We are ready to prepare a high quality event in
a friendly, familiar and fair setting, at a standard
suitable for everyone. We will be offering exciting
activities for both athletes and spectators,
and a worthy promotion of orienteering, thus
contributing to the further development of our
wonderful sport.
Dear athletes,
I am delighted to welcome all the participants
in the Junior World Orienteering Championships.
I am very happy that with our contribution,
participantsintheJuniorWorldChampionships
from more than thirty-five countries will
meet together in the Region. I do hope that
we will not only manage to find the best
world juniors, but also we will contribute to
popularising this beautiful sport and establishing lots of friendly
contacts. JWOC also presents a unique occasion to promote our
Region, which has so much to offer not only to the competitors
and their teams, but also to supporters of orienteering who will
not be at the Championships. Many of them will see the pictures
of the races on their TV screens.
I wish the organisers a successful Junior World Championships
and I wish all the participants good luck. To all others, I wish
a pleasant stay in the Hradec Králové Region.

Králové is the host city for this event of world
importance, especially in such an attractive
sport as orienteering. I am fully confident that
young athletes from all over the world will
find not only interesting courses in our demanding nature, but will
also discover the unforgettable and kindly atmosphere of our city
supported by the hospitality and friendliness of the local inhabitants.

will be able to say after finishing the Junior World Orienteering
Championships that you have taken part in a marvellous event

Modern City
Hradec Králové (95,300 inhabitants) is the natural regional and
administrative centre of East Bohemia, a city of cultural tourism
and an attractive tourist destination. It is a town with much
greenery; there are many orchards and it lies at the confluence
of two rivers, the Labe (Elbe) and the Orlice. Natural recreational
facilities available locally include forests, parks and ponds.
Hradec Králové is the home of six faculties for three universities
- the Medicine and Pharmacy Faculty of Charles University,
the Faculty of Military Medicine, the University of Defence and
three faculties of the University of Hradec Králové, for Education,
Philosophy, and Information Technology and Management. The
total number of students attending all these universities each year
is 10,000. They come both from the Czech Republic and also from
abroad, under various student exchange programmes.
Hradec Králové has a dense network of integrated cycle
paths and also lies on an important long distance cycling route,
the Elbe Trail - Elberadweg. Hradec Králové offers a wide-ranging
and diverse programme of cultural and social events. The city has
large experience in organising international festivals, and each
year these attract leading artists in various fields each year. The
top ten events include the Theatre European Regions, Jazz Goes
to Town, Music Forum Hradec Králové or Hip Hop Kemp. Selected
prestigious events are granted the „Regina“ status - no fewer
than 30 major annual events then enjoy certain privileges and in
concerning 2013 calendar, JWOC will be included too.
Hradec Králové Region
The Region of Hradec Králové is situated in north-eastern Bohemia
and embraces the Hradec Králové, Jičín, Náchod, Rychnov nad
Kněžnou and Trutnov municipalities. With an area of 4,758 sq. km.
and a population of 548,368 (as of 31st December 2005) it is among
the smaller regions of the Czech Republic. In the north it borders
with the Liberec Region, to the west with the Central Bohemia
Region and to the south with the Pardubice Region. Part of its
northern and eastern border also forms the frontier with Poland.
The Hradec Králové region offers a wide range of opportunities
for pleasant summer and winter holidays, weekends away or
one-day trips. Get to know this region’s diversity - discover its rich
history, visit some of the varied historical, technical and religious
monuments, or come to see one of the numerous cultural events.
Our region is great for sport, spicing up life with adrenaline or
for simple relaxation and battery recharge. Sample the natural

–– First independent orienteering club in the city
established in 1973, OK99 acquired its present name
in 1999, Slavia established in 1984.
–– Both clubs have considerable organising experience
on regional and national level (national championships
including), OK99 organised Euromeeting 1995.
–– Both clubs have been „cradles“ for top orienteers,
amongst their current and past members, there are
a few WOC (Michal Jedlička, Petra Novotná, Iva Mádlová,
Radek Novotný) and JWOC (Pavel Kubát, Tereza Novotná,
Jaromír Vlach, Iva Navrátilová, Iva Rufferová) medailists.

Anti-doping Code
The Competition Rules for IOF Foot Orienteering Events (version
valid from 1st January 2012) shall be applied to participation in
the Junior World Orienteering Championships 2013. Please refer
to the Competitions Rules on the IOF website

Doping is forbidden: „think positive - test negative“.
All competitors shall follow the IOF Anti-Doping Code.

All competitors must be born in or after 1993 and must
be full passport-holding citizens of the country they are
representing.
Clothing
There are no special regulations applying to runners concerning
the type of clothing they choose to wear. But the organisers
recommend use of long trousers for the Long distance, Middle
distance and Relay races.
Punching and
Time-keeping
System
The Sportident punching system will be used in all JWOC
2013 competitions. All competitors will receive SI cards from
the organisers.
An electronic start gate will be used for the Sprint race.
Live TV
and tracking
Coverage
The Middle distance final and Relay competitions are planned
to be televised live (in cooperation with Czech TV). An on-line
internet result service and live tracking will also be used.
It is forbidden to use shoes with spikes in the Sprint
competition as well Sprint trainings.

Embargoed Areas
With reference to the IOF Competition Rules (article 26.6), the
areas indicated on the accompanying maps are embargoed.
Potential team members, leaders and others, whose knowledge
of the terrain could influence results of the JWOC competition,
are prohibited from entering these areas. However paved and
asphalted public roads passing through the areas may be used.

! Sprint: Hradec Králové
For the Sprint area there is exception from the above described
rules: within the embargoed area, it is allowed to drive along the
main roads marked in yellow on the street plan (and therefore
ONLY along these roads), but it is not allowed to stop or park there.
The organisers have also left free access to the very heart of the
ancient town, as the Sprint is to be run late in the championships
programme and it is desired that the JWOC teams are enabled to
visit the most attractive parts of Hradec Králové.

The training activities section on the JWOC website will be
updated whenever new training opportunities arise. On
request we can also provide a schedule of training sessions
ordered by teams.

! Report your training intentions
It is obligatory to discuss all your training plans at least 3 weeks
in advance with the JWOC Training Officer, who will then
inform the forestry authorities. Please do respect that! Please
remember, that according to the Czech forest law, every group
of more than 3 persons needs to get permission for any kind of
organised sport activity in the forests.

The only official training camp will take place one week prior to JWOC.
However, for teams that are interested we are ready to offer further services, such as:

Hotel Černigov, Hradec Králové (localization see chapter on accommodation)
Hradec Králové is situated 100 km east of the capital city of the Czech Republic, Prague (Praha).
The city is reachable in 100 minutes by car from Prague-Ruzyně airport.
Hotel Černigov is located ideally for reaching all the event sites and training areas, and just 1.5 km
from Hradec Králové city centre.
Hotel Černigov is the recommended accommodation option.

For type C accommodation, we are ready to help teams find
the accommodation appropriate for their budgets. Feel free
to discuss your needs with the Event Office!
The capacity of accommodation types A and B is limited - A,
40 beds only; B, 330 beds. Accommodation requests will be
dealt with on a first come, first served basis.
If there is greater demand, more A and B style
accommodation will be provided, however with neither price
nor distance from EC necessarily as quoted above.

As the number of beds in the main B style accommodation
is limited, we kindly ask teams to book this accommodation
for athletes and team officials only. Requests for exceptions
should be discussed with the Event Office.
The team leaders‘ meetings and the banquet will most
probably take place at Hotel Černigov (B accommodation),
which will also host the Event Centre.
At both A and B accommodation, the organisers are ready to
provide suitable spaces for separate pre-race team briefings.
All accommodation can be easily accessed by public transport.
During competition days, lunch will be served in the respective
arenas. For the guests of C-type accommodation, the arena
catering will also be available on demand, with a charge.

It is possible to stay at the same accommodation also during the
week prior to the JWOC. Any extra days are recommandet to be
booked together with the JWOC accommodation booking.

The hotel is located immediately next to the railway station and
close to the bus station in Hradec Králové. All 160 rooms are
equipped with SAT TV, direct dial phone, bathroom with shower

Recently-opened hotel offering comfortable accommodation
and relaxing surroundings in the centre of Hradec Králové.
There are 21 rooms (12 luxury double rooms, 6 de luxe suites,
2 apartments and 1 presidential apartment). All of the rooms
are equipped with phones & ADSL connection, LCD TVs with
satellite, drinks cabinets, bathrooms with a bath or a shower
and hair dryers. In-house services include laundry, massages
in rooms and jacuzzi in one room.
After that, the organisers are still ready to assist,
but cannot guarantee the availability or price-levels
of the accommodation quoted above.
For the accommodation booking cancelled before April 30th,
the cancellation fee of 10% of the total accommodation cost
will apply.

Transport
Hradec Králové is easy to reach by road and rail, being located 100
km east of Prague, with which it is connected by direct highway
and railway. The nearest international airport is located in Prague.
All forest competitions and model events will be operated by
JWOC shuttle buses - this service is already included in entry fees.

It will be compulsory to use the JWOC shuttle buses from
Hradec Králové to the check-in of long distance, middle
distance Q+F and relay. (While the sprint check-in will be either
within a walking distance, or possible to be reached by the city
public transport.)
Team officials pay the accreditation fee only.
Transport from/to the Prague International Airport will be
provided on demand (it takes about 1:45-2h.).

Weather
JWOC Tour
You can expect temperatures between 20°C and 30°C during
JWOC. There is also the possibility of thunderstorms during the
afternoons.
The 6-day event „JWOC Tour” will be organised in conjunction
with JWOC 2013. The same competition areas and maps will
be used as for JWOC. Not only the challenging and varied
terrain, but also the atmosphere of top events with future
world stars, should make it worthwhile to come and take
part. The programme and locations of stages will be arranged
and scheduled so that JWOC Tour competitors will be able to
spectate at all the JWOC events.
Health Services
The organisers will co-ordinate health-care services for participants.
Health-care services will be provided at the assembly areas of
the competitions and in Hradec Králové. Each Federation is
responsible for insurance for all their team members.
Media
We welcome all media representatives to JWOC 2013.
Media representatives can receive information using the e-mail
address: [email protected]. A Press Centre will be open at
the Event Centre throughout the whole event, where a copy
machine and internet and phone connections will be available.
We are ready to arrange accommodation for journalists in
Hradec Králové according to their wishes. Please send your
entry and your accommodation requirements to the address

Visas
Anyone else accompanying who does not wish to take part in
the Tour will have a wide choice between many natural, cultural
and leisure attractions in the surrounding region, making for
an enjoyable stay the whole time, not just during the periods
of cheerful atmosphere in the arenas. All in all - everyone is
cordially invited!

countries must obtain a visa in order to enter the Czech Republic:
Belarus, China, Colombia, Cuba, Ecuador, Georgia, India,
Indonesia, Jamaica, Kazakhstan, Kenya, Kyrgyzstan, Moldova,
Mongolia, Mozambique, North Korea, Pakistan, Russia,
Somalia, South Africa, Thailand, Turkey, Ukraine.
Visas have to be applied for at your nearest Czech Embassy.
Please note that conditions of entry to the country can change, and
all JWOC participants are advised to keep abreast of the current
