of the wildfire dangers and to be diligent in preventing wildfires. The
Hayden Pass Fire was not caused by human negligence but many
others are.

With nearly a thousand cases by
spring 2016 linking Brazilian Zika
cases with microcephaly, a con-
genital birth defect manifested in

sprung into action to ensure the
disease does not spread in their
regions.
Earlier this year, Peru had
only one case of Zika Virus and
fought against the disease taking hold by eliminating standing water, a popular breeding
ground for mosquitoes spreading
the virus. Peruvian public works
employees fumigated with regularity bus terminals and college
campuses. Argentine households
have taken to buying live frogs and
toads since health officials admitted that fumigation only kills live
mosquitoes but not their offspring.
Uruguay’s efforts to thwart

Safeguard your vacation with these travel tips
La Voz Staff
Travel should be fun and relaxing, which is why it’s a
good idea to buy a travel insurance policy for your vacation
so you don’t have to think about the unexpected. La Voz
reminds you to take precautions to ensure your personal
safety and security.
General Travel Safety Tips
Make the most of any vacation by taking note of the
following travel tips. Make your own safety your #1 priority.
• Check the status of your flight before heading the airport.
Most airlines want you to check in at least an hour (two
hours for international flights) before your flight is
scheduled to depart.
• Allow plenty of extra time at the airport (generally 2 hours
prior to departure). Build in more time if traveling with
young children, infants or people with disabilities.
• Check with your airline to see if curbside check-in is available.

• Find the latest guidelines from the FAA at www.FAA.gov.
• Remember most airlines only allow travelers one carry-on
item plus one personal item such as a purse, briefcase,
laptop computer or small book bag-style backpack. Carryon allowances vary from carrier to carrier. Confirm what
is allowed with your carrier before leaving home.
Travel Safety Tips at the Airport
• Check www.tsa.gov for the most up to date information to
get you through security quickly.
• Keep your bags and personal belongings within reach at
all times.
• Do not accept packages from strangers.
• Do not joke about having a bomb or firearm. Do not discuss
terrorism, weapons, explosives, or other threats while
going through the security checkpoint.
Checking In and Security Checkpoint
• Adult passengers are required to bring a governmentissued photo ID. If you do not have one of these available,
bring two pieces of ID, one of which must be from a
governmental authority.
• Remember, only ticketed passengers are allowed beyond
the security checkpoint. Be prepared to show identification at the ticket counter and security checkpoint.
• Electronic items such as laptop computers and cell phones
may be subject to additional screening.
International Security Tips
• Lost passport: Call local police and the consulate. Temporary
passports are available. Pack a photocopy of your passport separately from the original and carry an additional
passport picture to expedite the replacement process.
• In the event of a riot or civil unrest, go to your hotel and call
the consulate and your airline.
• International law requires that the American consulate
(U.S. Interests Section, if no consulate) be notified if you
are arrested or detained. You are entitled to a timely visit
by a consular officer. They will notify family, aid in money
transfer, and ensure you receive fair treatment.

• Whether you are traveling domestically or abroad, don’t

willingness to comply. Avoid eye contact. Keep $25-$100 in
your pocket as insurance. If hostile, offer additional money
or possessions that the robber may have overlooked.
• Keep your camera hidden in a tote bag instead of a camera
bag until you are ready to use it.

• Avoid demonstrations and acts of civil disobedience. Seek
immediate shelter in hotels, restaurants, police stations, etc.
• Withdraw money from ATMs only during daylight hours
• Never leave valuables in plain view in your car.
Lodging Safety Tips
• Take hotel room keys with you to the pool or spa.
• Find out in advance if there is on-site security.
• Verify that window and door locks are secure.
• Be careful of exits and elevators on your way to the room.
If you are alone late at night, ask for an escort. Be suspicious of anyone loitering around the lobby.
• Close your door tightly when entering or leaving your room.
• Do not place ski or dive gear on the balcony.
• Leave the radio, TV, and/or lights on, with the Do Not
Disturb sign out when leaving your hotel room.
• Wedge the bathroom door ajar while showering.
• Be prepared in case of fire.
While it may seem like a scary prospect to travel in the
current uncertain climate, if you follow these travel tips and
guidelines, your vacation will be a success.

Department of Agriculture’s Conservation Services Division
Director. Owen assumes his new role in August 2016.

Twins terrorism plan cut short:
Two identical twin brothers were arrested in Johannesburg following police raids.
Brandon-Lee and Tony-Lee were charged by
a South African court with terrorism and are
accused of plotting to attack Jewish targets
and a U.S. diplomatic mission. The brothers
were allegedly planning to join the Islamic
State in Syria.
Asia
N.K. threatens U.S. and S.K. over
new system: After the United States and
South Korea announced an agreement to
deploy an advanced missile defense system,
North Korea has threatened with a “physical response.” The system, Terminal High
Altitude Area Defense was placed in order to
counter a threat from Pyongyang.
Europe
Britain looks to keep Wall Street
investors: Britain’s Treasury chief George
Osborne is visiting the United States and
is planning to talk with investors on Wall
Street after Britain’s choice to leave the
European Union. The visit is the first of
many in an effort by the U.K. to convince
investors to stick with the country. Osborne
wants to remind the world that although
Britain is leaving the European Union, “we
are not quitting the world.”
UK set for new prime minster:
Conservative Party leader Theresa May is
set to take over as Britain’s Prime Minster
after current Prime Minster David Cameron
announced he would step down by October
after failing to convince the country to stay
in the European Union. May has served as
Britain’s Home Secretary since 2010. May
said her focus will be to administer Britain’s
exit from the European Union and to unite
the country.
Protestors storm Berlin: Nearly 3,500
protestors marched through Friedrichshain
in Berlin over the redevelopment of a district
in the city. Police said some protestors were
masked and threw missiles. Berlin officials
called the protest the most violent to occur
in the past five years and resulted in 86
arrests and 123 officers being injured.

Mexican president talks Trump’s
wall: Mexican President Enrique Peña
Nieto said there is “no way” Mexico will pay
for a wall between it and the United States
in response to comments made by Donald
Trump in July 2015. Pena Nieto said that
it is important both Mexico and the United
States keep their relationship for economic
and social prosperity. Pena Nieto said the
two countries are “strategic partners working for security in North America.”
Rio prepares for the worst: As Rio de
Janeiro prepares for the Olympic Games on
August 5th, Brazilian forces are preparing
for the worst. With fear of potential terrorist
threats, Brazilian forces have been working
with French SWAT teams to simulate attack
scenarios. One of the drills required Brazil
forces and a police dog to chase down an
armed gunman to stop a possible attack on
Rio’s subway system. Brazil’s government
said it is not taking any chances of being
unprepared for a terrorist attack.
North America
Dallas gunman planned more
attacks: Dallas Police Chief David Brown
said that the gunman who killed five officers
was planning on carrying out larger attacks.
Brown said police discovered a journal at
the shooter’s home suggesting he had been
practicing with explosive devices and was
ready to aim at larger crowds. Brown said
that the shooter “believed that he was going
to make law enforcement pay for what he
sees as law enforcement’s efforts to punish
people of color.”

When dying is not enough to heal the racial divide
When Barack Obama was first
elected president in 2008 it was
generally thought that the nation
had reached another milestone as
a multicultural society. The majority
saw it as a reason to celebrate a new
beginning in race relations.
However, there was a significant and vocal minority led by conservative talk radio that saw this
event as a degradation of national

political leadership as an interloper
had entered the White House. For them, a black in the
presidency overstated the place minorities should have in
handling the affairs of the country.
After the 2010 congressional elections, Mitch McConnell
made it clear that his top priority was to make Obama a oneterm president and make sure that nothing proposed by the
administration got done. That also meant that whatever
could be done legislatively to better race relations was part
of a package to be denied.
Complicating matters were Donald Trump’s Birther
allegations that the president was not born in America and
therefore unqualified to hold office. Finally, many have chosen sides on Muslims and terrorism on religious grounds.
These developments have neutralized whatever considerations there were about working on national race relations.
Meanwhile, issues related to institutional relationships
especially with communities of color continue to pile up.
Chief among the institutions on the bubble is the
criminal justice system in general and law enforcement in
particular. The killing of Michael Brown, a black man, by
Darren Wilson, a white police officer in Ferguson, Mo. on
August 9, 2014 began another cycle of recriminations that
have accelerated as white police officers have caused the
death of other black men, the latest of which are the killings
in Louisiana and Minnesota.
Unfortunately, for the reasons stated, we have not had
an opportunity to work on the issues for years because if we
had taken the time, we would realize that the answers do not
lie with police departments, criminal justice institutions or
even Congress. The issues lie with our social contract and
its cultural foundations that are slowly moving to another
place.
To be sure, institutions have unique characteristics
that we should understand in order to manage a future.
Institutions are really not designed to change but to encapsulate and act on original values contained in rules for conducting our collective lives.
Public servants are charged by institutions such as
governments and their agencies to protect and defend them
as guardians of society’s expression of values. In our constitutional democracy, it is the people that determines and
interprets what we share in this area as well as add other
values or modify the way of doing the public’s business.
That is why it so important to have a national dialogue
and consensus about the place of diversity in our cultural
system that can be supported, respected and enforced by our
institutions. This is particularly significant in light of the
changing demographics that are converting minorities to
majorities and majorities to minorities.
This national dialogue and consensus is especially
important to our national groups that stand to lose significant political power that has been a constant for the last five
hundred years. Running the country effectively has to be
the product of everyone working hard to keep America great
through the best and worst of times.
In the greater scheme of things, it is not enough for
people to die at home and abroad in order to find our way
forward. What is really important is that we are all in this
together.

se creyó generalmente que la nación había llegado a otra
hazaña como sociedad multicultural. La mayoría lo vio como
una razón para celebrar un nuevo comienzo en relaciones
raciales.
Sin embargo, había una minoría vocal y significativa
dirigida por radio conservadora que vio este evento como la
degradación del liderazgo político nacional, ya que un intruso había entrado en la Casa Blanca. Para ellos, un negro en

muchos han tomado partido contra los musulmanes y el terrorismo por motivos religiosos.
Estos acontecimientos han neutralizado cualesquier
consideracion que hubiera con respecto al mejoramiento
de relaciones raciales a nivel nacional. Mientras tanto, los
asuntos relacionados con las relaciones institucionales,
especialmente con respecto a las comunidades de color, se
acumulan.
La principal de estas instituciones en duda es el
sistema de justicia penal en la aplicación de la ley general

que debemos entender para dirigir un futuro. Las instituciones realmente no están diseñadas para cambiar sino para
encapsular y actuar en los valores originales contenidos en
las reglas de conducta de nuestras vidas colectivas.
Los servidores públicos son encargados por las instituciones tales como los gobiernos y sus agencias de protección
y defensa de ellos como guardianes de la expresión social de
valores. En nuestra democracia constitucional, es la gante
que determina e interpreta lo que compartimos en esta área
y también agrega otros valores o modifica la forma de realizar los asuntos de la opinión pública.
Por eso es tan importante tener un diálogo nacional
y un consenso con respecto al lugar de la diversidad en
nuestro sistema cultural que se puede apoyar, respetar y
sostener en nuestras instituciones. Esto es particularmente
significativo a la luz del cambio demográfico que se están
convirtiendo las minorías en mayoría en la mayoría a las
minoría.
El diálogo nacional y consenso es especialmente importante para nuestros grupos nacionales que pueden perder el
poder político significativo que ha sido un constante por los
últimos 500 años. Dirigir el país efectivamente tiene que
ser el producto de todos los que trabajando duro para que
Estados Unidos siga siendo grandioso en las buenas y en
las malas.

A zoo truly based in the Rockies
Cheyenne Mountain Zoo offers visitors a unique,
Rocky Mountain experience

Just outside of the city limits of Colorado Springs lies
one of the Centennial State’s best-kept secrets.
“They have so much more to offer than what you would
think or expect,” said Adam Morales, 33, of the Cheyenne
Mountain Zoo. “I spent most of my life in Northglenn, so
I didn’t know of any other zoos in Colorado except for the
Denver Zoo. It wasn’t until I got a job and moved to Larkspur
that I started to discover things south of Denver Metro.”
One of those things Morales discovered, along with his
three daughters Emilia, Angela and Claire, ages 7, 4 and
2, respectively, was the Cheyenne Mountain Zoo. Founded
in 1926, the Cheyenne Mountain Zoological Society offers
something that no other zoo in America can: it is the
country’s only mountain zoo. It is also one of nine zoos
and aquariums accredited by the Association of Zoos and
Aquariums (AZA) to operate without tax support.
“I had heard of the ‘Colorado Springs zoo’, that’s how we
called it, because we didn’t really know any better, but never
really thought to see it, because the Denver Zoo was right
there,” Morales said. “After going for the first time about
three years ago, I was hooked. They have so many things to
offer kids with educational stuff and the animals have a lot
of space to roam and play on. They also have an exhibit that
is dedicated to animals of the Rockies, which I think is pretty
cool, because it keeps you in touch with our habitat here.”
Indeed, the overseers of Cheyenne Mountain Zoo
spared no expense with the $8.2 million Rocky Mountain
Wild exhibit. The exhibit covers approximately three acres
of the 50-acre zoo and offers visitors a first-hand look of
Colorado’s native species in their natural setting. The exhibit offers visitors a look at not just species native to Colorado,
but across the Rocky Mountains in general, including moose,
mountain lions, Canadian lynx, North American river otters,
grizzly bears and bald eagles.
The zoo also offers visitors a multitude of exhibits
showcasing animals from Africa to Asia. The most recent
edition is the renovated Australia Walkabout. Less than a
year after the demolition of the old exhibit, the new habitat
for Australian budgies, alligators, wallabies, emu and tree
kangaroo was opened to the public in 2015. Its opening

More recently Cheyenne Mountain Zoo opened a new
playground for its goats on June 12.
“Last summer was the first summer we had goats on
loan and they were very popular with guests,” said Animal
Care Manager Joanna Husby in a release. “This year we
decided to improve the guest (and goat) experience by building the playground.”
According to Husby the playground consists of “a goat
teeter totter, balance beam, tire structure, playhouse and a
ramp that allows the goats to get on top of the roof of their
barn. Goats are extremely agile and built for climbing and
jumping. Their new yard really demonstrates their natural
behaviors to the guests.”
Though it may not boast as many species as other zoos,
Cheyenne Mountain offers an extensive amount of acreage
on which the animals can roam free along with some unique
educational experiences.
“The Loft is one of my favorite places and also the place
my girls prefer,” Morales said. “They allow you to see what it
would be like to be a veterinarian or a zookeeper and that’s
a pretty valuable learning experience for kids.”

the country’s capital of Montevideo initiated a house to
house campaign this spring, testing for the virus and handing out pamphlets warning against the disease and suggesting ways to avoid mosquitoes. A public health campaign
on city streets is hard to ignore. Stickers inside buses and
street advertisements feature pictures of the dreaded Aedes
Aegypti and preventative measures guarding against the
spread of disease. Uruguay reported their first case of Zika
in April – brought there from a man who had recently contracted the disease in Rio de Janeiro before coming home.
The Uruguayan national soccer team traveled to Recife,
Brazil, in the middle of the country’s eastern coast to play
Brazil in a World Cup qualifying match in March. The team

Four Corners Monument, a vacation favorite

Four Corners Monument, also known as Four Corners
Tribal Park, is the only place in the United States where visitors can stand in four states at once: Arizona, Colorado, New
Mexico and Utah.
Currently managed by the Navajo Nation, the monument is open for visits from the public. Located along U.S.
Highway 160, the original marker was erected in 1912, a
simple cement pad to demarcate the meeting location
determined by government surveys. However, in 1992, the
monument was refurbished with a bronze disk embedded in
granite from which the boundaries of each state radiate and
where the seal from each state is included.
The area surrounding the Four Corners is Native
American land, including parts of Arizona, New Mexico and
Utah and covers approximately 25,000 square miles. The
tribes living in the Four Corners area include the Navajo, or
Dine, and the Ute. Artisans and craftsmen from both Indian
nations are represented at the monument in shops and
stands which encircle it.
Visitors can enjoy photography, shopping and sightseeing. The Native American artisans and craftsmen offer handmade jewelry, crafts and traditional Navajo foods.
From the Front Range, travellers will drive west on U.S.
Highway 160, passing through Durango, Mancos, Cortez
and Towaoc, where the Ute Mountain Casino is located.
Travelers are encouraged to enjoy the scenery and take
advantage of hiking trails and scenic byways along the way.
The nearest town according to the Utah Travel Industry
website is six miles away, Teec Nos Pos, Ariz. which boasts
a gas station. The only way to get to the remote monument
is by automobile or car and there is no lodging nearby. The
nearest towns with lodging in each state are Shiprock, N.M.
(33 miles), Cortez, Colo. (40 miles), Bluff, Utah (65 miles)
and Kayenta, Ariz. (77 miles).
In 2009 rumors began circulating claiming that the Four
Corners Monument is off by as much as 2.5 miles. The Navajo
Parks and Recreation Department was quick to address the
alleged inaccuracy. The organization claims that in the original survey by E. N. Darling in 1868, a sandstone marker was
erected. However, Darling’s survey was completed in error
and corrected by a later survey by Chandler Robbins. The
official location of the monument is 36 degrees, 59 minutes,
56.31532 seconds north latitude and109 degrees, 2 minutes,
42.62019 seconds west longitude.
“Those surveys established the 32nd meridian west
of Washington as the boundary between Arizona and New
Mexico territories,” said Ray Russell, NPRD director at the
time. “The Bureau of Land Management cadastral survey
confirmed the location using this description.”
In 1925, the matter was settled by a Supreme Court ruling setting the official location where it stands today. The
field notes and plats for the remonumentation of the Four
Corners monument and the surveys/resurveys of the state
boundary lines can be obtained from the Bureau of Land
Management at www.glorecords.blm.gov.

How to deal with mosquitos as season kicks into high gear
As high season for mosquitoes begins, there are things
you can do to get through it with as few bumps as possible. Remember that mosquitoes generally remain active
throughout the summer or until evening temperatures drop
into the 40s, so these tips can be useful into September!
Denver’s Mosquito Management Program works to
reduce public health concerns and provide information that
can keep mosquito populations at a safe level.
While recent headlines have focused on the Zika Virus,
which is spread most commonly through mosquito bites,
the mosquito that spreads Zika lives mostly in tropical and
subtropical regions of the world and is not found in Colorado.
The risk of Zika coming to Colorado and spreading through
mosquito bites is very low.
The state does experience the West Nile Virus, however.
While the risk of exposure to West Nile Virus is low, Denver
traps and collects adult mosquitoes at five sites across the
city, then sends samples to the Colorado Department of
Public Health and Environment for testing to determine if
the West Nile Virus is present in local mosquito populations.
You can protect yourself from bites by following the tips
below:
• Limit outdoor activities at dusk and dawn.
• Wear pants and long sleeves when outdoors.
• Wear mosquito repellant containing lemon eucalyptus
oil, DEET, picaridian or IR3535.

Mosquitoes can be a nuisance, especially if you live
near waterways and natural areas, but there are steps you
can take to manage them in and around your home:
Don’t create breeding sites
• Dump standing water from containers, tires, birdbaths,
gutters and buckets around your home on a regular basis.
• Do not overwater your yard, as it can create standing
water in gutters and storm sewers.
• Properly maintain fountains and swimming pools to
ensure circulation, or drain and cover if not in use.
Mosquito-proof your home
• Install screens on windows and doors.
• Make sure roof gutters are not clogged and holding
water.
• Incorporate xeriscape (non-watered landscaping) to
further help reduce the number of mosquitoes in your
neighborhood.
How the city helps
• The city focuses on preventing mosquitoes by:
• Surveying larval mosquito populations citywide, and
applying larvicide, which kills mosquito larvae, when conditions warrant it.
• Trapping, counting and testing adult mosquitoes to
monitor for West Nile Virus.
• Investigating and responding to resident complaints.
• Partnering with neighborhood organizations and other
land owners to assist them in controlling mosquitoes.

While we’re just under a week away,
fans are still optimistic that Denver and
Miller will strike a deal that will keep the
OLB here in Denver for the next six season.
Miller has expressed his desire to remain
in Denver and play the remainder of his
career as a Denver Bronco. It’s understandable Miller’s hold out in the beginning with
Denver and the Broncos’ initial offer may
have soured the relationship, causing Miller
to rethink his commitment to the Mile High.
Either way, this should be nothing less than
another Mile High nail biter.
In other sports, Carlos Gonzales failed
to advance in the Home Run Derby at
PetCo field in San Diego, however he still
blasted 18 homers falling five short from
Todd Frazier’s 23. A scary moment occurred
when CarGo lined out a ball to right field
where a young girl was steamrolled by a
larger kid while going for the ball. She got
back to her feet and seemed to be unfazed
by the collision.
