Letter From The President
The holidays are upon us, bringing busy days, filled with food, family,
friends and festivities. This time of year also marks the end of our
competition year and the beginning of the next one. It is a time to
count our blessings and look forward to all that lies ahead.
It has been a busy and productive year for your association. Highlights include improvements to the Scottsdale show, another successful
cutting clinic at Youth Nationals, and many positive changes for the
working western divisions at AHA Convention. Your officers, directors and many other volunteers have been working hard to keep
TACHA going forward. However, we can always use more input
from you, the members, on how YOUR association can best serve
each of you.
In this issue you will find results from the US National Championship
Show, Year-End Standings and Awards and a comprehensive report on
the AHA Convention. In addition, please find a stallion service donation form and consider including your stallion for 2013. Or contact me
if you would like to breed to a specific sire that you do not see on the
list. I am not shy, and will certainly try to help you and TACHA by
I have recently accepted the following resignations: Kathy Braden as Rules Chairman and John Garland as
Youth Chairman. As the Rules Chair is not one of the Standing Committee appointments and does not require
board approval, I have asked Wes Larkin to serve in this capacity and he has graciously agreed to do so. I hope
to fill the Youth Chair position at the next Board of Directors meeting. Additionally, Jan Lewis has resigned
from the Board of Directors and Larry Westmoreland has failed to renew his TACHA membership, making him
ineligible to serve. Because the number of directors was reduced by three at the 2011 General Membership
meeting, we will not be looking to fill those vacated seats. I am saddened that some have elected to leave the
service of our association, but look forward to working with those who are willing to step up to fill the void.
Finally, please review the show schedule for 2013. Scottsdale entries close December 15, so time is of the essence for those who plan to attend. I have also heard from Debbie Cinotto of Legacy Arabian Horse Club, that
they will once again offer cutting classes at the Cowtown Classic, with the caveat that they will need a minimum
of 12 horses or 24 runs in order to hold the cutting classes. Please consider supporting one or both of these venues.

REVIEW OF CONVENTION 2012
This year’s AHA convention was held in Denver at the Denver Tech Center Marriott Hotel, which is well equipped and
staffed for conventions. The weather was chilly which made us tend to want to eat “in house”. The choices of eating
places in the hotel were somewhat limited, but the menus were widely varied and the food was good, although a bit
pricey.
Convention next year will be in Lexington, KY, and return to Denver for the two years following. Hotel rooms next
year will be around $160 per night, which will be 25-30% higher than this year. However, we will have the opportunity
to visit the Kentucky Horse Park, a horse farm or two, including an opportunity to meet Big Brown, and a distillery or
two.
A highlight of the convention was the election of a new president and vice president. Cynthia Richardson of Region 8
(Colorado, New Mexico, Kansas, and Nebraska, the region to which TACHA is attached) was elected president and
Nancy Harvey of Region 1 (California) was elected vice president. Dale Harvill, Region 9, who has been vice president, ran against Cynthia. It was a difficult choice for many folks, as Dale has done a lot for AHA through the years.
We have been able to get acquainted with Cynthia these last few weeks, and feel she is very interested in assisting all
the working western disciplines to grow. She has been very complimentary of the cutting clinic put on at Youth Nationals the past two years by TACHA. Toni, are you listening? You were the spark plug behind that.
Besides Madalena Camacho-Larkin and myself, as delegates, and Tim Moerbe, as alternate, other TACHA members
present at convention included Wendy Castle, Dawn Coons, Rick Maxson, and Lisa McDonald. Also present were
Carolyn Mikulec, Elizabeth Williams, Karlan Downing, Carrie Woolverton, either former members or friends of
TACHA. There were probably others, but memory fails me at the moment. There were three ladies from Illinois present who wanted to know about putting on a cutting in Springfield, IL. I gave them contact information, and hope
something can be worked out there. Wendy Castle also was trying to get another cutting – working western show
planned for Monroe, LA. Yours truly also has initiated contacts to try to get cutting back into Cowtown Classic, and
also into Alamo Fiesta, but have not yet had any responses.
Most of the issues to vote on (53) were “house cleaning” items while a few were to close loopholes. The “select rider”
designation was discussed not only in general sessions but also in numerous committee meetings and bull sessions.
Generally, it was felt there were riders capable of riding in a novice class in another division in which they had received
a National Championship, Reserve Championship, or Top Ten, they should be ineligible to cross over to another division as a select rider.
“Short Stirrup” was another issue discussed both in and out of convention. It was discussed in the Working Western
Committee that a child riding in Reining does not have to be aware of other competitors in the arena with them at the
same time, so even though they might lope in the simple pattern assigned to them, it was not the same scenario as being
in a Walk-Trot in the main arena with multiple horses where they had to concentrate not only on what they were doing
but also on the actions of others. Just because the child can lope a horse at home or in a reining/trail class, a controlled
environment, does not mean it is safe for them to lope in an arena with multiple competitors.
One very hot topic was the discussion of horse slaughter. A resolution was offered requesting AHA to go on record as
opposed to horse slaughter, basically reversing position from a resolution adopted in a previous convention. Many
opinions were voiced. We don’t want to see our horses go to slaughter, but we all know of situations where a horse is
retired or can no longer perform and that we can’t afford to feed, especially in today’s economy. Retirement homes for
them are very difficult to find. Euthanasia can be very expensive, especially when you add in the cost of having the animal hauled off if you don’t have a place to bury and/or the expense of having someone dig a grave on your own prop13
erty to bury the animal IF local ordinances allow. There are also horses that are extremely dangerous, thankfully not
many. The liability of a dangerous horse can fall on the seller if the purchaser gets injured. We know we need to cut
back on breeding to cut back on overpopulation. Many of us have cut back or even quit breeding, even though there are
some large breeders still breeding more than necessary (possibly in an attempt to convince IRS they are “in business to
make a profit”). There are no easy options. In the end, this resolution was defeated, that although AHA has taken a position that appears to be condoning slaughter they do not encourage slaughter, realizing that slaughter is a “necessary
evil” and leaving the final choice to the individual owner.
Youth was another hot topic. We need to encourage their participation as they are our future. We learned that in some
areas we are already seeing time spent riding being given credit for PE in the schools. In some areas, students are getting permission to attend and participate in equine events without being penalized by their schools. I wish Texas would
listen to this. This is also an opportunity for Instructors to teach home schooled students as well. AHA has information
available to help set up events in this vein. Katie Funk has developed a new initiative for AHA for matching children of
deployed National Guard men and women with Arabian trainers for riding lessons. She will present this program to the
Yellow Rose gatherings held by the National Guard for families of deployed soldiers.
Jim Hitt of Region 8, Dawn Coons and Rick Maxson all helped our cause immensely by getting Cutting, Reining,
Working Cow Horse, and Ranch Sorting approved for the One-Day Show program. We can now have up to 3 one-day
shows back-to-back, so long as at least one of them is a specialty show, such as Cutting, Reining, Working Cow Horse,
or Ranch Sorting. A huge win for us is the total dropping of the minimum number of horses requirement for a one-day
show! Another huge win is that the herd holder and turnback horses in cutting will no longer be required to be at least
HA. This would permit the hiring of a crew of professionals for these functions, which would allow us to not have to
haul extra horses or use our competition horses for these functions. It would also tend to level the playing field and
eliminate any possibility someone could complain about so-and-so “let that cow get away from me”.
AHA is joining with APHA, AQHA, PtHA, and ApHC to try to encourage people to become a part of the equine industry, to help preserve the industry. Being part of the Reichert show (www.reichertcelebration.com) at Fort Worth is just
the beginning of the trend towards All Breed shows which expose our Arabian horses to owners of other breeds and
their audiences. It was reported that the stands were packed at the Reichert show. The Reichert show is a qualifying
show for Regionals and Nationals. The 2013 Reichert Fort Worth Show will be Labor Day Weekend.
Rick Maxson is working with the Color Breed Congress, which is after Nationals, to have classes for PB/HA/AA .
PtHA now allows registration of PB Arabians in their breeding stock division. PtHA has always recognized PB Arabians with qualifying white with pink skin if it meets their requirements, as well as our HA/AA with spots or HA/AA out
of APHA/PtHA registered horse that did not have spots as a breeding stock.
Also discussed was the numbering of trail class obstacles to make the pattern easier to follow. At this time this is optional, but allowed.
The resolution to change the name of our competition card from “competition” to “premium” was dropped. Most of the
delegates questioned the reasoning behind this proposal, as the competition card is required to compete. This does not
prohibit any member not wanting to compete from obtaining one if they want the insurance.
Tail weights at a show at any time will make your trainer or self ineligible to participate at that show for the remainder
of the show. A tail may be loosely tied to keep the horse from swishing it.
The definition of girths was amended to not list the specific materials being used. This was due to many new materials
being incorporated into girth design.
“Western Pleasure Appointments” was redefined to say the saddle must have a horn, but the saddle does not have to
have silver on it and the horse/rider should not be penalized for lack of silver decoration.

The resolution to make our memberships become renewable at the same time as the USEF membership was defeated. It
was felt this would “turn off” new members who came into AHA late in the membership year (like August) who would
have to pay another full year’s dues by December 1. Several members belong to more than one club as a full voting
member, which requires an AHA membership as well as the club membership for each card. This would mean a several
hundred dollar expense at one time instead of having them spread out through the year. Another concern was that all
these memberships would come in to AHA at one time, which would cause a possible backlog and people possibly not
getting their memberships in time to show at some of the early shows. In order to equip AHA to handle all of this at
once would necessitate a lot of new programming at a cost of somewhere up to a quarter or third of a million dollars.
Another resolution, which would have totally restructured membership dues, was withdrawn when some of the “cons”
to it were presented.
All the Sweepstakes money has been returned to the proper fund, which now has its own IRS 501 c (3) status to protect
it from ever being misused again.
NRHA and USEF are parting ways so USA Reining commission will now fill that slot and be USEF’s partner organization for reining. NRHA rules will still be used.
All our National events exceeded expectations this year. The Distance Ride will be a promotional event as it is not an
income source. There are also plans to advertise the Arabian Horse with 6 different billboard designs rotating around
the country!
David O’Connor is retiring as president of USEF. The incoming president is Christine Talbot.
The passing of Dr. Don Heneke on Thursday of the convention was announced. He was Chair of the Equine Department at Tarleton State University, Stephenville, TX, and was the creator of the scale for measuring the proper body
mass of horses.
The campaign at convention for donations to the Arabian Horseman’s Distress Fund raised an awesome $18,000. Donations are welcome to AHDF at any time, especially with the number of barn fires some of our fellow Arabian enthusiasts have suffered in recent years.
Barn safety was again discussed this year, but over a lunch meeting. Do NOT lock your horses in their stalls, and do
NOT lock your barn, as these two items alone may determine whether your horse lives or dies. A cotton rope halter is
best as you can dunk it in water and it won’t melt or burn your horse while you’re getting your horse to safety. Remember to close and latch the stall door after you get your horse out, so your horse won’t run back in due to fright from a
fire. That stall is their safe place and when stressed or frightened, that is where they want to go. Keep a halter and lead
by each stall, preferably open to save time in the event you have to get the horses out of the barn. Do NOT keep extra
shavings or hay in the barn aisles, as they provide additional fuel for a fire. Micro-chip or brand your horse, and keep
pictures of you and your horse together in case you have to prove ownership. These can be a huge help. There are also
bands made to go around a horse’s neck or leg that can help identify a horse. Some additional resources for barn safety

I had the opportunity at convention to visit with Howard Schenk. He asked me to report to you that the bleachers we
had wanted moved cannot be moved due to engineered drainage infrastructure. However, the Scottsdale show management has agreed to put temporary bleachers seating 150 right beside the cutting arena to afford an even better view of
the cutting competition.

NEWS FLASH! I just had a return call from Debbie Cinotto, manager of the Cowtown Classic Show in Fort Worth in
March. We have the opportunity to again have cutting classes there, but will need to have an absolute minimum of 12
horses (24 runs) in order to get them to hold the cutting classes. More horses would be a very good thing. The slate of
classes offered will be the same as last year. Some folks have complained in the past about the footing in Watt Arena,
but I personally like the footing there better than some of the other arenas in which we have competed. Yes, that show
is a bit more expensive than some, due to what Fort Worth charges for the facility, but they’re building a third major
arena there to facilitate larger NCHA and Reichert shows. And it’s a lot closer for most of us than Scottsdale, so therefore less expensive. So please plan on showing your cutting horses at Cowtown in March.
GENERAL MEMBERSHIP MEETING
OCTOBER 27, 2012
HILTON GARDEN INN, TULSA, OK
The annual general membership meeting was called to order at 6:15 pm by President Toni Trego. A total of
30 members and guests were in attendance. A sign-up sheet was passed.
Michelle Chouteau moved and Tommy West seconded to accept the minutes of the last general membership
meeting as written. The motion carried.
President Trego thanked all members, officers and chairpersons for their work and support of TACHA
throughout the year. It was noted that, in addition to maintaining the association web site, Diane Powell is
working on updating lifetime earnings for horses and riders. It was also noted that Dave Dickerson, Maddi
Camacho-Larkin and Tim Moerbe will be representing TACHA at the AHA convention in Denver.
It was reported that the 2012 Stallion Service Sale raised $1375 that was used to pay for part of the Youth
Cutting Clinic expenses.

President Trego thanked all of the volunteers and donors to the Youth Clinic and gave a brief report on the
clinic. It was noted that the Youth National Show Commission agreed to look into adding cutting classes to
Youth Nationals in 2013.
There were no other committee reports and no unfinished business.
New business included a mention of the tentative 2013 show schedule. It was noted that the Board of Directors had met and agreed with an effort by the Arabian Working Cow Horse Association to seek the addition
of cutting to the One Day Show class list, in order to meet the 25 horse per show minimum that AHA has announced they will be enforcing in 2013. The working cow horse association is also seeking to add team sorting to the AHA and One Day Show class lists. It was also discussed to consider adding Ranch Cutting
classes to our shows.
TACHA was able to borrow a time clock for use at Nationals from the Northern Illinois Cutting Horse Association in consideration of a $50 donation from TACHA to NICHA. That donation was also approved by the
Board of Directors.
The main issue that was raised in regard to the US National Championship Show was the recurring problem
of scheduling a cutting practice at a reasonable hour inside the facility where the horses will actually show.
This is a scheduling issue that needs to be addressed with the US National Show Commission.
The following proposed By Law changes were presented to the membership for a vote:

line 5, add the following word between by and letter, certified, sentence should read, be made by
certified letter,
line 6, add the following sentence at the end, ,within 30 days of expired due date.
Deni Grissette moved and Lee Allen seconded tabling this change until after AHA Convention, due
to proposed changes in the AHA membership year. The motion carried.

line 3, add the following new sentence at the end. Associate members are not entitled to a vote.
Michelle Chouteau moved to approve as written. Jill Hancock seconded the motion, which carried.

Line 3, add the following sentence at the end: Associate (non-AHA) memberships shall run concurrently with the competition year, becoming delinquent if not paid by December 1.
This proposed change was withdrawn pending results of the AHA convention.
Lee Allen moved to adjourn the meeting.

Two-Handed Cutting Classes
In November, the Board of Directors voted by email to approve the following motion from John L. Dublin.
"I move that The Arabian Cutting Horse Association add Two-Handed Open and Two-Handed Non-Pro/
Amateur classes to its recognized class list provisionally for one year, with review and evaluation to follow. The rules for these classes shall be as follows:
1.To be eligible to compete in the two-handed class, a horse must never have
previously been shown one-handed in any cutting class.
2.Classes to be offered are Two-Handed Open (any rider/any age horse that
meets requirement above) and Two-Handed Non-Pro/Amateur (non-professional
owner-rider/any age horse that meets requirements.)
3. All TACHA rules apply with the exception that no reining or second hand on
rein penalties will be accrued.
4. Rider must have a rein in each hand and crossed over neck of horse at all
times or score is 60. Exception to this will be if rider drops one rein to the
ground they may pick it up and continue.
5. TACHA reserves the right to modify these rules at any time. "
The intent of this class is to provide an opportunity for show ring experience for horses that are not yet finished enough to show one-handed. This can be of benefit to both futurity prospects and older horses that
may never have been finished as cutters, or are transitioning to cutting from a different discipline. This is not
intended to become a Regional or National level class, nor to count toward qualifications or against eligibility
in any other cutting class.
Show committees are encouraged to consider offering this class in 2013, after which time, the board will review the level of participation and determine whether to permanently add or remove these classes from the
recognized class list.
