school for many students attending a school

This may be a day of joy for many parents waiting for the school year to begin not
only to keep their children both active and
learning, but also to alleviate the family’s
expenses associated with childcare and/or
participation in summer activities.
Yet some parents may still find themselves facing economic hardship when trying to sign up their child in school related
activities like sports and clubs or when
trying to provide academic resources so that
their student can maintain their grades.

Help for wildfire victims
The U.S. Small Business Administration (SBA) is
offering low-interest disaster loans to homeowners, renters, non-farm businesses of all sizes and private, nonprofit
organizations who suffered losses caused by the wildfires,
subsequent flooding and mudslides that began June 9, 2012.
The Federal Emergency Management Agency (FEMA)
Hazard Mitigation Grant Program has been added to the
wildfire disaster declaration approved by President Barack
Obama on June 28.
While any county with a current and adopted local hazard mitigation plan is eligible to apply for a project, preference will be given to those areas affected most by the recent
disasters. Funds can be used toward different types of natural hazard mitigation projects with the purpose of reducing
loss of life, improved property and critical infrastructure.
CelebrARTE
The Denver Art Museum (DAM) is launching a familyfocused, bilingual program called CelebrARTE that will
take place the third Sunday of every month from 1–4 p.m.
Focusing on the art and creativity of Latino artists, cultures
and experiences, the monthly program will provide bilingual and intergenerational activities for the entire family.
Inviting visitors to share their stories about art and connecting with local creatives, the series will highlight the impact
of Latin American arts locally, regionally and around the
globe. Included in museum admission, CelebrARTE is free
for DAM members.
Each CelebrARTE focuses on a theme and includes elements like cuentos or oral histories based on art, un taller or
artist workshop where visitors can create art in addition to
other hands-on activities. Program volunteers and facilitators are also bilingual.

El Denver Art Museum (DAM por sus siglas en inglés)
ha lanzado un programa bilingüe centrada en la familia,
llamada CelebrARTE que tendrá lugar el tercer domingo de
cada mes de 1-4 pm. Centrándose en el arte y la creatividad
de los artistas latinos, culturas y experiencias, el programa
mensual ofrecerá actividades bilingües e intergeneracional
para toda la familia. Se les invita a los visitantes a compartir
sus historias sobre el arte y la conexión con los creativos

Highest year-to-year growth
Denver Public Schools students posted the highest
Median Growth Percentile scores among Colorado’s 20
largest school districts on the 2012 Transitional Colorado
Assessment Program (formally CSAP). DPS also posted proficiency gains in the four core subjects that outpaced those
of the rest of the state, according to results released by the
Colorado Department of Education.

Hundreds of new teachers were welcomed to Denver
Public Schools Friday as they gather for the 2012 New
Educator Institute. In an economic time when many school
districts are implementing layoffs and furloughs, Denver
Public Schools has hired more than 500 new teachers for the
2012-2013 school year.
DPS recognizes that effective teachers are the single
biggest factor in improving student achievement and has
made retaining, recruiting and hiring strong teachers a top
priority.
The acclaimed actress and writer, Lucy Gallardo, died
in her home in Los Angeles at the age of 82 from complications from COPD. She is survived by the actress and hostess
Rebeca Rambal, the daughter from her marriage to the late
actor Enrique Rambal.
Ms. Gallardo was born on Dec. 13, 1929, in Buenos Aires,
and moved to México where she had a long and fruitful
acting career in which she achieved international recognition. In theater, she made her mark in numerous plays such
as “Los Grandes Sebastiani,” “La Mujer Asesinadita” and
“Aurelia y Sus Hombres,” among others. Among the dozens
of films in which Ms. Gallardo starred, the one that stands
out was “El Ángel Exterminador,” in which she starred
alongside her husband, Enrique Rambal, under the direction of the acclaimed director Luis Buñuel. She also starred
in the telenovella genre, including “El Amor Tiene Cara de
Mujer”, “La Extraña Dama” and “Cosecharás tu Siembra.”
Her last movie appearance was in the award-winning independent film “How the Garcia Girls Spent Their Summer”,
co-starring América Ferrera and Elizabeth Peña.

Agent orange cleanup: The U.S. government
announced it would spend $43 million in a joint effort with
Vietnam to clean up Agent Orange used during the Vietnam
War. The effort is seen as a strategic move by the U.S. in
order to established stronger ties in the region.
Mass grave discovered: A possible mass grave was
discovered in Cambodia containing 20 skulls and human
bone fragments. The human remains are believed to belong
to those who died during the Khmer Rouge regime from
1975-1979.

Shooting near Texas A&M: Two people were killed
on Monday after a gunman open fire near the Texas A&M
University campus in College Station, Texas. Authorities said the
alleged shooter, Thomas Caffall, was killed by police. Several others, including police officers, were injured during the incident.
In the Middle East
Troops killed: Three American troops were killed on
Friday by an Afghan man in military garb in the Helman province of Afghanistan. The Taliban has taken responsibility for
the suicide vest attack that killed the soldiers. The Defense
Department said the soldiers were Army Command Sgt. Maj.
Kevin J. Griffin, Army Maj. Thomas E. Kennedy and Air Force
Maj. Walter D. Gray.
Quake in Iran: More than 300 people have died as a
result of massive 6.4 and 6.3 magnitude earthquakes that

I had the opportunity this
past Saturday morning to see Mitt
Romney announce Rep. Paul Ryan
of Wisconsin as his choice for
vice president in Norfolk, Va. As I
watched Ryan come down the stairs
of the U.S.S. Wisconsin, I had the
feeling that the Republican presidential campaign had undergone a
major change in personality.
This feeling was confirmed

later as I saw Ryan speak at a rally
in North Carolina and looked and acted much more presidential than the person that chose him for the ticket. Romney
appeared to say as much when he first introduced Ryan in
front of the Battleship Wisconsin and mistakenly referred to
his choice as the next president of the United States.
When Ryan spoke in Virginia and later in North Carolina
he was much more articulate in describing Romney’s qualities and more precise in delineating the issues at hand. The
difference between the two became even more obvious as
Romney stood next to Ryan and looked more like a sidekick
than the party’s candidate for president.
It is clear that the vice president candidate is currently
stealing the show. This also goes for the Ryan budget as it
also comes front and center to the campaign platform. In
other words, in selecting Ryan, Romney also has to swallow
the controversial budget that the congressman has laid out
in Congress.
Ryan’s budget plan is a curious specimen because it is a
product of a divided Congress with no chance of negotiation
and compromise to achieve the consensus necessary for passage without a Republican majority. It proposes to balance
the budget in 30 years by revising the tax code and lowering
tax rates especially for corporations who would enjoy a rate
reduction from 35 percent to 25 percent.
The core of the changes that would lead to a balance
budget are deep cuts in entitlements including turning
Medicare into a voucher program and putting Social Security
on a path toward privatization. The promised cuts in safety
net programs creates the most difficulty for the Republican
presidential campaign as the elderly that count for so much
in swing states like Florida and Ohio can be scared away.
Yet with Ryan on the ticket, the country has a real
choice of competing visions about how to solve the nation’s
economic problems. Ryan personifies one side of the equation that speaks eloquently about supply side economics and
preaches the notion that the more money we allow in the
hands of the wealthy, the more jobs they will create.
That is the plan that the Romney campaign must sell to
the American people. Although there are words in the wind
that indicate that Romney may want to go away from Ryan’s

budget plan, this would diminish the choice of a runningmate he has so carefully made.

Given the force of personalities that have been manifested in joint appearances so far, Romney appears to be
playing second fiddle to a Ryan that proposes hard choices

going into the Republican convention.
Romney’s choosing Ryan is a bold move as was the
selection of Sarah Palin in 2008. The difference is that in
Ryan we have a Washington insider with definite ideas
about how to solve the country’s economic problems.
In Ryan we also have a dynamic personality that can
take the campaign far. He may even be able to pull Romney
along for the ride.

de la campaña. En otras palabras, al escoger a Ryan, Romney
también tuvo que tragar el presupuesto controvertido que el
congresista había presentado al Congreso.
El plan presupuestario de Ryan es un espécimen
curioso porque es el producto de un Congreso dividido que
no tiene posibilidades de negociación y compromiso para
conseguir el consenso necesario para que pase sin una
mayoría republicana. Propone el balance del presupuesto en
30 años revisando los códigos de impuestos y rebajando las
tasas de impuestos especialmente para las corporaciones
que disfrutarían de una reducción del 35 al 25 por ciento.
El núcleo de los cambios que llevarían a un presupuesto
balanceado son cambios profundos en algunos programas
de ayuda social incluyendo convertir a Medicare en un
programa de cupones y llevar al Seguro Social en el camino
a la privatización. Los cambios prometidos en una serie de
programas de seguridad crean la mayor dificultad para la
campaña presidencial republicana ya que los ancianos que
cuentan tanto en los estados indecisos como la Florida y
Ohio pueden asustarse.
Sin embargo con Ryan en el boleto, el país tiene una
opción real de visualizar programas que compiten en cómo

ricos, más trabajos ellos van a crear.
Ese es el plan que la campaña de Romney debe vender
al pueblo Americano. Aun cuando hay palabras en el aire que
indican que Romney puede querer salirse del plan presupuestario de Ryan, esto reduciría la elección de un compañero
de campaña que había escogido tan cuidadosamente.
Dada la fuerza de las personalidades que han sido
manifestadas en las presentaciones conjuntas hasta ahora,
Romney parece estar haciéndole la segunda a un Ryan que
propone soluciones muy duras para el 99 por ciento que
mantiene unido al país. Esto cambia la campaña y revitaliza
la base conservadora que va a la convención republicana.
Escoger Romney a Ryan es una movida extraordinaria
como fue la selección de Sarah Palin en el 2008. La diferencia es que en Ryan nosotros tenemos un instigador
de Washington con ideas muy definidas acerca de cómo

dinámica que puede llevar lejos la campaña. Es posible que

DIA Vochol exhibit

The multi-colored Volkswagen Beetle sitting in the
arrival terminal at the Denver International Airport (DIA)
has been capturing the attention of Denver travelers all
summer. But hurry up because if you want an up-close view
of this one-of-a-kind museum piece decorated by Native
American artisans from Mexico’s indigenous Huichol people,
the last day to see the car-turned-artwork will be Aug. 31.
The Beetle vehicle has been encrusted with literally
millions of colorful beads in the style of the Mexican Indian
tribe known as the Huichol or Waxaritari. We didn’t ask how
they know or who counted, but organizers claim that there
are approximately 2,227,000 glass beads and fabric attached
by hand to the car. The work was done by eight artists from
two Huichol families who wanted to share their history,
mythology and culture.

The Vochol name for the artwork came from the merger
of the Mexican slang nickname for VW Beetle — “Vocho”
— and the Huichol people. The exhibit, formally called
“Vochol: Art on Wheels” was created by artists representing
the Bautista family from Jalisco and the Ortiz family from
Nayarit, Mexico. It took the artists about a year or some
9,000 hours to decorate the car using glass, plastic or metal
beads pressed onto a wooden form covered in beeswax.
The Huichol are an ethnic group of western central
Mexico, specifically in the Mexican states of Durango,
Nayarit, Zacatecas and Jalisco. They typically use beads to
create masks, bowls and figurines that often depict distinct
patterns and symbols common in the Huichol religion.
The Consulate General of Mexico and the Mexican
Cultural Center partnered with Denver Public Schools to
share the artwork with local Colorado students and teachers
for class assignments. Students viewed the VW and were
encouraged to study the colors and patters and express their
own responses creatively through art.
Before arriving in Denver this summer, the Vochol was
first on display at the Washington-DC-based Smithsonian
Institution’s American Indian Museum. It is being presented
in collaboration with the Association of Friends of the Museo
de Arte Popular and the Museo de Arte Popular in Mexico
City, the Embassy of Mexico and the Mexican Cultural
Institute.
On display in the Main Terminal at DIA, the artwork
is free and open to the public and, of course, travelers and
those picking up Denver visitors. After then, the Vochol vehicle will be shipped to Europe for another display. According
to the Smithsonian, the car will continue on its international
tour, and will eventually be sold at auction with the proceeds
used to promote the work of other native Mexican artists.

Arts Council (CHAC) will present its Lifetime Achievement
Awards and name a gallery after its original founders
as part of the Agosto Fiesta. The public is invited to the
fundraiser featuring appetizers, drinks, door prizes and
live music starting at 5 p.m. at CHAC, 772 Santa Fe Drive.

Montoya, Dan Cardenas and Carlos Santistevan — met
every month for a year building CHAC’s guiding principles.
The organization was established as a place where Chicano/
Latino artists were provided with a venue to explore visual
and performance art and promote and preserve the Chicano/
Latino culture through the expression of the arts.
“As CHAC Gallery prepares to celebrate 35 years of
artist and community service next year, we begin by honoring individuals who have shared their vision and support to help our organization thrive over three decades,”
explained CHAC Education Coordinator Julie Marino.
CHAC’s annual Chile Harvest Festival will be on hiatus this year and most likely in 2013, according to CHAC
Executive Director Crystal O’Brien. “It is to be seen,” she
said. “We are hoping for a come back in 2013, but it may
take an additional year of planning.”
In its more than three decades of existence CHAC has
endured many internal and external changes and evolved
much like Denver’s eclectic art scene. Veteran local artists,
students and up-and-coming talent from throughout the
Denver metro area continue to display their artworks in
the small but dynamic space while new exhibits and recurring displays remain popular.
“We expect good community presence and encourage
everyone to join us for this momentous event,” says CHAC

“People are taking them (comments) out of context,” says
Jose Fuentes, former attorney general for Puerto Rico and
Romney Hispanic surrogate. “What he is saying is spot-on,”
Fuentes says. “We’re talking about democracy, allowing people
to progress, allowing people to participate in the marketplace.”
On his first foray overseas — a trip designed to burnish
his image as presidential — Romney made two rather inartful missteps. In Britain, he was critical of the British over
their Olympic Games preparation. In Israel, he suggested
it was “culture and providence,” not politics and economics, that held Palestinians down. Palestinians immediately
labeled the comment as racist.
“Culture makes all the difference,” Romney said in
praising the accomplishments of his Israeli hosts. Cultural
differences, he said, are documentable when comparing
Israel’s economic growth to that of its Palestinian population.
But it wasn’t the first time Romney has tied culture
to economics. Last March, in a speech at the University of
Chicago, he drew the same rich-poor parallel on culture,
only this time targeting Mexico. “And that (culture) is also
between other countries that are
near or next to each other. Chile
and Ecuador, Mexico and the United
States,” he said.
In a recent telephone interview, Fuentes also defended the
former governor’s endorsement
of SB 1070, Arizona’s controversial immigration law. Romney,
in a Phoenix appearance with

The Supreme Court recently overturned parts of the Arizona law.
“There is nothing wrong with
that,” Fuentes says. “What the governor said is that every
state should be allowed how to deal with different issues.”
If the federal government fails to address the immigration
issue, said the former Puerto Rico politician, “then each
state has to try to protect its citizens.” It is a “model for
Arizona that works for Arizona.”
But Romney, whose father was born in Mexico and later
became governor of Michigan, has found himself in hot
water with potential Latino voters before. One issue, among
a number of others that has not sat well with this growing
voting bloc, is his vow — if elected president — to veto

Campaigning in Iowa last December, Romney was clear.
“For those that come here illegally, the idea of giving them instate tuition credits or other special benefits I find to be the
contrary to the idea of a nation of law,” he said. “If I’m the
president of the United States I want to end illegal immigration so that we can protect legal immigration.”
Romney was more flexible on undocumented immigrants who join the military. For them, he said, he would be
open to establishing “a path” to permanent residency.

ni excitante ni vista tampoco como algo práctico para los

Pero a pesar de la lista documentada de errores percibidos contra los inmigrantes, Fuentes todavía cree que es
demasiado temprano conceder el voto latino al presidente
Obama. “La gente tiende a enfocarse un mes o dos antes
de las elecciones. Francamente la campaña no ha hecho un
gran esfuerzo”.
Fuentes dice que muchos de los comentarios de
Romney simplemente han sido mal o mal interpretados,
pero si se le da la oportunidad de que pueda demostrar que
realmente es un hombre bueno y decente. “Tenemos que
explicar quién es”.
Si la campaña puede encontrar el camino preciso para
suavizar su imagen y el bloque derechista de los latinos —
incluyendo en Colorado — en su opinion, Romney puede
ganar su voto.
