Village Hall Tower:
The 90’ tall communication tower at
Village Hall was no longer required,
welded into the full extended position,
and the guywires were anchored into,
and damaging the building. The
upper portions of the tower have
been removed and all necessary
antennae relocated to a single
section. The Village regrets any
inconvenience this may have caused
to the patrons of Good Ol’ Days
Restaurant, who might have had
issues parking for a couple of weeks.

the repair of a couple of roof leaks.

Village Hall Ramp:
The Village has resolved the standoff
between the engineer and ramp
provider, so work is now proceeding
again. The ramp has been adjusted
to meet ADA guidelines and can be

used. The ramp stairs still require an
adjustment to the concrete landing.
However, this construction may be
completed very soon.
The Village Hall Night Drop Box can

adjusted to meet ADA guidelines.
Additional work regarding the ramp
will include improvements to Village
Hall’s front steps and landscaping
and removal of the inoperable
elevator lift in back.
Audrey Lane Drainage Project:
The construction of curbing and a
drainage swale across the New
Baden Elementary School’s property
has begun and is nearly complete.
The structure conveys storm water
from the Audrey / Thouvenot Lane
area to the east through the Village’s
drainage system.
Future drainage projects are being
evaluated. The Village is aware of
numerous concerns and is working to
develop an overall storm water plan.
Greenmount Cemetery:
Marvin Spaeth is at it again! In
January, the Village approved up to
$19,500 in concrete costs for the
improvement of Greenmount
Cemetery. Mr. Spaeth has been an
incredible asset to the Village in
many ways. In 2015, he completed a
five-year volunteer project to make
improvements to the St. George
Catholic Church / New Baden Village
Cemetery. Improvements at
Greenmount Cemetery will be similar
to his recent volunteer work and will
include a decorative entrance,
fencing, and interior walkways.

Updates on Recent Village Board of Trustee Actions
Rodeo Cancelled
At the July 5th New Baden Board of
Trustee’s meeting, Mayor Picard
announced that the Thomas G. Hull
Memorial Rodeo scheduled for
September 16 & 17 in New Baden
Park has been cancelled due to
inadequate fundraising.
Annexation Ordinance East of
Highway 160
Also at the July 5th, 2016 meeting,
the Board of Trustees approved an
ordinance authorizing an annexation
agreement for property located at
1940 State Route 161. The owner of
the property, Kevin Karschney, has
agreed to annex to the Village upon
the Village limits becoming
contiguous. Such an agreement is
required to receive water service from
the Village.
Ordinance Granting a Special
Use Permit to a Home
Preschool
The Village Board also approved an
ordinance to grant a Special Use
Permit for a Home Preschool to
operate at 506 Joyce Lane. Carly
Youngless will operate “Carly’s
Corner”, an Illinois State licensed
facility out of her home.
Agreement Approved With
Ambulance Billing Company
As noted in the July issue of the New
Baden News, the Board reviewed
and approved a one-year contract
with Andres Medical Billing for the
billing of New Baden Ambulance
services. The resolution to enter into
the contract was approved at the July
5th Village Board meeting.
Park Board Appointment
Also at the July 5th Board meeting,
Nicole Schomaker was appointed to
the Park Board to fill the vacant seat
of Zach Peters, who recently
resigned.
Police Squad Car Purchase
At the July 5th meeting, the Village
Board also authorized Chief Scott
Meinhardt to proceed with the
purchase of a 2017 Ford Explorer
squad car for the Police Department.
The vehicle was budgeted for in the
Fiscal Year 2017 budget for $39,000.
Meinhardt reported to the Board that
the lowest bid is from Breese Motors
at an estimated cost of $38,382.
EMS Report
During the second July meeting of
the Village Board, on July 18th, EMS
Director Allen Gilbert provided a
report on the department’s activity.
For calendar year 2016 to date, the
New Baden EMS department has
responded to 370 calls of which 250
were billable transport calls. For the
second quarter of the year, the
department’s average time from
dispatch to en route has been about
2 minutes. Response time from
dispatch to scene varies in the
service area with New Baden being
about 5 minutes, New Memphis and
Albers about 9 minutes, and
Damiansville about 12 minutes.
Restaurant Opening
At the July 18th Board Meeting, the
Village Trustees approved an
ordinance to expand the number of
Class “B” liquor licenses available in
the Village from three to four.
This ordinance is required to
accommodate a restaurant opening
in the location previously occupied by
the Four Corner’s Pizza restaurant on
West Hanover Street. The new
restaurant hopes to open in
September or October and, in order
to apply for a State liquor license, the
restaurant must have an approved
local liquor license.

The developer had applied for a
variance from the requirements to
improve North Clinton Street near the
subdivision. The New Baden Plan
Commission considered this variance
request at its June 14th meeting.
The Plan Commission recommended
approval of the variance for road
surface improvements, but denied
the variance for curbing and gutter
improvements. Sidewalks will also
be required. The Village Board acted
upon and agreed with the Plan
Commission’s recommendation.

North Ridge Estates Phase 2
With the variance request approved,
the developer’s Preliminary Plat was
then approved by the Board at the
July 18th meeting as well.
The developer will now proceed to
create a Final Plat, based upon the
Preliminary Plat, that will address all
previous concerns including utility
easements, line locations, and storm
water drainage concerns. Village
Board approval of this Final Plat is
required before construction can
begin.

the New Baden American Legion
Auxiliary Unit 321.

has served during the eligibility
conflicts listed below, and is either
a current American Legion
member, or who is deceased:
 WWI, WWII, Merchant

Panama, Gulf War on
Terrorism.
The American Legion Auxiliary is the
nation’s largest patriotic service
organization. They support the
American Legion, veterans, active
military, military families, and
communities. New Baden’s
American Legion Auxiliary Unit 321
has been committed to supporting
their mission – ‘Service, not Self’
since 1951.
Happy 65th Anniversary!!!
Some of the New Baden unit’s
activities include: an annual blood
drive in January; the American
Legion birthday party in March; pot
luck dinners in July and December;
support for the Marion Veteran’s
Administration Hospital and The
Haven throughout the year, and
providing scholarships in the Spring.
Unit 321 is always trying to add
benefits and activities as time and
participation allows.
In addition to these wonderful
activities, American Legion Auxiliary
sponsors young ladies who have
finished their junior year in high
school to attend Illinois Girls State.
This is a week long program
dedicated to providing training for
young women in city, county, and
state government. Attendees are
placed into a two-party system and
will run for office, campaign, vote,
and write legislation pertinent to Illini
Girls State as well as the state and
nation. The girls hear from many
guest speakers in the political arena
(present and past), veterans and/or

active service men and women,
American Legion Auxiliary members,
and motivational speakers.
Americanism and flag etiquette are
also taught. Along with these
educational benefits and the
importance of voting and community
involvement, the program gives young
women the confidence and knowledge
to go forward in their adult lives and
not be afraid to go for their dreams.
Caitlyn Picard, Emily Woods, and Ruth
Kvistad attended the 2016 Girls State
this past June. They had a wonderful
experience and encourage future high
school juniors to work with their school
counselors to complete the necessary
application to attend.

the Village will continue to strive to keep the
storm water system free from obstructions.
New Baden has little topographical relief
and storm water runoff tends to rise and fall
quickly. Public, and private, drainage
easement, ditches, and structures must be
kept clear to ensure that storm water runoff
in the Village dissipates quickly.

North 2nd Street Box Culvert:
Another recent project relating to the
Village’s storm water drainage system is the
replacement of a box culvert running for
about two and a half blocks on North 2nd
Street from the drainage basin in the center
of town. This project will replace a
crumbling culvert and sidewalk and is partly
funded by previously committed Tax
Increment Financing funds. It is expected
that the project will begin in August and be
complete by the end of October.

Park & Recreation Programs
The Village Might Be Able To Help
OPEN GYM CLOSED FOR THE SUMMER
With no air-conditioning, the O.W. Billhartz Civic Center gym is not open on a regular basis. The cafeteria
is open from 7:00 - 10:00 am for card playing and social activities. The Center can be used later in the
day by contacting Village Hall at 618-588-3813.
TUMBLING CLASSES
The Park and Recreation Department offers tumbling classes for all ages at the civic center. The classes
are held on Tuesday, Thursday or Sunday depending on your skill level. For additional questions or
registration, contact Julie Wallin @ 618-616-9304.
PARK BOARD MEETINGS
The New Baden Park Board meets every 3rd Wednesday, as needed at Village Hall. Meetings begin at
7:00 pm and are open to the public. If you have anything that you would like discussed at the meeting

A new addition to the Park Board is Nicole Schomaker. Nicole was appointed on July 5th.
SOCCER REGISTRATION
Soccer will be underway by early August with a total of about 150 youths participating. Games begin the
week of August 15th and will run for 10 weeks. Pre-k/kindergarten games will be played on Saturday
mornings from 9-10 am. The other divisions will have games throughout the week and on weekends.
FAMILY FUN EVENT
The New Baden Family Fun Event will be held on August 6th from 4:30 to 10:00 pm in the Park. Events
will include a petting zoo, WWII reenactment vehicles, touch-a-truck, balloon artist, bounce house, train, K
-9 Demo, sno-cones, popcorn, drinks & games, and a free movie in the park! Along with these family
events, we will have a dedication of the park bench in honor of Fedor, the Village’s first K-9 police dog.
FLAG FOOTBALL
A Flag Football league will be offered in late fall. This is open to all boys and girls from grades 2 - 6.

Unsure who to call when sanitary sewer backs up into your home? Did you have a
major water leak at your residence due to a faulty water line? Do you notice a wet
spot in your front yard that was not there previously? These are just some instances
where a call to Village Hall could save you some money. Village Hall will dispatch the
New Baden Public Work’s Department to your location. If the situation happens after
business hours or on the weekend, please contact the New Baden Police
Department, 588-7741. The Police Dept. and the Clinton County Sheriff’s Dept.
Dispatchers will then contact the Public Works Dept. on-call staff.
In the case of a sewer back up, a call to the Village could save you the money on an
after-hours emergency service call to a plumbing contractor. Your sanitary sewer
service is provided by a combination of private facilities (lines located on your
property) and public facilities (the main sewer line that serves your neighborhood).
The New Baden Public Works employees may be able to resolve your issue without a
contractor (in the instance of a clogged sewer main). If the Public Works employee
determines that the sewer main is clear, then the resident would need to contact a
plumber to investigate your private sewer line. If you hire a contractor to work on your
private line, they cannot access the Village’s utilities without the Village’s knowledge.
The most common cause of a clogged sewer line (on both private and public property)
is tree roots growing into the line.
Please remember that while water and sewer service are utilities, storm water
drainage structures are not considered utilities. The Village is only responsible for
maintaining that portion of the drainage system that is located upon public property.
Additionally, if there is a drainage easement across your property, the Village may
access that easement, or require you to remove any structures in order to address
drainage issues. Any structure or ditch on your property, including those in an
easement, is your responsibility to maintain in good working order. This means you
are responsible for cutting grass, removing leaves and debris, and correcting other
obstructions located in the ditch and/or easement. If you have created a yard waste
pile, erected a fence, or built a shed in a drainage way on your property, you may be
responsible and found liable for your neighbor’s flooding problems.

sales tax on the general item sales made by a
business in the Village limits. This amount varies
from month-to-month and year-to-year.

revenue over the past 11 years. The average over
this time period is about $275,000 per year, with a
low in 2006 of $229,000 and a high in 2016 of
$316,000. The trend shown by this chart is
increasing and indicates that the Village is growing.
