Unión del Barrio Mataron al hombre, pero tenemos al héroe, al mártir y al ejemplo En torno al asesinato del dirigente Machetero Filiberto Ojeda Rios Del Sitio web (www.bandera.org) del Movimiento Socialista de Trabajadores 16 de octubre de 2005 Jesús Delgado Burgos Me imagino que la tarde del viernes 23 de septiembre, luego de otra celebración más del Grito de Lares, las líneas telefónicas de todo Puerto Rico se saturaron de llamadas. No era para menos. La noticia que se transmitía desde las primeras horas de la tarde dejaba estupefacto a cualquier puertorriqueño sensible ante el dolor y la tragedia. Según iban pasando los minutos de aquella tarde y noche interminable, una rabia inmensa y el deseo indescriptible de gritar hasta romper cada una de las cadenas que oprimen a nuestro pueblo aumentaba con cada segundo del palpitar del corazón. Era una noticia relampagueante y breve, pero actuaba como un aldabonazo a la conciencia de cada puertorriqueño: “el doctor Héctor Pesquera, del MINH ha dicho que en algún lugar de Puerto Rico, se está desarrollando en estos momentos un operativo del FBI en el que se cree que tienen rodeado a Filiberto Ojeda y se han escuchado disparos...” ver el héroe, el mártir y el ejemplo pg.2>> ¡LA VERDAD! Camarada Filiberto Ojeda Ríos fue y será por siempre ejemplo digno a seguir 26 de septiembre de 2005 Al pueblo de Puerto Rico Al Frente Socialista de Puerto Rico Unión del Barrio, organización que lucha por la libre determinación del pueblo mexicano en los territorios usurpados en 1848 por el imperialismo de los Estados Unidos, se une al repudio del pueblo de Puerto Rico por el asesinato del Camarada Filiberto Ojeda Ríos quien fuera ultimado a tiros por los esbirros del Buró Federal de Investigación de los Estados Unidos, encabezados por Luis Fratecelli, el pasado 23 de septiembre en la localidad de Hormiguero, Puerto Rico. Septiembre 2005- Junio 2006 El héroe, el mártir y el ejemplo- viene de la portada Al igual que miles de puertorriqueños, me resistía a creer lo que escuchaban mis oídos. Perplejo, no deseando creer lo escuchado, y con un gran sentimiento de coraje al no poder revertir lo que se me hacía contradictoriamente verídico, dejé correr mi pensamiento hacia la entrevista que se le hiciera y difundiera hace treinta días: un martes 23 de agosto. Su análisis sobre la crisis que invade a Puerto Rico; su sentido de pertenencia al ideal bolivariano, caribeño y antillano; su reconocimiento a la valía, entereza y compromiso de todos los hombres y mujeres que han dado la vida por nuestro pueblo; su respeto encomiable a todas las organizaciones revolucionarias; y su llamado a la unidad indispensable para alcanzar el ideal libertario de Ramón Emeterio Betances y Don Pedro Albizu Campos, y todos los hombres y mujeres que representan nuestro ideal libertario desde su propia trinchera de lucha. El Camarada Filiberto Ojeda Ríos incansable propulsor de la Independencia de Puerto Rico y dirigente del Ejercito Popular Boricua- popularmente conocido como Los Macheteros- fue y será por siempre ejemplo digno a seguir para los pueblos de Nuestra América que en la actualidad luchan por la reivindicación de la libertad, de la independencia y de la verdadera democracia. Por recurrir al supremo derecho a la rebelión, contra la tiranía y la opresión, ejemplificado en la ocupación de Puerto Rico por parte de los Estados Unidos desde 1898, Filiberto fue asesinado por el imperialismo. Se equivocan los enemigos de la libertad si piensan que pueden ahogar en sangre la lucha de la Independencia de la Isla del Encanto. Filiberto, continuó el legado de los patriotas puertorriqueños que en un 23 de septiembre, pero de 1868 en el pueblo de Lares iniciaran la insurgencia contra la corona española. En Lares se escuchó el grito de ¡ Viva Puerto Rico Libre!, exactamente 137 años después, el gran patriota Filiberto Ojeda Ríos, muere luchando por hacer de Puerto Rico, una nación libre y soberana. Sabemos que aunque Filiberto murió, miles y miles de boricuas tomarán su lugar para agigantar la lucha por un Puerto Rico Libre. No lo podía creer y seguía buscando un lugar del pensamiento donde encontrar la respuesta del por qué. Los partes de prensa y las últimas noticias de la hora seguían creando duda, confusión e incertidumbre: -que se escuchaban disparos, que habían dos personas heridas, que su compañera, Elma Beatriz, se encontraba herida y bajo arresto, que había muerto, que había negociaciones, que desde los hospitales no se brindaba información sobre posibles heridos, que el operativo se desarrollaba en la zona oeste, que un empleado gerencial de la Autoridad de Energía Eléctrica estaba siendo escoltado por agentes del FBI para interrumpir la energía eléctrica, que se impedía el acceso de la prensa.- Todo era confusión. Por qué un 23 de septiembre cuando se conmemoraba el 137 aniversario del Grito de Lares. Ese mismo día se cumplían 15 años de haber regresado al clandestinaje tras haberse despojado del grillete electrónico con que pretendían contener sus movimientos. Y eran treinta días de su entrevista radial más reciente. Compañeros y compañeras de Puerto Rico, sigan ustedes sabiendo, que en los territorios ocupados mexicanos, cuentan con nuestro apoyo y solidaridad siempre. Sepan que nos unen lazos inquebrantables y que estamos obligados a caminar juntos hasta que América Latina toda, sea liberada del yugo imperialista. El 23 de agosto escuchamos por WPAB, Ponce, la primera parte de una extraordinaria y última entrevista concedida por Filiberto Ojeda Ríos desde algún lugar de la patria al periodista José Elías Torres. Salvo la edición de Claridad del 1 al 7 de septiembre de 2005, donde se publicó la reseña del compañero Carlos Rivera Lugo “CuanHoy no sólo los boricuas son macheteros, hoy podemos do la trompeta suena... es porque sueños trae”, el resto de la prensa del país hizo mutis ante aquella decir sin vacilar ¡Todo Latino Americano Machetero! histórica entrevista. Hoy, esa misma prensa hubiese deseado una foto con el rostro congelado por ¡Viva Puerto Rico Libre! la muerte o tal vez la muestra del dolor y el cuerpo ensangrentado. Aquella es una entrevista que ¡Concientización! ¡Organización! ¡Acción! ¡Liberación! debería transcribirse y difundirse entre amplios sectores del independentismo puertorriqueño y de Desde la herida abierta, la frontera. nuestro pueblo porque ella es una profunda reflexComité Central- Unión del Barrio ión sobre la situación de crisis por la que atraviesa el pueblo puertorriqueño y el rol que deberían estar desempañando las fuerzas revolucionarias y progresistas del país tanto ante la crisis como ante Unión del Barrio presenta las más sinceras condolencias a la compañera de Filiberto, Elma Beatriz Rosado Barbosa y a todo el pueblo puertorriqueño por esta tan lamentable pérdida. 2 la urgencia de construir un proyecto de trabajo educativo, organizativo y de lucha encaminado a la liberación nacional de Puerto Rico. Filiberto es una persona que no hablaba todos los días, pero al hacerlo sus expresiones reflejan una profunda reflexión y el compromiso inclaudicable para con la lucha por nuestra independencia nacional. Sin proponérselo, nos da una lección sobre la ética del respeto revolucionario que debe prevalecer entre los dirigentes y organizaciones de izquierda al momento de plantear sus críticas a las acciones de otros grupos o dirigentes. Filiberto no es pasado, es presente, es acción, es verbo porque su muerte física no acallará jamás la fuerza de su voz y de su ejemplo. Tal vez las fuerzas invasoras que cercaron la residencia del Comandante Machetero, hubiesen deseado agarrarle vivo para poder humillarle, para que su sangre no renovara la semilla sembrada en Lares, que se bautizó en Jayuya y se consagró en el ataque al Congreso estadounidense. Tal vez lo deseaban muerto para acallar su palabra, para contener la nobleza de su resistencia reflejada en la mirada. Mataron al hombre, pero tenemos al héroe, al mártir, a nuestro guerrillero heroico como lo es Sandino en Nicaragua, Farabundo Martí en El Salvador, Carlos Marighella en sus favelas brasileras, Camilo Torres en su teología de la liberación colombiana y guerrillera, Mario Roberto Santucho en Argentina, Tania, Inti y Chato Peredo para los obreros y campesinos bolivianos, Raúl Sendic entre los uruguayos y Miguel Henríquez para la resistencia chilena. Mataron al hombre, pero no al símbolo de la resistencia puertorriqueña. Lo cercaron en el sector Plan Bonito en Hormiguero como cercaron al Che Guevara en Quebrada del Yuro en octubre de 1967 para luego asesinarlo en la escuelita de la Higuera. Así como la figura, el nombre y el ejemplo del Che Guevara sigue vivo en los pueblos del mundo, con esa misma fuerza, Filiberto Ojeda Ríos vive desde hace mucho tiempo en las conciencias de una juventud cuyas manos homenajeaban su nombre y su figura en los murales de las calles de Río Piedras la misma noche en que su cuerpo ennoblecido por la bravura de su ser se hacía presente pero no visto. Lo dejaron desangrar; cada gota de su sangre es grito de protesta, es resistencia en cada trinchera de lucha donde cada guaraguao tiene su pitirre. Filiberto es el ansia libertaria de nuestro pueblo. Que su sacrificio durante toda una vida de lucha sirva de ejemplo a quienes tienen el sagrado deber lograr la unidad por la independencia y la liberación nacional de nuestro pueblo. Su palabra está dicha, su ejemplo realizado y entregó la vida por su pueblo. Que no haya otro 23 de septiembre en la discordia. Seamos capaces de mirar su rostro en la distancia y hacer realidad su reclamo urgente de que en esta lucha milenaria todos debemos caminar la ruta que nos conduce a la victoria. ¡Viva Filiberto! Unión del Barrio Septiembre 2005- Junio 2006 La Migración y la Lucha para la Liberación Mexicana On The Question of Migration And the Struggle for Mexican Liberation Editor’s Note: The following position was originally written and submitted to the International League of People’s Struggle, Second International Assembly in Eindhoven, Netherlands on November 10-14, 2004. We reprint it here in this issue of ¡La Verdad! to contextualize our position in the face of the current debate surrounding “Immigration Reform.” Our Oppression Began Over 500 Years Ago We see our movement for Raza selfdetermination as an integral part of the struggle taking place in México (south of the imposed border) and that real and fundamental change will come to us only through the elimination of colonialism and imperialism and the formation of a reunited, socialist México. For these reasons, we are united with the movements that challenge the rule of the current neocolonial U.S. puppet government, personified today by the Vicente Fox regime. We further reaffirm that we are an indigenous people to the continent known as America, whose oppression began over 500 years ago, when the first Europeans came to our shores to plunder the resources of our people and exploit our labor. It is important to note that the imposition of borders themselves were created by the European imperialists as a means to divide and conquer, therefore creating distinctions never before seen among our peoples. While many on the “U.S. Left” have characterized colonialism and imperialism as the consequence (result) of capitalism, we understand that what Marx called “Primitive Accumulation” was in fact the material basis for the building of capitalism. Without “Primitive Accumulation”, which was the plunder of Africa, Asia, and America, and the use of African, Indigenous, and Asian slave labor, the wealth of Europe and the United States would not exist today. It is precisely within this context of Primitive Accumulation (the plunder of the non-European world) that allowed Europeans to go forth and establish settler states on the backs of dead indigenous people’s, enslaved Africans, and oppression of the Asian people. It is this historical dynamic that gave birth to the current illegal settler nations (United States, Canada, Australia, etc.). The United States is the most glaring example of this phenomenon, in which a white, hostile, settler population armed to the teeth and with the ideology of “Manifest Destiny” (the so-called god given right of white people to control and dominate the world) committed horrendous crimes against our (and other) people. Under the pretext of promoting “Democracy and Christianity”, the U.S. ruling class put into practice the doctrine of Manifest Destiny and waged a campaign to impose capitalist oppression throughout every corner of planet earth. In other parts of the world- as a means to head off genuine, anti colonial, and revolutionary struggles- Imperialism has put into state power black, brown or yellow faces, in what is commonly known as neocolonialism: a situation where the colonies are administrated by local lackeys, but the economic relationship between the empire and the colony remains the same. It this comprehension of history and of our present realities, that our movement and our people define and seek methods of dealing with the question of internal and external Nuestro Opresión Inicio Hace Mas de 500 Años Nuestro movimiento por la autodeterminación es una parte vital de la lucha que se lleva acabo en México (al sur de la Frontera impuesta) y migration (immigration). First and foremost, we are fully conscious of that fact, that since we are an indigenous people and not “immigrants”, the question Mexican people face is not one of external migration (immigration). Moreover, because of our indigenous character, it is impossible for a Mexican (or any person from Latin America) to be an illegal alien in any part of the America content. In fact, we uphold that the only illegal aliens are those European settlers who killed off the majority of our people, illegally occupied our lands, established an illegal settler nation, and like thieves, changed the name of the stolen lands and replaced them with names that would legitimize their occupation- United States. It is around this particular definition of migration where Union del Barrio differs from some forces outside and within our community (north and south of the imposed border) who say that we must accept the current borders as indestructible and struggle only for “immigrant rights.” We say that this is an incorrect stance and that the Mexican struggle is for the liberation of our land and that indeed borders can and must be eliminated. On the other hand, we can understand other oppressed people are confronted with different dynamics that force them to migrate to other areas of the world, yet the main contradiction facing all of our peoples is the same: capitalism and imperialism. We understand that capitalism and imperialism exist to accumulate wealth, and capitalists must exploit workers in whatever way possible to accumulate and maintain this wealth. Under globalization, capitalism has become more integrated than ever, entendemos que el cambio vendrá solo mediante la eliminación del colonialismo y el imperialismo y la formación de un México Reunificado y Socialista. Por estas razones, estamos unidos con los movimientos que actualmente se enfrentan con el Gobierno neo-colonial en México, personificado actualmente por el títere pro Estados Unidos Vicente Fox y su régimen. Reafirmamos que somos un pueblo indígena a este continente conocido como América, cuya opresión inicio hace mas de 500 años cuando los primeros europeos llegaron a nuestras tierras e iniciaron el robo, y el saqueo de los recursos de nuestro pueblo y explotar nuestra labor. Es importante notar que las fronteras en si fueron creadas e impuestas por los imperialistas europeos como forma de dividir y conquistarnos -creando distinciones artificiales nunca antes vistas en nuestra América. Mientras muchos elementos de la “izquierda estadounidense” han caracterizado el colonialismo y el imperialismo como “consecuencias” del capitalismo, nosotros entendemos que lo que Marx llamó “acumulación primitiva” fue, de hecho la base material para la creación del capitalismo. Sin la Acumulación Primitiva, que fue, de hecho el saqueo de África, Asia y América y el uso de la labor esclavizado africana, indígena y asiática, hoy en día no existiera la riqueza poseída por Europa y los Estados Unidos. Es precisamente el contexto de acumulación primitiva (el robo del mundo no-europeo) que permitió que los europeos llegaran a establecer estados de forasteros sobre las espaldas de gente indígena, africanos see Migration pg. 12>> 3 esclavizados, y la opresión de los pueblos asiáticos. Fue esta dinámica histórica que vio nacer los estados ilegales blancos (Canadá, Estados Unidos, Australia, etc.) Estados Unidos es el ejemplo mas claro de esta aberración. Es una situación en donde una población de blancos extranjeros, armados hasta los dientes y con la ideología del “destino Manifiesto” (la idea del derecho divino de los blancos de controlar y dominar al mundo entero) cometió crímenes horrendos en contra de nuestro (y otros) pueblos. Bajo el pretexto de “promover la democracia y la cristiandad”, la clase burguesa de Estados Unidos llevo acabo una campaña para imponer la opresión capitalista en cada rincón del planeta Nuestra Historia y las Realidades Actuales Define Nuestro Entendimiento Sobre la Cuestión Migratoria Hoy en día, mediante la fuerza militar, y el control de los medios de difusión (periódicos, libros, escuelas, iglesias, etc.) el imperialismo ha “legitimado” su control sobre las tierras indígenas. En otras partes del mundo, como forma de ofuscar la lucha genuina, revolucionaria y anticolonial; el Imperialismo ha puesto en el “poder” regimenes títeres con caras negras, cafés o amarillas, lo que se conoce como el neocolonialismo: una situación en la cual las colonias son administradas por lacayos locales y pero la relación económica (el colonialismo) permanece igual. Con esta comprensión de la historia y nuestras realidades actuales, nuestro movimiento y nuestro pueblo se define y busca métodos para lidiar con la cuestión “migratoria” inherente. Primero, estamos conscientes de que por ser un pueblo indígena, y no “inmigrantes” la contradicción que el pueblo mexicano enfrenta no es una de migración externa (inmigración). Por lo tanto, por nuestro carácter indígena, es imposible que cualquier mexicano sea un “extranjero ilegal” en cualquier parte de América. De hecho, nosotros mantenemos que los únicos “ilegales” son los europeos que asesinaron la mayoría de nuestro pueblo, ocuparon ilegalmente nuestras tierras y como los ladrones que son, borraron los nombres originales de dichas tierras -reemplazándolos con nombres que legitimaran su ocupación y asentamiento ilegal. Sobre la cuestión migratoria en particular, Unión del Barrio difiere con algunas fuerzas fuera y dentro de nuestra comunidad (tanto al norte como al sur de la frontera impuesta) que dicen que hay que aceptar las fronteras actuales como entidades indestructibles y luchar solo por “derechos de inmigrantes” Mantenemos que esta es una posición fundamentalmente incorrecta, que la lucha es por la liberación mexicana y que las fronteras pueden y deben ser eliminadas. Tomamos en cuenta sin embargo que otros pueblos oprimidos se enfrentan con dinámicas distintas que los obligan a migrarse a otras partes del mundo, pero la contradicción principal que nuestros pueblos enfrentan es la misma: el colonialismo y el imperialismo. Septiembre 2005- Junio 2006 La colonización de los trabajadores Mexicanos: The Colonization of the Mexican Working Class: Cualquier Versión de Reforma Migratoria No Cambiará Nada Mientras los Trabajadores estén desorganizados Only An Organized Working Class Can Change Our Conditions As a People March 20, 2006 The current debate taking place in the U.S. Congress around “Immigration Reform” is capable of contemplating how best to ensure a cheap labor force that will only benefit the large corporations. While the 11 million of “undocumented” workers that currently live within the political borders of the United Status have already been condemned to suffer the worst assault on our rights in recent history. The passage of the “2004 AntiTerrorist Law” and the “2005 Real ID Law” already intends to seek, detain, incarcerate and deport everyone that does not have “authorization” to be in the Unites States. The plan to further criminalize workers is already a part of U.S. Immigration policy; supported by both political parties, Democrats and Republicans alike. We are familiar with the racist Border Patrol and Police raids, which form part of the generalized violence perpetrated against the Mexicano and other oppressed nationalities. Even the racist white nationalists have unleashed their violence against Raza in almost every state, concentrating their efforts along the U.S. Mexico Border; a border born from an illegal European settler war of aggression and occupation since 1848. Independent of whatever version may come from the dark corridors of the United States Congress, the Mexicano working class will have nothing to gain, because every immigration bill that has ever been created is designed to reinforce the needs of the capitalist economic system. This is a system that functions on the laws of maximizing profit in the interest of the rich ruling class. The laws of capitalism requires the reduction of manufacturing, production and distribution costs on all goods and services. This includes the ability exploit a cheap and, preferably, disposable labor force. The Border as the Permanent Focus of “Immigration Reform” The militarization of the Border has and will continue to be the continuous focus of the immigration debate, because it is through this political/geographical area that the majority of the excluded masses have been forced to risk their lives to find work. This political border is the clearest manifestation of economic domination of the United States over México and all of Latinamerica and her people’s. The “Free Trade Agreements,” which are imposed on “underdeveloped” nations, continue to reproduce poverty and false hopes of economic prosperity. In the face of such conditions we have workers who continue to flee the hunger and death sentences created by these “trade policies.” The Immigration debate in the U.S. Congress has already reached a consensus on building more borders and further militarizing the U.S. México Border. In addition this military strategy already requires México to build and militarize its southern border as well as the Borders of other Central American countries. This represents direct military intervention in Latin America with the intention to regulate the entire hemispheres labor force. La política de criminalizar a los trabajadores indocumentados ya es un hecho apoyado por ambos partidos políticos, tanto demócratas como republicanos. The working class does not enjoy any rights under the capitalist state. Our rights are defined by the rich ruling class which benefit directly from our enslavement. What we, as workers, do have is our labor force. We are the labor force that ensures the “American Way of Life”. We are the modern day slaves of this capitalist system that denies us the right to life, the right to work, the right to exist and subsist. The “American Way of Life” is unsustainable and irreconcilable with the Mexican working class as a whole. Nothing is eternal. We are witness how in every city from Washington to Chicago, New York to Los Angeles, from San Diego to El Paso, workers have taken to the streets to oppose the slave like conditions in which we exist. What we lack is an organization strong enough to do away with our slave masters once and for all. En primer lugar los acuerdos migratorios siempre se han diseñado para reesforzar las necesidades del sistema económica capitalista, que tiene como regla fundamental el enriquecimiento de los capitalistas, es decir los empresarios, los dueños...la clase dominante. Para poder continuar lucrando es necesario reducir gastos en la producción y distribución de productos y servicios. Esto incluye buscar y asegurar una mano de obra barata y, preferiblemente, desechable. This organization which requires a different conduct from that of the corrupt political ruling class that today governs our lives on both sides of the political border. We are talking about an organization that is intrinsically linked with workers, with community defense committees, youth and student organizations and women’s collectives. We are talking about an organization that proposes to build Participatory Democracy. This is the organization that Unión del Barrio intends to build. We believe in strategic alliances that promote organization, accountability, disciple and sacrifice. We seek those that believe in the people’s right to organize, the people’s courage to take action and defend itself and the right to struggle for freedom and liberation from the capitalist system. La Frontera Como El Eje del Acuerdo Migratorio La militarización de la frontera es y será el continuo eje del debate migratorio, porque es por esta vía que los trabajadores, abandonados por sus gobiernos, seguirán entrando a los Estados Unidos. Septiembre 2005- Junio 2006 THE 2006 STUDENT WALKOUTS: When Young People Show Us The Way The events of March and April 2006 have measurably changed the popular consciousness of all Mexicanos and all Latinos currently living within the United States. These events have not only impacted legislation in Washington DC, but also have sent ripples of political action throughout every barrio in the United States and throughout Latin America. Why did they these walkouts happen the way they did? A curious combination of media events (the release of the HBO movie “Walkout,” and live news coverage of national protests), the Internet (www.myspace.com) and racist federal legislation (HR4437) inspired our youth to express their anger and frustration on this urgent issue. Our people now have a political project, although we still lack the political organization to move us forward. We need to give these protests their historical importance and channel this popular energy into long-term political struggle. We have to express the inherent dangers of spontaneity, and that unless we channel this energy into long term organization little more than proud memories will come of these protests. Even in the face of the spontaneity of the youth, community organizations did play a role. We can see across the country that those cities where the youth most effectively expressed themselves, and where there was the least repression and police violence, were the same places where the strongest community organizations existed. Where there was no community organization there was significant repression against the youth. These events need to be recounted for us to never forget them. On March 10, tens of thousands marched in Chicago in what was the precursor to a wave of national protest unprecedented in the history of the United States. On Friday, March 24, 2006 students from Los Angeles area schools began to walk out. On Saturday, March 25, 2006 the largest march in the history of California took place, with some estimates as high as one million people participating. After that, hundreds of thousands of people took to the streets every day, in every state and in every large city across the country. Already, millions of our gente have made their protests public, and it is not over. Unión del Barrio when we raise our own voices, and when we raise our own flags, when we are guided by our own spirit of struggle, what we see is something different. What we see is our youth, beautiful and passionate, setting their own agenda. Unión del Barrio will not apologize or explain away the popular expression chosen by our young people. The youth are not afraid of their own power, on the contrary they are just coming to realize how powerful they are. For the system itself, they are using the flag issue as a diversion from real struggle of our community, and they are spending more time debating the flags than even the legislation that provoked the protests. The system fears the rebirth of a national movement of our people. They have denigrated the youth protests by saying that the majority of the young people did not even know what they were protesting about. This was the case especially with the English media, where reactionary reporters searched for the youngest and most uninformed participants of the student protests to ask them complex questions on the issue of immigration - with the goal to “proving” their ignorance. Even in our own community many people have a fear of youth. Many so-called community leaders hold a terrible fear of the youth expressing themselves on their own terms. De una manera u otra, esto es lo que hemos vivido en el espacio de menos de dos meses. Las últimas seis semanas han transformado nuestra realidad política como pueblo, no solamente en los EEUU, sino que también a lo largo y ancho de América Latina. Nada volverá a ser como antes de la semana del 20 de marzo de 2006. Es esencial, en este momento, el hacer un análisis básico de lo que se ha echo y de lo que vendrá, de otra manera el momento popular declinará (como es inevitable con cualquier lucha espontánea) y nos quedará muy poco o nada del avance cualitativo que a ocurrido como movimiento. ANTES DE LAS PROTESTAS Este movimiento no empezó hace seis semanas, ni lo formó el partido Demócrata, ni las uniones sindicales, ni las iglesias, ni las agencias de servicios sociales, ni las radios o las personalidades de la televisión. Este movimiento tiene su origen en el año 1492, cuando empezó la conquista de estas tierras por el poder europeo. Este movimiento a sido sostenido por innumerables lideres, grupos y organizaciones populares desde el momento mismo en que esta conquista da comienzos. Primero, y antes que nada, esta llamada “crisis de inmigración” tiene que ser estudiada en sus aspectos históricos. Como lo habíamos dicho, toda esta gran contradicción da comienzos en 1492. Con la guerra de 1848 en contra de México y que entrega como resultado el robo de más de la mitad del territorio nacional, se agrega otro episodio histórico relevante. La “crisis migratoria” esta basada en la presencia de unos 15 a 20 millones de personas (la mayoría proveniente de México y de América Latina) que viven en los EEUU en forma “ilegal” o, en otras palabras, sin el permiso del gobierno de los Estados Unidos. ¿Que fuerza continental es capaz de hacer abandonar sus patrias a millones y millones de personas para irse al poco amigable país del norte ? Es innegable que la única fuerza política, económica y militar capaz de producir semejante fenómeno es el imperialismo/ capitalismo estadounidense. Con el tutelaje de regímenes antidemocráticos, violentos y corruptos e intervenciones políticas. Con los ataques directos e indirectos a los gobiernos populares a lo largo y ancho del continente Latino Americano el gobierno de los Estados Unidos a destruido la posibilidad de cambios políticos en América Latina. El resultado a sido una terrible pobreza, políticas inestables y un descontento generalizado en cada uno de los países de Latino América. Al imponer una economía dominante sobre Latino América, el gobierno de los EEUU esta promoviendo una serie de reglas económicas de autoservicio (las más recientes son el “NAFTA” el “CAFTA,” y el “ALCA”). Como resultado a estas reglas neoliberales Latino América envía a la extrema pobreza a cientos de millones de gentes. Con más de 60 intervenciones militares directas o indirectas en América Latina desde el año 1823 al año 2004 e incluyendo golpes de estados, bloqueos económicos, conspiraciones de extrema derecha, invasiones y la promoción de guerras civiles, el gobierno de los Estados Unidos ha sido el que a impuesto el factor decisivo para que millones de personas se muden al “norte” en busca de una mejor vida. Al llegar al interior del territorio estadounidense, nuestra fuerza de trabajo es explotada en forma directa mientras nos echan la culpa de que los salarios se mantienen bajos producto de nuestra presencia. Bajo este esquema, que es el esquema del imperialismo estadounidense, y en conjunto con las leyes y reglas anti-obreras que se mantienen en forma doméstica, se beneficia a las grandes corporaciones y sus bolsas de valores. No es ningún secreto que mientras el desempleo sube, también sube la bolsa de valores. Es por esto que en este país los salarios mínimos no han sido subidos en tres generaciones y, en la parte legislativa, en los últimos 20 años se han pasado más leyes anti-obrera que en los anteriores 200 años. La única fuerza capaz de producir éxodos masivos de personas desde Latino América e incrementar las ganancias coordinando las leyes anti-obreras en forma doméstica, es el imperialismo/capitalismo estadounidense. Por lo cual la responsabilidad mayor de esta “crisis de inmigración” es del imperialismo de los Estados Unidos. LAS PROTESTAS La participación y contribución de Unión del Barrio al movimiento relacionado con la llamada “crisis migratoria” abarca más de 20 años e incluye miles de actividades: reuniones, marchas, protestas, foros, demostraciones, huelgas de hambre, caminatas, eventos de prensa, etc. Aunque no jugamos un papel central convocando a las movilizaciones de masas en las pasadas seis semanas, tomamos responsabilidad al jugar un papel importante en la construcción de este movimiento. Las protestas sin precedente de las últimas seis semanas no ocurrieron por arte de magia. El primero de mayo a sido siempre celebrado a través del mundo como el día internacional de los trabajadores. No como el día del trabajo, sino que el día de los trabajadores. Esto porque en nuestro mundo la importancia de los trabajadores es enorme. Son Uds., los trabajadores los que mueven el mundo, son Uds. los que mueven las fabricas, los que construyen casas, los que amasan el pan de nuestros días. Son los trabajadores del campo los que hacen que la tierra produzca los alimentos que día a día nos hacen vivir. Es por esto que el primero de mayo se celebra como el día de los y las trabajadoras. Sino, acuden a las demostraciones masivas que se llevaron a cabo ese día. En la ciudad de Chicago se reúnen varios miles de trabajadores. La demostración es reprimida por los cuerpos policiales y como resultado quedan varios obreros muertos. Los dirigentes de Chicago llaman a un acto de protesta para el día siguiente en la plaza Haymarket. Al final de este acto de protesta, y cuando sólo quedaban unos 150 obreros, las fuerzas policiales desalojan la plaza. Como resultado de esta provocación policial quedan varios obreros heridos y un muerto. Las fuerzas policiales también registran un muerto y varios heridos. Esto desata una represión policial que duró varios meses. 8 dirigentes son acusados del “crimen” del policía muerto en la plaza Haymarket. Unión del Barrio The People Will Answer This Important Question… Cinco de Mayo, 2006 None of us would have ever imagined that in a matter of six weeks millions of our people from every community across the US would be in the streets protesting. Hundreds of thousands of our young people “walking out” into political struggle was an action very few of us have seen with our own eyes. Nonetheless, this is what we have lived though in the span of less than two months. The last six weeks have politically transformed our reality as a people, not only within the United States but also throughout Latin America. Nothing will ever go back to how it was before the week of March 20, 2006. It is essential now to do a basic assessment of what has been done and what is to come, otherwise the popular momentum will decline (as is inevitable with any spontaneous struggle) and there will be very little permanent qualitative progress for the movement as a whole. BEFORE THE PROTESTS This movement did not begin six weeks ago, nor was it created by the Democratic Party, the labor unions, the churches, social service agencies, radio and TV personalities. This movement has its origins dating back to 1492 and the conquest of these lands by European powers. This movement has been sustained by innumerable leaders, movements and popular organizations ever since. This so-called “immigration crisis” must be looked at historically first and foremost. As stated, this whole contradiction started in 1492, with the 1848 war against México with the theft of half of Mexican national territory as another historically relevant episode. The current 2006 “immigration crisis” is based on the presence of 15 to 20 million people (primarily from México/ Latin America) living within the political borders of the United States “illegally”, i.e. without permission from the US government. What continental forces are capable of provoking the movement of millions of people out of their home countries into the foreign and hostile country in the north? It is an undeniable fact that the only political, economic and military force capable of producing such a mass movement of people is US imperialism/capitalism. Through political interventions the US government has subverted political change in Latin America, sponsored undemocratic, violent, corrupt regimes and undermined popular governments throughout the continent. The result has been terrible poverty, generalized political instability, and popular discontent in every Latin American country. Imposing an economic hegemony over Latin America, the US government has promoted generations of self-serving economic policies (most recently with NAFTA and CAFTA). The result has been generalized extreme poverty for hundreds of millions of people. With over 60 direct military interventions into Latin America from 1823 to 2004 including coup de etats, blockades, right wing conspiracies, invasions, occupations, and the promotion of civil wars, it is the government of the United States that macro-imposed the “Push” factors driving millions of people to “go north” in search of a better life. “depressing the wages” of US citizens. This is by design, as it is US imperialism abroad in conjunction with anti-labor laws domestically that has driven down wages within the US, to the benefit of US corporations and their stockholders. It is no secret that as unemployment goes up, so goes the stock market, the minimum wage has not been raised in three generations, and that more anti-worker legislation has been passed in the last twenty years than in the previous 200 years. The only force capable of producing a mass migration of people from Latin America and maximizing profits by coordinating it domestically with anti-worker domestic policies is US imperialism/US capitalism. US imperialism/capitalism bear primary responsibility for the current “immigration crisis.” THE PROTESTS The contribution of Unión del Barrio to the movement as it relates to the socalled “immigration crisis” spans 25 years and includes literally thousands of activities: meetings, marches, protests, forums, rallies, hunger strikes, caminatas, press events, etc. Although we did not play a central role in convoking the mass mobilizations of the past six weeks, we do take responsibility for having played an important role in the building of this movement. The last six weeks of unprecedented protests did not occur by magic. An odd coalition among the Catholic Church, labor unions, and big business (i.e. US Chamber of Commerce) served as a medium to bring millions of people into the street. Leading from behind was the Democratic Party, looking to recover from its political bankruptcy at the hands of the Republican Party. If we are to learn anything from history it must be that it was these same social forces that attempted to control the Civil Rights Movement of the 1950s and 1960s, and in many ways they were promoting the same things. In other words, whether intended or not, these social forces wish to impose on the current social movement the same mistakes of 50 years ago. These powerful sectors of the liberal political class within the US have unceasingly called on all our communities to protest while prioritizing US patriotic symbols (US flags), slogans (“God Bless America.” or “Hoy Marchamos, Mañana Votamos.”) and demands (“Comprehensive Immigration Reform”). It has been stated that the national flags of México, El Salvador, Guatemala, etc. “offend” US citizens, and if we want “comprehensive immigration reform” we must be “politically sophisticated enough” to present patriotic images and avoid at all costs being seen as “antiAmerican.” Generally, this covers the “liberal” perspective in relation to what has occurred over the last six weeks. Unión del Barrio supports in principle the struggle to help people get their “papeles” fixed, but it is dishonest and unprincipled to present this struggle for so-called “Comprehensive Immigration Reform” as a pro-US struggle based on patriotic media images and who to offend or not to offend. If people in our communities choose to carry US flags so be it, but when the “liberals” tell people to leave their national flags at home and force US flags into our hands, this is unacceptable. Our decision to move from a regional progressive organization to a highly disciplined national revolutionary formation, which was unanimously decided on May 15, 1993, was summed-up in an article entitled “Unión del Barrio Moves Towards Becoming A Vanguard National Formation” (¡LA VERDAD!, July-Sept. 1993). In this article we wrote: “Within the struggle for Chicano Mexicano liberation, Unión del Barrio has a 12-year history of going through dialectical change based on the real conditions facing the organization and our movement (dialectical change is a process of change and development that comes from interaction and dealings with contradictions). Historically, Unión del Barrio has been among the few Raza liberation organizations that have adapted to the ever-changing local, national, and world conditions as they relate to our gente. Though we have evolved and adapted to changing conditions, we have always remained committed to the fundamental principle and objective of winning the total and complete liberation of Mexicanos in the occupied territories of México, and from this objective has come the strategic and uncompromising support of all Raza, from Chile to Alaska - and support of the struggles of all the world’s oppressed nations and peoples. “A vanguard formation, as defined by Unión del Barrio, is an organization of committed, disciplined, and honest camaradas, who are armed with the science, strategy, and organizational structure that will enable it to win the liberation of our gente. As we have stated in the past, no organization convenes one day and decides it is a vanguard organization or the vanguard of any movement. An organization becomes a vanguard through the most difficult of struggles and only when the majority of the people ourselves recognize it as their vanguard. It is only this type of organization that can unite the workers, students, barrio youth, and the pinto/as, into one united and strong movement. It is only through this type of movement that we can defeat our oppressors, the gringo capitalist-colonialists, and win the liberation of all Mexicanos.” Unión del Barrio Eleven Point Program I. SOMOS MEXICANAS/MEXICANOS We hold that Raza in Aztlán/México Ocupado are Mexicanos. However, we also recognize that the colonial experiences of many of our gente in occupied Aztlán/México Ocupado has impacted, over time, the social, political, and economic character of La Raza. We understand that the oppression, isolation, alienation and dehumanizing conditions imposed by colonization, and the need to struggle against them through whatever means necessary, has led to the emergence of our gente using different terms to identify ourselves: Raza, Chicanos, Mexican Americans, Latinos, etc.. Some of these terms have progressive connotations and definitions, and were widely used during the “Chicano Power Period” of our struggle; terms such as “La Raza” and “Chicanos.” We understand that even today these terms are still used by many in a positive or political fashion. We recognize the historical and political significance of these terms and will ourselves use these terms when appropriate or necessary (for historical and political references, when speaking with progressive gente who still uphold the terms, etc.). Nevertheless, as an organization we believe that “Mexicano” best describes the historical, geographical, and cultural realities of our nationality. II. AZTLÁN/MÉXICO OCUPADO AND MÉXICO IS THE HOMELAND OF MEXICANOS California, Colorado, Arizona, Texas, Utah, Nuevo México, and Nevada, constitute Aztlán/México Ocupado. It is a geographical and political territory 8 belonging to the Mexicano people. These lands were taken through armed force by the U.S. settler colonial-imperialist government, during the U.S. war of aggression of 1848. Therefore, we do not recognize the border imposed upon the Mexican Nation by U.S./ European (white) colonialism. Strategically, the role of Mexicanos in the occupied territories is to create the conditions that will bring about the de-colonization and self-determination of the Mexicano people. This role recognizes the need for the support, unity, and involvement of our organizations in efforts to de-colonize and democratize México, therefore creating the conditions that will bring about the inevitable reunification of our Nation. In other words, the politics of Raza living in the occupied territories, is to concentrate our organizing and struggle in winning victory inside the belly of the beast, while uniting with progressive forces in the southern part of our nation (México). As indigenous people, we recognize and uphold the right to self-determination of all indigenous nations of the Américas. We (Mexicanos and other indigenous people) are collectively the survivors of the genocidal onslaught of European colonization. We are bound by a common history, culture, struggle and destiny. Central to our struggle is the principled unification of our forces as indigenous people to end all manifestations of colonization, create a true unity of all indigenous nations and peoples, and return the land to its rightful owners. We understand that liberation of Mexicanos must, and will, be tied to the liberation of all indigenous people. Furthermore, we support and will struggle for the self-determination of all oppressed people and nations within and outside the current U.S. borders. III. MEXICANOS IN AZTLÁN/MÉXICO OCUPADO ARE A COLONY OF THE U.S. ILLEGAL SETTLER NATION It is fundamental to the understanding of our historical and present condition that we recognize that, we, the Mexicano people, as one of the original and indigenous occupants of this continent and of what is presently called the “southwest U.S.,” constitute a colony of an illegal settler nation that is essentially an extension of foreign-European imperialism. The U.S. funded and directed, Anglo illegal alien “rebellion” in Texas in 1836, set the stage for the U.S. war of aggression of 1846-48 which resulted in the U.S. occupation of the northern half of our nation (México). Since then, Raza have been the victims of racist Anglo settlers who exploit our labor, keep a disproportionate number of our people in prisons, stereotype us through the media, falsify our history, deny us a relevant/ productive education, and militarize the border in order to keep out the very same people from which Aztlán (northern México) was stolen. This, along with police and migra terrorism, and the ever increasing overt and violent expression of racism by the masses of the U.S. white population, are all characteristics and manifestations of colonialism. Unión del Barrio is also cognizant of current neocolonialist tactics of the oppressor, which include the use of our own people against us. These are puppet lackeys (appointed or self-appointed, financially backed by colonialism) whose primary role is to confuse the masses of our people into thinking that we are making progress, that we can actually achieve self-determination within the existing system, and that our interests as a people are being protected by them (the lackeys). This ploy is central to the classic colonizer tactic of divide and conquer which pits us against opportunists of our own kind, and oppressed nationalities struggling against each other for bones, petty concessions, and colonial positions. IV. MEXICANOS IN AZTLÁN/MÉXICO OCUPADO MUST SELF-DETERMINE OUR OWN DESTINY We are determined to decolonize our people. The means to this end is the advancement of Mexicano selfdetermination which can best be defined as collectively determining our history; economically controlling our destiny; controlling our social development by selfdetermining our culture, education and language; independently developing the content and direction of our political orientation; and controlling the political institutions that make the laws that govern us. As Raza, we are overwhelmingly a working class people. Fundamental to our independence is the Septiembre 2005- Junio 2006 development of an economic and social order that will see the masses of our people as masters of the product of our labor and exercising collective control of the economy. We demand and will accept nothing less than complete self-determination of the Mexicano people and the liberation of our homeland (Aztlán), and its reunification with a revolutionary socialist Mexican Nation. V. THE MEXICANO LIBERATION MOVEMENT MUST BE BASED ON REVOLUTIONARY NATIONALISM Historically, nationalism has consistently emerged as the leading factor in unifying Raza to combat the source and symptoms of colonial oppression. Like all political movements, Mexicano nationalism has gone through a process of evolution and change in response to the conditions of our oppression. However, since the struggle for Mexicano liberation is a struggle first and foremost against national oppression (national in the total meaning of the word) and for complete national independence, nationalism best describes the political emphasis of our movement. For the last 150 years of U.S. imperialismcolonialism, it has been the politics of nationalism which have pulled and held Mexicanos as one people (nation) in our struggle against terror, poverty, and all other forms of oppression. The basic elements and historical commonalities of a nation are what bind us together as a people: culture, economic realities, geography, oppression, and struggle. We fully understand that nationalism can lead to reactionary positions and race politics, particularly the nationalism within an oppressor nation (i.e. Nazism/ fascism). We also understand, that nationalism within the oppressed nation is, generally speaking, a progressive development and an effective weapon in the struggle for liberation. Furthermore, it is the most progressive elements within nationalism that Unión del Barrio upholds. We call this “Revolutionary Nationalism.” A nationalism which calls for the establishment of a socialist society - the collective economic, social, and political development of the Mexicano people, based on our historical, cultural, and present conditions and realities - and opposes capitalism, which is a system where a small, rich ruling class controls all the wealth and power of a nation. This Revolutionary Nationalism demands fundamental change and a complete transformation of the social, economic, and political institutions that presently form the basis of our oppression. It is a Revolutionary Nationalism - which we define as a struggle for the total transformation of our lives; from a colonized and dependent people, to a life and future of a truly liberated and sovereign nation in the world community. VI. RAZA INTERNATIONALISM IS AN INTEGRAL PART OF OUR MOVEMENT AND UNITES WITH ALL STRUGGLES OF OPPRESSED PEOPLE THROUGHOUT THE WORLD The term “La Raza” (the people) encompasses all of the people of Latin America and acknowledges the different cultures which have shaped its development. It unites the various nations into one large mass of people sharing a similar culture, history, and political reality. The term “Raza Internationalism” best describes our political relationship to the rest of the oppressed and colonized peoples of the world, and because of historical and present conditions, this holds especially true to Latin America. In relationship to Latin America, our struggle is not one of mere “solidarity.” We are one indigenous gente (Raza) from Alaska to Tierra del Fuego, with externally imposed borders that are a result of European colonization. Therefore, we uphold the principle of emancipation, Bolivarian Continentalism and Raza internationalism as put forth by Simón Bolívar, Cuauhtémoc, Ricardo Flores Magón, Augusto C. Sandino, Celia Sanchez, Tupac Amaru, Ernesto Ché Guevara, Jose Martí, Magdalena Mora, Valentina Ramirez, Farabundo Martí and other Raza patriots. We will carry forth the struggle on all fronts to bring about a democratic and socialist unified Indigenous-Raza América. It is clear as well, that our history as Raza parallels the experience of what some people call the Third World (Africa, Asia, and Latin America): a history of intervention, conquest, exploitation, and a common struggle against colonization. It is our duty to recognize these ties and our common enemies, and support all peoples struggling for self-determination and against imperialism. We caution those active in our movement, however, not to fall into the trap of opting for the safe, liberal and abstract struggle against imperialism elsewhere, while refusing to struggle against imperialism here in Aztlán/México Ocupado. We fully recognize that our liberation is our priority, while we must still support and commit resources to aid those nations who are fighting for decolonization, against all forms of foreign aggression, and for the right of nonintervention. We must also recognize that the most powerful contribution we can make to the struggles of our sisters and brothers of the “Third World” is the creation of a reunified revolutionary socialist México. Thus, Unión del Barrio recognizes the principle that Revolutionary Nationalism is the highest expression of internationalism. VII. CONCIENTIZACIÓN OF OUR GENTE IS CRITICAL TO OUR LIBERATION Control of knowledge and information is one of the keys to maintaining effective control over a colonized people. Through the domination of all means of transmitting knowledge and ideas (schools, newspapers, television, radio, etc.), the colonial institutions have been able to dictate and manipulate our gente’s way of thinking and acting. Without understanding our true history, culture, and identity as a people, self-determination is impossible. This is why Unión del Barrio has put forth that the most pressing task confronting our Movement is to make our people aware of the basis of our oppression, to develop a national consciousness, and to concretize the revolutionary process to the masses. Critical here, is the necessity to raise class contradictions to develop a correct understanding of our social, economic, and political realities in order to effectively combat narrow nationalism, sexism, and vendido hispanismo. VIII. COLLECTIVISM, ORGANIZATION BUILDING, AND ACCOUNTABILITY ARE FUNDAMENTAL TO OUR STRUGGLE For years, Mexicanos have been a majority population in many areas of Aztlán/México Ocupado. But even with these numbers, our colonial situation forces us to exist in a state of virtual powerlessness. As Mexicano activists and progressive Revolutionary Nationalists, if it is truly our intention and goal to free our people from terror and oppression, then we must involve every progressive element of our community in the struggle for self-determination. We must recognize the proven truth that only with a well organized, mobilized, and politicized gente will we develop the power necessary to achieve liberation. A critical aspect of this point is the need to channel our people’s energy and resources into accountable and disciplined organizations. In political struggle, individualism is a bourgeois, elitist, egotistical, and backward trait. We must raise the shortcomings and contradictions to those who profess being active in political work without accountability to an organization. Central to this point is the combating of liberalism, which in our movement represents itself as unprincipled, irresponsible, opportunistic, and inconsistent struggle. Liberalism stems from selfishness and places personal interests above the interests of the Movement. It is negative and objectively has the effect of helping our enemy as it creates disunity, inconsistent work, and weakens organization. Unión del Barrio upholds the importance of engaging in constructive criticism and self-criticism, as a way of identifying our weaknesses and shortcomings. In order to advance the struggle effectively, we must acknowledge and assume the responsibility for organizational errors and work with those who do not merely point fingers on the sidelines, but are actually involved in the day-to-day struggle for our empowerment. Finally, we must adhere to the principle of collective decision-making within our organization and in our daily work. This is done through the adherence to previously agreed upon principles of unity, which is especially important within coalition work. Only through this process can we achieve organizational, practical, and ideological unity. IX. A UNITED FRONT IS STRATEGICALLY IMPORTANT IN OUR STRUGGLE FOR NATIONAL LIBERATION History has demonstrated that a liberation movement needs the participation of all progressive formations and tendencies in order to succeed. Therefore, it is of paramount importance that all 9 Unión del Barrio Mexicano forces establish lines of communication and principled working relations. Without this type of networking and coalitions, we are wasting resources, duplicating work, and missing the opportunities to effectively address pressing issues in a collective fashion or from a position of strength. While Mexicano organizations have different strategies and tactics, it is essential that we display the political maturity to put aside the minor contradictions and work together, especially when the attacks are of such intensity that our failure to respond collectively means more victories for our enemies that result in heightening the oppression of our gente. Since unity building does require compromises it is necessary for us, and other revolutionary forces, to approach any relationship with caution and with a clear, scientific understanding based on the facts that our fundamental goal is not for civil rights or mere reforms, but for an end to colonization and the advancement of Raza self-determination. When it is necessary to work with organizations representing other nationalities, the resulting coalition work must be based on concrete objectives, mutual respect, principled association, and recognition of each other’s autonomy and right to determine the character and content of its own struggle. X. THE ABSOLUTE AND UNEQUIVOCAL LIBERATION OF RAZA WOMEN IS A FUNDAMENTAL COMPONENT OF OUR STRUGGLE FOR LIBERATION AS A PEOPLE We recognize that the political, social, and economic exploitation of Raza women, is part of the over all oppression of our people by U.S. capitalismcolonialism. We understand that there exists a more intense type of oppression of Raza women; not only exploited by race and class, but also by gender. Therefore, we believe that liberation cannot take place until all sectors of a colonized people are free. We recognize that sexism and male chauvinism are bourgeois features imposed upon us by the European colonizers over 500 years ago. Therefore the main contradiction facing Raza women is colonialism, not sexism. If we take time to study and analyze how the colonial system functions, we can see clearly how it promotes the oppression of women and the division of the sexes. We recognize that the oppression Mexicanas face in this colonial society is a part of our oppression as a people. We recognize that sexism is an integral part of the vicious system forced on our people and that it must be combated from both within our movement and throughout the community. Fundamental to any revolutionary organization and pro-independence conscious movement is the absolute political, social, and economic equality between men and women. As part of developing a progressive consciousness among our gente, we must work to combat sexism in all its forms and manifestations. History provides us with lessons that explain that women’s oppression can only be eliminated through national and class liberation. In order to insure that we move forward in this process, women must play a leading role in liberation struggles. In places where a national liberation movement has taken place or is strong, for example Cuba, Nicaragua, EL Salvador, and in certain regions of México, is where we find the most liberated women. XI.DIALECTICAL/HISTORICAL MATERIALISM IS KEY TO FORMING STRATEGIES AND TACTICS FOR OUR LIBERATION We base our strategies and tactics for liberation, as well as our ideology and the process of its formation, on the concrete historical basis of all things and situations, and the real material conditions our gente find ourselves. At the same time, we understand that conditions in the world are in a constant state of change. That opposites and contradictions in society are constantly affecting and influencing each other, creating new situations and contradictions. We are therefore dialectical in our approach to political work, in that, like our conditions, we strive to constantly evolve our ideology and practice to meet the challenges posed to us by colonialism, capitalism, and imperialism. ¡HASTA LA VICTORIA - SIEMPRE! ¡QUE VIVA MÉXICO, LIBRE, SOCIALISTA Y REUNIFICADO! ¡LA VERDAD! Septiembre 2005- Junio 2006 Repressive Laws, Mass Incarceration, And Imperialism: If We Do Not Destroy It –It Will Destroy Us! For nearly 25 years, Unión del Barrio has expressed its position that all issues relating to the oppression of Raza, as well as all colonized people throughout the world is concentrated within the question of Capitalism and Imperialism (capitalist globalization). We, along with other liberation movements within the belly of the beast (United States), most notably, the African People’s Socialist Party (APSP), have struggled to inform as many people as possible that there is a concrete relationship between the oppression and suffering of the great majority of the people on planet earth and the policies of global Capitalism, which we term Imperialism. Moreover, we have attempted to win over people to the understanding that capitalist-imperialist oppression of the masses would not exist without the presence of repressive laws that support the Prison Industrial Complex (PIC). In fact the poverty and human suffering found around is a result of the robbery of the oppressed nations’ resources, exploitation of their labor, and the ecological destruction of the environment by the capitalists-imperialists. This condition, which we have identified as colonialism, is today predicated upon the existence of neocolonialism (installation of puppet regimes), militarism (proliferation of military, police and private armies) and concentration camps (prisons, detention centers, etc.). Our goal in exposing the workings of capitalismimperialism has been to bring clarity to what forms the basis of our oppression and to utilize this knowledge to develop and implement strategies that will fundamentally change the relationship that exists between the oppressor institutions/ nations and the oppressed people’s currently within the political borders of the United States. the oppressed people’s here in Occupied America (United States). Neocolonialism is a system where the capitalistsimperialists- unable to rule directly- place their black, brown, yellow “representatives” (neo-colonialists) to govern on their behalf. A clear example of this in the United States is Condoleezza Rice (Secretary of State), Alberto Gonzalez (U.S. Attorney General), Los Angeles Mayor Antonio Villaraigosa, and México’s President Vicente Fox, to name a few. Neo-colonialism tricks people into thinking that they are free and independent and cover-up the work of the imperialists. Likewise, one doesn’t have to look very far to see that laws, such as HR 4437, which is being considered by the U.S. Senate, a law which will automatically convert millions of people, so-called “illegal aliens” and those who help them, whether they are family members, friends, social workers, teachers, medical workers, and so forth, into criminals to be hunted down like dogs and imprisoned. But not only do we find HR 4437 in the policies of capitalist ruling elite, but also the Three Strike Law (life in prison for committing a third crime, no matter how petty it is), Anti-Gang Injunctions, where youth in whole sections of the community are branded criminals whose democratic rights are not to be respected, and the Patriot Act –which makes anyone who questions government policy targets of surveillance, harassment, and Who makes up the great majority of those incarcerated? The California prison system and other officials have characterized these violent explosions as riots that have their bases in inexplicable assaults initiated by one group of prisoners against another. This is a joint statement by Unión del Barrio and the African People’s Socialist Party in response to the recent, intensifying violence between African and Mexican prisoners. It is also a call to our two peoples, inside the prisons and jails as well as those outside the prisons who are also trapped by the reality imposed on us by the current relationship we enjoy with the U.S. government and the social system that it represents. This joint statement should also be seen as a statement of the great respect that each of our two organizations holds for the other. This mutual respect is simply one manifestation of the inherent objective unity we see between our two peoples and the respect that must be attained by each for the other as a condition for our liberation and the destruction of the prison walls that function as tools of our oppression. Compañeras y Compañeros; Sisters and Brothers: Look around you. The State emerges in society when that society is hopelessly divided between the haves and have-nots; and where the have-nots are lacking as a consequence of what is rightfully theirs being taken from them by those who do have. In order for such a social system to endure, for such a relationship to persist, it is necessary for the introduction of this instrument of repression that we refer to as the State. For it is the State, most often in the form of the police, that stands, weapons at the ready, between our wretched existence and those whose wealth and resources have come at our expense. This is why we, Africans, Mexicans and other exploited peoples, especially other subject peoples, fill the prisons of the U.S. in such disproportionate numbers. For it would be impossible to hold us in such unfair circumstances without the use of unbridled force such as the police and prisons. Sisters and Brothers; Compañeras y Compañeros: The modern State of Europe and the U.S., is a capitalist State. That is to say that it is a state that protects a social system that is based on the means of producing what is necessary for life – food, clothing and shelter – being owned privately by those who do not labor while production itself is done socially – by laborers who participate jointly while owning nothing. This problem of social production and private ownership makes the State absolutely necessary to protect the interests of the owners and their system from the ability of the laborers to remedy their situation by overturning this relationship and replacing it with one of social ownership, which would be consistent with social production. The wealth of Europe and white people globally has come at the expense of the resources of Africa, Asia and what is referred to as Latin America. Capitalism is a product of slavery and colonialism, the process of Europe capturing whole peoples and their lands for the benefit of Europe. The nation(s) of Europe and the capitalist State are both products of this aggression against the rest of us. The European nation was born as a capitalist nation and achieved its consciousness and worldview from its role in the theft of our lands, peoples and other resources. This is a national consciousness that came to fruition being attached to a parasitic relationship with the rest of us. It is a consciousness that expects to realize value for itself through forcible expropriation of value from others. Our peoples, Africans and Mexicans, are victims of the development of the European nation(s)which is an oppressor nation and we are kept victims of the European State in the U.S, and elsewhere. Our struggle must be states that the “only illegal alien are the racist Europeans who killed the native people, enslaved Africans, and colonially oppressed the nations of the world”. WE MUST ORGANIZE THE PEOPLE TO STRUGGLE IN DEFESE OF THEIR OWN INTERESTS The answer to our liberation, and that of all oppressed people, lies in building an organization of disciplined, informed, and organized cadre who will lead the masses into political struggle. To achieve this means, Unión del Barrio has dedicated itself to organizing several community based Human Rights collectives, the Chicano Mexicano Prison Project, the Comité de Mujeres Patricia Marín, Labor Committees, and Somos Raza Youth Project. Through these mass based formations Unión del Barrio works to organized the people to fight for their interests and real fundamental change. We also work hard to unite with progressive forces such as MEChA, Brown Berets, FUPA (Frente Unida de Pueblos de America), Barrio Defense Committee, and others, to forge a movement that will some day produce the organization that 11 Unión del Barrio one that is designed to overturn this oppressive relationship to the oppressor nation and its State. It must be one for national liberation and the empowerment of the laboring masses of Africans and others. It is when we are confused about our own interests and do not have our own worldview, our own explanation of the relations in this world within which we exist, that we are subject to take our explanations from the very same forces that are responsible for our oppression. Mexicans and Africans are colonial subjects, held in national subjugation by a foreign, hostile state. We must struggle to achieve national liberation, but unlike the Europeans whose nation(s) was born as a consequence of the national oppression of others, we, Mexicans and Africans, must fight against the State of our oppressor nation. Unlike the Americans or the Europeans we will not consolidate our liberated nations and states as reactionary political relations and institutions, primarily for protecting an exploitative relationship. Our nations and states will emerge as revolutionary relationships and institutions, born of the conscious contest with our oppressor nation status and the oppressive state that protects it. The courage of our people and our willingness to resist can be seen in the battles that are occurring between our peoples in the prison system. However, it is a misplaced courage and it is not legitimate resistance. It is an imitation of our oppressors who acquired wealth and national prestige through attacks on others. This statement is an attempt to end the confusion among us about who is the real enemy and to clarify the fact that we cannot be free and prosperous through accepting our explanations for success from our oppressor. This is a call to all our Sisters and Brothers behind the prison walls, to all the Compañeros y Compañeras in the squalid streets of the ghettos and barrios: To be united! Joins us in the camp of the struggling peoples of the world who have identified the enemy and are girding for battle! To be united! Join us in the battle to emancipate our subject and oppressed nations, to allow for the unfettering of our cultures, the flowering of our dignity as free peoples and the reconquest of our dignity! To be united! Join us in the struggle to liberate our peoples and build new societies where those who labor and create the wealth of society will be the actual leaders of society! To be united! Join us in the ranks of the revolution! Join Unión del Barrio and the African People’s Socialist Party and strike a death blow to our national oppression and the social system upon which it rests. Alongside of our unity work, we also waged struggle against the neo-colonialists (the vendidos and uncle toms) who have betrayed our people and work hand in hand with the racist ruling class to keep our people oppressed and disunited. The same is true of Latin America and the United States (Occupied America). Imperialist Globalization Is Intensifying Fascism And Racism Throughout what is known as Latin America, U.S. sponsored and supported multinational corporations (in unity with the local neo-colonialists) work relentlessly to exploit the natural and human resources of our people. Peasants are forced off their land by US agribusiness. Small shop owners and workers in the national industries are left unemployed by predator corporations who destroy local manufacturing. These workers only option becomes to work in maquiladorasassembly plants that pay slave wages- or cross the military imposed border in search of work. This is, of course, a common phenomenon in Europe, where people from the former colonies are forced to leave their homes and migrate to the rich cities in Europe for their very survival. While “opening” the borders for commerce (merchandise and capital) the imperialists continue to close the borders to the world’s people with generalized repression leading to civil and human rights abuse. This includes the characterization of workers as criminals, usurpers, foreigners, and as terrorists. This generalize police/military repression has as its foundation both the need for a “docile” labor force to be manipulated as the rich capitalists wish and a powerless (disorganized) population which they can use as scapegoats during times of economic crisis perpetuated by the capitalists themselves. In order to maintain this “docile” labor force, the ruling classes of the imperialist countries have put into effect forms of low intensity warfare against the “migrant communities” (mass arrests, deportations, beatings, killings, and so forth). These militarypolice operations have enjoyed the support (to one degree or another) from the most racist segments of the settler (white) population of the imperialist countries; and indeed, they voluntarily participate in this brutality in order to hold on to their high standard of living. Since the late eighties and nineties, our community has seen a massive militarization of the U.S. Mexico Border. Community raids by the Border Patrol, massive deportations, and the criminalization of our people (Mexicans, Central Americans, and others) have become the norm. Compatriots from Mexico and other parts of Latin America have lost their lives due to the implementation of military/border police programs designed to close the “border”. Within the last 12 years, border control programs such as “Operation Gatekeeper” and “Hold The Line” have force people to cross dangerous Septiembre 2005- Junio 2006 deserts and mountains, which have resulted in the deaths of well over 4,000 Mexicans and other Latin Americans. In the face of the death, brutality, and humiliation faced by the great majority of Mexican/Latin Americans, the Mexican neocolonial government has historically been a bystander, and more recently a willing participant in these attacks. Over the last six years of Vicente Fox, we have seen a militarization of Mexico’s southern border with Guatemala, leading to hunting of Central Americans, who are, in the final analysis the same people as us, as we share an indigenous history and culture and are forced to live apart by imperialist imposed borders. On Building A United World Wide Response To Oppression Of The Majority Of The World’s Nations Since our inception, Unión del Barrio has seen the need to give a liberation perspective to the question of internal and external migration (immigration). This has not been easy, since this area of struggle has been historically dominated by church groups, forces who see this as a struggle for “immigrant rights” (denying the national question that is the basis for this contradiction), government funded social service agencies, and NGOs. Even the North American “Left”, from all “tendencies”, has historically attempted to make the struggle of rights for “immigrants” and strictly a “class” question. They have denied the glaring contradiction of the illegal occupation of indigenous lands by European settlers or in the case of migrants in Europe, they down play the centrality of the anti-colonial struggles of the displaced people’s. In recent years, Unión del Barrio has built a campaign, through our mass organization, the Raza Rights Coalition, to raise consciousness among our community and to mobilize the defense of our people. We have led an effort to re-define human rights from the narrow, social democrat definition of simply documenting police abuse or a struggle for “limited rights”, to one that demands housing, healthcare, quality and relevant education, freedom from exploitation and the self-determination of our people. We have organized countless forums, marches, human rights monitoring, street corner resistance rallies. These mobilizations of the various mass committees of the Raza Rights Coalition and our allies, worked to unmask the brutal nature of imperialism to the world, putting our struggle in a global anti-colonial context. In this struggle, we have worked closely with other forces, including NGOs who may not share our political line but with whom we can unite on a series of common demands/issues. We have thus far been able to deal with this contradiction by maintaining our principles and our organizational independence. We are in constant alert so that our struggle is not co-opted and watered down to a simple demand for limited civil rights and away from our goal of true and full democracy, human rights, self-determination and National Liberation. ¡Tierra y Libertad! Hemos organizado un sinnúmero de foros, marchas, monitores de derechos humanos, manifestaciones de resistencia en las calles. Estas movilizaciones por parte de los comités masivos de la Coalición y nuestros aliados desenmascaran la naturaleza brutal del imperialismo y ponen nuestra lucha en un contexto global y anticolonial. Dentro de esta lucha, hemos trabajado estrechamente con otras fuerzas, incluyendo ONG’s que quizás no compartan nuestra línea política pero con quienes podemos unirnos en una serie de demandas comunes. Hasta el momento, hemos podido lidiar con esta contradicción manteniendo nuestros principios y nuestra independencia organizacional. Estamos en alerta constante para que nuestra lucha no sea manipulada y convertida en una demanda inofensiva por los derechos limitados y divertida de su meta final: democracia plena, derechos humanos universales, autodeterminación y Liberación Nacional. ¡Tierra y Libertad! ¡Venceremos! Septiembre 2005- Junio 2006 ¿Que Sigue Ahora? de la página 6 años mientras más de 4,000 personas morían en la frontera? ¿ El Partido Demócrata no ha echo nada más que tratar de acercarse al Partido Republicano estos últimos 12 años? De echo, fue durante los periodos Demócratas que las leyes de migración más sangrientas fueron establecidas tales como la “Operación Gatekeeper” en California, o la “Operación Hold the Line” en Texas. La “clase política liberal” de los Estados Unidos esta ideológicamente perdida, y si estos se presentan como nuestros lideres es algo que no se puede tolerar. Es irónicamente triste el ver que ellos vean razonable el instruir a las victimas de su imperialismo que saquen banderas de los EEUU solamente, que entonen el himno nacional estadounidense (en inglés y español) y que dejen sus banderas patrias en sus casas. A los liberales se les a echo fácil repetir que… “el gigante dormido a despertado”…Nosotros no estamos de acuerdo con esto. La verdad es que nuestro pueblo esta bastante conciente de la opresión que sufre; son los autodeclarados lideres liberales los que por muchos años estaban durmiendo. son los bufones deshonestos que más temprano que tarde mostrarán lo que realmente son. El día en que ellos se transformen en gente honesta será el día en que puedan explicarnos como los altos precios de la gasolina, la guerra en Irak, los bajos salarios y la “crisis de inmigración” están todos conectados entre si y son consecuencias directas del capitalismo. Cuando ese día llegue, será el día en que Lou Dobbs no culpará más a nuestro pueblo por el mundo que ellos mismos han creado. ¿QUE ES LO QUE SIGUE? When that day comes, then Lou Dobbs will no longer blame our people for the world the capitalist class created. WHAT IS NEXT? The only way to win our humanity is though struggle disciplined, organized, dignified struggle on our own terms, here and throughout Latin America – this is what we learned from the Black Power Movement and the Chicano Power Movement of the 1960s and 1970s. Pro-Raza Liberation contingent at the Gran Marcha of March 25th in Los Angeles, that clearly identified with the Anti-Imperialist struggles of America Latina as our struggle within the Belly of the Beast Unión del Barrio once are very much aware of our oppression; it was these self-declared liberal leaders that have been asleep for many years. The May 1st National Boycott on the other hand was an important step for rising above the backward positions presented by the “liberals.” The “Gran Paro” divided along class lines the “liberals” from the people, while the criticism from the right wing was based on racism and classism. The Gran Paro took on a life of its own and did not depend on the “liberal political class” or radio/TV personalities for its diffusion. As a consequence the class and internationalist consciousness of our communities was raised, and a new self-awareness of how much power we could have was developed. The idea of the Gran Paro was an excellent call, we respect the correct analysis of the historical moment, and we supported it as best as we could. THE “BACKLASH” Even if 10 million of us march bowing and shuffling our feet, carrying 50 American flags each, singing the national anthem until our eyes pop out, they will hate us anyway. None of that will win the US population to respecting our humanity. On the contrary, we should expect nothing less than a storm of repression, from the state and from racists in general. In Houston the attack on a Latino youth beaten and sodomized for trying to kiss a white girl, the firebombing of a Mexican restaurant in Jamul, California, the death threats against Villaraigosa and Bustamante, and the Migra raids across the country are all recent examples of what inevitably will occur more often. In addition, there are the innumerable individual reprisals from job dismissals and verbal and physical confrontations that don’t receive media again commits itself to delivering our best effort towards consolidating this social movement. We will continuously support the struggle for progress within our communities, particularly when these struggles are based on freedom and selfdetermination. We commit ourselves to the construction of human rights committees in every community; to the promotion of independent workers associations in every workplace; to reinforce independent parent committees in every public school; to channel the energy of our barrio youth into political organization; and to the consolidation of a true unity between university students and the community. As a movement we must politically define, unite and organize ourselves in order to exert the political power proportionate to our economic power. We must frame this “immigration” issue within its proper historical context and be able to politically, socially and economically reframe the debate to serve the interests of our people, across all political borders here and in Latin America. Our rights as workers must be recentered in an international sense while set within the framework of our historical oppression. With strategies based on community level agitation and organization our resistance will be organic and mass based, and must be guided under a long-term vision of struggle. We must reinforce the bonds we share with liberation struggles throughout Latin America. We have to look south and forge new levels of organization towards building a continental unity constructing a better future for Nuestra América. Mandamos nuestro pesar por esta lamentable y terrible pérdida desde la frontera de Estados Unidos-México, herida abierta de América Latina. Sabemos perfectamente bien que lo que trasciende del Comandante Shafik Handal son las semillas libertarias que él, junto a muchos otros, sembraron para que los vientos libertarios comiencen a soplar en nuestra amada América Latina. Sabemos perfectamente que estos vientos libertarios anuncian el final de esta larga noche imperialista. Sabemos perfectamente que estos vientos libertarios pronto vencerán al enemigo común de nuestros pueblos latinoaméricanos: el imperialismo yanqui. Por esto decimos desde la herida abierta de América Latina Responsabilizamos al gobernador de la entidad Ulises Ruiz Ortiz por ordenar el destacamento de más de tres mil elementos de de la Unidad de Policías de Operaciones Especiales para reprimir a las y los agremiados a la Sección XXII del Sindicato Nacional de los Trabajadores de la Educación, así como otras organizaciones sociales y sus familias. Los hechos de terror y violencia que se registraron en la ciudad de Oaxaca perpetuados por orden del ejecutivo fueron cometidos con premeditación, alevosía y ventaja. Informe de primera mano de organizaciones civiles reportan que perdieron la vida 3 maestros, así como tres menores; hay 11 detenidos y más de 100 lesionados, durante los hechos represivos. Desde este lado de la frontera, Unión del Bario, organización que lucha por la libertad y libre determinación del pueblo mexicano, su suma al repudio generalizado del pueblo mexicano que vive al norte de la frontera impuesta y nos solidarizamos con el movimiento popular de Oaxaca. Exigimos castigo a los represores, libertad a los presos políticos y presentación con vida de los desaparecidos. Nos sumas al duelo de las familias de los compañeros caídos en la lucha por ver a un México digno, justo y libre. Desde la herida abierta la frontera, va un grito de dolor y de rebeldía hasta la Oaxaca heroica, tierra de mujeres y hombres gloriosos, cuna de la resistencia. Este acto de brutalidad se ¡Unidos Venceremos! suma a la campaña represiva que el gobierno de el estado Comité Central-Unión de Oaxaca ha desatado contra Barrio organizaciones populares en la entidad. En lo que va de este año, las fuerzas represoras de Oaxaca han detenido a 600 personas, 40 personas han sido del Comandante Shafik Handal ¡PRESENTE! desde San Diego, California México Ocupado Comité Central de Unión del Barrio ¡Concientización! ¡Organización! ¡Acción! ¡Liberación! El pueblo de Oaxaca exigen la renuncia del Asesino Ulises Ruiz Ortiz, Gobernador de Oaxaca Atenco de la pg. 14>> clase politica por el aplicar “mano dura” y por defender el “estado de derecho” sale la verdad: Los compañeros de Atenco estaban luchando por defender a vendedores de flores, en su mayoría mujeres, en su totalidad pobres y que el gobierno del Estado de México ya llevaba tiempo hostigando. Desafortunadamente para estas vendedoras, y para los compañeros de Atenco, los vendepatrias que nos desgobiernan ya tenían este terreno marcado para la construccion de un WalMart (igual a lo que han hecho con Teotihuacán). Entonces, una clase política ya enardecida por el aeropuerto, los “compromisos” con una empresa extranjera cuyo nombre significa subempleo, y productos chatarras para el mundo entero, y la necesidad de comprobar su habiliadad para mantener “el orden” y “la ley” fueron una combinación letal ese domingo. Mucho se escuchó, hasta de los “izquierdistas”, de que “hubo excesos de ambos lados”. Hay que rechazar este tipo de excusas y desenmascarar también a los “intelectuales criticos” y “gente de izquierda independiente” que, al propagar esas mentiras juegan un papel de apoyo a Felipe Calderón y la ultraderecha falangista en México. Lo que es cierto es que los representantes de un gobierno PRI/PANista, vendepatria y fascista atacaron a vendedores de flores, activistas de San Salvador Atenco, y otros movimientos sociales y solidarios. El pueblo se defendio con piedras, machetes y, en ciertos casos muy aislados, cocteles de molotov contra una avalancha de macanazos y balazos por parte de cobardes cubiertos estilo robocop. Hubo y hay violaciones de mujeres, incluyendo una estudiante Chilena que nada más tomaba video para un documental y que más tarde el gobierno mexicano la expulsa del país, aduciendo el articulo 33. Siguen las violaciones de estos cerdos hacia las mujeres campesinas y activistas dentro del penal. Pero lo que Unión del Barrio sabe, desde los Territorios Ocupados, es que el movimiento del pueblo mexicano, desde Los Angeles hasta el DF, desde San José hasta San Cristobal de las Casas, ahuyenta un nuevo día, y busca su liberación. S antiago de Chile, 6 marzo (MP) Con profundo dolor, debemos comunicar que a la 1:00 de la madrugada de hoy, 6 de marzo de 2005, pocas horas después de entrar en estado de coma, ha fallecido nuestra muy querida compañera Gladys Marín Millie, Presidenta de nuestro partido. Durante casi un año y medio, ella libró una dura batalla por superar el cáncer que la afectaba. Con gran entereza, Gladys nos conmovió con su ejemplo de lucha y nos hizo partícipes de su confianza, su esperanza y convicción de que el ideal político y social que alentó su vida, se hará realidad en un futuro no lejano sostenido por los trabajadores, las mujeres y los jóvenes de nuestra patria. Gladys nació en Curepto, una localidad agraria de la Región del Maule, hija de Adriana, profesora, y Heraclio, campesino. Estudió en la Escuela Normal No.2, egresando como profesora básica con mención en Educación Diferencial. Casada con el Ingeniero Jorge Muñoz, tuvo dos hijos Rodrigo y Alvaro. Su natural rebeldía la llevó desde muy joven a tomar partido por los más humildes, participando activamente en campañas de alfabetización en sectores poblacionales del Gran Santiago. Fue presidenta de la Federación de Estudiantes Normalistas y, más tarde, dirigenta de la Unión de Profesores de Chile. A los 16 años de Edad, ingresó a las Juventudes Comunistas de la que llegó a ser Secretaria General. En esa condición, integró la Dirección del Comando Juvenil de la Campaña Presidencial de Salvador Allende en 1964, campaña en que dio un significativo impulso a las actividades culturales de los sectores populares, dándose origen al movimiento muralista juvenil, la creación del histórico movimiento de la Nueva Canción Chilena y a las campañas de trabajos voluntarios a lo largo de todo el país. Esas actividades alcanzarían su máxima expresión durante el Gobierno Popular de Salvador Allende. El año 1965, es elegida diputada por el Segundo Distrito de Santiago. Fue reelecta al Parlamento los años 1969 y 1973. Como Secretaria General de las Juventudes Comunistas, desempeñó un destacado papel en la organización de las grandes marchas, de Valparaíso a Santiago, en solidaridad con Vietnam. La contribución de Gladys fue de gran importancia en el Comando Juvenil de la Campaña Presidencial de 1970, que culminó con la elección de Salvador Allende a la Presidencia de Chile; y luego, durante los mil días del Gobierno Popular, en las múltiples formas de participación en la gestión de gobierno y en la creación de un movimiento de Voluntarios por la Patria de carácter cultural, amplio, plural, diverso y masivo, único GLADYS MARIN pg.2 > We believe in building independent community based organization and power, free from all government institutions and corruption, promoting political, economic, and socio-cultural self-determination.
