June 14, 1.982 MEMORANDUM To: Forefgn Affa.i rs Department From: Nives E. Fox Subject: Turkey Finally met with Emil Frank!J, our fo.nner corre.sponde.n t in Turkey. Having been away fo.r clOse to a ·month, he knew nothing about .the · specific problem of the genocid~ meeting in Israel . and inclusion of the Armenian question. .He promised to check ·it out and let us know. In spite of the touchiness of the Armenian issue, he was most doubtful . that this kind of situation would lead to any serious repercussions against the community in Turkey . Moreover, he says that there is a group in government that would like to handle the Armenian problem by adm.i tting responsibility in the massacre and persecution instead of denying it ever took place. B'ut those opposed to any adn:iission of wrong remain stronger for the time being (Ministry of Interior people) . It is not excluded, however, that a more frank and intelligent approach to all this might take place one day ~ · . The community is not subjected to any greater annoyances than customary . If anything, things are caJmer and. qui~ter and more normal . Yes, new synagogues are difficult to build; old on·es hard to repair : but this problem is more complicated than serious . In genera·1 , the Jewish community still fares very well. As a matter of fact , the poor having notably decreased , there is even an "excess" in the community funds. This diminution in poor has given rise to the idea that perhaps the best way to he.l p them from now on i s to make individual cash payments available for medical care or other needs, instead of keeping up structured institutions Slkh as . the ho~pital_ , etc .. There is defi.n itely less of an urge among Jews to provide fo.r a ·future outside of Turkey : emigration is down, the buying of apartments and homes abroad for such.an eventuality has decreased. There are even letters from those who have 1eft. which speak of .a possible return to Turkey. In other words, the regime is good fo.r the Jew.s , at least to ..• /continued (2) the extent th~t it provides order and security of the kind the more demo~ cratic governments · could not insure when extremis~ parties and groups did their best to fan fires of disestablishment and disequilibri.um. It is our friend's profound· conviction that the authorities have chosen to remain open to the West, counting on this as the sole source for aid and technical progress they believe is essential for Turkey's survival. One new law bothers him, thQ~gh for the moment it has not been ap. plied. · It was put through when the Ecevit party was in power and after the Papandreou Socialists gpt into office in Greece, b.ecal!se. the last passed a law in Greece concerning the property of Turks or those of Turkish. origin that permits the state to take over the property of tnis group . To match it, therefore, the Turks passed~ somewhat ·s1mi)ar ·4~cree.; but their's·.h~q no specific mention of Greeks, and simply provides for the eventuality of · a state takeover of properties belonging to minority gro~ps. Given this vague form it is qbvious that 51,1ch ~ law, if p~t into action, coylq also be applieQ to Jews should the governm~nt 50 ~eci~e. A worry, therefore , though for the· moment nothing has happene~. · Mr. Franko took ·great pains ·t o repeat how we lco.me th.e military regime was and remains for most of the population .. The Turkish military, he says, cannot be compared with South American juntas; and he insists that in the case of Turkey it . was an aQSO lute necess·h y to . return . to. mll; ta.ry ru i e because murder," Maffa-type intimidation, etc. made the simplest dai1y routlne a dangerous excursion, and life h~4 · .becom~ :im.p9~sible.. .
