes into my session I was mostly
finished. I then asked for participation from the
audience and was pleasantly surprised how much
feedback I got which then filled the entire hour. I
did get a lot of compliment for a job well done. It
was a very fulfilling experience for me and I really
enjoyed doing the breakout session.
The next session that Norma and I attended was
about “How Motorcycling Profiling Affects You” by
Frank Ernst & Jim Mathies. The guys were from
Minnesota and told us that for law enforcement to
profile any one is against the law. But, we as
motorcyclists know this is done to us at certain
times. This is now being brought to the attention of
the law makers in Minnesota.
The third session we attended was given by Kirk
“Hardtail” Willard who is the president of the
Motorcycle Riders Foundation based in Washington,

Later on Saturday afternoon, we spent some time
looking at all the silent auction items of which
there were many. We even ended with buying a
few much needed motorcycle memorabilia.
They did have some great tasting roast beef at the
banquet. They did serve the dessert first and of
course I started to eat mine. Quite a few people
informed me that I was supposed to eat my
dessert last. If that was the case why did they
serve it first? A question my inquiring mind wants
an answer to!
The live auction was a big success also.
The
banquet keynote speaker was Jim “Putter” Putnam
who had served in the state legislature for many
years. He probably was one of our greatest
defenders of the rights of motorcyclists.
On May 31st , we will again have our IMPAC poker
run. We do hope for some decent riding weather
which we haven’t had in all the years I have been
planning this event. The plan is to meet at the
State Capitol in Pierre at noon. We will have a
group picture taken in front of the Capitol steps.
Sunshine and Auggie will have a bike blessing.
Poker hands will cost $10 a piece or three for $20.
Hands can be bought and drawn at the American
Legion at 1:30 with the state meeting to start at
2:00.
On June 3rd-5th , the annual Wheel Jam will be held
at the State Fairgrounds in Huron. This includes
semis, cars and motorcycles. There will be a Show
& Shine for motorcycles and cars on Saturday.
There is no cost to enter this event and the winner
will receive a $100 trophy.
Then, on Sunday, Windriders ABATE will have their
judged bike show. Cost is $20 to enter and
registration is from 9:00 to Noon. There will be all
classes of motorcycles which will also include golf
carts and ATV’s. For more information on this

As most of you, I am also looking forward for some
nice weather for riding my trike. I have had it
running but as of yet I haven’t taken her out.
Lately, I have noticed when I walk by my trike it
seems I hear a noise. My hearing isn’t that great
(just ask my daughter) and maybe I am just
imaging things. Anyhow I am looking forward to
seeing many of my rider friends on the road this
summer.

New Business
The April 12th meeting was held at

Weekly Rides: With riding season

meeting. We would like as many
members as possible to attend the
May meeting to help nominate and
elect new officers for the coming

President Bonnie called the meeting
to order at 6:42 pm by reciting the
Pledge of Allegiance. There were 12
members & with BACA (Bikers Against
Child Abuse) members Limo & Mato
also present. They gave an informal
presentation of what the purpose of
BACA is & encouraged anyone that
would be interested to come to one of
their meetings that are held at the
Grey Goose Social Club in the Speak
Easy room on the last Tuesday of the
month. If you want more information,

membership is 1559; there were 21
new members added in February.
Jiggs would like the membership
secretaries to include email addresses
when submitting new member/
renewal forms. She will give them to
Jiggs to use in case a CTA is
necessary. The printer sends names of
undelivered Freedom Flyers to
Karline. Send address corrections to
Karline if she notifies the membership
secretaries of a bad address. The MRF
is looking for a lobbyist so if you know
of someone who would be interested
tell them to send a resume to Hardtail
at [email protected]. SB85 was
dropped by Senator Haverley &
passed in the senate and house
unanimously & was signed into law by
the governor. It was a cleanup bill
that had motorcycles included to have
2 license plates but was never
followed. New ABATE of SD hats are
available from Susan & the 85 mile
hats are also available. Trudy will no
longer be the product manager once
STEAM is over so if you know of
someone who wants the job let Jiggs
know. In 2018 ABATE of SD will be
celebrating its 40th anniversary. Be
thinking of T-Shirt ideas. Specialty
plates are available now at no cost so
ask when you go to register your
vehicle or motorcycle. ABATE stickers
are available from the product
manager. The cost is $5.00 per
sticker. Vice Coordinator & Treasurer
positions are up for nominations.
Jiggs said he will stay on for 2 more
years so essentially the Vice
Coordinator will have 3 years of
training before they step up to
Coordinator. Get your name to Lori if
you are interested in running for Vice
Coordinator. Jan was nominated for
Treasurer & accepted the nomination.
Nominations will be taken in May with
elections being held then also.
Nebraska attempted to repeal their
helmet law for the 3rd year & it failed
by 3 votes. The senator who
introduced the bill had term limited
out so they will have to start over.
Jiggs encourages all to become a
member of ABATE of Nebraska if for
nothing else than monetary support.
Next state meeting is May 21st.
Road Captain Weiner reported
that it was windy.
Secretary Marcia asked if any
changes were noted regarding the
March minutes. Nothing was brought
forward for changes. Schmitty
motioned & Brandon seconded to
accept the minutes as submitted.

Marcia reported there are 80 total
members. Four renewals were
received prior to the meeting. Check

Freedom Flyer label for month you

Old Business: Oahe ABATE had 7
people attend Heartland STEAM in
Sioux Falls on April 1-3. Bill has the
list of who attended. If you want
reimbursed ask him for a check.
Fun Run committee reported they
are still in the planning process.
Onslaught was booked as the band
again for this year. The T-shirt design
was chosen from what Linda Nye
submitted. There were some design
changes requested & Brandon will
check with Linda to see if she minds
the changes. Bring a generator along
if you have one. Several business size
ads have been sold for advertising
space on the poster already. Prices
are $50.00 for a business card size &
$100 for double the size. Get a
business card or have them send a
digital copy of their business card to
[email protected]. There will be
more details available next month as
the event gets closer. The beer wagon
needing fixed was discussed again.
The business who will be doing the
repairs was determined & Weiner will
tell get word to them to go ahead with
the repairs to get it fixed as soon as
possible.
The Awareness Run will be held
on May 21. Oahe will put on a Dice
Run again this year to be held for
those who don't want to attend the
BOD meeting. Meet at the Capitol at
noon. Kickstands up at 1pm. Weiner
will be in charge of the route. There
will be a picnic at the Lilly Park
Shelter at the end of the Dice Run &
BOD Meeting. Bonnie & Marcia will get
burgers, brats & buns ordered. More
details at the May meeting.
It's Scholarship time again. One
scholarship will be given to a student
planning on furthering their education
that will be graduation in 2016 & is
attending Riggs or Stanley County.
Applications are due by April 18.
Anyone wishing to help with selection
of the winner be at the Grey Goose
Social Club at 7pm on April 18.
New Business: Oahe will deliver
flowers to the ladies residing in the
nursing homes in Pierre again on May
8 (Mother's Day). Marcia will get a

women don't have family close by to
be with them on Mother's Day so this
is always a rewarding experience.

SOUTHEAST CHAPTER NEWS.
Hi Everyone,
Well Heartland STEAM is over.
All in all it was a very successful
event. We had a very good
turnout. The breakout sessions I
attended were very informative.
I really enjoyed the presentation
by
Minnesota
delegates
on
dealing with MC Clubs and ABATE
groups. It explained how clubs
differ from ABATE and how police
look at us in general. There were
2 speakers, 1 speaker from each
entity.
Both were very informative and
well versed on their side of the
issue. I learned how police target
motorcycle riders just because
they are on 2 wheels.
FREEDOM FLYER
The ABATE side spoke about a bill
that they are supporting to end
profiling of motorcycle riders.
Most of the legislators think that
this is basically covered by the
anti-profiling law already in
place.
ABATE
of
Minnesota
disagrees and is trying to do
more.
Another keynote speaker had a
very good presentation on how
the government is trying to get a
national helmet law passed by
feeding the general population
disinformation about the cost of
insurance due to bikers not
wearing helmets. His findings
after doing tons of research point
out that in fact the cost of
insurance is lower in states that
do not have helmet laws. In fact,
what is ironic is the information
he used to prove this was
actually data gathered by groups
such
as
NHTSA
(National
Highway
Traffic
Safety
Administration) who is the group
misleading the public!
The speaker from the club side
also pointed out that police are
harassing the women because
they believe the club members
get the women to do the dirty
work because of their sex and

Motorcycle Awareness– PLEASE
PROMOTE. There is an awareness
poker run to Pierre. Oahe Chapter is
hosting. $10 per hand or 3 for $25.
Our chapter will buy 3 hands.
Camping is available & there will be a
hot dog feed. This is the 3rd weekend
in May. There will be a photo taken at
the capitol at noon.
If anyone has
access to any media, please ask them
to promote Awareness month.
From IMPAC–on SB85, they are
looking to get wording changed to
say that motorcycles only need 1
plate. There is currently no wording
for motorcycles. There may be
discussion on the definition of a
motorcycle as several different types
of vehicles have motorcycle plates &
don't
necessarily
require
a
motorcycle license to operate. T h e
state needs a Road Hazard rep from
our chapter. Rich Smith is currently
our rep. We will check to see if he
wants to stay in this position.
Old Business: Heartland Steam
went very well. Feedback was all
positive. Thanks to Gail for being on

organizing the hospitality room.

different events/benefit. Please
