Natural disasters: weather preparedness

Think quickly. What countries in the world have the
most diverse climate in the planet?
One could easily point to the devastating tsunamis that
have ravaged the East. In less than a ten-year span, both
Indonesia (2004) and Japan (2011) have experienced great
structural damage and the loss of millions of lives. Japan
will celebrate the somber one-year anniversary on March 11.
What about the frigid weather that has taken hold of
Eastern Europe, causing many deaths related to freezing
weather and layer after layer of snowfall?
These are just some examples of some of what people
from throughout the world have had to face in recent times
when it comes to natural disasters.
Still, the United States can easily match up to other
countries as having one of the most diverse weather patterns in the world.
In 2005, Hurricane Katrina captured the world’s attention after it left a path of devastation in the Gulf of Mexico
— most notably in New Orleans.
As recent as last year, Texas suffered one of its worst
droughts in history causing an economic downturn because
of loss of crops and livestock. Arizona and New Mexico dealt
with an onslaught of wildfires that burned hundreds of
thousands of acres along the way. Las Conchas fire in New
Mexico caused major concern when it was making its way
toward the Los Alamos National Laboratory.
Now in 2012, the United States has already experienced
the devastating aftermath of natural disasters.
Tornado season in the United States begins in March
and already, a number of people have died from powerful
storms since they first touched ground in January. Most
recently, 40 people have died since last week after a number of deadly twisters developed in the Midwest and South.
Indiana and Kentucky, who were hardest hit, also experienced winter weather earlier this week hampering the clean
up stage.
With this national tragedy, it may be easy to forget
that Colorado is not immune to natural disasters. Colorado
faced its worst natural disaster in July of 1976 during the
Big Thompson Flood, which killed 144 people and destroyed
several businesses and homes. Tornadoes are also visible
in Colorado with the 2007 tornado in Holly and the 2008
Windsor tornado.
Locally we face a variety of weather that consists of dry
winters, blizzards, drastic temperature changes, hail storms
and dry summers. As the saying in Colorado goes, “If you
don’t like the weather, wait five minutes.”
“The weather can change very rapidly in Colorado, so
being prepared is essential,” said Patricia Billinger, spokeswoman for the American Red Cross. “We’ve seen it just
these past weeks where it’s beautiful one day and a blizzard
the next. The first step in being prepared is knowing what
hazards you could face in your neighborhood – both at home
and at work or school. Know, for example, whether you are
located in a flood plain or a zone that is prone to high winds
or tornadoes. Also consider other weather-caused challenges,
such as whether you’re likely to experience power outages,
or your neighborhood could become cut off if a road or
bridge becomes impassable.”
The American Red Cross offers resources and preparedness tips, which could help keep you alive. Visit

“Then you need to make a plan and get appropriate supplies. Plan for your home, your workplace, your school, and
your car – and make sure to plan for your children and your
pets. For your home, have an emergency kit with at least 3
days (72 hours) of supplies, including food, water, medication and pet supplies, as well as a battery or crank-operated
radio. Also, get to know your neighbors in case they need
help – or you need help from them. For your car, pack an
emergency kit. You can find a list of suggested contents at
www.ColoradoRedCross.org/wintersafety.”
Although one can turn to the local news to get a feel
about the upcoming weekly forecast, there is no sure way to
exactly predict what the weather will be like. One thing you
can do is better prepare yourself for the unexpected.
“One of the most important part of your plans should
be how to communicate with family in case of an emergency — remember, severe weather can cause the power
to go out, phone lines to go down and roads to be closed,”
Billinger says. “Pick a place within your neighborhood and
one outside your neighborhood where you and your family
will know to meet up if an emergency strikes and you can’t
go home. Pick an emergency contact – a family member or
friend – whom you can go to or contact to relay information.”

One Book 4 Colorado is the result of collaboration
between Reach Out and Read, Colorado State Library, public
libraries, the private sector and the foundation community.
It is modeled after the successful Preschool One Book One
Denver program originated by the Denver Preschool Program.
More than 70,000 copies of the same book will be distributed to children across Colorado at local library events
and at Reach Out and Read clinics and doctors’ offices. The
book will be available in both English and Spanish and will
be accessible to children with special needs.

Kohl’s Cares scholarship program
Time’s running out to nominate young volunteers for
the Kohl’s Cares Scholarship Program. Kids ages six to 18
who have made a positive impact on their communities can
be awarded scholarships and prizes, ranging from $50 Kohl’s
gift cards to $10,000 scholarships.
To nominate volunteers ages six to 18 for a Kohl’s
Cares scholarship, visit www.kohlskids.com. Nominations
are accepted through March 15, and nominators must be
21 years or older. Through the Kohl’s Cares Scholarship
Program, Kohl’s aims to honor young volunteers who have
made a difference in their communities by helping invest

money for a local animal shelter and creating a foundation
to raise money for cancer research.
‘Red Cross Month’
Gov. John Hickenlooper has declared March “Red Cross
Month” in Colorado. During March, the American Red Cross
is asking everyone to help people in need by supporting the
lifesaving services it provides.
March is Red Cross Month, first proclaimed in 1943 by
President Franklin D. Roosevelt. Since that time, every president, including President Obama, has designated March as
Red Cross Month.
Local Red Cross chapters have a number of activities
planned for Red Cross Month, including fundraising events
honoring local heroes in Denver, Colorado Springs and

overcrowding and enrollment growth, as well as how a Mill
Levy Override could be used, for example, to expand early
education opportunities and school enrichment programs
and provide more class time.
If voted on by the taxpayers of Denver in November,
the general obligation bonds would be to fund capital construction, renovation and significant building maintenance
needs, while a Mill Levy Override can be used toward critical
educational initiatives and programs, such as increasing
classroom time or supporting school-enrichment activities.
FLTI: community leadership
The Family Leadership Training Institute is a 20-week
course designed to help parents cultivate their leadership
skills in order to positively impact children and communities. The FLTI program has been brought to Adams County
for the last three years in order to enable parents and other
adults to become leaders for children and local communities.
Participants are trained and supported as they develop their
own leadership abilities and learn about government, community and civics.
Leadership is an essential component of a strong community and over the last thirteen years, the purpose behind
their programs has been, and remains, to provide a vessel
for community participation in order to foster a sense of
civic pride and build community cohesion. Community
Enterprise is very excited to host the Adams County FLTI as
it moves into its fourth year and looks forward to offering
the very first monolingual Spanish-speaking version of the
course in the United States.

Stepping down: Media giant Rupert
Murdoch’s son, James, has left his position
as executive chairman of News International.
Both Murdochs are involved in a scandal
regarding phone-hacking allegations perpetrated by employees at the now defunct
News of the World.
In Latin America
Extradition: The United States’
request to extradite Juan Ortiz Lopez has
been approved by a court in Guatemala.
Ortiz is accused of drug smuggling into the
U.S. He maintains his innocence and plans
to appeal the extradition.
Chavez’
tumor
cancerous:
Venezuelan President Hugo Chavez traveled
to Cuba to renew his cancer treatment. He
recently announced that a baseball-sized
cancerous tumor was removed during surgery from his pelvic area.
Mexican elections: A recent opinion
poll shows that Enrique Peña Nieto is in
the lead in Mexico’s presidential election
with 36 percent support. Josefina Vázquez
Mota is closing the gap with 29 percent,
while Andrés Manuel López Obrador has 17
percent.
Last ‘bug’: Mexico City retired the last
Volkswagen “Bug” from its taxi fleet. The
vehicle has been a common staple along
the streets of Mexico’s capitol, but the last
service vehicles’ cab licenses will expire by
the end of 2012.

Monkees’ Jones dies: 1960s teen idol
Davy Jones had died. Jones was the lead
singer in the band the Monkees and also
starred in the television series with the
same namesake. Jones died after suffering
a heart attack last Wednesday in Florida. He
was 66.

There are events, people and
artifacts that provide lifetime lessons for all those who seek to know.
Machu Picchu is a radiant site
and a world wonder that announces
the best the pre-Columbian Peruvian
cultures have to offer as well as
a hidden witness to the encounter
between Europe and America that
devastated a civilization thought in
its day to be invincible. As strong as

the Incas looked, they were a civilization on a path to dissolution.
Machu Picchu happens to be a beautiful city built by a
people who were coming to the end of an age and did not
know it. As I walked up and down its steeps slopes I could not
help but wonder if at least the thinkers in their community
realized that the incredible beauty produced by their work
masked a very negative future.
Machu Picchu was put into service at the height of the
Inca Empire in 1450 as an estate of Inca Emperor Pachacuti
(1438-1472) and was occupied until 1572 without the knowledge of the Spanish. It was not until July 24, 1911 when
Hiram Bingham announced the discovery of Machu Picchu
to the world that people outside of the locals found out about
this jewel.
The Inca Empire established in 1438 came 113 years
after the founding of the Aztec Empire in Mesoamerica. Less
than 100 hundred years later Francisco Pizarro was in Peru
holding Emperor Atahualpa hostage before executing him
in 1533.
Mesoamerica, which encompasses today’s Mexico and
Central America, offered its best during its Classic period
300-800 AD. It is this period that witnessed the height of
the Teotihuacan civilization in the Valley of Mexico, Monte
Albán in the Valley of Oaxaca and the Mayan centers of
Palenque, Tikal and Copán in southern Mexico, Guatemala
and Honduras.
The best of the ancient Peruvian world came around
the same time represented by Paracas and Nazca in the
south, Moche in the north and Tiahuanaco at the edge of the
Bolivian side of Lake Titicaca.
The Machu Picchu lesson for me was the notion of
finding great things that hide the tragedy of its time. I
am reminded of our situation in the United States where
despite the fact that we create great things, project beauty
to the world, have a superior way of life, an economic system
second to none and a military to protect it, we like the Incas

Finding Machu Picchu down the road from the Amazon
jungle is an exhilarating experience that I recommend to
anyone looking to go somewhere on vacation. But for me,
the greater lesson is a call for renewal of our own lives in
our country.
One of the major reasons we are so divided politically
in America is because we sense our degradation and wish
to change the equation. However, our first instinct is to try
to go back to a previous time when we think we were right
with ourselves.
The problem is that we can never go back and must
find our way to renewal by moving forward to looking for
our answers in the unchartered territory of the future. This
approach requires a special kind of unity that we do not
presently have.
Machu Picchu is a beautiful site that calls for all of the
superlatives that one can imagine. Yet it holds the memory
of a sinister moment in its history that we would not want
to repeat.

LAEF: nowhere near retirement age

It’s hard to attend Latino functions without bumping into past scholarship recipients,
volunteers and board members representing
the Latin American Educational Foundation
(LAEF). The spectrum of LAEF scholarship
recipients and various associates includes
artists, attorneys, CEOs, nonprofit directors,
accountants, journalists, military veterans,
physicians, government officials and just
about any other career you might imagine.
The impact from one of the nation’s
oldest scholarship-awarding organizations
becomes challenging to measure until you
meet the student scholars and dedicated
and grateful professionals.
Since its founding in 1949, LAEF has
awarded an estimated $5 million in scholarships to students pursuing higher-education
degrees at colleges nationwide. Although
63-years-old this year, LAEF is nowhere near
retirement age.
In fact, this year’s Gala theme “El Toro!”
in many ways reflects the organization’s
self-confident attitude. This year the party
starts at 6 p.m., Saturday, March 10 at
the Sheraton Denver Downtown Hotel. The
annual event has become one of the Latino
community’s largest black-tie affairs and
typically attracts more than 1,200 guests.
LAEF scholars represent a diverse group.
The 2011 LAEF Sudent of the Year, Sonia
Gutierrez, is the first of her family to attend
college. A junior at Metro State she is pursuing a degree in broadcast journalism and
political science and is a member of Metro
State’s Politically Active Students (PAZ) and
El Noticiero Metro student news broadcast.
Ramon Montoya, a retired investigator for the State of Colorado, received an
LAEF scholarship 40 years ago and graduated from Adams State College in 1969.
Later he served as president of LULAC and
LAEF and on nonprofit boards including
Clínica Tepayac and the Hispanic Annual
Salute. The son of farm workers from Las
Animas, Montoya has served in the Colorado
Army National Guard and Army Reserves.
In 2007 he was appointed an Adams State
College Trustee and now serves as Special
Assistant to the Chairman at National Image,
a Hispanic civil rights group.
Artist Emanuel Martinez expresses his
gratitude for his scholarship by donating
paintings for LAEF’s popular silent auctions.
A 1965 Manual High graduate, he opened
his studio in 1968 and his paintings, sculptures and murals have been displayed in
New York, San Francisco, Miami, Chicago
and throughout the Southwest.

Profile
Born in Quito and raised in Ambato, Ecuador,
Osorio’s siblings include two older brothers.
Osorio graduated from La Inmaculada High School
in 1979. After high school Osorio traveled to
Knoxville, Tenn. as an exchange student and
later graduated from this U.S. high school in
1980. Osorio returned to Ecuador and attended
Universidad Técnica de Ambato for two years
later receiving an associate’s degree in business
management from American Junior College in
Quito. She later worked with her mother’s clothing
manufacturing business. In 1986 Osorio married
and become a stay-at-home mom. Later, Osorio
worked for School for International Training (SIT,
a multi-cultural organization helping American
students learn and adapt) coming into a University
High School program. Osorio won the VISA (travel
lottery) in 2000 and went to work for Spring
Institute as a project assistant and accountant.
While there, Osorio studied English on a part-time
basis at Metropolitan State College of Denver in
2003, and later enrolled full time. Osorio graduated as the top student of her 2007 graduating
class from MSCD, majoring in Spanish with an
emphasis in education. As an intern at MSCD,
she in 2005 developed a study abroad program to
Peru. Osorio worked for Jefferson County Health

Adult Leadership Award. Today, she volunteers at
Centro San Juan Diego. She is married to Steve

en la Colorado State University de Fort Collins en el

Pérez has volunteered more than 200 hours
through Student Government, dedicating her time in
projects such as the homecoming dance and Trick-orTreat Street as well as assisting outside organizations
like Broomfield FISH and Children’s Hospital. She’s
also volunteered through Class Leadership, Special
Needs Positive Cooking, Mothers Against Drunk
Driving (MADD) and the Children’s Museum and
others. Pérez’ volunteer work has made a large presence in her community so much so that she was rec-
ognized as one of this year’s Hispanic Annual Salute
scholarship recipients where she was awarded $4,000
toward her tuition and a brand new laptop.

done,” Pérez said about the importance of volunteering.
