Who was Carl W. Nelson ?
Carl W. Nelson was born on August 31, 1925 in Chicago, Illinois. He worked in
Chicago as a janitor for most of his adult life. Being entirely unpretentious, he
would joke with his elder brother, Ray; about the "load of paperwork" he endured,
referring to the newspapers he carried out. He was the youngest of two boys, and as a child he was a
caring person who often brought stray dogs home with the excuse that they just "followed me home". He
was the father of six children who remember him as a man who loved and
cared about animals.
When Carl W. Nelson retired to New Lisbon in 1992, he began a relationship
with Juneau County animals that continued for the rest of his life and
beyond. Carl Nelson not only helped animals while he was alive, he
continued to help them after his death in 1996. Through a trust fund set up
by Nelson, his family purchased 164 acres of land for Outdoors Forever for
the preservation of wildlife. They have also generously donated to the
Juneau County Humane Society and Friends of the Buckhorn. By voting
unanimously to name our new shelter the 'Carl W. Nelson Animal Shelter', members chose to
honor a man who they believe has done much to help the animals of Juneau County.
Nelson's favorite animal was his own dog, Spot, who he adopted from a local shelter. He loved Spot so
much that his will provided that Spot would be taken care of in his own home for as long as Spot lived.
Carl Nelson is remembered by Juneau County animal shelter workers and volunteers as a man who visited
the shelter frequently to assist in the care of the animals. He loved to bring treats for the cats and dogs.
Carl Nelson died in Mauston on August 26, 1996. Nelson's daughter, Linda Sue Nelson Miller of Freemont,
Wisconsin, says that her father was devoted to the care and protection of all animals. "He would be very
pleased to know that the people of Juneau County have chosen to honor his memory in this way".

CWNAS and Dogs Rule Partner
to Help Homeless Pets
CWNAS has teamed up with Dogs Rule to try and ease the stray dog and cat situation in Juneau County. We
have adopted a policy to accept dogs from Dogs Rule into our foster homes whenever room allows. Dogs Rule,
which is located just outside of Mauston, houses the county’s stray dogs. Kathy McNally-Bova, who owns
Dogs Rule and is also the county’s dog catcher, picks up stray dogs and houses them at her facility until the
owner reclaims them. If the owner does not reclaim the dog after 14 days, the dog is put up for adoption or put
down. Kathy says that euthanasia is the last resort and is only used when a dog is determined to be terminally
ill, has a severe personality issue, or if the kennel is overcrowded. Kathy says that she has to consider the health
of the other dogs at the shelter, as well as the safety of her staff when making a determination to put a dog
down. Kathy says, “It is never an easy choice, and one that we avoid if possible. We appreciated the help that
CWNAS gives us. I only wish they had more foster homes.” Dogs Rule is the only facility in the county that
takes stray dogs so overcrowding is a frequent occurrence.
In addition to CWNAS, Kathy does have other resources to help when she becomes over crowded, but
CWNAS offers a unique solution. There are several breed specific rescue groups that operate throughout the
Midwest that sometimes take dogs from Dogs Rule, but they usually only take specific breeds. “Until the Carl
Nelson Animal Shelter formed a little less than 2 years ago, the rescue groups were my only hope in placing a
stray dog into a good home when I became overcrowded, but I had no way of placing a mutt that did not get
adopted. Now I have another resource, and CWNAS is local, so that makes it easier to transport the dog and
work with the foster family. And CWNAS takes all dogs, not just a specific breed.”
Kathy said.
Deb Flint, President of CWNAS, said that the board of directors decided early in
the formation of their foster home program to primarily accept dogs from Dogs Rule.
Deb said that it benefits CWNAS in two ways: first, Kathy McNally-Bova has already
assessed the animal’s personality and health; secondly, we are working to ease the
stray dog problem right here in Juneau County. That is something the board of directors feels is very important.
“There are many, many dogs available on the internet that come from all parts of the United States that need
help too, but we like to concentrate on the dogs from this county whenever possible.”, Deb added.
Since beginning the foster home program in late 2005, CWNAS has placed 7 dogs and 40 cats into permanent
homes. Deb said that she wishes we could help place more dogs but foster homes willing to take dogs are hard
to come by. “Currently, we only have two families that will foster dogs. We have found it a bit
easier to recruit foster families for cats, but we could really use more cat foster homes too.” Deb
added. She believes the program will take time to catch on, but once people see the rewards of
fostering, she believes more families will be recruited.

These clinics are a great resource for the community since they offer a low cost
alternative for altering your pets. 84 cats and dogs have been altered at our clinics
in the past year.
A special thanks goes out to Dr. Esta, Deb Flint, April Strohmeyer, and Rosemary
Aney for working at the last dog s/n clinic on November 8th. Eleven dogs were altered
at that clinic – a total success!

Meet the CWNAS Secretary
Rosemary Aney was born and raised in Sparta, Wisconsin. She was hired as the Juneau
County IS Director in 1983 and moved to Juneau County in 1985, and has resided here ever
since. Prior to working for Juneau County, she worked for the Sparta School District and
Dairyland Power in LaCrosse. She retired from her position with Juneau County in March of 2006. She currently lives
with her husband, Bruce, and her "children", Bentley, a CWNAS rescue dog, and Kramer the cat, and any number of
foster cats. She started fostering cats for CWNAS one year ago when she received a call about some cats that had been
abandoned, and has just fostered number 12 and
13.
Rosemary has 2 human children and 5
grandchildren. Her hobbies include reading,
writing, gardening, volunteering at her church and
for CWNAS, and "enjoying retirement". In her spare
time she is writing a book about the forced
evacuation of the Cherokee Nation from southern
United States to the west. Rosemary says that
even though her book may never be published, she
just enjoys writing as a past time.
Rosemary said that she is very committed to the
Carl W. Nelson Animal Shelter and the many
programs and projects we have going.
"The Education Program and Elderly Assistance
Program are my personal pet programs, but the
greatest need is really for our foster program and our spay and neuter program. There are so many families in Juneau
County who cannot afford to alter their animals. I know we can make a real difference for them. I am honored and
excited to be a part of this great group of people. It is a pleasure to work with a group of people who are willing to donate
their time and resources so willingly. I know the Carl W. Nelson Animal Shelter will have a lasting, positive, impact on the
animals and people of Juneau County and I am proud to be part of this exciting project".

beautiful green eyes. I’m now
available for adoption.
Her emerald green eyes say it all. Tigger will mature into a
regal beauty! She is a young female, less than a year old, who
promises to be a good size cat. She is brown and black tabby,
spayed, up to date on her shots, and ready for a home of her
own. Tigger is also friendly and a very smart cat. She loves to
play and carry her 'mouse' around in her mouth. She will make
a great family pet.

How do I pick the correct breed for my lifestyle?
Dogs fall into one of two categories: purebreds or mixed breeds. The only
significant difference between the two is that purebreds, because their parents and other
ancestors are all members of the same breed, are similar to a specific “breed standard”. This
means that if you adopt a purebred puppy, you have a good chance of knowing about how big
he’ll get and what general physical and behavioral characteristics he’ll have. Of course, the
size, appearance, and temperament of most mixed breed dogs can be predicted as well. After
all, mixed breeds are simply combinations of different breeds. So if you know the ancestry of a
particular mixed-breed puppy or can identify what type of dog he is (e.g., terrier mix), you
have a good chance of knowing how he’ll turn out, too. When you adopt a mixed breed, you
benefit from the combined traits of two or more breeds. (Info taken from www.hsus.org)
Here are a few things to consider before adopting a dog.
1. Age of the dog – puppy vs. adult
2. Activity Level/ Exercise Requirements of the dog – some breeds need lots of
exercise
3. Full grown size of the dog – how much room do you have in your
home/apartment
4. Do you have children? – assess the dog’s reaction to touch and loud noises
Usually, not much is known about a dog’s past once it lands in the local animal shelter. In general,
an active dog who likes to be touched and is not sensitive to handling and noise is a dog will
probably thrive in a house full of kids.
Choose a Pal for Life: Remember that some of these furry buddies can be with you for 10-15 years or
even longer. Take the time to make a thoughtful choice. Select the right dog and you both will enjoy
many years together.

Have you heard the story of Bo and Bell?
These poor cats were abandoned together in a house after the owner moved out. Luckily,
the police department found this pair and contacted Dogs Rule. Since CWNAS is the only
organization in Juneau County that takes cats, we were contacted. One of our foster homes
agreed to take the cats until a permanent home could be found. Both are very sweet and
beautiful cats even though they’ve had a bad past. They’ve been updated on their vaccinations and will be altered
soon.

Our calendars are an easy way to support the shelter. Many of our programs
rely solely on donations. Calendars are available for $10 each. If interested,
please contact Nichole Sauer at 547-6571. Get your cameras ready for next
year – we’ll be doing it again!
The next CWNAS Meeting will be Wednesday January 17th at 5:30pm. All
meetings are held in the conference room next to the UW Extension Office in
the Juneau County Courthouse Annex Building.
