IMMIGRANT RIGHTS LEADERS SAY THIS IS THE TIME TO ACT

A day after the 5th Circuit announced its ruling against
the Obama administration’s executive actions on immigration, immigrant rights leaders said now is the time to act.
“We are not going to sit around and wait for a court
ruling. We will not let right-wing judges or right-wing states
determine what happens to the fate of our communities,”
Annette Wong, program manager with Chinese for Affirmative Action (CAA) told reporters at an ethnic media news
briefing organized by New America Media. The roundtable
was part of an effort by the statewide coalition Ready California to encourage residents to apply for Deferred Action
for Childhood Arrivals (DACA).
One year ago, President Obama announced two new
programs through executive action – an expansion of the
DACA program and a new program for parents of U.S. citizens or legal permanent residents called Deferred Action
for Parents of Americans, or DAPA. Those programs remain
on hold following Monday’s court ruling, the latest decision
following a lawsuit brought by 26 Republican-led states
against the Obama administration.
The Obama administration is expected to appeal the
ruling to the U.S. Supreme Court in the next few weeks. If
the Supreme Court takes the case, it will likely announce
a decision in June.
But while those two programs remain on hold, immigrant rights advocates said there are steps that families can
take now to secure their future.
“It doesn’t matter what status someone has; there are
actions they can take,” said Juan Ortiz, staff attorney with
the International Institute of the Bay Area (IIBA).
U.S. citizens can register to vote; eligible green card
holders can apply for citizenship. Undocumented California residents can apply for a driver’s license under
AB 60, noted Ortiz.
Next May, undocumented children in California will be able to access full-scope Medi-Cal. California parents can start enrolling their kids now in
Restricted Medi-Cal (sometimes called Emergency
Medi-Cal), regardless of their immigration status.
Parents of U.S. citizens or legal permanent residents can start preparing their documents so they
will be ready when DAPA goes into effect.
And, most importantly, people can still apply for
the original DACA program that was announced in
2012.
It’s important to understand that Monday’s ruling does
not affect DACA, noted Sally Kinoshita, deputy director of
Immigrant Legal Resource Center. That program remains
in effect and continues to help undocumented immigrants
who came to the United States as children get work permits, social security numbers and a temporary reprieve
from deportation.
Ortiz advised families to go to a trusted community-based organization for an immigration check-up to see
what they might qualify for. In fact, he said, almost 15 percent of people who apply for DACA end up qualifying for
something else, like a U-Visa (granted to victims of crimes)
or a T-Visa (granted to trafficking victims).
Meanwhile, several DACA recipients speaking at the
briefing encouraged their community members to apply for
the program so they could access all of its benefits – not only
a social security number, a work permit and a reprieve from
deportation but also the stability and security to stand up
and advocate for the rights of others in their communities.
For Mexican American DACA recipient, Luis Avalos, getting DACA was “a shining light in a dark tunnel of uncertainty,” allowing him to work legally and stop being afraid
of deportation.
Avalos, 22, is now the chair of the San Francisco Youth
Commission and advises the mayor and board of supervisors on issues of concern to young people. In order to
be appointed to the commission, Avalos needed a social
security number.
“I wouldn’t be able to be part of the San Francisco Youth
Commission without DACA,” he said.
For Hong Mei Pang, a community organizer with ASPIRE,
getting DACA was “a pivotal moment” in her life.
Pang, who came to the United States from Singapore 12
years ago, said before DACA was announced in 2012, she
was “working three jobs under the table in abusive, exploitative conditions.” DACA allowed her to get work authorization and step out of the shadows.
Today she advocates against deportations that continue
to separate families. “Being able to participate in community organizing,” she said, “means we are able to hold each
other up.”
Meanwhile, for Brian Cheong, DACA might have saved
his life.
Cheong, who moved here from South Korea 12 years ago,
was the leader of his high school’s marching unit, graduated
at the top of the class, and was awarded the Outstanding
Student Award, given to one graduating senior each year.
When he went to college, he said, “that’s when my life
turned a little downward.”
As an undocumented immigrant, he was forced to pay
out-of-state tuition. In order to pay out-of-state tuition,
he had to get a job. But because he was undocumented,
he didn’t have a permit to work legally.
“On top of that,” he said, “the fear of deportation followed me everywhere I went. You never know if when you’re
sleeping or working if people are going to come and capture you.”
“I started to question my life,” he said, “and whether it
was worth it to continue.”
When DACA was launched in 2012, Cheong said there
was never any question that he would apply for it. Getting DACA allowed him to work legally and have a secure
source of income for tuition, removed the fear of deportation, helped him regain confidence in life and allowed him
to feel stable and secure for the first time in a long time.
“I’m the type of person that likes to plan ahead, and I
couldn’t do that before DACA,” Cheong explained.
Today, Cheong is in a military program called MAVNI,
a special program that could allow DACA recipients with
certain skills to gain something that they otherwise would
not be able to access – a path to citizenship. Cheong plans
to eventually petition for his parents and family, who are
currently left out of immigration reform.
To other young people who are living without legal
status, Cheong had a simple message: “You are not alone.”
“Get up, speak up, advocate and educate,” he said, “not
just for DAPA [Deferred Action for Parents of Americans]
but for CIR [comprehensive immigration reform] as well.”

prepara para celebrar la resurrección atractiva de Cristo,
debemos preguntar cómo estamos viviendo hacia fuera
nuestros valores cristianos. En estas épocas que guerrean. Cuando los perros del miedo están en nuestro
umbral. Y la condenación y la intolerancia son amigos superficiales
demasiados.
En este tiempo en que estamos detonando bombas en la carne humana.
Cuando los abejones realizan ejecuciones sumarias de la comodidad
quitada de una butaca caliente. Sin
tener que considerar en cualquier
corte, el “daño colateral” de millares
de vidas inocentes.
Incluso ahora nuestros generales
salivan sobre la posibilidad de otra
guerra sin fin. Y el enriquecido ilícitamente de la guerra que también posee
el 80 por ciento de las “noticias,” alimenta nuestros miedos. Sabiendo,
sabiendo que el tamaño de nuestros
ejércitos crece en proporción directa
con nuestro miedo. Él puede oler

On this winter’s eve. As our nation prepares to celebrate
Christ’s rosy resurrection, we must ask how we are living
out our Christian values. In these warring times. When
the dogs of fear are at our doorstep. And condemnation
and intolerance are all too facile friends.
At this time when we are detonating bombs on human
flesh. When drones carry out summary executions from
the removed comfort of a warm armchair. Without having
to account in any court, for the “collateral damage” of
thousands of innocent lives.
Even now our generals salivate over the possibility of
another endless war. And the war profiteer who also owns
80 percent of the “news,” stokes our fears. Knowing, knowing that the size of our armies grows in direct proportion to
our fear. He can smell out a profit in the decentered blood
of our too-young men who are sent to fight for “freedom”
on foreign shores. Which has its own crude smell. And is,
by the barrel, sold.
These greedy impotent old men never have to speak to
grief. Or more difficult still, Griefs Company, keep.
These war mongers will never have to speak to the
childless you. To you the mother who has lost a child. To

musulmanes. Judío contra iraní. Blanco contra negro y
marrón. Peregrino contra el inmigrante.
Pero como acometemos guerras “santas” debemos ser
atentos que más hombres han muerto el defender de sus
religiones que por cualquier otro motivo. Y debemos haber
crecido ciertamente cansados de él.
La idea que dios nos necesite venir a su defensa no sólo
hace alusión a nuestra locura pero a nuestra presunción.
Dios no nos necesita venir a su defensa. ¡Ciertamente, él
no necesita le o me, para matar en su nombre!
Y mientras que usted puede pensar que su religión particular es la religión de dios, dios es agnóstico en esta pregunta. Dios, que no es católico, que no es budista, que no
es musulmán. Dios que no es ningunas de estas cosas. Pero,
son todas estas cosas. Dios, que habla
muchas idiomas. Y es solamente la
lengua de la muerte que no lo alcanza.
Dios está dispuesto a conceder le

you gaze over at the empty chair at Christmas’s dinner
table.
Will never have to answer to the widow or the widower,
still. Will never have to answer for your grief. Grief, incessant which asks why. To what end?
Those who stoke our fear and hate. Those who would
again intern our brown fathers and mothers. Those who
would brand and mark them. These hate mongers shall
never have to provide redress to mothers and wives; their
mourning shawls draped heavy and dark, standing next
to the bodies that were once their children.
But we have released the dogs of fear. And they run,
run amok. Rabid and fevered. Convinced of their righteousness. As if they were acting at God’s behest. With the
promise of vengeance.
These wars are being fought on two fronts. On foreign
soils and on the unaccustomed landscape of our hearts
and spirits. Putting Christian against Muslim. Jew against
Iranian. White against black and brown. Pilgrim against
the immigrant.
But as we rush to “holy” wars we must be mindful that
more men have died defending their religions than for any
other reason. And we must certainly have grown tired of it.
The idea that God needs us to come to his defense not
only hints at our folly but at our conceit. God does not
need us to come to his defense. Certainly, he does not
need you or me, to kill in his name!
And while you may think that your particular religion is God’s religion, God is agnostic on this question.
God, who is not Catholic, who is not Buddhist, who is not
Muslim. God who is none of these things. And yet, is all
these things. God, who speaks many languages. And it
is only the language of death which does not reach him.
God is willing to grant you and me a Sabbatical. A
respite from all this killing in his name. It is never too early
or late to retire our hate.
And amnesty and forgiveness are on the menu. On his
plentiful table where many languages are spoken.
On this Christmas Eve when our Nations imperfect
fathers contemplate war, I am left to wonder about the
velocity of kindness. We are being invited to ask: What
if rancor were not the first thing to rise within us when
faced with perceived injury. What if vengeance were not
our first reflex. What would be our world if the velocity of
kindness, forgiveness and compassion were greater than
that of our injured pride? I for one refuse to believe that
the speed of darkness is greater than the speed of light.
If Einstein, the immigrant, and refugee were still with us,
I would ask him to make this clear. It is not written that
we must allow our anger to prevail. We are, as Einstein
would make clear, of the nature of light, not darkness...
CAUSA
2016 WILL BE A BIG YEAR
FOR IMMIGRANT FAMILIES

For Causa and our work to defend and
advance immigrant rights, 2015 was a year
of milestones. This year’s legislative session achieved progress on priority issues
for Latino immigrant families. The passage
of the Access to Opportunity bill will allow
undocumented students to apply for statebased financial aid and reduce barriers to
completing higher education starting in
the 2016 school year. Meanwhile, statewide
paid sick days legislation will ensure that
every worker, regardless of their industry
or immigration status, can take paid time
off of work to take care of themselves or a
family member when they get sick, ensuring that families don’t lose a day’s pay just
because they got the flu.
Just last month, five undocumented
immigrants filed a civil rights lawsuit with
representation from attorneys of Oregon
Law Center, arguing that taking away driver
cards from Oregon’s immigrant community
is unconstitutional. Causa applauds their
courageous act, and recognizes the continued urgency and need for driver cards for
hundreds of families in Oregon.
At the national level, community activism
has advanced the lawsuit against administrative relief, a program that would provide
thousands of undocumented parents with
U.S. born children relief from deportation
and a work permit. After 3 months of political stalling, the 5th Circuit of Appeals finally
issued a ruling in November after dozens of
immigrant rights activists fasted for 9 days
in front of the court demanding that the 5th
Circuit make a decision. As expected, the 5th
Circuit ruled against administrative relief
and the case can now go to the Supreme
Court for a final determination.

While we have made headway on multiple fronts this year, we also know that we
cannot stop now. Looking ahead to 2016,
Causa and our partners will play a vital role
in ensuring that victory is won for immigrant families.
In 2016, Causa, community members,
and allies will raise our voices to ensure the
Supreme Court takes up the administrative
relief case and supports its implementation so that over half a million mothers and
fathers can apply for temporary relief from
deportation and a work permit.
In Oregon, we will continue to make the
case that driver cards are needed so that all
families can get to school, work, and the
store in a safe and legal way.
Causa will also focus on defeating a
series of anti-immigrant initiatives that
opponents are seeking to qualify as ballot
measures for the 2016 elections. These
potential ballot measures go against Oregon’s values of equity, diversity, and opportunity, and instead seek to tear down immigrant families. Causa and 20 organizations
will work together to ensure that those policies do not become a reality in our state.

2016 SERÁ UN GRAN AÑO PARA LAS FAMILIAS INMIGRANTES
Para Causa y nuestro trabajo en defensa y avance de los
derechos de los inmigrantes, 2015 fue un año con varios
hitos. Este año la sesión legislativa logró progresos en temas
prioritarios para las familias latinas inmigrantes.
La aprobación de la ley de Acceso a la Oportunidad permitirá a los estudiantes indocumentados solicitar ayuda
financiera del Estado y reducirá las barreras para completar la educación superior, comenzando en el ciclo escolar de 2016. Así mismo, la legislación a nivel estatal sobre
pago por días de incapacidad médica asegurará que todos
los trabajadores, sin importar su industria o estado migratorio, puedan tomar tiempo libre pagado para cuidar de su
salud o la de sus familiares, asegurando que las familias
no pierdan días de pago solamente porque alguien contrajo influenza.
Apenas este mes pasado, cinco
inmigrantes indocumentados
introdujeron una demanda por
derechos civiles, con representación de abogados del Centro de
Leyes de Oregon (Oregon Law
Center), argumentando que negar
las licencias de manejo a la comunidad inmigrante de Oregon es
inconstitucional. Causa aplaude
su valiente acción y reconoce la
persistente urgencia y necesidad
de licencias de manejo para cientos de familias en Oregon.
A nivel nacional, el activismo
comunitario ha avanzado la
demanda contra el Alivio Administrativo, un programa que proveería a miles de padres
indocumentados con hijos nacidos en Estados Unidos,
con suspensión de las deportaciones y permisos de trabajo.
Después de tres meses de estancamiento político, la Corte
del Quinto Circuito de Apelaciones finalmente tomó una
decisión en Noviembre, después de que docenas de activistas por los derechos de los inmigrantes ayunaron por 9
días en frente de la Corte, demandando que ésta hiciera una
decisión. Como se esperaba, la Corte del Quino Circuito
falló en contra del Alivio Administrativo y el caso ahora
puede proceder a la Corte Suprema para una decisión final.
Mientras que hemos obtenido logros en múltiples
frentes este año, también sabemos que no podemos
detenernos ahora. Con la mira hacia 2016, Causa y nuestros aliados jugaremos un rol vital en asegurar que la

DE OREGON DERRIBAN LA CABAÑA DEL AZÚCAR

“The Sugar Shack” es un club de la ex-tira en la vecindad

The Sugar Shack is an ex-strip club in the Cully neighborhood, known for illegal activities such as prostitution, drugs and alleged human trafficking, is in the process of being gutted by the pre-apprenticeship students
from Oregon Tradeswomen Inc (OTI). The “Living Cully
Plaza LLC” a coalition of community groups and residents
including Habitat for Humanity Portland/Metro, Hacienda CDC, and Verde, purchased the entire two-acre site
which includes the 26,000 square foot building, in July for
$2.3 million with plans to turn it into something positive
for the community.
There are 22 OTI women currently working on the site
who are students enrolled in a 7-week pre-apprenticeship
training program OTI offers that prepares low-income
women for high wage, high skills careers in the construction trades. Amy James Neel is the on-site lead instructor
and Construction Manager at OTI. She has been in the construction trades for over 20 years.

Neel says: “Many of these women come from Cully. They
grew up with this eyesore in their neighborhood and many

of them were not allowed to hang out in that area because
it was too dangerous. This building was used to disenfranchise women. Now it’s being used as an opportunity to
empower women through learning the skills that it takes
for them to move into this higher wage, high skilled jobs in
construction. It’s poetic. It’s a meaningful transition and it’s
meaningful that women are doing the work. “
Senator Ron Wyden took a tour last Thursday and was
not only thrilled to see the OTI women tearing down the
interior building but also excited about the community
participation that decided to come together and create a
meaningful and positive change in the Cully neighborhood.
“I believe Cully is really a textbook case of how neighborhoods and communities can come together. When
you have an eyesore like this lots of time people, just wash
their hands and give up thinking nothing can be done. This
community said that’s not what we’re about. We’re going to
come together. We have the hard working women from the
pre-apprenticeship program at OTI turning a community
eyesore into a community asset and also providing ideal
training for the women.”
The Trades and Apprenticeship Career Class (TACC)
at OTI is a pathway for women into an apprenticeship.
Apprenticeship is an excellent avenue to get women out
of poverty and into the middle class. There is an occupational segregation that keeps women from accessing these
high paying construction jobs and jobs that are traditionally held by women pay far less. Nationally only 3% of construction workers are women, meaning 97% are men that
make up the industry. Clearly men don’t have any problem
moving into an apprenticeship in the trades, but women
do. Here in Oregon the numbers are higher though thanks
to pre-apprenticeship program where the average number
of women in construction is closer to 6%.
The students that are gutting the sugar shack receive
on-site construction training that doubles as class time. The
program is free to students as it is funded through grants
and donations. OTI currently has more women applying to
participate in their program than they can currently serve.
“To continue to do our work the industry, our community and our country at large need to support pre-apprenticeship. The Obama administration through the Department of Labor just declared the intention to support the
creation of additional apprenticeships. If women and
people of color are to be a part of the renewed effort for
apprenticeship, pre-apprenticeship needs financial support. We could serve double if not triple the number of
women with adequate support to make those living wages
and feed and support their families.” – commented Neel.
No decision has been made as to what business will
move into the building, but there have been 20-30 different vendors interested. At some point, the Living Cully
Plaza organizers will be meeting to discuss ideas with the
community.
“We can turn Cully into a very substantial community
asset.” Senator Wyden said adding, “And we can do it by
putting women to work who will make a big difference not
just here but in the economy for years to come.”

Es importante entender que el fallo
del lunes no afecta a DACA, señaló Sally
Kinoshita, vicedirectora del Centro de
Recursos Legales para los Inmigrantes. Ese
programa continúa en efecto y aún beneficia a los inmigrantes indocumentados
que llegaron a los Estados Unidos como
niños con permisos de trabajo, números
de seguro social y una suspensión temporal de la deportación.
Ortiz aconsejó a las familias asistir a una
organización de confianza basada en su
comunidad para un “chequeo” de inmigración a ver para qué califica. De hecho,
dijo, casi el 15 por ciento de la gente que
solicita DACA termina calificando para algo
más, como una Visa U (concedida a las víctimas de crímenes) o una Visa T (concedida
a las víctimas de trata).
Mientras tanto, varios beneficiarios de

juventud de San Francisco sin DACA,” dijo.
Para Hong Mei Pang, una organizadora
comunitaria con ASPIRE, obtener DACA fue
“un momento crucial” en su vida.
Pang, quien llego a Estados Unidos
desde Singapur hace 12 años, declaró
que antes del anuncio de DACA en 2012,
ella “tenía tres trabajos que pagaban por
debajo de la mesa, en condiciones de abuso
y explotación.” DACA le permitió conseguir
permiso de trabajo y salir de las sombras.

Mientras tanto, para Brian Cheong,
DACA quizás ha salvado su vida.
Cheong, que se mudó aquí desde Corea

vio obligado a pagar cuotas para extranjeros del estado. Para cubrir las cuotas para
extranjeros del estado, tuvo que conseguir
un trabajo. Pero ya que era indocumentado,
no tenía un permiso para trabajar legalmente.
“Encima de eso,” añadió, “el miedo de
la deportación me seguía por todas partes.
Nunca sabes si es mientras duermes o
mientras trabajas si alguien va a venir a
capturarte.”
“Comencé a tener dudas sobre mi vida,”
dijo, “y si valía la pena continuar.”
Cuando DACA fue declarado en 2012,
Cheong dijo que nunca tuvo dudas sobre
solicitar los beneficios. Conseguir DACA le
permitió trabajar legalmente y tener una
fuente de ingresos segura para las cuotas
universitarias, le quitó el miedo de la
deportación, ayudándole a recobrar confianza en la vida, y permitiéndole sentirse

solo.”

Over more than thirty years, Milagro has taken us on
emotional roller-coasters – that is, after all their business
- and their next two events are one more exciting ride.
From the music, food and cheer of their annual Posada
Milagro to a poignant story of betrayal and exploitation
in Broken Promises, the company will close 2015 with
a party, but start January back at work on consciousness-raising art.
POSADA MILAGRO
This mainly Spanish-speaking event is a crowd favorite
of long standing, and it is easy to understand why. There are
activities for all ages from storytelling for children under 5,
to craft activities, a piñata, and traditional foods for
purchase. It also features two showings of an original pastorela, or shepherds’ Christmas pageant.
While all the activities and the performances are
free, the entry into the show requires tickets that
will be distributed on a first-come basis starting
at 1pm. The tradition of the posada song, whose
lyrics are a conversation between an innkeeper
and the biblical Joseph and Mary seeking refuge for
Jesus to be born, has been adapted by the theatre,
with the audience singing the part of the travelers, asking
to be let in to see the performance. Typically, this is done
before being let in to a posada party. While the pastorela
generally follows the story of shepherds trying to reach the
manger of the story without being waylaid by inept devils,
Milagro’s versions are engaging for the whole family (even
for non-Spanish speakers) because they are also heavy on
music and dance with colorful costumes.
As a volunteer-based event, it gives many people a
chance to participate in the theatre even if it is the only
day of the year they do so. The performers are often young
(and not so young) people who use this as an opportunity
to explore the stage, as well as many of professional who
have collaborated with Milagro over the years and consider
this their artistic home for the holidays. It is really a community putting on a show for another part of their community, with the theatre providing the space, the props, and
the costumes. Posada Milagro also serves to give back, collecting donations to benefit the Oregon Food Bank.
Go for the tamales, stay for the show, and bust a piñata!
The fun starts when the doors at 537 SE Stark (the “Zócalo”
entrance at the corner) open at 1 pm on December 13.
BROKEN PROMISES
The journey for
Adriana is far from the
comedy of the pastorela.
In the most recent offering by the outreach company of Milagro tells the
story of a young woman’s
betrayal and her progressive despair. Written in collaboration with Planned Parenthood by former Milagro artistic
director Olga Sanchez, Broken Promises goes into the shadows of our communities to help us discuss openly the factors at play in sexual trafficking, and especially to include
young people in the conversation “to stop the theft of innocence with empty promises.”
The lead role is in the capable hands of Monica Domena,
who joined Milagro’s nationally touring program last year.
Stalwart Teatro Milagro artist Ajai Terrazas Tripathi plays Adriana’s father and various characters, while Shenekah Telles
plays Adriana’s friend Josefina, who tries to prevent her seduction and downfall. Her route to perdition is embodied by
Giovanni Alva, who plays the alluring but destructive Stefan.
But it is not a one-dimensional cautionary tale. The play
is crafted such that performances can serve as springboards
for conversations and, ideally, can be paired with OYE sexual
health workshops (especially where such information may
be limited by chance or design). OYE (Spanish acronym of
“Options and Education”) is an educational outreach program co-founded by Milagro in 2010 that addresses issues
crucial to the sexual and reproductive health of adults as well
as youth, such as body image, healthy relationships, sexual
orientation and gender identity. During the two-weekend
run at Milagro, each performance will be accompanied by a
guest speaker on a pertinent subject, from the development
of the play, to mental and sexual health experts, to housing,
law and sexual assault resources. A resource fair is scheduled after the matinee on 1/17.
It may seem like Broken Promises goes beyond what Teatro
Milagro, the touring arm of the company that goes into the
schools, has been geared towards during its history. In reality, it is an extension of different initiatives the program has
engaged in. For several years now, under the direction of its
creator (and Milagro co-founder) Dañel Malán, the program
has offered distinct performances for different age groups,
along three channels, as it were. While the “all-ages” plays
are closer to the earliest work of the touring company, the
middle-school and high-school to adult categories have not

MUSTANG ECOBOOST: BETWEEN CRIES AND SMILES

Perhaps no other car represents the spirit of this country
better than the Ford Mustang. It was the “quintessence” of
the Pony car, a term that describes well-being a compact,
inexpensive car, with a good style and an athletic image
and performance. But, why Pony?
Let’s remember that in the sixties and seventies, cars
made in America were more like “rolling boats” for their
excessive dimensions. In mid-1964, Ford launched a car
that broke with the standards of the time, and the editor of
“Car Life” magazine called it “pony car”, as in a little horse.
The acceptance of the first Ford Mustang was surprising.
Ford had plans to produce 100,000 units the first year, but
the “little horse” had loosened its reins with such speed that
in only the first day 22,000 were sold and they celebrated
the first anniversary of the launch with 418,812 units sold.
Thus began a frantic race to success that has no end, but
does have a birthday. After more than 9 million cars sold,
the Ford Mustang celebrates 50 with several modifications
and improvements, and with a surprise that few expected.
It’s true that the new Mustang Shelby GT350 comes with
a 5.0-liter V8 and 526 horses, but the big surprise of the cel-
ebration was the car we tested this week, the Mustang EcoBoost. To the surprise of many and anger of others, Ford
has produced a Mustang version with 4-cylinder turbocharged engine again. Ford had tried a 4-cylinder model
before, and that was 40 years ago during the fuel crisis that
hit America, but—despite the consistent sales— “car fans”
and critics were harsh on the Mustang, noting its “lack of
power.” Ford Mustang never tried another with 4 cylinders
... until now. Hence, some puritans have already started the
“outcry”: Mustang with 4 cylinders? Sacrilege! They can be
heard with a torn throat.
As my grandmother would say ... “Lord, forgive them.
They don’t know what they’re saying” or what they want, I
would add. True, the EcoBoost does not have the power of
a V8. Neither does it “purr” as one, but before you jump to
conclusions, it would be good for the future buyer to try one
of these. With premium gasoline, 310 hp (10 more than the
V6) and 320 pounds of torque are enough to get you into
trouble, even in a heavy car like this one. In a long, straight
road there is no doubt that the V8 would show qualities,
but on winding roads and in urban driving where a speed
radar can appear at any time, it would be about the same.
There is a big difference between “Normal” and Sport
operation modes. Before jumping to conclusions, it would
be good to try it. The vast majority of prospective buyers of
a Mustang don’t want this car to “burn rubber” in a cloud
of smoke and will never take the speedometer above 90
miles per hour. They want the satisfaction of being able to
enter the highway at a good speed, or to pass another car
knowing that when you press the accelerator, the engine
will respond with bravery and agility. The EcoBoost does
it with elegance and with less fuel consumption, 22 mpg
in the city and 31 on the highway.
The entry price of a Ford EcoBoost Mustang is around
$25,395. There are two packages available that we recommend, the “Premium” and “Performance” packages
that add a good variety of features to improve driving.
Both packages combined add nearly $6,000 to the initial price.
This car has generated and will continue to produce
much controversy in the coming months. The Puritans will
not cease to continue to advocate for more horsepower
than can fit in the barn of irrationality. Mere mortals like
me (and many other journalists who have had the chance
to spend a few days with the EcoBoost) will simply put on
a wry smile a la “Mona Lisa”… or a la “EcoBoost.”

este país que el Ford Mustang. Ha sido la “quinta esencia”
del Pony car, un término que bien describe lo compacto,
barato, de buen estilo y con imagen y rendimiento deportivo. Pero, ¿Por qué Pony?
Recordemos que en los sesentas y setentas, los autos
fabricados en américa más bien parecían “barcas rodantes”
por sus excesos dimensionales. A mediados del 1964, Ford
lanzó un auto que rompía con las normas de la época, y
tuvo a bien el editor de la revista “Car Life” calificarlo de
“pony car”, por aquello de caballo pequeño. La aceptación
del primer Ford Mustang fue sorprendente. Ford planeaba
producir 100,000 unidades el primer año, pero el “pequeño
caballo” había soltado sus riendas con tal velocidad, que
tan solo en el primer día se vendieron 22,000 y el primer
aniversario del lanzamiento se celebró con 418,812 unidades vendidas. Así comenzó una carrera desenfrenada
hacia el éxito que aún no tiene fin, pero si cumpleaños.

suficientes para meterte en problemas, incluso en un
auto pesado como este. En una carretera larga y recta
no hay dudas que el V-8 demostraría cualidades, pero en
caminos con curvas y en manejo urbano donde un radar
de velocidad puede aparecer en cualquier momento,
estaríamos parejos.
Hay buena diferencia entre los modos de manejo
“Normal” y el Sport. Antes de saltar a conclusiones sería

por la satisfacción de poder entrar a la autopista a buena
velocidad, o pasar otro auto sabiendo que al oprimir el acelerador, el motor va a responder con braveza y agilidad. El
EcoBoost lo hace con elegancia y con mucho menos consumo de combustible, 22 millas por galón en la ciudad y
31 en la autopista.

As the year winds down and we prepare to start an exciting 2016 full of
resolve and fervor, let’s look at a few
points in the past twelve months that
have impact on or caught the attention of many Latinos:
POLITICS
The contest for the White House
began well in advance of the 2016 election. The announcements by contenders to the candidacy were expected in
some cases (Jeb Bush, Chris Christie,
Hillary Clinton), surprising in others
(Ben Carson, Carly Fiorina, Jim Gilmore, Donald Trump), and a hopeless
and boring repetition in a couple of
them (Mike Huckabee, Rick Santorum).
Other aspiring pols in the democratic
side were Senator Lincoln Chafee, Lawrence Lessig, Martin O’Malley, and Jim
Webb. On the republican side, Senators Ted Cruz, Lindsey Graham, Rand
Paul and Marco Rubio also jumped
into the ring, along with governors
Bobby Jindal, John Kasich, George
Pataki, Rick Perry
and Scott Walker.
As the year ends,
despite being dismissed by many,
real estate magnate and celebrity
Trump has maintained a consistent lead over his
same-party rivals.
Clinton has prevailed over the democrats with Sanders a close behind. As
of this writing, Chaffee, Jindal, Lessig,
Perry, Walker and Webb have ended
their campaigns.

phenomenon, a self-described “tactic

dado una paliza.” Este es el más reciente
“rechazo aprobador” de ataques violentos
racistas por simpatizantes de un hombre
que lanzó su carrera política con insultos
para los mexicanos en Estados Unidos y
México. La crisis de los refugiados sirios
y el re-establecimiento de relaciones con
Cuba también han provisto a los candidatos republicanos con plataformas para
posiciones excepcionalistas.
El tribunal mayor de la nación declaró
el matrimonio un derecho civil en una
decisión parteaguas. (Obergefell) con el
resultado que ciudadanos americanos y residentes cuyas parejas del mismo sexo son
de otro país ahora pueden extenderles beneficios migratorios al casarse. La reacción
negativa al fallo de la Corte Suprema no
solo ha motivado retórica de campaña que
enfrenta los derechos civiles contra la libertad religiosa, sino también es el prólogo de
las vinientes batallas legislativas por aprobar el Acto de la Igualdad (Equality Act, que
extiende las protecciones sobre derechos
civiles) y el Acto de la Defensa de la Primera
Enmienda (FADA, que otorga a individuos
y empresas el derecho de discriminar con
base en su fe), con posiciones predeciblemente partidistas.
CIENCIA
Cuba elimina la transmisión de VIH y
sífilis entre madre e hijo, la primera nación

esfuerzo panamericano iniciado en 2010.
La iniciativa incluyó pruebas, cuidado prenatal, y tratamiento para las madres y los
bebés positivos. Otras noticias sobre el VIH
incluyeron el debate público sobre el uso
de PrEP (profilaxis de pre-exposición) una
combinación retroviral que puede prevenir
la infección con VIH. Mientras algunos la

un 90% de los casos se dan en África al sur

DEPORTES Y ENTRETENIMIENTO
El encuentro FBI vs. FIFA no fue exactamente amistoso. La organización mundial a
cargo de todo lo oficial del fútbol fue investigada por el gobierno federal por soborno
y lavado de dinero, terminando con cargos
contra 18 individuos y dos empresas en 14
países distintos, incluyendo nueve oficiales

Birmingham, Alabama, an iconic city for
the civil rights movement. A single chanting African American protester was shoved,
kicked and choked by the crowd; the next
day, Trump told Fox News Channel, “Maybe
he should have been roughed up.” This is
the most recent “approving dismissal” of
racist violent attacks from his supporters
by a candidate who launched his political
career by insulting Mexicans in the US and
abroad. The Syrian refugee crisis and the
re-establishment of relations with Cuba
have also given the Republican candidates
platforms for exceptionalist positions.
The highest court in the land declared
marriage a civil right in a landmark decision (Windsor, Obergefell), with the result
that US citizens and residents
with a same-sex partner from
a different country became
eligible to extend immigration benefits once wed. The
backlash against the Supreme
Court’s decision has not only
motivated campaign rhetoric that pits civil rights against
religious liberty, it also prefaces the upcoming legislative
battles to pass the Equality Act
(extending civil rights protections) and the
First Amendment Defense Act (granting
individuals and businesses the right to discriminate for faith-based reasons), likely to
be waged along partisan lines.
SCIENCE
Cuba eliminated mother-child transmission of HIV and syphilis, the first
nation to do so as certified by the World
Health Organization, in the culmination
of a Pan-American effort started in 2010.
The initiative included testing, prenatal
care, and treatment for positive mothers
and babies. Other HIV news included the
public debate in the US about the use of
PrEP (pre-exposure prophylaxis), a retroviral combination that can prevent HIV infection. While some consider it an easy and
incomplete prevention measure since it
does not prevent other sexually-transmitted infections and comes with side effects,
its proponents point to its success with even
moderate adherence as a step towards the
eradication of the virus. Another medication, the revolutionary antibody PRO 140,
was found to prevent HIV cell infection with
two injections a week, providing an alternative to pill-based therapy and reducing
the chance of skipping doses. In 2014 HIV
became the second most deadly infection
in the world, leaving tuberculosis in the
top spot.
In India, a study demonstrated that
speaking more than one language offers
protection against the brain-impairing
effects of a stroke. Bilingualism, prevalent
in the multicultural nation, was the key to
the discovery, but research indicates that
the benefit is also gained by challenging
yourself mentally with other “stimulating
activities pursued over time, from a young
age or even starting in mid-life.” Latinos are
disproportionately likely to develop metabolic syndrome, which increases the risk of
stroke as well as diabetes and heart disease.
Another great victory was won against an
enemy that puts half of the global population at risk and kills none than half a million people each year. Genetically modified mosquitoes may help eradicate
malaria by mating with and replacing the
disease-spreading insects, since the former
feature a resistance to the infection that
is inherited by the offspring of the latter,
down to three generations. A large section
of Brazil, Central America and the Mexican western coast have high prevalence of
malaria, although about 90% of cases occur
in sub-Saharan Africa.
SPORTS & ENTERTAINMENT
The match of FBI vs. FIFA was not exactly
friendly. The world organization that governs everything official about soccer was
investigated by the federal government for
bribery and money laundering, ultimately
indicting 18 individuals and two corporations from 14 different countries have been
indicted, including nine FIFA officials and
five businessmen.
Mexican-born baseball legend and
1981 Rookie of the Year Fernando Valenzuela became a US citizen this past July. The
former Los Angeles Dodgers has since been
named one of the ambassadors for a White
House initiative to encourage other eligible permanent residents to obtain their citizenship. This could be a strong immigrant
voice through the new voters on Election
Day next year.
The mid-summer marriage equality victory and increased visibility of anti-LGBT
attacks and suicides prompted several high
profile sports and showbiz professionals
to come out around the world. In a blow
to outdated stereotypes, these included a
handful of athletes and actresses. Miami
Herald columnist and ESPN’s Around the
Horn panelist Israel Gutierrez revealed
he is gay and announced his engagement
in September. Supermodel-turned-actress
and indigenous people’s advocate Patricia Velásquez came out earlier in the year,
saying it was important to be honest with
her 8-year-old daughter.
The rhythm is going to get you all the
way to Broadway! The musical about Gloria
and Emilio Estefan opened in New York
this past October. Although a decidedly
rose-colored view of their real life struggles and accomplishments, it is nonetheless a testament to their place in American
music and cultural history.

Unique Project Requirements:
(1) This project is financed through the Community Development Block
Grant (CDBG) funds obtained from the U.S. Department of Housing and
Urban Development (HUD). The contract will require the payment and
tracking of federal wages consistent with “Davis Bacon” and will be
subject to the regulation of the Department of Labor and Department of
Housing and Urban Development. Information regarding the Davis Bacon

Permits:
CRMHS has submitted and paid for the City of Vancouver building
permit plan check fees. The City of Vancouver has provided notice that
the Building Permit is ready to be issued and picked up. Contractor will
be responsible for obtaining all other required permits, including but not
limited to all design-build bidder designed systems and assemblies, in
advance of commencing with these areas of the work.

7:30 am outside main entry.
• Last substitution request to be provided to Architect/Owner on
December 8, 2015
• Issue last addenda, December 11, 2015 unless bid date is extended
by addenda.
• Responses to this request are due no later than, 4:00pm on
December 18, 2015 in a sealed envelope clearly marked as indicated
in Instructions to Bidders to CRMHS Main Clinic located at 6926 NE
Fourth Plain Blvd., Vancouver, Washington. Bids received before the
deadline will be publicly opened to any attendees.

• Selection will be made and the announced is anticipated to be no
later than December 22, 2015.
• Anticipate Owner-Contractor agreement to be finalized on or
around December 30, 2015.

3 days after Owner-Contractor agreement is executed and based on
CRMHS obtaining City of Vancouver and Clark County CDBG Staff
approval with project to be Substantially Complete no later than
March 30, 2016, and work may begin on site after Notice to Proceed
(NTP) is issued.
