In 2011, City Council recognized the importance of preserving and enhancing this unique facility
by dedicating $4 million to Whitemud Equine Learning Centre Association’s vision of a $16
million equine facility. In 2014, funding realities and the declining structural integrity of the facility
have caused a re-evaluation the 2011 plan in favor of a phased approach.
In November 2014, City Council and the WELCA Board approved Phase 1 of the
redevelopment project. This $6.5 million phase rebuilds the most crucial infrastructure on site
and supports WELCA to continue to offer opportunities for the citizens of Edmonton.
There has been ongoing Public Involvement from 2008 - 2011, WELCA has gathered input
on the facility needs at the Whitemud Equine Centre through telephone surveys, stakeholder
meetings and public open houses. The project’s stakeholders have prioritized the needs within
the new facility to assist in the development of Phase 1.
Phase 1
● 20m x 60m indoor riding ring
● attached stabling for 16 horses
● two large tack rooms / teaching spaces
● multi-purpose meeting room
● indoor washrooms
The new fully-accessible indoor arena will replace the current deteriorating arena, attached
stabling and the four trailers which currently serve as the classroom and administrative space.
Phase 2
WELCA’s vision for Phase 2 includes a second indoor riding arena, additional horse stalls and
extra administrative and support spaces. The initiation of Phase 2 will be contingent on WELCA
securing additional funds.
