Letter from the President and Board Chair
Dear Friends:
This annual report is a tribute to those who believe in our mission to help people who have barriers to employment.
We extend our gratitude to our monetary supporters for funding our 2013 - 2016 Strategic Plan with contributions
totaling more than $3.4 million.
Goodwill of Southwestern PA, under the stewardship of our board of directors, has adopted a three-year
Strategic Plan with a goal of transformational change to address pressing challenges. A widespread reduction in
government funding is one overwhelming challenge. Additionally, the recession brought about a “new normal” –
a situation that calls for human service agencies to do more with less.
Strategic Plan Delivers Transformational Change
One significant strategy addressed in the Strategic Plan is the creation of a new Service Delivery Model, which is
currently entering Year 2 of a pilot program. The goal of the new Model is to reduce costs and provide better
customer service and transparency. This new method proposes to facilitate better connections that will link
services through enhanced methods of streamlined intake, basic needs assessment, and comprehensive service
planning across all of Goodwill’s 50-plus programs.
In Allegheny County alone, out of the 250,000 people who are receiving
help from human service agencies, more than 41% (or 100,000)
are not receiving comprehensive care with wraparound services.
These individuals are being siloed into receiving help to address only
one of their needs, when, in fact, they are facing many different and
multi-faceted needs, obstacles and challenges. Because of this, these
individuals repeatedly recycle through the human service system
because they cannot obtain long-term successful outcomes while
addressing only one barrier at a time.
Goodwill’s Anticipated Solution to Comprehensive Care
With this more comprehensive method of delivering services,
Goodwill hopes to be able to diversify its funding streams as linked
services result in improved outcomes.
Local, State and Federal government agencies are beginning to
earmark their funding to workforce agencies that have a high success
rate of helping clients obtain employment. Studies indicate a person
has a higher success rate of finding and keeping a job when offered
comprehensive and integrated support services. Additionally, client
dropout and repeated returns will diminish as their needs/obstacles
are addressed comprehensively and they are provided additional
supports toward their overall goals.

The expected outcomes are:
• Reduction in the duplication of services and improved capabilities
to leverage services
• Improved resource management and service coordination
• Improved communication through data sharing and joint-case
planning between Goodwill’s 50-plus programs and services
• Increased rate of enrolling clients
• Fewer people depending long term on social supports and public
assistance

Fiscal Impact – Pennsylvania
• Fiscal impact analysis studies the public
revenues associated with a particular economic activity. The primary revenue sources
of local, county and state governments (i.e.
taxes) are analyzed to determine how the
activity may affect the various jurisdictions.
