PEWITT CISD FACILITIES PLANNING COMMITTEE DECEMBER 1, 2015 Agenda • Welcome & Introductions • Charge & Scope of Committee • Roles of Committee Co-Chairs and Secretary • District Overview • Overview of Process • Facility Assessment • Schedule Review • Meeting Wrap-up Introductions • Name, profession or role in the community/district, children in the district, etc. Facilities Planning Committee Facilities Planning Committee (FPC) • A thorough cross-section of the community, including parents and non-parents, district faculty and staff, students, business owners and community leaders. • Will study the results from the facility assessment and other planning documents and work collectively to develop a long-range facility plan and bond package that meets the districtʼs needs. • Will be led by co-chairs. Representatives from the District and Huckabee will serve in an advisory role. Why a FPC? • A Facility Planning Committee is invaluable to this process because it allows the district to hear from and incorporate many different perspectives from people in our community. • We want you to have input. FPC participants reflect larger community values, needs, and desires – YOU are Pewitt CISD! FPC Charge & Scope • Represent the entire community in the facility planning process • Assist the district in assessing and prioritizing the Districtʼs current and long-term facility needs • Explore possible opportunities to address those needs FPC Charge & Scope • Create a long-range plan for the future of the district • Report their findings to the Board including, but not limited to, recommendations as to how to proceed with a long-range plan including the possible need for a future bond election Role of Committee Chairs • Lead each committee meeting according to the agenda, making adjustments where necessary • Facilitate large group discussion and seek to build consensus • Assure all ideas and/or positions are heard and given equal opportunity for expression • Keep Committee focused and on task • Serve as Committee spokesperson before the Board of Trustees for preliminary and final presentations • Will elect at the beginning of Meeting 2 Role of Secretary • Keep accurate notes of every meeting without portraying any bias • Turn in a copy of the notes to PCISD Administration at the end of every meeting • Will elect at the beginning of Meeting 2 District Overview Vision & Mission Vision Exemplify Excellence. The purpose of the facilities assessment was to measure the quality and educational effectiveness of school facilities, to understand the existing conditions and operational links of the systems and building components, and to provide the basis for a long-range facility plan. Pewitt Elementary School • 61,584 square feet • 50.4 acres • Fair condition • Pressing maintenance and repair issues Pewitt Elementary School Exterior Images Pewitt Elementary School Exterior (Site) 1. Lack of fall protection material at eastern playground. 2. Moderate drainage issues at building perimeter and playgrounds. 3. Parking/drive surfaces in need of repair/replacement. 4. ADA Accessibility – Exterior ramps not compliant. Exterior (Building) 1. Roof – Good to Fair – Life Expectancy Remaining: 10-15 Years with regular maintenance. Specific flashings need repair. 2. Windows – Poor condition at original building. Existing steel frames with single pane glazing - poor thermal performance. 3. Foundation – Generally in good shape, minor cracking visible. 4. Walls & Soffits – Masonry in good condition, needs sealant repair. Plaster infill has cracks in some locations. The roof deck at the soffit has failed in several locations. Joist tails are exposed to exterior. Pewitt Elementary School Interior (General) 1. Flooring – Generally in fair condition. VCT & carpet worn in select areas due to normal wear and tear. 2. Interior Walls – Generally in good condition. Selected damaged areas where paint has been worn. 3. Ceilings – Fair Condition. Some repairs needed. 4. Door Hardware – Most hardware compliant. Select locations need to be replaced for full compliance. Dining & Kitchen 1. Dining is too small to accommodate current student capacity. 2. Kitchen – Additional preparation area, dry storage, and cooler/freezer space is needed. 3. Serving Line – Current line is undersized for capacity. Pewitt Elementary School Library 1. Undersized to meet TEA recommendations. Approx 500 sq ft of additional space is needed based on current capacity. Clinic 1. Undersized based on current capacity. 2. Not ADA compliant. No toilet room at clinic. Gym, Science, and Music 1. Meet TEA recommendations. 2. Generally in good condition. Pewitt Junior High School • 20,951 square feet • Shared structure with Pewitt High School on 118 acres • Shared spaces include athletic areas, library and cafeteria • Fair condition • Pressing maintenance and repair issues Pewitt High School • 88,014 square feet • Shared structure with Pewitt Junior High School on 188 acres • Fair condition • Pressing maintenance and repair issues Pewitt HS & Jr High School Exterior Images Pewitt HS & Jr High School Exterior (Site) 1. Drainage issues at building perimeter at multiple locations. 2. Parking/drive surfaces in need of repair/replacement in select locations. 3. ADA Accessibility – Not all exterior ramps not compliant. Exterior (Building) 1. Roof (Original Building) – In poor condition– Past the end of life expectancy. The surface is worn and flashings are damaged. 2. Roof (Gym Addition & Dining Addition) – Overall condition is good, but nearing end of life expectancy. Maintenance required. 3. Roof (Shed roof at courtyard) – In poor condition – Should be replaced. Heavily rusted and can trap vent fumes under double roof. 4. Roof (Original Building & Gym Addition) – Soffits are damaged in multiple locations and in need of repair. Pewitt HS & Jr High School Exterior (Building) Contʼd 5. Walls & Soffits (Original Building) – Masonry in good condition, needs sealant repair. Plaster infill has cracks in some locations. The roof deck at the soffit has failed in several locations. Joist tails are exposed to exterior and need to be cleaned and painted. 6. Foundation (Dining Room) - Moderate cracking in the terrazzo 7. Foundation (JH Addition) – Erosion is undermining slab and needs to be corrected to prevent failure. 8. Windows (Original Building) – In poor condition. Existing steel frames with single pane glazing - poor thermal performance. 9. Windows (Gym Addition) – Wood covering is warping at window infills and could allow water intrusion. Old windows should be removed an wall infilled. Pewitt Junior High School Interior 1. Electrical service is inadequate in portions of the existing building. 2. Several toilet rooms are in need of renovations. Due to abandoned fixtures and to ensure ADA compliance. 3. Ceiling – 2x4 ceiling tiles are sagging and should be replaced with 2x2 tiles. Some tiles have water stains indicating roof leaks. 4. Science labs are undersized to meet TEA recommendations. 5. Floors are stained and sealed concrete and generally in good condition. Metal floor plates where occur can create a tripping hazard and in some locations need to be refastened. Pewitt High School Interior 1. Floors/ramps are not ADA compliant at the dining, auditorium, and in some corridors. 2. An accessible route is not provided to the stage. 3. Stained ceiling tiles in multiple locations indicate areas of potential roof leaks. 4. Additional ADA compliant sinks are needed, along with complaint staff toilet rooms. 5. Science labs are undersized to meet TEA recommendations. 6. Dining & Serving area is undersized for capacity of students served.
