Local DJ earns radio’s top honor

KSAH’s Alberto Alegre has the
unique distinction of being the only
Texas Hispanic disc jockey recognized by a task force of broadcasters
as the one radio personality who
stands out among his peers. Alegre
has earned the title of best “Spanish
Format Personality of the Year.”
The prestigious Marconi Radio
Award is to radio jocks what the
Oscar is to a motion picture actor,
what the Tony is to a Broadway
actor and what an Emmy is to a
television actor.
“I was shocked when I was nominated, and I was even more surprised
when I was actually named as the
winner,” Alegre said upon his recent
return from the 2009 National Association of Broadcaster’s (NAB)
Radio Awards in Philadelphia.
Alegre beat out Amalia González,
KRCD; and the team of Omar and
Argelia, KLVE, both in Los Angeles. He also beat out the morning
drive duo of Hijos de La Mañana,
from KTTA in Sacramento and the
extremely popular duo from California, Raúl Brindis y Pepito of KLTN
in Houston.
In earning the coveted award,
Alegre joined the ranks of Eddie
“Piolin” Sotelo, from KSCA in Los
Angeles and Rafael “El Pistolero”
Bautista Pulido a.k.a. “Primo Rafa,”
from WOJO in Chicago.
El Chulo, of KHHL in Austin,
was another Texan nominated in a
category dominated by California
and Chicago radio personalities.
The NAB is the premier advocacy
for America’s broadcasters and it is
very selective, so Alegre’s triumph
over jocks in bigger markets and
with larger listenership was quite an
accomplishment and he owes it all
to sheer talent.
While Alamo City listeners take
the merry, joyful, radio personality
for granted, few realize he has been
on-the-air since September 16, 1977.
That makes him a 32 ½ year radio
veteran.
“I don’t remember the exact day,
but I use that date to be symbolic
about it and to sound Mexican,”
said Alegre.
Early Influences
It all started when Alegre’s mother, María Del Socorro Rodríguez
Calvo, took him to KENS-TV to
see Captain Gus – at that time it was
located downtown.
“When I saw all those microphones, wires and technical
equipment, it fascinated me,” said
Alegre.
The first sign of things to come
occurred when Alegre was attending David G. Burnet Elementary
School and many of his classmates
did not understand what his firstgrade teacher was saying. Mrs.
May told him, “Albert, if you tell
the kids what I say, you’ll be the
first in line.”
“That was my prize,” Alegre said.
“So from that point on, I was always
used by my teachers to be the translator, the reader and later, the room
monitor. I was a little scared at first,
but that gave me self-confidence
because it gave me a sense of accomplishment,” recalled Alegre.
“By the time I reached junior
high, I wasn’t shy at all. My father,
Patricio Calvo, always told me to be
useful. But even at that young age,
I felt I was valuable to both sides of
my culture and I felt an obligation
to help others. I felt communication
was very important. Looking back,
I think that is when I learned to be
a bridge, or a middle man between
people,” said Alegre.

where he spun 45 rpm records and
made dedications. In addition, he
was also assigned to act as master of
ceremonies for some plays, assemblies and school talent contests.
Asked if he ever aspired to be a
singer, Alegre smirked and giggled
as he responded, “My mom loved
to sing and she won a few amateur

get the chance to shine as a singer
when she took me aside before a
family gathering and said, ‘Everybody in the family is going to sing,
but I have a special job for you,’”
recalled Alegre.
“‘What?’ I asked, ‘you are going
to introduce us,’ said Alegre.” With
this, the Norteño 720 radio personality said it all.

student at Thomas Jefferson High
School, Alegre was the first to introduce Patsy Torres when she did
her first gig with Blue Harmony at
the Student Building. As a member
of ROTC, he was promoted to the
rank of Major and named Public
Information Officer. This made
him the reporter and photographer
for the unit where his favorite subject was Patty Lares, Shelly Lares’

During his free time, he listened
to Manuel and Rick Davila, followed by Henry Peña during their
“Top Teen Tunes” radio program on
KUKA. They were the magnet that
drew Alegre into radio.
Upon graduation in May 1976,

reported for active duty at Fort Jackson, South Carolina. He had joined
the U.S. Army under the delayed

that he would become a part of the
Armed Forces Radio & Television
Service (AFRTS).

Westside community will lead in energy sustainability
New center will focus on education and adaptability using the
latest in technology and research
to push the limit on what is considered sustainable housing.

Mission Verde Center at Cooper
Middle School is well on its way to
becoming a multipurpose education, training and research center
for renewable and energy-efficient
technologies as well as a water
management and conservation demonstration center.
Housed in the former James Fenimore Cooper Middle School on the
city’s West Side, the Mission Verde
Center will be a living laboratory
aimed at harnessing green technologies and training programs while
helping revitalize neighborhoods
in that area.
“Every once in a generation
comes a fundamental economic
shift that provides terrific opportunities for cities that are willing to
grab it,” said Mayor Julián Castro.
“Today that opportunity lies in our
green economy. The cities that take
advantage of those opportunities are
the cities that will truly prosper in
the 21st century.”
A model home was built by
pioneering students at A&M, the
house was displayed at the National
Mall for the U.S. Department of
Energy’s Solar Decathlon competition in 2007 –a competition to
design, build, and operate the most
attractive and energy-efficient solarpowered house.

construction, so it can “grow” as
Westside residents and business leaders gather to learn about sustainable energy and how to take

sections which are manufactured in

to their intended site of use.

School District (SAISD), Alamo
Colleges, San Antonio Youth Centers (SAYC), Texas Engineering
Experiment Station (TEES), City
Public Service (CPS) and San Antonio Water System (SAWS).
“The Mission Verde Center represents a commitment by the public
and private sectors in the nation’s
seventh-largest city to become a
leader in sustainability,” said Cas-
tro. “On the West Side of San Antonio, we will be educating, training
and inspiring our populace to take
advantage of the green economy of
the future.”
The Center will help advance the
goals of Mission Verde by showcasing how investment in energy
efficiency, renewable energy and
water conservation can help create
jobs and stimulate economic growth
within the framework of a sustainable future.
“This Mission Verde Center is
truly setting itself apart from other
cities across the nation in the world,”
said Castro. “This center will not
only be a place where San Antonians can come and get trained to
get jobs of tomorrow –it’s also going
to be a place where folks from the

The Center will play a major role
in developing new green jobs curriculum among educational stakeholders that align with the needs
of green businesses and industries.
Furthermore, the Center offers an
opportunity to harness green technologies and training programs to
help revitalize neighborhoods.
“This community has struggled
for many years to successfully attract good paying jobs,” said Councilman David Medina of District
5. “Mission Verde Center will be
the first step towards being able to
educate and train people in a new
field and industries for the city of
San Antonio.”
In line with SAISD’s focus of
“fewer, but more efficient schools”,
Cooper Middle School has the opportunity to become a model for the
nation when it comes to renewable
energy, energy efficiency technologies, natural resource conservation
and management strategies and
all related education and training.
This public school will provide
convenient community access,
easy parking, and physical assets
that facilitate a unique blend of
training and education, research
and demonstration- including deployment of private sector product
demonstration.

make our communities even stronger,” said Tom Lopez, SAISD

Most kids nowadays, due to the Internet and television, begin to question puberty, sex and relationships
at a younger age than back when
we were children. They are exposed
to so much information, chances
are they probably know more than
what you think. Leaving sex out of
the picture, talking about puberty is
an important job for all parents since
some of their information comes
from unreliable sources.
Ideally, we’d like to wait as long
as possible to have this conversation,
but you don’t want to wait for your
child to come to you (first) with
questions about his or her changing
body. Sometimes, this day never arrives, especially if your child is shy
and doesn’t know how to approach
sensitive topics that can be embarrassing for them.
When talking about puberty, you
want to be open, honest and answer
whatever questions may come your
way, and YES, it is possible to talk
about puberty without talking about
sex. While there’s really no right
time for puberty to begin, by the time
most kids are 8 years old, they will
most likely be experiencing physical
and emotional changes associated
with puberty. Some boys experience
voice changes and some girls begin
wearing training bras by this age, if
not a few years down the road.
Girls typically hit puberty before
boys, usually between 8 and 13
years of age and boys usually start
between 10 and 14 years of age.

a few things all kids should know
about puberty:

• Girls become more rounded,
especially in the hips and legs
• Girls’ breasts begin to swell and
then grow, sometimes one faster than
the other
• Girls and boys get pubic hair
and underarm hair, and their leg hair
becomes thicker and darker
• Both girls and boys often get
acne and start to sweat more
• Both girls and boys have a
growth spurt
• Boys’ penises and testicles grow
larger
• Boys’ voices change and become
deeper
• Boys grow facial hair and their
muscles get bigger
• Boys sometimes have wet
dreams, which means they ejaculate
in their sleep
• Girls begin to menstruate, once
a month
Not surprisingly, kids usually have
a lot of questions after learning or
talking about puberty. It’s important
to make sure that you give your child
enough time to think and ask whatever he or she may need to. Be sure that
your child knows you are available
to talk any time. As embarrassing as
it may be for you to talk about this
issue, your child probably feels ten
times more uncomfortable.
If you don’t feel confident approaching the subject, talk to your
pediatrician or educate yourself on
questions that may be asked. Planned
Parenthood is a great online source
of credible information. It’s better
for your child to learn from you than
from a classmate or someone else
that may have distorted facts.

If you own more than a 10%
ownership in a foreign corporation,
you are required to file a special
form reporting that interest. If the
corporation is making a profit, it
will be a “controlled foreign corporation,” and you could owe U.S.
tax on its earnings.
If you are a beneficiary or a
trustee of a foreign trust (for instance, a fideicomiso), or you have
a bank account with a balance over
$10,000, you must also file a special form, 3520 the first year and
3520A each succeeding.
You can be fined up to $10,000
or more for not filing any of these
forms—and since there is no statute of limitations, the fines can be
levied many years from now when
the IRS and Hacienda (Mexico’s
tax department) finally start sharing
information. You can also be liable
for individual state income taxes.

El propósito de una reunión pública es dar la oportunidad de presentar comentarios o hacer preguntas acerca de la solicitud. La TCEQ realiza una reunión pública si
el Director Ejecutivo determina que hay un grado de interés público suficiente en la solicitud o si un legislador local lo pide. Una reunión pública no es una audiencia
administrativa de lo contencioso.
OPORTUNIDAD DE UNA AUDIENCIA ADMINISTRATIVA DE LO CONTENCIOSO. Después del plazo para presentar comentarios públicos, el Director Ejecutivo considerará todos los comentarios apropiados y preparará una respuesta a todo los comentarios públicos esenciales, pertinentes, o significativos. A menos que la solicitud
haya sido referida directamente a una audiencia administrativa de lo contencioso, la respuesta a los comentarios y la decisión del Director Ejecutivo sobre la
solicitud serán enviados por correo a todos los que presentaron un comentario público y a las personas que están en la lista para recibir avisos sobre esta
solicitud. Si se reciben comentarios, el aviso también proveerá instrucciones para pedir una reconsideración de la decisión del Director Ejecutivo y para
pedir una audiencia administrativa de lo contencioso. Una audiencia administrativa de lo contencioso es un procedimiento legal similar a un procedimiento legal civil
en un tribunal de distrito del estado.
PARA PEDIR UNA AUDIENCIA ADMINISTRATIVA DE LO CONTENCIOSO, USTED DEBE INCLUIR EN SU PEDIDO LOS SIGUIENTES DATOS: su nombre; dirección; teléfono; nombre del solicitante y número del permiso; la ubicación y la distancia de su propiedad/actividad con respecto a la instalación; una descripción específica de la forma cómo usted sería afectado adversamente por el sitio de una manera no común al público en general; y la declaración “[Yo/
nosotros] solicito/solicitamos un/a audiencia administrativa de lo contencioso”. Si presenta por parte de un grupo o asociación el pedido para una audiencia
administrativa de lo contencioso, debe identificar el nombre y la dirección de una persona que representa al grupo para recibir correspondencia en el futuro;
debe identificar un miembro del grupo que sería afectado adversamente por la planta o la actividad propuesta; debe proveer la información ya indicada anteriormente con respecto a la ubicación del miembro afectado y la distancia de la planta o actividad propuesta; debe explicar como y porqué el miembro sería
afectado y como los intereses que el grupo desea proteger son pertinentes al propósito del grupo.
Después del cierre de los períodos para los pedidos y comentarios, el Director Ejecutivo enviará la solicitud y los pedidos para reconsideración o por una audiencia administrativa de lo contenciosos a los Comisionados de la TCEQ para su consideración en una reunión programada de la Comisión.
La Comisión otorgará solamente una audiencia administrativa de lo contencioso sobre los hechos reales disputados del caso que son pertinentes y esenciales para la
decisión de la Comisión sobre la solicitud. Además, la Comisión sólo otorgará una audiencia administrativa de lo contencioso sobre los asuntos que fueron presentados
antes del plazo de vencimiento y que no fueron retirados posteriormente. Si ciertos criterios se cumplen, la TCEQ puede actuar sobre una solicitud para renovar
un permiso para descargar aguas residuales sin proveer una oportunidad de una audiencia administrativa de lo contencioso.
ACCIÓN DEL DIRECTOR EJECUTIVO. El Director Ejecutivo puede emitir una aprobación final de la solicitud a menos que exista un pedido antes del plazo de vencimiento de una audiencia administrativa de lo contencioso o se ha presentado un pedido de reconsideración. Si un pedido ha llegado antes del plazo de vencimiento de
la audiencia o el pedido de reconsideración ha sido presentado, el Director Ejecutivo no emitirá una aprobación final sobre el permiso y enviará la solicitud y el pedido a
los Comisionados de la TECQ para consideración en una reunión programada de la Comisión.
LISTA DE CORREO. Si somete comentarios públicos, un pedido para una audiencia administrativa de lo contencioso o una reconsideración de la decisión del Director
Ejecutivo, la Oficina del Secretario Principal enviará por correo los avisos públicos en relación con la solicitud. Ademas, puede pedir que la TCEQ ponga su nombre en
una o mas de las listas correos siguientes (1) la lista de correo permanente para recibir los avisos de el solicitante indicado por nombre y número del permiso específico
y/o (2) la lista de correo de todas las solicitudes en un condado especifico. Si desea que se agrega su nombre en una de las listas designe cual lista(s) y envia por correo
su pedido a la Oficina del Secretario Principal de la TCEQ.
Todos los comentarios escritos del público y los pedidos una reunión deben ser presentados durante los 30 días después de la publicación del aviso a la
Oficina del Secretario Principal, MC 105, TCEQ, P.O. Box 13087, Austin, TX 78711-3087 or por el internet a www.tceq.state.tx.us/about/comments.html.
