Message to the Community
As the Outer Banks Community Foundation starts its 30th anniversary year in 2012, the Board of Directors expresses
tremendous gratitude to the generous donors in this community. Since 1982 your support has enabled the Foundation to award over $4,100,000 in grants and scholarships to support community needs, local nonprofits and outstanding students. In 2011 a new milestone was achieved when over $590,000 was given back to the community.
Hurricane Irene caused major damage to the Outer Banks in August. Your generous donations of over $150,000 to
the Disaster Relief Fund allowed us to respond quickly by granting funds to Interfaith Community Outreach for recovery and rebuilding efforts. The Foundation remains committed to ensuring that 100% of funds contributed toward this effort will be used to benefit this community.
The Foundation invites the community to join in activities planned in 2012 leading to November and the 30th anniversary celebration of connecting people who care with causes that matter. We hope you will share our excitement
about what the next 30 years will bring!

Community Focus: We're local, governed by local community leaders. We're
your neighbors. We know our community's most pressing needs and can channel
resources to address them.

Reliability: After meeting the needs of donors since 1982, we've earned respect
for our reliability and dependability.

Flexibility: You, your family, your company or a nonprofit organization may
establish a fund, selecting from many types that can be tailored to meet specific
interests and goals. Or, you may make an annual contribution of any amount that
will be used to make grants to benefit the Outer Banks.

Simplicity: You can create a unique charitable fund with a governing document
that requires less than an hour to prepare.

Tax benefits: As a 501(c)(3) nonprofit charitable organization, the Foundation
offers you the highest level of tax benefits for charitable giving. The Foundation
accepts a wide range of assets, including appreciated securities and real estate.

Investment security: The Foundation's experienced Board of Directors and professional financial advisors at Trust Company of the South oversee an investment
strategy designed to maximize total return within acceptable risk tolerances, relieving the donor of significant investment responsibility and worry.

Permanence: Your gift can remain with the Foundation forever. If the original
purpose of your fund becomes obsolete, our Board of Directors can redirect your
fund to a closely related purpose. This ensures that your original intentions will
be honored even if circumstances change over time.
The Outer Banks Community
Foundation Mission
The Outer Banks Community Foundation was organized in 1982 as a public charity to
help meet local needs in Dare County and all of the Outer Banks communities from
Corolla to Ocracoke Island. The Foundation accomplishes its mission by increasing
charitable giving in the area, managing charitable funds for individuals and agencies,
and by targeting grants toward the community’s most pressing needs and promising
opportunities.
Through its discretionary grants, the Foundation is the venture capitalist of the charitable community. The Foundation is the only funding source that can reach out to all
of the community service organizations on the Outer Banks, in the arts, education,
health and human services, and choose those projects which best meet today’s needs.
The Foundation is a catalyst, helping the nonprofit community evolve to take on new
challenges and opportunities as they arise, and the Foundation’s permanent endowments are a resource for future generations to meet the challenges of their times.
The Foundation is a collection of undesignated assets and charitable funds, created
by different donors at different times for various purposes. Donors may create funds
during their lifetimes or by bequest for general charitable purposes or for a particular
purpose that they specify. The Foundation provides tailored services to help individuals and families pursue their charitable interests easily, effectively and with maximum
tax benefit.
The Foundation is governed by a Board of Directors composed of leading local citizens who serve without compensation. The Board administers all of the funds of the
Foundation and approves all grants.
Through the Outer Banks Community Foundation, people who love and appreciate
the Outer Banks are able to give something back to the community to help meet the
pressing needs of today while at the same time building a source of support for the
future.
The Foundation awarded a two year grant for $22,000 to Food for Thought
to allow fresh fruit to be added to the weekend bags of nutritious childpleasing non-perishable breakfasts and lunches for disadvantaged elementary school children in Dare County.

2011 Scholarship Awards totaling $118,507
Community organizations and individuals have established Funds whose earnings provide scholarships for outstanding area high school graduates and college students to
help them pursue higher education. The Foundation provides administrative services for 40 scholarship funds. Thirty–seven funds awarded scholarships in the year 2011.
Most awards are based on academic excellence, community service and financial need. Some scholarships are renewable each year, for up to four college years.

The 2011 Champion Award was
presented to the entire Outer
Banks community for contributions to the Disaster Relief Fund
and recovery efforts after Hurricane Irene. The announcement
was made at the Outer Banks
Community Foundation’s Annual Meeting in February. The
event also included speakers who
addressed various hurricane
issues about damage, recovery,
rebuilding and ongoing needs.

2011 Grant Awards totaling $592,795
Grant-making policies : The Foundation makes grants from earnings on undesignated funds to qualified nonprofit organizations, religious institutions and government agencies. Donor-established named funds award scholarships to individuals and grants to designated organizations and for specific purposes.
The Foundation will consider grants that: involve a broad segment of our community, provide an innovative approach to addressing area needs, initiate projects or
programs to influence beneficial change, attract additional funding from other sources.
The Foundation generally will not consider grants for: annual operating expenses, programs or projects that should be supported by government or other charities.
The grant application process is online at www.obcf.org. Deadlines: Completed applications must be received by the 10th day of February, May, August and November. The Grants Committee meets quarterly to consider applications and submits its recommendations to the Board of Directors to consider at its regular meetings in
March, June, September and December. The Board of Directors approves all grants.

Irene. The Foundation serves alongside Daugherty on the Dare County Long
Term Recovery Committee collaborating on ways to prepare for future hurricanes.
David Stick Legacy Society
The David Stick Legacy Society has been established to honor those generous
individuals who have included the Outer Banks Community Foundation in their
estate plans through wills or trusts or who have named the Foundation as the beneficiary of other planned gifts such as insurance policies, Individual Retirement
Accounts or other retirement plans. The funds generated from these planned
gifts, large and small, enable the Foundation to meet the local needs in Dare
County and the Outer Banks. This thoughtful estate planning allows individuals
to contribute to this community during and after their lifetime.
The Outer Banks Community Foundation recognizes with gratitude the members

The Foundation acknowledges the contributions of numerous donors. Donors provide in many ways: with their financial
gifts, by serving on the Board or Committees, with countless volunteer hours, and by
contributing to and establishing Funds to
accomplish their charitable objectives.
Membership Levels are: Benefactor, a onetime $20,000 or greater contribution to the
Foundation; Donor, a one-time contribution of at least $5,000; Anchor, pledge to
contribute $2,500 over a five-year period;
Sustainer, annual contribution of $1,000;
Sponsor, annual contribution of $500- $999;
Business Patron, annual contribution of
$200- $499; Individual Patron, annual contribution of $150 - $499; Individual, annual
contribution of $75-$149. Contributors are
those who donate an amount under $75.

When historic buildings at Chicamacomico Life Saving Station were damaged
by Hurricane Irene, the Outer Banks Community Foundation responded to the
emergency. Grant funds helped raise, and save, the 1897 Sound Rescue Boat
Boathouse which had been knocked almost completely off its foundation.

Artist-in-residence Tunde Afolayan, right, engaged students at Cape Hatteras
Secondary School in a Mural Connection project using Foundation grant
funds. The finished mural explores the many cultural forces and faces which
have shaped Hatteras Island. The community participated by contributing
photographs of local residents and taking part in workshops.
