Keep players informed of new games so
they’ll know what’s coming, what’s going,
and what to play.
LEGISLATIVE UPDATE
Last year, the Virginia Senate General Laws and Technology Committee
asked the Lottery to study the impact of single-ticket sales on the Internet.
As you know, the Lottery has been selling subscriptions over the Internet
since 2005. These purchases represent less than 1% of total sales. The Study
Committee included a variety of stakeholders, including retailers and the
Virginia Petroleum Convenience and Grocery Association. The Study showed
data from other U.S. and European Lotteries already selling on the Internet.

customer loyalty!
At this point, the Lottery is waiting to see how decision makers in the legislature will
use the study during the 2016 General Assembly session. Here are some key facts:
• The Lottery took no position on whether allowing Internet gaming is a good
idea. This is a policy decision to be made by state lawmakers.
• If allowed in the future, the Lottery would return the 5% commission from
Internet sales to retailers via promotions, incentives, etc.
• The Study found that in states where sales are permitted on the Internet,
retail-based sales continued to grow.
