In constructing new stadiums and housing for the Olympic
Games in 2012, the city of London
managed to deliver projects on
time and, just as importantly,
without any construction-related
deaths in the process. On July
22nd, the Rio de Janeiro organizers quietly assembled a small
group of family members mourning the deaths of 11 construction
employees, killed while working
on Olympic sites. Brazil’s construction challenges are only the
tip of the iceberg of how different preparations for the Olympic
Games have been from four years
ago. Perhaps because of economic
conditions in the home countries,
or due to health and safety conditions, tickets to the London games
were sold out 6 months before the

Kaiser Permanente Diversity Scholarship

A recent study published in Academic Medicine shows
that Latino physicians are not keeping pace with the rate of
population growth. It was suggested that evening out the numbers could also address the issue with Latino health disparities.
A little over one-fourth of Hispanic adults lack a good
health care provider within the United States, and a smaller
percentage obtained no health care from medical fields in the
last year. Latinos are the United State’s fastest growing population with the least representation in health care.
Kaiser Permanente has found a way to combat this issue
while rewarding students for their hard work and dedication. A
scholarship program was created catering to the minority community in hopes of diversifying the medical field. The diversity

Commission needs residents

The city of Aurora is seeking members for the newly
established Aurora Immigrant and Refugee Commission
(AIRC), which will advise the city council on issues of common concern to the local immigrant and refugee communities. The commission will consist of 11 members appointed
by the city council.
Interested residents from the Aurora immigrant and
refugee community need to complete the application process. Applicants must provide proof of Aurora residency.
Applications will be accepted through August 15.
To apply, applicants should complete and send a completed application to the City Clerk’s Office, 15151 E. Alameda

Aurora hosts first naturalization
ceremony
Seventy-five citizenship candidates from 35 countries
took the Oath of Allegiance to become America’s newest
citizens at the first naturalization ceremony hosted by the
City of Aurora on Thursday, July 28 at the municipal center.
As a part of the implementation of Aurora’s Comprehensive
Strategic Plan approved by the Aurora City Council last year,
the Office of International and Immigrant Affairs has been
promoting the benefits of naturalization. The latest efforts
included the expansion of English as a second language
and citizenship classes in Aurora in collaboration with local
nonprofits and the launching of the “Citizenship Corners” at
Aurora local libraries, which have materials to promote naturalization among immigrants and refugees in the city.
Alpine Bank grant on Colorado Day
Historic Denver accepted a gift of $1,876 on August
1 from Alpine Bank to commemorate Colorado Day and
Colorado statehood, achieved in 1876. The gift will support
Historic Denver’s Investing in Action for the Places You Love
Capital & Capacity Campaign, and kick-off a Colorado Day to
Colorado Gives Day effort to raise the remaining 10 percent
needed to complete the ambitious $2 million campaign.
“The Investing in Action for the Places You Love campaign is designed to inspire new audiences to be passionate
about Denver and its unique identity,” Executive Director
Annie Levinsky said.
Community members can participate in the final phase of
the campaign between Colorado Day (August 1) and Colorado
Gives Day (December 6) by making a donation on-line at

DPS graduation rate at all-time high
Denver Public Schools Supt. Tom Boasberg joined
school leaders, educators and students in celebrating a new
benchmark – the Class of 2016 is believed to be the largest
graduating class in DPS history. Over 500 more students
graduated this spring than in any previous year and many of
the gains occurred in Far Northeast Denver.
The celebration was at the Dr. Martin Luther King, Jr.
Early College and included the school’s drumline and school
leaders from throughout Far Northeast Denver.

Healthy Food Challenge grants
The Denver Office of Economic Development (OED)
recently awarded grants to two nonprofit organizations, to support efforts to improve fresh food access and consumption in
Globeville and Elyria-Swansea. Focus Points Family Resource
Center and The GrowHaus were awarded $76,720 and $66,213
respectively under the OED’s “Healthy Food Challenge,” which
encouraged innovative approaches to addressing healthy food
issues in these north Denver neighborhoods.
“Access to fresh and nutritious foods is a key component to building vibrant communities,” said OED Executive
Director Paul Washington. “We’re excited to fund these
innovative, new programs in Globeville and Elyria-Swansea,
as part of our ongoing efforts to develop additional food
retail options for local residents.”
Walsh to step down
After six years of service, United States Attorney John
Walsh announced plans to step down from his position
effective midnight on Wednesday, Aug. 10. Over those six
years, U.S. Attorney Walsh has been a Colorado and national
prosecutorial leader and an aggressive advocate of building
strong relationships between federal, state and local law
enforcement and between law enforcement and the community. He was appointed to his position by President Barack
Obama and confirmed unanimously by the United States
Senate, entering into duty on August 10, 2010. He is the longest serving U.S. Attorney since the 1980s, and among the
longest serving U.S. Attorneys in Colorado history.
“The men and women of the Colorado United States
Attorney’s Office, along with their federal law enforcement
partners, are unsung heroes who work quietly, fiercely and
round-the-clock to do justice and to protect the people of the
United States and of Colorado,” said U.S. Attorney Walsh. “...
It has been an unexpected additional honor – for which my
gratitude will be undying -- to have been given the chance
by the Attorney General (Loretta Lynch) to work nationally
as chair of her advisory committee on behalf of the unsung
heroes in U.S. Attorneys’ Offices all over the country who
have devoted themselves to that same great task.”
Walsh plans to return to the private practice of law in
Denver after he steps down. First Assistant Bob Troyer will
become the Acting U.S. Attorney on Mr. Walsh’s departure.

NCLR and the challenge of Millennial generation
Demographic
research indicates
that Millennials

outnumber
Boomers and that

(NCLR), the chief

for Latino social, economic and cultural
issues, is no different as the organization
works to integrate this new Latino generation born after 1982 and now coming into
its own.
As NCLR approaches its 50th anniversary in 2018 there is focused activity on
reviewing its role in an effort to stay relevant in the coming generations beginning
with Millennials who will hold the mantle of
leadership as the country becomes a minority majority community. NCLR’s national
conference was particularly affected by tak-
ing place in Orlando, so soon after the massacre at Pulse, the LGBTQ nightclub where
49 mostly Latino young people lost their
lives in a terrorist attack.
Wilson Cruz, a famous gay actor, producer and activist drove that point home as
he shared in a keynote speech his loss and
hurt of loved ones on that Sunday morning at
Pulse. Other activities offered included wellattended town halls that took on major issues
affecting the Latino community including
one on Latino education featuring John B.
King Jr., U.S. Secretary of Education who
expanded on parent and community engagement with schools in order to address significant shortcomings in things like the drop-out
and graduation rates.
Another town hall dealing with the
health of children featured Vice Admiral
Vivek H. Murthy, U.S. Surgeon General, who
captured the imagination of many in attendance. This leader brought to the session a
sense of quiet competence with a philosophic tenor that cut across the practical information he rendered. This tone came dra-
matically to the forefront when he answered
a question asking why the indicators are
showing that our life-span is shortening.
His answer spoke to the tension in our
lives between fear and love that very much
influence longevity. The first leads to a
stress that kills earlier in life and the latter
leads to a greater measure of happiness.
Ultimately, these how-to sessions
designed to show the participants ways
to overcome socio-economic obstacles are
more about how to navigate the ins and outs
of institutions. To my mind, these efforts
represent only a band-aid that does not
lead to real solutions because real solutions
require ownership and trust between the
participant and the institutions.
Ownership and trust can only be
achieved through a political process that
changes the face of institutions that most
affect Latino life. The Millennial expects
that face and identity to be there before
genuine participation can be achieved.
The obvious challenge NCLR is facing
is one that begins with the changing inter-
est in how to serve by a new generation of
emerging Latino leaders beginning with
Millennials. The organization has the added
challenge of attracting more Latino partner
organizations that do not necessarily identify with NCLR’s Chicano roots.
The National Council of La Raza
was originally created in Arizona as the
Southwest Council de la Raza. Evidently, the
changes that made it a national institution
advocating for all Latinos have not filtered
across the communication networks, especially in the east coast.
As NCLR approaches its 50th anniversary, it is taking the time to look at its brand,
review its mission, ask the necessary questions about its reach and representation and
no doubt make changes that recognize a new
time and space. The organization, however,
will continue to be the leader that brings
the Latino community together to fashion a
future as part of the American story.

un parche que no conduce a soluciones
verdaderas porque las soluciones reales
requieren el reconocimiento y la confianza
entre el participante y las instituciones.
El reconocimiento y la confianza sólo
se pueden conseguir por medio del proceso
político que cambia la faz de las instituciones que más afectan la vida latina. El
milenio espera que la faz y la identidad
estén allí antes de que se pueda conseguir
una genuina participación.
El reto obvio que el NCLR está
enfrentando es uno que comienza con el
cambio del interés en como prestar servicio
por una nueva generación de líderes latinos
que están saliendo, comenzando con los
milenios. La organización ha agregado el
reto de atraer más organizaciones latinas
asociadas que no se identifican necesariamente con las raíces chicanas del NCLR.
El Concejo Nacional de La Raza fue
creado originalmente en Arizona como
el Concejo Suroccidental de la Raza.
Evidentemente, los cambios que la hicieron
una institución nacional de abogacía para

The new kid on the Olympic block
Gymnast Laurie Hernandez aims to leave her mark on
Rio

There were few surprises when the U.S. Women’s
Gymnastics team was announced on July 22 for the 2016
Olympic Games in Rio de Janeiro. Team captain Aly Raisman
has returned from the Fierce Five that dominated the 2012
games in London as has gold medalist Gabby Douglas. Much
like that 2012 team, the five women heading to Rio this year
are a force to be reckoned with.
“National team coordinator Martha Karolyi and her
selection committee put together a brutally talented squad
following July’s Olympic Trials,” wrote gymnastics blogger of
thegymter.net Lauren Hopkins of the 2016 team. “The five
women…could finish around five points ahead of a promising, but injury-laden, Chinese team and even further ahead
of a weakened Russia.”
Among those five women one of the stories to most
pay attention to, according to many gymnastics experts, is
Laurie Hernandez of New Jersey. Of Puerto Rican heritage – her grandparents hail from the land of Borinquen
– Hernandez began practicing gymnastics at the age of five
and became serious, by her own admission, at seven.
Born to a military family, 16-year-old Hernandez is the
youngest member of the U.S. Women’s Olympic Gymnastics
Team and an all-American girl.
“My mother was in the Army Reserve for six years,” she
told NBCs Julia Fincher. “She taught me the importance of
following rules, finishing what I start, never giving up, leadership skills, teamwork, staying positive, motivated and how
to pack the military way when I’m traveling.”
All of that “training” will come to fruition in Rio where

Hernandez will need to be at her best not only to help her
team defeat the Chinese, Russians and British, but also to
best her own teammates, in what could be one of the most
hotly-contested inter-team Olympics in decades.
“Just how dominant are America’s women?” asked
Hopkins rhetorically. “Of the top 100 all-around from domestic and international competitions held in 2016, 52 belong
to U.S. women with the remaining 48 spread out between
12 other countries, and this year’s top 10 scores belong to
[Simone] Biles, Raisman, Hernandez and Douglas.”
Being able to train with, but compete against the best in
the world can be both a blessing and a curse for Hernandez.
She has no qualms about seeing Biles, who has won all
world all-around titles since reaching the level of senior
international elite in 2013, as her greatest inspiration; however, if she hopes to medal, she may have to overtake Biles
or one of her other teammates.
According to Hopkins, Hernandez’s greatest chance at
a medal may come in the balance beam. “While Raisman
snuck in for a beam medal in 2012, this is where newcomer
Hernandez is set to shine this time around…and she actually might be one of the only gymnasts in the world who
could challenge Biles for gold.”
With her ballerina-like discipline and her Jersey-born
sass, Hernandez is also known to give a beautifully jazzy
floor routine. She is one of few gymnasts who in their first
year of senior level competition also managed to qualify for
the U.S. National team. Though her signature event is the
floor exercise as Hopkins pointed out, Hernandez’s greatest
shot at a medal is on the balance beam where her highdifficulty skills and confidence bolster her scores.
Just this summer she shared the all-around podium with three-time world champion Biles and three-time
Olympic medalist Raisman without batting an eye at the
P&G Championships. She also took second in the all-around
(behind Biles) and first on the balance beam at the U.S.
Olympic Trails.
Regardless of her overall medal count in Rio, Hernandez
is certainly paving her wave to future successes on the
world’s largest stage.

What an amazing spiritual experience
at the 2016 Democratic National Convention.
How could you have a spiritual experience at a
political convention? Let me tell you the ways.
Throughout the convention, love was
encouraged – not hate – as all spiritual and
religious leaders teach. It was evident in the
signs, love trumps hate, in the songs, What
the World Needs Now is Love (sweet love),
and in Hillary Clinton’s speech as she advocated for more love and kindness and policies
that help middle and low-income Americans.
It was uplifting to hear the leaders of
our country talk about how we work together
to address our problems. It was emotional
to see the mothers of children who were
gunned down talk of addressing the problems
of gun violence without hate. It was powerful
to listen to military leaders call for peaceful
solutions to our country’s needs.
This was the 14th Democratic National
Convention that I have attended – and the
only one that had a spiritual focus. The first
was the 1964 DNC Convention when I was
a Young Citizen for Johnson – and regretted that I was not able to attend the 1960

Catholic for President, John Kennedy. Never
would I have imagined that I would attend
the 2008 DNC Convention that would nominate the first African American for President,
Barack Obama, and now the historic nomination of the first woman for President, Hillary
Clinton. What an amazing journey. This 2016
Convention was a spiritual experience with
the potential of being one of the most conse-
quential events of my lifetime.
On the first day of the Convention, the
work of both the Clinton and Sanders campaigns was evident in the relative ease of
adopting the Rules, Credentials and Platform
Reports. That was topped off by the heartfelt
speech of First Lady Michelle Obama. On the
second day of the Convention, at the end of
the roll call vote, it was inspiring to see Sen.

Health Concerns
Walking north from famed Ipanema
and Copacabana beaches at the mouth of
the Bay of Guanabara, you will find the
Marina da Gloria, site of the Olympic and
Paralympic sailing competitions. With only
a few days before the Games begin, competitors and officials alike are worried about
water quality. Positioned in Rio de Janeiro,
one of the largest and densest cities in the
world, Guanabara is guarded from ocean
waves but not from the garbage and open
sewage that flows down from Rio neighborhoods and swirls about the bay.
Just on the other side of the Marina da
Gloria lie the middle class houses, apartment buildings, museums and parks of
the Flamengo neighborhood with beaches
toward the end of the Bay of Guanabara. In
Brazil, the State Environmental Institute or
Instituto Estadual do Ambiente is responsible for measuring beach health. In the
second half of 2015, the two beaches in
Flamengo were given a score of “Red,”
unsuitable for human activity for all but two
weeks.* It is mere meters from Flamengo
beaches that global athletes will sail and
windsurf.

Often overshadowed by the more publicized Zika virus safety concerns, water
quality in and around Rio de Janeiro has
some athletes and public officials concerned
about competition in Rio waters. Meanwhile,
Zika continues to make news since the list
of golfers, tennis players, basketball players
and cyclists skipping Rio because of virus
fear is long and growing longer.
Safety Concerns
There is plenty of talk about crime in
Rio streets these days. From petty theft
to armed robbery, it doesn’t seem any Rio
neighborhoods are completely safe. On a
larger scale, athletes and visitors alike have
also voiced concerns about potential terrorism. In mid-July, a television crew from
Telemundo in neighboring Uruguay drove
into Brazil without any security check at the
border. The incident was taped and broadcast on the 9 p.m. news, giving travelers and
safety officials plenty to worry about with
regard to security at the Games.

The west was built on old morals and silver tracks. It has
been long forgotten that coal was once what powered tourists through the land. The train was once one of the most
treasured forms of transportation in the United States, and
it was expected to continue to grow. While the average train
is now seen nonchalantly carrying its load from place to
place, there is still a train company that is highly treasured
in Colorado and New Mexico, the Cumbres & Toltec.
The Cumbres & Toltec was built in 1880 between
Antonito, Colorado and Chama, New Mexico. It was originally part of the San Juan Extension of the Denver & Rio
Grande Western Railroad and once had tracks that lead
through Denver into Silverton. The train made its way
through the mountains and the views were something that
could be immortalized in books. The engineering that went
into the train and its path was considered an engineering
feat during its time, but the decline of the silver mines
ended the railroad’s role in the 1890s.
The railroad did not always have a good history. In 1969
the Interstate Commerce Commission (ICC) granted the
request to abandon the remaining narrow gauge main line
trackage, which brought an end the last use of steam trains
in the freight service. Soon after, most of the track was
dismantled. For not too long, the tracks stood silent, just an
example of what used to live.
In 1970, Colorado and New Mexico purchased the tracks,
nine steam trains, the Chama yard and over 130 freight cars.
Within the next year the Cumbres & Toltec began hauling
tourists. As the years continued more and more tourists
would find their way to the tracks in hopes to experience a
taste of life in the past.
The history of the train is something the locals love to
tell. The business from the tourists helps the economy while
other industries have taken a big notice. Steven Spielberg
used the train in his production of Indiana Jones and the
Last Crusade in 1989. The production was one of the biggest
things to hit the train and made it soar in popularity. The
train company and the production team even hired local
children to go out and catch as many garden snakes as they
could in order to fill one of the boxcars for a scene.
More recently, the train and track were used in a production called A Million Ways to Die in the West in 2014. The
film features memorable names such as Liam Neeson, Neil
Patrick Harris and Seth McFarland. The production team
sought out the train because of the authenticity and the
land it lies on. It was a huge asset to the movie as it is an
authentic steam train engine.
Today the engine carries passengers to between Chama
and Antonito. The tracks run through the mountains and
makes one stop occasionally above a scenic overlook. It
winds its way through mountains for the best views of what
used to be the west.
It is not uncommon to see deer and antelope while riding the train and the animals are one of the biggest attractions to the train. The Cumbres & Toltec Railroad is one of
the easiest ways to get close to the animals without having
to go to a zoo. Occasionally a passenger may even catch a
glimpse of a bear and her cub alongside the mountain.
The train has been monumental in the two states and
is loved by those who have a chance to ride it. It is no longer
just a train; it has become a living history museum for the
life of the Wild West. The Cumbres & Toltec is a household
name in its area and continues to be a big part of life there.
The train reminds many in the area that they are living in a
land where the west was won.

nueve trenes de vapor, la estación de Chama y más de 130
carros de carga. En el siguiente año el Cumbres & Toltec
comenzó a transportar turistas. Con el paso de los años vinieron más y más turistas que venían a las vias para saborear
la vida en el pasado.
La historia del tren es algo que la gente local disfruta

al final de la Bahía de Guanabara. En Brasil, el Instituto
Ambiental del Estado o sea Instituto Estadual do Ambiente
es responsable de medir la salud de la playa. En la segunda
mitad del 2015, las dos playas de Flamengo tuvieron una
puntuación de “Rojo”, inadecuado para la actividad humana
para todos, por dos semanas.* Esta apenas a unos cuantos
metros de las playas de Flamengo que los atletas del mundo
navegaran con vela y son empujados por el viento.

En el portal oficial de Rio 2016 en
respuesta a la pregunta, ‘¿Estará la
Bahía de Guanabara lista para los
Juegos?’ la respuesta es concisa:

inversiones hasta el 2016’.
Los organizadores han informado que la seguridad,
especialmente en la Villa Olímpica, será dura. Más de 18 mil
atletas y entrenadores estarán residiendo en 31 torres de 17
pisos, según el sitio web de Rio 2016.
Economía de Brasil
La economía de Brasil se clasifica como la 9a más
grande del mundo y es la más grande de Latinoamérica. El
país tiene 19 compañías en la lista Forbes Global 2000 para
el 2016, en segundo lugar solamente después de Canadá y
los Estados Unidos en las Américas.
Esta inmensa economía mundial está sufriendo de los
precios del petróleo que siguen bajando, que han indicado
un porcentaje substancial de los recibos comerciales del país.
Además de esto, la deuda global llega a más del 11 por ciento
del GDP (por sus siglas en inglés.)
El país con poco dinero ha afectado a estados que
incluyen a Rio, y que es responsable de muchos proyectos con
respecto a los Olímpicos. Según el gobernador Luiz Fernando
Pezão en una entrevista con el periódico brasilero O Globo,
la transferencia financiera demorada del gobierno federal
ha hecho que los sueldos de la policía y otros trabajadores
públicos se hayan demorado. “Tengo optimismo acerca de los
juegos, pero tengo que mostrar la realidad. Nosotros podemos
tener grandes olímpicos, pero si no se toman algunos pasos,
puede ser un gran fracaso… ¿Cómo se va a sentir la gente
protegida en una ciudad sin seguridad?”
Política
Dónde está el gobierno con todos estos problemas, ¿se
puede preguntar? Distraída por el proceso de destitución en
contra de su asediada presidenta, Dilma Rouseff. El voto de
si o no destituirla se hará en Agosto, durante o después de
los Juegos Olímpicos. Michel Temer, Presidente interino de
Brasil, se ha estado concentrando en reestructurar la deuda
global y tratando de traer suficiente dinero para que Rio
pueda patrocinar con éxito los Juegos.
La semana pasada, Rouseff anunció que ella no tomará
parte en ninguna de las formalidades de los olímpicos. En
una declaración preparada y traducida del portugués, ella
declaró, “Yo no tengo planes de tener una participación
secundaria en los Juegos de Rio. En primer lugar, ellos
son el fruto del trabajo del expresidente [Luiz Inácio Lula
da Silva] Lula (2003-2010). En segundo lugar, el gobierno
federal es responsable de la infraestructura de los olímpicos.” El anterior presidente Lula también anunció que el
no participará. ¿Sera una señal de que ellos comparten el
espíritu nervioso y las dudas acerca de estar preparados

Con frecuencia eclipsado por las preocupaciones acerca
de los problemas de seguridad más los publicados del virus
del Zika, la calidad del agua en y alrededor de Rio de Janeiro
tiene a algunos atletas y oficiales públicos preocupados
acerca de las competencias en las aguas de Rio. Mientras
tanto, el Zika continua haciendo noticias desde cuando la
lista de golfistas, jugadores de tenis, de baloncesto y ciclistas
evitan a Rio por miedo al virus es grande y sigue creciendo.
Preocupaciones de Seguridad
Se habla mucho acerca del crimen en las calles de Rio

Para reiterar a un público preocupado, ejercicios de
seguridad conjuntos se hicieron una semana antes de los
juegos, en las afueras del estadio de Maracanã, en donde
las ceremonias de apertura y de cierres tendrán lugar y el
muy importante torneo de futbol soccer tendrá lugar. Con
muchos vehículos de emergencia y militares participando
en el ejercicio, el gobierno brasilero trato de despejar las
