The May meeting had several more new members attend, keep signing up new members.
Food for June will be hamburgers , BBQ, and whatever , come and enjoy.
It was nice hearing the mayor of Springfield talk about Lincoln Land A.B.A.T.E. at the city council meeting.
Josh was there getting a proclamation 4 Motorcycle Awareness Month.
We had a good turnout for Charlie's fun run. A lot of non-members who said they had a good time, maybe future members.
At the B.O.D. meeting they said the state has the numbers showing the cables along the highway are saving lives in semi
accidents. We will have to continue to dodge them, they are not going anywhere.
Rude Dog will miss a lot of bike night when he's on his vacation. We sign up a lot of members on these Friday nights. If you
could do one of these bike nights let him know we would appreciate the help.
Come to the next meeting and see what has happened in the last month.

Lincoln Land members,

Lincoln Land members,
We are having another great year. Our new member added to our roster right now stands somewhere around 94 for
the year. That’s a great number. I would like to see if we can keep this ball a rollin’ Thank you to everyone getting
new members.
Another thing to think about is all of us have that one relative that is on the fence about ABATE. Why not get them a
membership for their birthday. You would spend $25 anyway or close to it. This way you’re killing two birds with one
stone. Birthday’s are fine, Anniversary’s… as long as it’s not your own, Why not? LOL
Make sure you carry at least two (2) membership applications in every vehicle so you have an opportunity to allow
someone who rides to sign up to protect theirs and our rights. Only 2% are fighting the fight. More like 1% in all
actuality. If you can’t get a person to sign up, please invite them to our meetings and FUN RUNS to get to know us a
little better. Bring a friend and sign them up. Hell, Bring a stranger and sign them up. See you at the meeting folks.
Remember to tell everyone ALL RIDERS AND BIKES WELCOME.
COME TRY US OUTFOR SIZE.
******* ONE SIZE FITS ALL HERE*******
This month’s Social Hour 6:00pm will be “Barbecue ” Themed
So bring something Barbecued to the Social Hour please if you planned on bringing something.
REMEMBER, IF WE GET A NEW MEMBER OR GUEST, MAKE SURE WE ALL GO OUT OF OUR WAY TO MAKE THEM FEEL WELCOME
These are our new Brothers or Sisters.

We're definitely into good riding weather, make sure your bike is ready before you take off for the next ride.
I did a Safety Seminar n Spaulding since the last newsletter. Talk to around 140 students and a lot of older people.
I have set next to the Railroad Safety the last two years. Every little kid and a lot of the older kids leave with a railroad
coloring book, that's free advertisement. Before next year I would like to have a Motorcycle coloring book. If you have a
computer, a printer, some free time and would like to help on this project give me a call.

As I'm writing this Charlie Witkowski just got out
of the hospital, and Rick Sokolis is in the hospital
with heart problems. Hopefully by the time you
read this they are both a lot better.
We continue to get good items for the auction
and door prizes, keep them coming.
The raffle ticket sales are a very important part
of the benefit. Selling one book of tickets could
make the chapter $20. This benefit is for your
chapter, help us by getting and selling some
tickets.

Motorcycle Awareness Month was a success for your local ABATE chapter. We had a well attended rally, a special
article in the Illinois Times Summer issue, and six proclamations signed by Ashland, Pleasant Plains, Virginia, New
Berlin, Springfield, and the Sangamon County Board.
I have had people ask me about how to successfully promote their groups events. I am thinking about having a
training class for communications officers, and people who are responsible for promoting events for the motorcycle
groups around Central Illinois. These classes would cover how to email press releases how to write a press release
and how to speak to Media while staying on message. If there is sufficient interest in one of these classes we will get
it scheduled later this season. The class would be no longer than a couple of hours, and would be free for current
ABATE members, with a fee for non-members.
If you are interested in this class please email me at [email protected].
E-15 has finally made it to Springfield, and as a result, ABATE is working with local gas stations to determine if their
gas pump may be harmful to your bike. E-15 is believed to be harmful to your motorcycle and should never be used.
Some gas pumps use a blender system that draws from both E-10 and E-15, which could result in your bike getting
E-15 in
place of E-10 for the first 4 gallons. Quik n EZ is the only local company to bring E-15 in the market so far, and
ABATE was able to determine that their pumps do not draw E-15 in the E-10 lines. You are safe to use the regular
black handled pumps there. DO NOT USE the BLUE handled pumps at Quik N EZ. You will get E-15 which could
harm your engine.
That's all for now. I’ll see you at our next membership meeting Thursday June 16th at the VFW Hall at 7 p.m. - SKI

Session Recap & AutoCyle Awareness
Josh “SKI” Witkowski - Legislative Coordinator
June 2016 Legislative Update
[email protected]
May 31st marks the end of the regular General Assembly Session and once again ABATE was able to advance our
issues despite the paralyzing climate at the state house. Republicans and Democrats couldn’t agree on a budget for
the 2nd straight year, but they could agree on the need for motorcycles to have more visibility. Last year, our LED
lighting bill became law without any opposition. This year HB4105 , the blue dot tail light bill has passed both houses
of the legislature without opposition and is waiting on the Governor’s signature. You will be able to use custom tail
light covers that have a blue dot in the middle of them, creating a contrast that is easier for people behind you to see
when your brake is applied.
In addition to HB4105 passing, major progress was made on the off road / ATV park in Harrisburg. The park was
created by the Illinois Department of Natural Resources with help from ABATE. The Director of IDNR, Wayne
Rosenthal, is a previous vest winner as a legislator for his support of ABATE, and now he is helping continue ABATE
support at IDNR.
Moving on from the statehouse, an older issue has again come up locally
concerning the Polaris Slingshot. World of Powersports has been running a
radio ad from Polaris calling the Slingshot a “three wheeled motorcycle”.
The Slingshot has a steering column, seat belts, 173 HP 4 cylinder motor
from a Pontiac Solstice, side by side seating, roll over protection, and the
turning radius of a car. ABATE worked to get them classified as their own
vehicle class, the AutoCycle. After Illinois passed rules for this vehicle, 11
other states followed in creating this new classification. AutoCycles do not
require an M endorsement, only a valid driver's licence.
Why is this important? Two main reasons, insurance and future regulations. By classifying these experimental
vehicles as an AutoCycle, any wrecks or mishaps from them will not count against motorcycles. This keeps our
insurance rates lower in Illinois. Given that the Slingshot was issued a do not ride order and recall from the NHTSA
due to potential steering failure a few months after being introduced to the market, and more recently faced a recall
for headlights failing, I’d say it’s a good call to keep these things out of the motorcycle insurance bracket.
The second potential problem is future regulations. If legislators and the public start believing the Slingshot is a
motorcycle, how long before lawmakers ask other manufacturers to use the safety features of it? Do we want to see
seat belts, external frames, low centers of gravity, or steering columns mandated for all motorcycles? No we don’t.
I appreciate Polaris’ creativity in designing a three wheeled vehicle using car safety systems, a car engine, and a car
transmission, then trying to pass it off as a motorcycle to take advantage of lower insurance rates and safety
regulations. However, that creativity could lead to several regulatory issues for ABATE members in the future.
As always if you have any questions about the legislators we are supporting, or the issues we are working on feel
free to email or call me. I look forward to seeing many of you at the next chapter meeting Thursday June 16th at
7p.m. at the VFW on stockyard road. Until then, keep the rubber side down and the shiny side up - SKI
