VIA’s Board of Trustees participated in a streetcar workshop
earlier this week to review the
ins and outs of the new streetcar
system for downtown – with a
detailed overview of the planning
process.
Advisers from engineering
and architecture firms HNTB,
HDR and technical consultants
from AECOM weighed in on
best practices, engineering and
environmental concerns. The
workshop raised a couple of interesting possibilities from route
considerations to the expected
timeline and how best to plan the
project to be able to take advantage of potential federal funding
opportunities if VIA decides to
expand the system in the future.

Pets Alive (SAPA, por sus siglas
en inglés).
Esta organización sin fines de
lucro trabaja gracias a los voluntarios que dedican su tiempo para
educar a la comunidad de San
Antonio para que logre ser una
ciudad en donde no se sacrifique
a los animales.
El propósito de la organización
es proporcionar los servicios necesarios para salvar las vidas de miles
de animales, especialmente de perros mueren o son sacrificados cada
año en los Servicios del Cuidado
de Animales de la Ciudad de San
Antonio.

Benedicto XVI: el Papa que se quedó callado
El Papa Benedicto XVI será
recordado por su renuncia y por
haber protegido a miles de sacerdotes pederastas. Y por muy poco
más. Pasará a la historia como el
Papa que, al enfrentar el principal
reto de su pontificado, se quedó
callado.
Como Papa, Benedicto pudo
haber pasado a la historia por proteger a miles de niños que fueron
abusados sexualmente por sacerdotes católicos. Pero no lo hizo.
Prefirió guardar silencio y encubrir
a pederastas criminales. Su silencio
destruyó las vidas de menores de
edad en todo el mundo.
La renuncia de Benedicto es
bienvenida. Dijo que lo hacía por el
bien de la iglesia, y en eso sí tiene
razón. Si no tuvo el coraje y la fuerza para denunciar a la justicia civil
a los criminales que hay dentro de
la misma iglesia, lo mejor es que
se vaya. Lo menos que podemos
esperar es que el próximo Papa no
se quede callado como él. Joseph
Ratzinger desaprovechó todas las
oportunidades que tuvo durante
décadas para hacer lo moralmente
correcto.
Desde 1981 al 2005 fue el prefecto de la Congregación de la
Doctrina de la Fe y, literalmente,
cayeron sobre su escritorio miles
de casos de abuso sexual a menores
de edad cometidos por sacerdotes
católicos.
Ni una sola vez denunció a alguno de esos religiosos a la policía.
En los últimos 50 años se han
denunciado más de 9,000 casos
de abuso sexual a menores por
parte de curas católicos, según la
investigación del escritor Jorge
Llistosella, autor del libro “Abusos
Sexuales en la Iglesia Católica.”
Pero él mismo aclara que esa cifra
solo incluye las denuncias que se
hicieron públicas. Muchas más
quedaron enterradas y escondidas.
Y sobre eso, Benedicto no hizo
nada.
En 2004, 14 meses antes de que
Benedicto fuera elegido Papa, la
Conferencia Episcopal Católica
había dado a conocer un análisis de
documentos internos de la Iglesia
que demostraban que de 1950 a
2002, en Estados Unidos, más de
4,300 sacerdotes católicos fueron
acusados de abusos sexuales por
sus víctimas. Benedicto lo sabía.
Al llegar al papado pudo haber
ordenado que esos documentos
fueran entregados a las autoridades
para su investigación ulterior.
Pudo haberse asegurado de que
los sacerdotes pedófilos fueran
llevados ante la justicia; de que los
culpables fueran castigados y se les
prohibiera dañar a otros.
Por supuesto, no lo hizo. Esto
no es nuevo. Benedicto actuó con
la misma pasividad y complicidad
en Alemania cuando fue obispo
de Munich.

SAWS water plans lauded

Over the past three weeks, my fellow legislators on the House Natural
Resources Committee and I have
been grappling with how to answer
one specific question: how can
Texas ensure its future water security in the face of rapidly increasing
population and an ongoing drought?
Last week, we heard over eight
hours of testimony from Texas’
leading authorities in fields ranging
from manufacturing, agriculture
and the oil and gas industry, just to
name a few. They were all there to
comment on committee chairman
Allan Ritter’s (R-Nederland) bill
that’s trying to help fund the State
Water Plan. In a nutshell, the bill
would divert $2 billion from the socalled Rainy Day Fund into a fund
that would be used to help finance
local water projects.
Some argue that Texans have
come to take water for granted.
When we turn on the kitchen sink,
we assume water will flow out. But,
what if that was not the case? During the drought of 2011, the driest
in Texas’ recorded history, some
Texas towns ran dry, and had to have
water trucked in from outside. The
agriculture industry sustained losses
of over $7.6 billion, causing food
prices to skyrocket, and ranchers to
sell their livestock. And many ex-
perts maintain that Texas’ dry spell
may be here for a while.
The availability of water is one
of the major factors that businesses
consider when deciding where to
anchor their operations. We, in San
Antonio, know that all too well.
Back in the 1990s, when the security
of our water supply was in the balance, cities like Dallas and Houston
were able to entice businesses to
establish operations in their cities as
opposed to San Antonio in no small
part because of the dependability of
their water sources.
However, thanks to the foresight
of some of the city’s planners and
leaders, San Antonio was quick to
right the ship. In the early 90’s, the
city council on which I was privileged to serve, oversaw the confluence of the City Water Board and the
Alamo Conservation Reuse District
to create the San Antonio Water System (SAWS). SAWS quickly began
enacting aggressive water conservation practices and water source
diversification. As a result, despite
being one of the hottest cities in the
nation, San Antonio has become a
national model for water strategy.
The city’s population has grown by
67% since the mid-eighties yet its
water use has remained constant.
Earlier this week, members from
SAWS were lauded by committee
members for their conservation
strategies and their forward thinking
in water storage and treatment.
The state of Texas should take
a cue from San Antonio. SAWS is
currently in the process of building
a brackish water desalination plant
that will provide more than 11,000
acre-feet of water to the system per
year by 2016 (an acre-foot of water
is about 325,000 gallons of water).
Throughout the state, we have more
than 2.7 billion acre-feet of brackish
water beneath the ground. Brackish
water has a much lower salinity
level than ocean water, making the
desalination process much more cost
effective. It is imperative that we develop desalination plants and locate
them near major population centers
and industrial regions in Texas, as
it will avert the cost of transporting
that water from the coast.
The San Antonio Water System
also opened an Aquifer Storage and
Recovery (ASR) facility in 2004.
Essentially, SAWS is storing water
in an underground aquifer and can
pump it out when it’s needed. This
minimizes the amount of water that
we lose to evaporation and also
allows the land under which the
aquifer sits to be efficiently used.
The SAWS ASR significantly
helped temper the effects of the
2011 drought in Bexar County.
The state should expand the use of
ASR to save unclaimed water that
flows into the Gulf of Mexico. ASR
projects should be built along the
state’s rivers and tributaries, which
lose over 25 million acre feet of
unclaimed water to the ocean. Ideally, this water could be transported
and stored in aquifers for future
use by municipalities, industry and
agriculture.
As with most things in state
government, funding is the major
challenge that will dictate whether
Texas will pursue these solutions.
However, as I alluded to above,
funding the water plan seems to be
a priority of the 83rd Legislature.
Investing in our water future is not
only prudent - it’s essential.
It’s time for we Texans to control
our own destiny and do what it takes
to drought-proof our state. Nothing
will replace the rainfall we know
we will inevitably get - but we have
to have a plan. And a plan is only
good if it’s properly funded and
implemented. I’m confident that
my fellow legislators are keen on
using the Rainy Day Fund to leverage public-private and public-public
partnerships throughout the state to
get us much closer to our goal.
The Alamo: racist dreams of slaves, cotton, and land

If one honestly analyses the three
most remembered so-called Alamo
heroes, Crockett, Travis, and Bowie, we won’t be able to sustain the
myth that they were good guys in
white hats. In the view of historians
James Olsen and Randy Roberts,
“Nothing loomed larger than slavery,” in the war between Mexico
and racialized settlers.
The three mentioned “heroes”
were either current or former slave
owners during the early 1800s.
Travis came to Texas seeking
fortune, not freedom. Historical
evidence shows that Travis came
to Texas chasing cotton and the
slave market. According to Dr.
Phillip Tucker, “He crossed the
Sabine with a twenty-year old male
slave by his side . . . .” Travis was
a lawyer and not a fighter, and one
of his first cases was to “represent a
Louisiana slave owner seeking the
return of two slaves who had fled
to Texas,” These slaves were pro-
tected by the Mexican army who
refused to return them to slavery.
It should be pointed out that the
1824 Constitution, that “Texians”
adored so much, allowed slavery,
but was outlawed in 1829 by Mexico. Additionally, General Santa
Anna, in getting rid of the proslavery 1824 Constitution, actually
outlawed slavery when he became
the absolute ruler of Mexico. This
is the reason why Santa Anna was
propagandized into a villain. By
1832, Travis became a war monger
and a socially positioned racist
pro-slavery man. When Mexico
refused to return the two runaway
slaves Travis and his Anglo allies
fumed. The two black runaways
were allowed to become Mexican
soldiers. Travis became wealthy
in the slave trade and owned both
male and female slaves.
In addition to being a drunk,
Jim Bowie was “one of the largest slave smugglers.” He brought
slaves into the United States and
Mexico illegally. These actions
made him a bona fide criminal in
the eyes of U.S. and Mexican authorities. Bowie owned slave plantations in Mississippi and Louisiana and called his slaves “black
ivory.” Bowie became wealthy
being involved in the brutal institution of slavery. The argument that
slavery was a dominate feature of
life and so is unimportant flies in
the face of millions who opposed
slavery and their advocates during
this time.
According to historian Tucker,
James W. Fannin, Jr., one of
the most despicable pro-slavery
advocates, “reaped vast rewards
from slave smuggling.” In fact,
the majority of lower class soldiers
at the Alamo were “either small
slave-owners or had visions of
one day acquiring them.” These
racist dreams of slaves, cotton,
and land fueled the constant flow
of racialized white settlers into
Mexican territory. The Battle of the
Alamo was about land, slavery, and
wealth, not the mythical garbage
that we have been fed for years.
There was nothing more impor-
tant to these so-called heroes that
slavery and the cotton culture. One
could become rich overnight if
they went to Texas and obtained
land, legally and illegally, and
cultivated cotton crops with slave
labor. The Mexican government
realized that soon Mexican lands
would be consumed by pro-slavery
marauders and passed the 1827
Constitution mandating that slave
children be freed at birth and ending the importation of any more
slaves. However, pro-slavery Anglos found a trick around the law
by claiming that their slaves were
“indentured servants.” Mexico
soon discovered that this servitude
was not for the usual seven to ten
years, but for ninety-nine years.
Texas was no longer a long-term
investment for these slavers and so
war was inevitable. The war with
Mexico was not about a “come
and get it cannon,” but about the
power of Anglo slavers to establish
slavery on Mexican land.

No one driving the
SAISD school bus
One of the city’s largest
school district has been without
a superintendent for almost a
year. In February of last year,
then-Superintendent Robert
Durón told trustees of the San
Antonio Independent School
District he was stepping down.
The move came as no surprise to many, especially the
school board as the relationship
between Durón and the board
president Ed Garza had been
at best ‘courteous.’ Many are
of the opinion the that writing
was on the wall for Durón came
after his less than satisfactory
evaluation and its rumored that
was when Durón began a job
search.
Others say it was the headto-head he and Garza had when
Durón rejected Garza’s longtime dream to bring Major
League Soccer (MLS) to San
Antonio and have a professional team use Alamo Stadium
as its home base. When Garza
was termed out as mayor one
of his last proclamations was
a full-blown news briefing at
the Alamodome with the announcement of MLS coming to
San Antonio.
When Garza made the soccer bid to the board, Durón
and staff didn’t lock step with
Garza and to team up Spurs
Sports and Entertainment to
revamp Alamo Stadium for a
professional soccer team. In
the end it was public outcry to
rework “The Rock” that sank
that deal.
Trustees named Dr. Sylvester
Perez, Interim Superintendent
shortly after Durón gave notice
and he’s been in limbo since.
The board picked the PROACT
search firm in their search for
a successor. To date 88 applicants have been looked at for
the position. The first round of
interviews held over a two-day
period in January included seven of those applicants. Ten days
later that number was trimmed
down to seven. It eventually
became a trio.
Word, however, is that the
job was offered to the head
man of the Laredo Independent School District and his
response was, “Thanks, but no
thanks.” Unfortunately board
president Ed Garza could not
be reached for comment.
On the district’s website
under Superintendent Search,
Garza posted about the search
and why it’s taking so long to
find a Durón successor.
“The trustees all have a sense
of urgency but at the same time
we are being very deliberate
through this process to find a
permanent superintendent. This
is a critical process and our goal
is to find that right candidate to
lead the district.”
The reason for the history
of all that’s been going on at
SAISD is give those living
within the district’s boundaries
that something must be done to
find a superintendent. This is
not to cast doubt on Dr. Sylvester Perez and his ability to do
the job, but the students deserve
a permanent superintendent
and so too, do the district’s
taxpayers.

al igual que otros rancheros y
granjeros de aquella época se
les conocía como “tejanos”.
La razón por la que Seguín
se interesa en independizar a
Texas de México es el ejemplo
del Grito de Independencia de
México que el Padre Miguel
Hidalgo y Costilla dio en 1810.
Los “tejanos” ya estaban
enfrascados en varias batallas
contra el gobierno mexicano,
algunas ganadas otras perdidas.
Sin embargo, una de sus victorias se llevó a cabo precisamente en El Álamo, pero no es
“La batalla de El Álamo” que la
historia oficial menciona. Esta
es una en que el General Martín Perfecto Cos (hermano del
general mexicano Santa Ana)
debió rendirse en dicho lugar.
Y es así como Santa Ana entra
por primera vez a San Antonio.
Otro dato que no cuenta la
“historia oficial” es que la
gran riqueza de los “héroes”
de la independencia de Texas,
Sam Houston y James Bowie,
por ejemplo, se basaba en la
tenencia de esclavos.
A al trasladarse Houston y
Bowie a Texas traían consigo
a sus esclavos. Sin embargo,
para ese entonces México ya
había abolido la esclavitud
porque lo que si Houston y
Bowie querían quedarse en
Texas debían liber ar a sus
esclavos sirvientes lo que provocaría quedarse sin fuerza de
trabajo para trabajar sus tierras.
Por lo tanto, al enterarse
Houston y Bowie de las luchas
independentistas previas lle
vadas a cabo por los “tejanos”
deciden unirse a la causa.
La “historia oficial” de la
Guerra de Independencia de
Texas resalta a las figuras de
Sam Houston y James Bowie,
David Crockett y otros como
los héroes iniciadores de la
gesta independentista, cuando,
en realidad ellos, se incorporaron en el camino.

llamado “Old Betsy”. Esto es
pura leyenda.
Crockett nunca trajo su rifle
de Tennessee a Texas ni tampoco murió peleando en el techo
de El Álamo. La verdad es que
las tropas del General Santa
Ana lo atraparon escondido en
una habitación de la capilla de
dicha misión y fue ejecutado.
Mucho y muchos libros se
han escrito sobre este periodo
fundacional del Estado, sin
embargo con interés y consultando más fuentes históricas se
pueden encontrar datos poco
conocidos de este momento
histórico.
Es una lástima que muchos
datos de la historia de la Guerra
de Independencia de Texas no
se enseñe en las escuelas, sino
se enseña más bien una “historia oficial”, pues como bien
dice el dicho: “La historia la
escriben los vencedores”.

The city’s new drought ordinance

Changes to the city’s drought
ordinance are now in effect for
SAWS customers after San Antonio City Council approved revisions on February 7.
“We listened to feedback from
the community about the drought
regulations and worked with stakeholders to propose changes to the
drought ordinance that will allow
us to save water while minimizing
some of the inconveniences,” said
Karen Guz, SAWS director of
Conservation. “By adjusting the
hours for watering and allowing
residential fountains and home
car washing, we can still achieve
the water cutbacks that we need.”
During the morning and evening
watering windows, people with irrigation systems can now easily see
broken sprinkler heads and leaks,
which waste water and increase
bills. The changes to the ordinance
are a win-win for all involved.
Drought ordinance changes are
now in effect and include the following:
• Watering hours are now 7
to 11 a.m. and 7 to 11 p.m. on
your watering day during drought

(Alamodome) on the eastside to
the West Side Multimodal Center
and from the Pearl Brewery on the
north end to Southtown.
Decisions about where the track
will actually run need to be made
by August, but a downtown map
presented with proposed streetcar
routes highlighted in red raised
plenty of eyebrows at the meeting.
VIA Board member Richard
Gambitta wondered why all the
potential routes were not on the
map – especially a route on Cesar
Chavez -- and board member
Douglas Poneck expressed concern about transparency, asking
project managers to be more forthright about how streetcar decisions
were being made.
A good deal of discussion about
the actual route of the streetcar
culminated in a directive from
VIA Board Chair Henry Muñoz to
the project managers to officially
add Cesar Chavez to the map as a
potential route.
Muñoz wholeheartedly agreed
with board members and said
that locally preferred alternatives
should reflect what works best
for San Antonio. He added VIA
would return $8 million of funding
from the city wrapped in a mandate that the streetcar must travel
down Alamo and into Hemisfair
if using an alternative route - like
Cesar Chavez – was a better fit.
VIA Vice President of Strategic and Developmental Planning
Brian Buchanan explained some
routes might be complicated to
examine, but VIA could easily
study a route on Cesar Chavez.
Presenters also reviewed potential federal funding sources
in a protracted presentation to
make sure VIA could shape the
planning process to be ready for
such opportunities in the future.
Muñoz clarified the discussion
about federal funding for future
projects, like extensions to the
streetcars system.
“We have the money to construct this project – it is locally
funded,” Muñoz said.
Board members were actively
engaged in the meeting which
lasted almost four hours and
covered many technical aspects
of the planning process. They
emerged with a clear outline and
expectations about the process, including a timetable that will have

the same.
• Drought stages will be triggered based on a 10-day rolling
average. Coming out of drought
stages can be considered 15 days
after the aquifer is above the trigger.
• Home car washing is available
during drought stages on Saturday
or Sunday as long as there is no
water waste or run off.
• Residential fountains can operate at any stage of drought.
• Small commercial fountains
(under 1,000 sq. ft.) are permitted
with a basic variance in all drought
stages.
• Large commercial fountains
(over 1,000 sq. ft.) can operate
during limited hours after demonstrating efficiencies through a
conservation plan and inspection.
• Hand watering is still allowed
any day and time during all drought
stages.

will need to adjust controllers for
the new watering times in drought

Si no puede soportar el peso del
riesgo de una emergencia, paga
unos cuantos dólares y transfiera
el riesgo.
Esos dólares que paga cada mes
se llama la prima.
Cuando paga esta prima el
seguro está protegiendo su vida
como una sombrilla que cubre todo
lo que ha ahorrado y todo lo que
ha invertido.
La mayoría de las preguntas y
el enfoque se va a las inversiones
pero los seguros son igual de im-
portantes.
Así como en el fútbol se necesita

Immigration: lo barato, sale caro

The harsh realities of Immigration is that not everyone qualifies for an immigration benefit.
“Notarios” have no schooling
in immigration, but they are
cheaper than an attorney. Sadly,
they often put people in greater
danger by filling out the wrong
form or simply bringing people
to the attention of the Department of Homeland Security or
“La Migra.” My mother taught
us that “lo barato, sale caro”,
which translates to “cheap, ends
up expensive.”
In my 15 years of experience as
an immigration attorney, I have
seen cases where an unscrupulous
attorney promises a permiso or
the treasure that all immigrants
want, an employment card. Often
times, when there is no real possibility of obtaining a real visa, the
immigrant will be persuaded to
file for what’s commonly known
as asylum.
This applicant can obtain a
short term permiso but in the
long term, a judge will order the
applicant to be deported. Ninety
percent of all asylum cases are
denied. Once a judge orders an
immigrant deported, he is barred
from applying for an immigrant
visa for ten years. If that person
re-enters illegally after the order
of deportation, the “castigo” will
be for 20 years and may be subject
to federal jail time.
Today, the political climate is
beginning to change. After many
years of waiting for “La Reforma” or Immigration Reform,
congress and President Obama are
now working towards some form
of immigration legislation that
will allow many to remain legally
in the United States. More recent
changes include the Deferred Action for student immigrants who
were under the age of 30 before
June 15, 2012.
Another change that helps
families is the new 601A form
which will be available for filing
beginning on March 4, 2013. This
application allows immigrants
to apply for a pardon for their
unlawful presence from within
the United States without being
subject to a 10 year punishment
in Mexico or their home country.
These and other forms of relief
may be available to many families
if they qualify.

Earlier this week, the US
Dept of Labor (DOL) filed a
lawsuit against the well known
San Antonio-based pool company Gary Pools & Patio and
its owner, Gary Zarz. DOL
says the company violated the
overtime and record-keeping
provisions of the Fair Labor
Standards Act (FLSA).
The DOL hopes to help the
affected employees recover
overtime back wages and an
equal amount in liquidated
damages for the alleged violations. Employers who violate
the law are generally liable to
employees for back wages and
an equal amount in liquidated
damages.
The lawsuit specifically asks
the court to order the defendants to pay the full amount of
back wages due plus an equal
amount in liquidated damages.
The ruling will affect workers in San Antonio and Corpus
Christi.
The suit was filed here in
town at the Western District
of Texas federal court, San
Antonio Division, after investigations by the Wage and Hour
Division’s San Antonio District
Office found the defendants
willfully violated the FLSA.
Investigators say defendants
failed to pay installation and
sales personnel the proper
overtime rate of time and onehalf the regular rate of pay
for hours worked over 40 in a
workweek. The employer also
failed to create and maintain
records of workers’ wages and
work hours, in violation of the
FLSA’s record-keeping provisions.
FLSA requires that covered,
nonexempt employees be paid
at least the federal minimum
wage of $7.25 for all hours
worked, plus time and one-half
their regular rates, including
commissions, bonuses and incentive pay, for hours worked
beyond 40 per week. Additionally, employers must maintain
accurate time and payroll records.
“Employers subject to the
FLSA must ensure that their
employees are fully compensated for all work hours in
compliance with federal minimum wage and overtime pay,”
Cynthia Watson, Wage and
Hour Division regional administrator, explained. “This lawsuit demonstrates the department’s commitment to using
all enforcement tools available,
including litigation and assessment of liquidated damages, to
recover all the wages employees have rightfully earned and
to ensure compliance under
the law.”

Hablando de Nuestra Gente
With the Mayan apocalypse a
nonevent, we can look ahead to
2013 with hope for a better year.
Many of us make resolutions to
improve ourselves in the coming
year. As I have done in past years,
I thought I would use this month’s
article to offer suggestions about
ways to improve yourself, your
family and your community.
There is no way to take care
of your family or help your community if you don’t take care of
yourself first. Resolution ideas
include eating healthier and being
more active, getting a checkup and
those preventive tests done—pap
smears, mammograms and colon
cancer screening. So many of us
have issues with weight and poor
exercise habits that it wouldn’t
take much to improve a little
in the coming year. Eat a little
less and move a little more. At
HealthTexas, we have always
made prevention a priority for our
patients. This year, we’re going
to be putting extra emphasis on
helping our patients get up to date
with their breast and colon cancer
screenings.
Another idea is to accept the
conditions we have and take the
steps to improve them. I hear often
from patients that they don’t like
taking medicine. The problem is
that their blood pressure is high
or their diabetes is out of control.
While I don’t like taking a handful
of pills, I know they will help me
stay well for years to come and
prevent other problems. Along
with acceptance, there needs to be
a willingness to make a change as
a result. A frequent conversation
with patients revolves around
them continuing to do and eat
things that are not helping their
disease. The truth here is, accept
your condition and do whatever it
takes to improve it.
By making changes to take
care of yourself, you can then
pass those lessons on to others
in your family. Children who
grow up in homes where bad
habits are common, will believe
those behaviors to be normal and
acceptable--please don’t let this
happen. None of us have perfect

bodies or perfect homes, but our
kids should see that we love and
accept each other and are working
to get better. The YMCA’s goal

troubled world, but we can do
something to improve our little
corner of it. Help at your child’s
or grandchild’s school. They
might say it embarrasses them,
but deep down they’ll love that
you care enough to be there.
Volunteer at your church. Those
of us who follow Christ are called
to be the “hands and feet” of our
Lord and I’m sure your place of
worship can use the help.

Just a Thought: Remembrances
of 9-11
rushed in and informed the class
that it was reported that there was
a tragic accident in New York.
Initially we were not aware it was
a terrorist attack.
Throughout the day reports
filtered in as everyone reacted in
shock and dismay. One of my fellow teachers was visibly shaking
because she informed us during
our conference period that her dad
was scheduled to visit the Pentagon that day as part of his work.
By the end of the day she
learned that her father had gone
to the Pentagon and the area he
was to visit was the area that took
a direct hit from an incoming plane
hijacked by the terrorists.
By the grace of God, my fellow
teacher’s father had miraculously
left the area less than five minutes
earlier to meet someone for coffee.
He was OK!
Army Lt. Colonel Karen Wagner, a Judson ISD graduate whose
office was in that same area did
not survive. Wagner High School
is named after her.
Another faculty member’s aunt
was at the World Trade Center
when a huge slab of concrete fell
from the side of the building and
landed some feet away from where
she was standing. The impact
was so great that the back blast
threw her nearly one hundred feet
away, dislocating her shoulder
and breaking her arm. She was
unconscious for 24 hours but woke
up wondering what had happened
to her.
My own younger brother, Kelly,
I learned the next day, was scheduled for one of those flights from
Boston but inexplicitly cancelled
at the last moment and rebooked
another flight for later that day. He
too is alive to tell the tale by the
grace of God! The terrorist attack
that day still affects us, and our
loved ones, be it a friend, family
member or humanity in general.
We must never forget and honor
those who lost their lives. We salute those who perished and those
who survived to tell their story.

Iñigo Arzac, Business Development Manager for Latin America
& Spain at GlobalSCAPE, has
been named a 2013 Marshall
Memorial Fellow by the German
Marshall Fund of the United States
(GMF). He is one of 50 emerging
American leaders to be awarded
this honor after a very competitive
nationwide and regional selection
process.
Arzac and the other 49 fellows
will participate in one of three
24-day travelling programs to
five European cities to explore
the institutions, politics, business
and culture on the other side of the
Atlantic. The group will meet formally and informally with a range
of policymakers, prominent community members, business leaders
and other European counterparts.
The Marshall Memorial Fellow-
ship was established by the GMF
in 1982 to provide the new generation of European leaders with
perspectives on transatlantic and
domestic issues through travel and
high-level meetings in the United
States. In 1999, GMF launched
a companion program to expose
future U.S. leaders to a changing
and expanding Europe.
Fellows must be nominated by a
recognized leader in their community or professional field. San Antonio has just been added to the list
of cities that participate in this process on the United States side, both
for nominating and for hosting
fellows. The San Antonio Hispanic
Chamber of Commerce (SAHCC)
and the World Affairs Council of
San Antonio (WACofSA) are the
nominating organizations for San
Antonio. The SAHCC serves as
the principal resource and advocate for the growth of Hispanic
Businesses and the driving force in
guiding San Antonio’s emergence
as a national leader of successful
Hispanics in business. WACofSA
is a nonprofit, nonpartisan organization that promotes greater
understanding of global ideas and
issues through panel discussions,
business luncheons, high school
educational programs, and a series of internationally renowned
speakers on international politics,
business and culture. Arzac is
on the Executive Board for both
organizations. He serves as CoChair of the International Business
Subcommittee of the SAHCC and
as Chair of the International Contemporaries young professionals

Mexico on the Rise: political scene

I remember it as if it were yesterday, although it occurred nearly
12 years ago in 2001. That series
of coordinated suicide attacks
upon the World Trade Center in
New York and in Washington
D. C. shocked the world. For
many older Americans who lived
through the bombing of Pearl Harbor in 1941 that started World War
II, it was like a flashback.
President Franklin Roosevelt
referenced the attack on Pearl Harbor in 1941 as a “Day that will live
in Infamy!” That day in 2001 will
also live in infamy to the younger
generation.
I was a Special Education teacher in a 7th grade English class at
Kingsborough Middle School in
Harlandale ISD with the mainstream teacher presenting the
lesson at the time.
I was sitting in the back of the
class monitoring the special needs
students and looking up some test
material on the computer when I
noticed on the computer screen the
photos of the two towers after they
were hit by the planes.
Before I could say a word, another teacher opened the door and

The gridlock in San Lazaro
(Mexico’s equivalent to Capitol
Hill) has been loosening up recently. Mexico’s new president
is off to a good start with a wellchosen cabinet, some legislative
success in Congress even though
his party lacks an outright majority, and an apparent willingness
to address controversial issues,
such as energy reform. The rapid
legislative process in the last few
months was unexpected when
President Enrique Peña Nieto won
last year’s presidential election
and it gives reason to believe that
2013 may be a year of progress
for Mexico.
As highlighted in the adjoining
article from two weeks ago (also
titled “Mexico on the Rise”), there
are also encouraging macroeconomic indicators that have caused
manufacturing companies to
increase their direct investments
and have led Nobel Prize winner Joseph Stiglitz to say, at last
month’s World Economic Forum
in Switzerland, that he believes
that “Mexico is more competitive
than China.” This week’s article
focuses on the changing political
scene in the United States southern neighbor.
Since the turn of the millennium, Mexico has developed a
freer press, a more independent
judiciary, and stronger opposition
parties. Currently, seven parties
are represented in the 500-member federal Chamber of Deputies.
The country also has developed
a more influential civil society,
which includes student groups
that wielded social media tools
to great effect in disseminating
their message and organizing their
adherents during last year’s elec-
tion. In the midst of these positive sociopolitical developments,
the guiding principle of Peña
Nieto’s administration seems to
be progress through cooperative
pragmatism, at least in the legislative sphere.
The national leaders of the
three major political parties (the
PRI, the center-right PAN, and
the leftist PRD) signed the “Pact
for Mexico” (Pacto por Mexico)
on December 2nd, one day after
the presidential inauguration.
Though this document may have
a less international or historical
importance than Martin Luther’s
95 Thesis, which today symbolizes the commencement of the
Protestant Reformation in 16th
century Europe, the list of 95
specific-to-vague policy goals of
the new administration also has
important symbolic significance
for Mexico.
The Pact was the product of
weeks of behind-the-scenes negotiations. Though support for
aspects of the Pact is not universal, especially among leftist
legislators, there are signs that
President Peña Nieto will have
success in achieving many of
the statutory and constitutional
reforms that eluded his predecessor, Felipe Calderón. Already, the
new Congress, which is sworn in
on September 1st, three months
before the president, has approved
a labor reform that was one of
Calderón’s main legislative objectives. He had the pleasure of
signing it into law on November
29th.
The Congress also quickly
moved forward to pass a major
educational reform that includes
more teacher evaluations, among
Olympic trials...

According to Transparency International’s Corruption Perception
Index, Mexico worsened from
#51 to #105 from 2001 to 2012.
This statistic was likely aggravated by the drug war, which accentuated the public’s lack of faith in
the reliability and effectiveness of
governmental institutions, particularly public security entities. It
is true that public security remains
perhaps the most important issue
for everyday persons. Nonetheless, this does not mean economic
growth cannot occur. Mexico’s
homicide rate is about the same
as that of Brazil, which will host
the Olympics in 2016. Moreover,
the hope is that progress on the
political front may pave the way
for progress in other spheres.
For this reason, President Peña
Nieto’s job performance so far is
an encouraging sign.
One thing that his PRI party
knew how to do well during the
decades it dominated Mexican
politics was govern. A lack of
practice during the 12 years of
PAN Presidents has not changed
this. Even in today’s era of stronger democratic and civic institutions, the PRI still knows how to
govern. The combination of political pragmatism and economic
factors is creating an important
window of opportunity. It gives
Mexico an opportunity to rise.
“We don’t want to waste anyone’s hopes or expectations,”
Unger said Wednesday. “We’re
serious about this and looking at
all five cities identically.”
Multiple reports have stated
that USA Swimming wants to
diversify the sport, if true; there
is no better city to do that then
San Antonio.
“As a majority-minority city
with a 63 percent Hispanic population San Antonio today looks
like the Texas and America of
tomorrow,” Castro said in his
video address.
He also reminded the selection
committee that San Antonio is
the number one tourist destination in Texas and dubbed the city
as the “New face of the American Dream.”
If the San Antonio gets the
trials bid it could mean roughly
a $35 million boost to the city’s
economy.

The two main things the robotic
approach drastically improves are
the safety and precision of the operation. Before, the catheters used
were stiffer and posed a risk of
puncturing the heart. Now the more
pliable catheter is allows doctors to
be more precise and guide the tip of
it with magnets. The magnets used
are ones you will find anywhere
else—they alone cost $1.7 million.

If you answered September
22, 1862 (the date that the Emancipation Proclamation was first
issued) or January 1, 1863 (the
date it became effective), guess
again. If you said May 9, 1865
(end of the Civil War) or even
June 19, 1865 (Juneteenth), nice
try, but still wrong.
The answer is: It never ended.
Those dates were indeed important in making slavery illegal,
but the practice simply went
underground and out of sight.
It still occurs, now referred to
as “human trafficking.” Today,
it most commonly takes the
form of sex trafficking, and the
enslaved is often a child.
On February 12, Houston Representative Senfronia Thompson
and I, with the support of Texas
Attorney General Greg Abbott,
filed omnibus legislation to
tackle human trafficking in our
state: Senate Bill 532 and House
Bill 8.
It’s not the first time we’ve
teamed up on this issue. Rep.
Thompson and I co-chaired the
Joint Committee to Study Human Trafficking, and in 2009 we
co-authored legislation to create
the Human Trafficking Task
Force, operating under the guidance of General Abbott. And in
2011, we co-authored landmark
legislation giving Abbott, police, and prosecutor’s stronger
tools to go after the lowlifes who
enslave others.
Our new bill covers a lot of
ground, but its main impact
will be to provide protections
to human trafficking survivors.
Among its major provisions,
the bill:
Extends the criminal statute of
limitations for offenses involving compelling prostitution of
a minor.
Makes trafficking survivors
eligible to receive reimbursement for relocation expenses
under the Crime Victims’ Compensation Act.
Includes survivors of human
trafficking-related offenses as
eligible participants in the Address Confidentiality Program.
Once survivors of trafficking
manage to escape bondage, they
may not know where to turn
— especially if the survivor is
a child. That’s where the state
should step in. Our bill offers
programs to give them the guidance and support they’ll need
to rebuild their lives. Survivors
cannot be left out in the cold,
without assistance.

number of Tejanos were united
in their decision to support Texas
Independence. Some expressed
this commitment taking up arms
with Juan Seguín in support of
independence; others by casting
their votes in the delegate election. Clearly the Tejano participants accepted the authority of
the provisional government and
were ready to comply with its
instructions. By their actions they
participated in the establishment
of an independent Texas in which
they expected to be accepted as
citizens. Delegate elections like
those in Béxar were taking place
in the other Texas settlements.
Thus the answer to question
of why José Antonio Navarro
signed the Texas Declaration of
Independence is clear: Bexareños chose him as one of their
delegates to do so. The questions
remains, however, why the Bexareños elected Navarro and why
were they disposed to support
Texas independence.
Bexareños elected José Antonio Navarro as their first choice
because he was a respected political leader. He had extensive
experience in local and state government, and had a firm grasp of
Anglo American politics. And his
own political views meshed with
the federalist convictions of his
fellow Bexareños. As Federalists they had supported a limited
central government in Mexico
with a constitution that delegated
broad powers to the states. Soon
after the rise of Antonio López
de Santa Anna in 1833, however,
Bexareños watched with dismay
the abrupt demise of federalism
in the Nation’s capital. By 1834
it was replaced with a strong,
dictatorial centralist government
headed by President Santa Anna.
Based on long experience as
residents of an isolated fron-
tier state, Tejanos possessed a
strong regional identity based
on freedom, self-determination,
and self-reliance—convictions
inconsistent with centralist authoritarianism. Moreover, because of Mexico’s inefficient
supply system inherited from
Spain, Tejanos looked toward
New Orleans for the importation
of needed goods, a connection
that further weakened their ties
to Mexico.
Attar the humiliation of General Cos (who was Santa Anna’s
brother-in-law) at the Alamo,
there was no doubt the Santa
Anna would retaliate. And Tejano scouts reported at the end of
January that a large army was approaching the Rio Grande. It was
well known that Santa Anna’s
army had massacred several
thousand rebellious federalists
at Zacatecas the previous May,
and there could be no doubt of the
fate Santa Anna had in mind for
rebellious Tejanos and Texians.
Thus in the act of signing the
Declaration of Independence,
José Antonio Navarro risked
all he had on the success of the
revolution. Had it failed, even if
he escaped with his life, going
into exile in Louisiana, all of his
property would be forfeit and he
would have been separated from
his family for an indefinite period
of time.
In summary, Navarro signed
the Texas Declaration not because he was a turncoat as has
been sometimes alleged in recent
times. He risked all because of
his own political convictions,
and because Bexareños, united in
their opposition of Santa Anna’s
centralist government, elected
him as their first choice to represent them in the establishment of
a government for an independent
Texas in which they intended to
participate as citizens.

Choose to Succeed, a nonprofit organization focused on
attracting the nation’s top Charter Management Organizations
to San Antonio, announced
its support of Dan Patrick’s
(R-Houston) Charter School
Reform Bill, Senate Bill 2.
This legislation would support and encourage the growth
of high-quality charter schools
and enable Charter Management
Organizations (CMOs), like
KIPP, IDEA Public Schools,
BASIS and Great Hearts, to expand and serve thousands more
students. The legislation also
calls for the creation of an alternative charter authorizer with a
focus on quality—thereby allowing quality schools to open
in Texas more easily.
“Providing families in the
San Antonio area with highquality education options is
imperative,” said Matthew
Randazzo, president and CEO
of Choose to Succeed. “The
proposed bill would enable
successful charters to replicate
with quality. The bill also allows us to attract and launch
some of the nation’s best charter schools like Rocketship and
Carpe Diem.”
Senate Bill 2 proposes a ban
on the existing cap on charter
schools in Texas. This lifted
cap would provide additional
school choice options for San
Antonio families who may not
have access should the state
reach its 215 cap in the coming
years.
“On average, Charter Management Organizations (CMOs)
receive $1,000 less per pupil
than traditional public schools,”
said Victoria Rico, chairwoman
of Choose to Succeed. “This
forces CMOs to solicit the philanthropic community and bond
market to close the funding gap.
Our schools should be primarily focused on educating our
students, not worrying about
cobbling together facilities
funding.”
The Bill recommends a $150
facilities allotment per pupil—
the first opportunity for charter
schools to receive facilities
funding in the state’s history.

TEA to crackdown on
tutoring companies

Last week the Texas Education Agency (TEA) announced
plans to crack down on suspicious tutoring companies currently providing services to students in low-performing schools.
Representative Mike Villarreal,
who has already filed legislation regarding these tutoring
services, praised TEA’s plans
and promised legislative action.
“TEA has taken a step in the
right direction by making it clear
that it will pursue fraudulent
after-school tutoring companies,” said Rep. Villarreal, a
member of the House Public
Education Committee. “We need
to steer our limited tutoring dollars towards the providers that
are more focused on helping
students than helping their own
bottom line.”
The federal No Child Left
Behind Act requires school
districts to pay for tutoring services, known as Supplemental
Educational Services (SES), for
students at low-performing campuses. TEA maintains a list of
approved service providers but
parents -- who are often the target of slick marketing campaigns
-- ultimately select the tutoring
program for their children.
Earlier this month, the San
Antonio Independent School
District (SAISD) announced
that it was investigating five
after-school tutoring companies
suspected of defrauding the district of hundreds of thousands
of dollars. This was only one of
several allegations throughout
the state that tutoring services were not following federal
guidelines or were defrauding
school districts.
In January, Rep. Villarreal
filed HB 753, which will require TEA to provide parents
with additional information to
help them choose an effective
SES provider. Rep. Villarreal is
currently working to strengthen
the legislation to ensure parents
know which tutoring programs
have a proven track record of
success.
In its announcement, TEA
stated it would remove unscrupulous companies from its list
of approved providers, and if
necessary notify the federal government and District Attorney
offices for further action.

Leaders Law Camp Counselor

Each summer, the Hispanic
National Bar Foundation (HNBF)
relies on four to six law school
students to serve as counselors
for our Future Latino Leaders
Law Camp. Camp Counselors
are responsible for mentoring and
supervising 25-30 high school
students from across the United
States. Participating in summer
camps often serve as an important
rite of passage for young adultsstudents have told us their Law
Camp experience has “changed
them.” The mentorship relationships the students form with the
counselors strongly contribute to
the value of the camp experience.
The Future Latino Leaders Law
Camp was established in 2005 by
the HNBF to provide Latino high
school students with the opportunity to learn more about the legal
profession. This year, it will be
held July 13-21, 2013, in Washington, DC and all participants will
stay on the American University
campus. Students will visit various
government buildings and offices
where they will have the opportunity to meet with lawyers, judges,
and officials of the United States
government. They will also have
the opportunity to attend sessions
on the legal profession and participate in a Mock Trial Competition,
in which different students will
play the part of an attorney as a
part of a legal team, coached by
their Law Camp Counselors.
Law Camp Counselors will
receive a financial stipend at
completion of the program of
$1,800. A travel stipend to and
from Washington, DC may also

Ryan Lampien is the recipient
of the February 2013 La Prensa
Foundation Inspirational Student
of the Month award and will receive $500 funded by La Prensa
Foundation founded by Amelia
and Tino Duran.
Ryan Lampien recently transitioned from the U.S. Army after
21 years of Active Federal Service. During his time in the Army,
Ryan earned the rank of Sergeant
First Class, and worked as a pharmacy technician and pharmacy
supervisor in several Army Medical Centers worldwide.
He also served as a lead pharmacy instructor at the Medical
Education and Training Campus
(METC) at Fort Sam Houston
where he redesigned and enhanced many key aspects of the
didactic curriculum that teaches
service members, of all branches
of the military, the pharmacy
technician trade.
In addition to his peacetime
duties, Ryan deployed to Iraq
in 2004, where he served as
the pharmacy supervisor of an
Army Combat Support Hospital
that supported the initial sustainment phase of Operation Iraqi
Freedom.
Upon his retirement from the
U.S. Army, Ryan plans to pursue his Doctor of Pharmacy
Degree and hopes to attend the
Feik School of Pharmacy at the
University of the Incarnate Word.
Currently he is completing his
pre-pharmacy requirements at St.
Philip’s College and San Antonio
College. He has maintained a 3.60
GPA through two years of part
time study while still on active
duty, and plans on keeping this
competitive average.
Ryan is also the recipient of
the Student Leadership Initiative scholarship and is a member
of the Phi Theta Kappa honor
society where he has given back
to the community and in particular to the needy kids at the
Davidson Respite House. He has
provided tremendous feedback
to the Phi Theta Kappa officers
as they complete the Hallmark
applications for regional and
international recognition. Lastly
and more importantly, Ryan is
a single parent of two amazing
children aged 17 and 14.

Like all the top college prospects invited to this week’s NFL
Scouting Combine, Texas A&M’s
Luke Joeckel is hungry to become
the No. 1 overall pick in April’s
draft.
“Yeah, that would be awesome,” Joeckel said when asked
during a Thursday news conference inside Lucas Oil Stadium.
“Definitely that would be a cool
place to go. I’ve been to Kansas
City once before and I loved the
barbeque there.”
There’s good reason Joeckel
may be appetizing to the Chiefs
as well. When it comes to having
the least amount of potential “bust
factor,” left tackles are atop the
entrée list on the draft menu.

the past 10 draft classes. Only
two – Jason Smith (St. Louis/No.
2 overall in 2009) and Robert
Gallery (Oakland/No. 2 in 2004)
– were busts that shifted to other

either among the game’s best or
cornerstones for their respective
units.
Quarterback is the only other
position to have more players
drafted in the top four since 2003.
Of that group, Vince Young and
JaMarcus Russell flamed out of

Alex Smith is considered a second-tier NFL starter and the jury
is still out on whether St. Louis’
Sam Bradford will ultimately

Mike Munchak became a Hall of
Fame left guard during a 12-year
career with the Houston Oilers.
He believes the importance of
a shutdown left tackle is even
greater than when he played
from 1982 to 1993 in a more runoriented league.
“There’s not many of them
so that’s why you see the three
or four top ones go (early),”
Munchak said. “You have to
find a special guy who’s athletic
enough to handle a speed rusher
off the open side, who’s usually
a linebacker these days.
“When the defenses changed
with the type of player they’re
putting out there, they changed
what type of guy can play tackle.”
Three left tackles – Joeckel,
Central Michigan’s Eric Fisher
and Oklahoma’s Lane Johnson
– are being projected among the
top 12 picks. No trio of left tackles
has gone that early since 2002.

Goalkeeper Craig Hill, 25,
who earned all-American
honors while playing at Reagan High School in San Antonio, will rejoin the San
Antonio Scorpions FC for the
2013 North American Soccer
League (NASL) season that
begins April 6.
“Craig gained a great deal
of experience in his first year
as a pro last season,” said
Head Coach Tim Hankinson.
“It’s great that he’s returning
so we can capitalize on what
he learned. No doubt he will
help the team bond and be very
competitive.”
After graduating from Reagan, the 6-foot, 2-inch Hill
went on to star for the South-
ern Methodist University Mustangs. During the 2008 season,
he started all 18 games and
recorded six shutouts for the
year. He became team captain
in 2009 and registered three
shutout games for the season.
The following year, he continued in his role as captain and
started all 20 games.
In 2011, FC Dallas selected
the 6-foot, 2-inch Hill in the
Major League Soccer Supplemental Draft, and he later
joined the Scorpions for their
inaugural season.

conquistó el título de todos los
departamentoscon la asistencia de
sus coaches Mario Cárdenas, receptor del equipo, y de Juan García.
Con récord de 13 victorias y
2 derrotas los Bravos ganaron el
trofeo de campeón de la temporada otoño-invierno 2012-13 que
se jugó en honor del beisbolista
Encarnación González, apodado
“La Chona”.
Su lanzador estelar derecho
Jonathan Vaquera, con 9 triunfos y
2 derrotas, se adjudicó el trofeo de
campeón pitcher, siendo empatado

Flores, quien por su brillante trayectoria en el béisbol profesional y

este homenaje. Todo se lo debo al

34 ¼ inches and 35 ¼ inches.
The latter category is especially
important because left tackles
need reach to stymie opposing
pass-rushers.
All three also have outstanding
agility for their size, which former Indianapolis Colts president
Bill Polian says is a must at the
position.
“You’ve got to have long arms,
quick feet and the ability to reach
block when they run the stretch
play to the outside,” Polian said.
“You have to be able to cut off
the defensive end. It’s all athletics at the left tackle position.”
Polian was impressed with the
job Joeckel (pronounced JOKE-

where he’s going to be. (Joeckel)
can adjust on the run. He can
move his feet.”
Polian said there is another
reason left tackles are a safe
pick. They rarely come into the
NFL with off-field baggage or
add any during their pro careers
via arrests.
“Offensive linemen, strangely
enough, are usually the straightest of straight arrows,” Polian
said. You rarely find an offensive
lineman that gets in trouble. They
just don’t. They just do everything by the book.”
Like every prospect, pre-draft
negatives can be found for Joeckel, Fisher and Johnson. Polian
said all three will enter the league
needing to spend more time
in the weight room but added
“they’ll get stronger. They’re all
young guys.
“The best offensive line
coaches can teach guys how to
use leverage to compensate for
lack of strength. They can’t teach
people who have cement feet
how to back up and block for the
passer. Those big guys who can
dance have value.”
Solid left tackles also can be
found later in the draft, which
Munchak knows first-hand having a 2005 second-round pick
(Michael Roos) manning the
spot in Tennessee. Munchak,
though, said unearthing a player
like Roos is far trickier.
“This year, there are two or
three good (left tackles) who
can probably step in for the
next 12 years with no problem.
After that, you don’t know,”
Munchak said. “There are more
guards overall who can probably play for a longer period of
time. That’s why people assume
you don’t draft those guys in the
Top 10 unless you get a special
one, which will happen every
so often. There are more guards
available you can win with. At
left tackle, they’re harder to
come by because of the types of
players they will play against.”
If a team drafting at No. 1
has needs at both left tackle and
quarterback, Polian advocates
selecting the latter. He points
to Miami’s choice of Jake Long
with the No. 1 overall pick in
2008 rather than Matt Ryan, who
went to Atlanta two slots later.
“If you had to do it over again,
you’d probably take Matt Ryan,”
Polian said. “But Long isn’t con-
sidered a bust. He’s been a good
player. That’s one of the reasons
you pick them that high.”
The Chiefs need a new starting
quarterback but none are considered worthy enough to get chosen
at No. 1 like in five of the past
six drafts.
“(Ex-Indianapolis head coach)
Tony Dungy used to say if we’ve
got a top 15 pick, we want
to use it on a guy who scores
touchdowns like running backs,
quarterbacks and wide receivers,
or a guy who sacks the quarterback or disrupts the offense in
some way, i.e., will linebacker
or three-technique defensive
tackle,” Polian said. “There’s
nobody like that in this year’s
draft. There just isn’t.”
That doesn’t mean Joeckel,
Fisher or Johnson is a lock for
the Chiefs at No. 1. Kansas
City could decide to re-sign or
place a franchise tag on current
starter Branden Albert. He’s one
member of what may be a strong
free-agent class of left tackles
that potentially includes Long,
Atlanta’s Sam Baker, New Orleans’ Jermon Bushrod and Will
Beatty of the New York Giants.
New Chiefs head coach Andy
Reid didn’t tip his hand about
the No. 1 pick Thursday other
than to say the club would listen
to trade offers. Munchak knows
what he would do if facing the
same decision as Reid.
“I don’t know what their needs
are. But if they want a tackle,
you take him (there), Munchak
said. “If not, you move onto
something else.
“That’s why you’re going to
see those guys get drafted high.
If you have that need, you’ve got
a special player who’s going to
play for a long time. If you could
put a guy in there for 10 years,
it’s a good feeling.”

industria de bebidas azucaradas
cuando Papá Oso se da cuenta de
que la soda le ha provocado mucha
tristeza a su familia.
En el conmovedor desenlace del
cortometraje, Papá Oso guía a su
familia para recuperar su salud y
su felicidad.
Este cortometraje cuenta con la
canción original del galardonado
cantautor del Grammy Jason Mraz
llamada “Sugar” (azúcar) la cual
compuso e interpretó con el rapero
de San Diego MC Flow.
Aunque el consumo de sodas y
bebidas azucaradas ha disminuido
ligeramente en los últimos años,
estas bebidas continúan siendo la
mayor fuente calórica en la dieta
estadounidense. Solo ellas representan cerca del 7 por ciento.
Mientras Coca-Cola, PepsiCo y
otras compañías de sodas gastan
grandes cantidades de dinero para
posicionar sus productos como la
fuente de felicidad, estas bebidas
están directamente ligadas a la
obesidad y la diabetes.
Cada bebida azucarada adicio-
nal consumida al día por un niño
incrementa hasta un 60 por ciento
las probabilidades de que padezca
obesidad.

accolades for the ATS, which
was named Car of the Year by
Esquire, and the Motor Press

the Cadillac is ready to deliver
a performance ride.
The ATS has a 2.0L turbo, 272
horsepower, the highest specific
output of any GM production
engine. The ATS’s lightweight
and aerodynamic design allows
it to accelerate from 0-60 in 5.9
seconds when equipped with
the 2.0L turbo. The turbo has
a wide torque curve, delivering
90 percent of its peak 260 lb-ft.

Alternately, passive sounddeadening in the form of covers,
foams and other materials built
into the vehicle absorb, block
and eliminate vibrations, wind
noise, and noise from passing
cars, making it 50% quieter than
it’s competitors.
The 2013 Cadillac ATS is offered in four trim levels: base,
Luxury, Performance and Premium. The base trim include
17-inch alloy wheels, heated
mirrors, automatic headlights,
cruise control, dual-zone automatic climate control, six-way
power front seats with
power lumbar,
leatherette
pre-
mium vinyl upholstery, a tiltand-telescoping steering wheel,
OnStar, Bluetooth phone connectivity and a seven-speaker
Bose sound system with satellite

retreat lead by the IWHS Campus Ministry Office. This year’s

The retreat focuses on Mary,
our Mother, as the model of
grace and challenges participants to open their hearts to

their own spirituality, the retreatants are given the opportunity through many activities, to
be inspired and reflect deeply in
the ways they can make Christ
present to all those they encoun-
ter each day.
Though many aspects of the
retreat are confidential each
retreatant comes away with a
deeper appreciation of the role
Mary, Our Mother plays in modern day times especially when
it comes to understanding their
own giftedness in accepting
God's plan for them.

de iniciar. Esperas que el
director, con la mirada, inicie
este mismo problema. Me apena
que mi esposa y mis hijos se den
cuenta. He estado leyendo libros
y escuchando charlas acerca de
cómo tener control de las finanzas, pero no logro el objetivo.
Sinceramente, no sé qué hacer.
Este es el consejo que le dio
mi esposa:
Estimado amigo:
Nos alegramos de que nos
haya contado su caso. Usted dice
que su problema es el manejo
del dinero, y sin duda le cuesta
trabajo ser prudente y no excederse en sus gastos. Sin embargo,
su caso tiene que ver con algo más
serio que eso.
Tomar dinero ajeno no es simplemente un problema; ¡es un
delito! Usted reconoce que casi
fue a dar en la cárcel, y lo cierto
es que la cárcel tiene como fin el
castigo de actos delictivos. Cuando
usted concibe este “problema”
como nada más que el no poder
manejar bien el dinero, con eso
deja de reconocer que lo que le
falta es honradez. Tal vez siempre
piensa que devolverá el dinero,
pero lo que está haciendo es,
simple y llanamente, robar.
Lo primero que debe hacer es
pedirle a Dios que lo perdone
por quebrantar uno de los Diez
Mandamientos.1 Pídale que lo
perdone por su falta de honradez
y por cualquier otro pecado que
esté cometiendo.
Usted no es el único necesitado
de perdón. Todos hemos quebrantado las leyes divinas, y
cada uno de nosotros tiene que
elevar la misma plegaria de
perdón por los pecados. Debido
a que Jesucristo, el Hijo de Dios,
sufrió nuestro castigo al morir en
la cruz, usted no tiene que sufrir
un castigo eterno por lo que ha
hecho.
Sin embargo, hay consecuencias
lógicas de su conducta que debe
afrontar. Es necesario que halle la
forma de reponer todo el dinero
que ha robado. Es probable que
piense que las personas a las que
les ha robado tienen mucho más
dinero que usted, y que usted no
tiene con qué devolverles ese
dinero. Pero usted debe hacerlo de todos modos, no porque
necesiten el dinero sino porque
usted tiene que eliminar ese
cargo de conciencia.
No le va a gustar nuestro consejo para que deje de ser ladrón,
pero esperamos que lo acate de
todos modos. Para que deje de
robar debe confesarle a su esposa
o a un amigo que usted tiene ese
problema. Pídale a uno de los dos
que le exijan que usted les rinda
cuentas todos los días respecto
a la tentación y si ha vuelto a
robar dinero. No logrará vencer
esa tentación sino hasta que esté
dispuesto a confesarla.

el turno a ti, linda. Y la chica accede a probar lo que es el amor,
con la desastrosa consecuencia
de un embarazo a los catorce
años, que la deja manchada y
confundida el resto de su vida.
Se acerca al oído del atildado y respetado caballero,
gran hombre de negocios, y le
dice insidiosamente: Ahora te
toca el turno a ti, hombre; ¿qué
esperas?” Y el caballero entra
en el negocio sucio pensando
hacer millones, y lo que saca es
un proceso por estafa, y la ruina
física, económica y moral.
La tentación siempre hace
el mismo juego y casi siempre
sale bien. Pone una oportunidad de desliz ante una persona
cualquiera y le dice: Ahora te
toca a ti” Y esa sola frase, aun
en voz queda, tiene la fuerza de
un Iguazú.
Sin embargo, entre las voces
que arrastran al ser humano,
no todas lo llevan a la derrota.
Cristo también se acerca a cada
persona y le dice: Ahora te toca
a ti. Y es como si dijera: Esta
es la oportunidad de cambiar el
rumbo de tu vida, de enmendar
tus caminos, de regenerarte por
completo, de ser una nueva
persona.
Jesucristo le da sentido a la
vida. Él le da propósito a nuestra existencia en esta tierra. Y
nos dice con urgencia: Ahora te
toca a ti. Reconcíliate conmigo.
Hazlo ahora, ahora mismo. No
rechacemos el llamado de Dios.
Él desea poner en orden todo lo
negro y confuso de nuestra vida.
Entreguémosle nuestro corazón.

A Public Hearing will take place beginning at 9 a.m. on Thursday, April 4, 2013
in the City Council Chamber, Municipal Plaza Building. This will be a U.S. Department of Housing and Urban Development required city-wide public hearing for a
substantial amendment to the City’s Consolidated Annual Action Plan/Budget to
authorize a reprogramming action in an amount not to exceed $3,000,000 in Home
Investment Partnership (HOME) funds for affordable housing activities.
A copy of the proposed reprogramming budget is currently available for review and
comment on the City’s website www.sanantonio.gov/gma through the date of the
public hearing. This information also will be available for review and comment in
the Office of Grants Monitoring and Administration located at 1400 S. Flores, Unit
3. Copies will also be located at the Department of Human Services located at 106
South St. Mary’s Street, 7th Floor and the Central Library located at 600 Soledad.
Citizens wishing to speak at the public hearing may individually sign the appropriate sign-in sheet for that purpose which will be provided at the entrance of the City
Council Chambers prior to 9 a.m. the day of the hearing. Each citizen will have
three minutes to speak on one or multiple agenda items. Groups consisting of
three or more citizens will be allotted nine minutes total to address the council on

Taylor Trash Productions make films, not friends

The guys that make up Taylor Trash Productions, Taylor
James Johnson and Dylan Cody
Altman, met in 2004 on the first
day of high school at San Antonio’s North East School of the
Arts (NESA) because they both
had no friends.
“I saw him in the cafeteria on
the first day of school. He had
no friends, and I had no friends.
I was like ‘hey I remember him
from cinema class,’” Johnson
said. It was man-love at first
sight for the two young filmmakers and quickly learned
they shared the same taste in
movies.
During their time together
at NESA, Altman and Johnson
were in a lot of the same classes
and ultimately became best
friends.
“That’s where the duo started,” Altman remembers. “Yes!
The dynamic duo,” Johnson
reiterated with excitement.
Their friendship/work relation is interesting and from our
conversation I got the vibe that
Johnson was the more rambunctious of the two, but that Altman was the quiet-riotous type.
However, they both possess that
subtle amount of “crazy” that
every actor, filmmaker, director, writer, musician or comedian should have. I wouldn’t let
Johnson and Altman watch my
kids or do my taxes, but I would
let them make my movies.
The two possess quirks found
in free-spirits and judging by
their films they don’t care what
society has to say about their
style or how they make their
films. Their website and YouTube channels are full of videos
displaying their unique style.
They take the ordinary and
make it hilarious (and sometimes creepy) but it’s always
entertaining.
“We’ve developed a kind of
very guerilla style, unplanned
unscripted style of filmmaking,” Altman added.
“We make so many at once
and we’re constantly making
like four films at a time and
we’ve been doing that since
high school,” Johnson said
about how they go about the
filmmaking process. “It’s just
the two of us with a camera. We
set it up and act in it. It’s been
that way for years.”
“The hardest part about film
is finding someone you can
work with and to share your
ideas,” Altman said. “We were
very fortunate to find someone
who we can share our ideas and
finish each other’s sentences.”
“Sentences!” Johnson yells
over Altman as he is finishing
his sentence.
In an attempt to show how
well they know each other
Johnson tries to finish Altman’s
sentence and the next three, but
he fails—but it was hilarious.
Like their films the two are
entertaining, even in regular
conversation.
I ask about their names and
Johnson replied, “No names
but we have many secret handshakes but can’t reveal them.”
Then, I clarify that I was talk-

ing about the business side of
the equation and replies, “oh,
oh yeah Taylor Trash Productions.” That is the name you’ll
find attached to all their videos—Taylor represents Taylor
and Altman is Trash.
Historically there have been
magical, real and make-believe
duos in the past like Scully and
Mulder, Siegfried and Roy,
Cheech and Chong, or Pinky
and the Brain. The guys from
Taylor Trash fall somewhere
between Cheech and Chong and
Pinky and the Brain, but don’t
let their free-spirit fool you.
They both are well-educated
and it shows in their film because, yes they are odd and
weird, but they have sophis-
tication and professionalism
to their work that makes them
absolutely legitimate and separates them from Frankie Filmmaker who uses his dad’s camcorder.
Johnson went to the Savannah
College of Art and Design and
Altman to Columbia College in
Chicago where they both honed
their skills and learned that their
professors had lied to them.
“They hammered into our
minds that you need 700 best
boys on a set, you need 40 apple
boxes to stand on or you’re not
being professional or you’re
not being a filmmaker and
don’t know what you’re doing.
But, what we’ve learned is that
they’re lying to you,” Johnson
said.
Johnson explains that he pays
more on gas that their films
typically, but you’d never know
if you watched one of their
films. They both explain how it
is incumbent upon the story and
why you’re telling it that makes
it entertaining.
“If the story is there people
won’t realize that in reality it
is really just a guy in the field.
There is other ways to tell the
story then spend the money. It is
the statement behind the film,”
Johnson explained.
“Whether the message is a
fart joke or the message is equal
rights we still approach it the
same way,” Johnson said.
“We focus solely what is on
the frame (of the camera),” Altman added. “But, if you take
away technology, take all that
away and you’re just left with
the story and the way you tell
it. That’s what we’re big on.”
The guys didn’t have a definite answer on what their style
is, but I best describe it as weird
but comical and entertaining.
I struggle to find the meaning in some of their work like
“Black Cracker” a Black Swan/
Nutcracker Parody or “Block
Busters” where three hoodlums
go on the ultimate cinematic
adventure but they’re funny.
Hopefully they’ve made some
friends since high school but if
not I think they’ll be alight with
just each other.

anunció la editorial Atria Books a
principios de esta semana.
El libro será publicado tanto
en inglés como en español. Y en
inglés se titulará “Unbreakable”.
“Unbreakable es la autobiografía oficial de Jenni”, explicó
la editorial en el comunicado de
prensa. Es “el único libro que ella
misma escribió y el único libro
cuya publicación ha sido autorizada
por su familia”.
El acuerdo de publicación fue
negociado por Pete Salgado,
manager de la cantante, fallecida
trágicamente en un accidente de
aviación el 9 de diciembre de
2012.
“La historia de Jenni Rivera no
es solo la de un gran logro en el
mundo de la música, sino también
de empoderamiento y resistencia.
Estamos muy honrados de publicar el libro para sus fans en todo
el mundo”, afirmó Judith Carr,
presidente del grupo de Atria
Publishing.
Por su parte, Rosie Rivera,
hermana de la cantante, expresó:
“Extraño a mi hermana cada
momento, hay días en que la
siento más cerca. Abro su libro
escrito con sus propias palabras
y la siento muy cerca de mí. Sus
hijos y toda la familia Rivera
decidimos compartirla a ella con
ustedes, una vez más. Disfrútenla
como nosotros lo hemos hecho”,
cita el comunicado.
Jenni Rivera, también conocida
como “La Diva de la Banda”,
murió el 9 de diciembre en un
accidente aéreo en Monterrey,
México.
Durante su carrera musical
ganó 15 discos de oro, 15 de
platino y 5 doble platino. Lo que
implica que vendió al menos 15
millones de discos.
En 2009 logró 11 nominaciones

Chicanos and the preservation of
Hispanic culture than most could
dream of doing. Tejeda is a musician, writer, ex-jefe danzante
Azteca and educator.
For 18 years, he was the Xicano Music Program Director
for the Guadalupe Cultural Arts
Center where, among his many
duties, he created the internationally renowned Tejano Conjunto
Festival en San Antonio and directed it during its first 17 years.

of Texas announced Friday that
Tejeda will be the recipient of
the 2012 Cindi Lazzari Artist
Advocate Award. He will be presented with the award on Mar. 13
in Austin at South by Southwest
(SXSW).
“It’s a tremendous honor and
recognition,” Tejeda said. “I
see it as a great honor not just
for me but for all Chicanos and
especially for Tejano and Conjunto music. My work in terms
of music and art advocacy has
been primarily within the genre
of Tejano and Conjunto music,
so I think while they are recognizing me individually; it’s really
recognition for all of Tejano and
Conjunto music.”
In addition to his impact musically, he has written and lectured
extensively on the history and
socio-cultural significance and
importance of Tejano and Conjunto music.

La lección del Río Hudson

Imagínate que vas tranquilamente en un avión y de repente
escuchas un estruendoso ruido.
Te alarmas y tu corazón se
acelera hasta que la asistente de
vuelo te dice que no te preocupes
porque deben ser unos pájaros
succionados por el motor. Te
tranquilizas, pero a los pocos segundos te sorprendes cuando los
motores se apagan, un silencio
profundo invade la nave y sola-
mente se escuchan las palabras
del capitán: “Prepárense para el
impacto”.
Este relato parece ser sacado
del guión de una película, pero
le sucedió al puertorriqueño Ric
Elias y a otros 155 ocupantes del
vuelo 1549 de United Airlines
cuando viajaba de New York a
North Carolina en un avión que
tuvo que acuatizar de emergencia
en el Río Hudson, en la Gran
Manzana.
Han pasado cuatro años de
este accidente conocido como
“El milagro del Río Hudson”,
sin embargo en los últimos meses
es que Ric Elias ha contado su
historia en seminarios de motivación. Escuchar su testimonio
me inspiró a compartir contigo
la enseñanza que le dejó este
accidente.
“¿Por qué desperdicié tanta
energía en discusiones sin importancia con la gente que más
amaba?”, pensó Ric mientras el
avión perdía altura. Desde en-
tonces, este puertorriqueño vive
con estas tres filosofías de vida:
1. No pospongas nada en la
vida. Si tienes una buena botella
de vino ábrela hoy y no esperes
a una ocasión especial.
2. No pierdas tiempo rodeándote de energía negativa. Aléjate
de personas y situaciones que no
aportan nada positivo a tu vida.

Covo’s take on “Bless Me, Ultima”:
Arenas Entertainment released
the independent film “Bless Me,
Ultima” in San Antonio and
other select markets in a limited
national release this week.
Based on an acclaimed novel
by Rudolfo Anaya, the film
opened in a micro-platform release in just five New Mexico
theaters last October and was
well received. An encouraging
release in El Paso which grossed
six figures encouraged even
wider distribution.
“We firmly believe that this
wonderful movie, which is based
on a book that is celebrated in
the American Southwest, can be
embraced by the entire country,”
producer Mark Johnson said.
“The story of “Bless Me, Ultima”
speaks to all of us.”
Executive producer Christy
Walton kept and read Anaya’s
book over and over again, always
pondering what a great film it
could be. Finally, 25 years after
she was first introduced to the
book, her vision came to fruition.
And while the book is brilliant
with rich characters and dramatic
situations, the filmmakers simply
fail to translate everything that
was fantastic in the book to the
silver screen.
Steeped in customs and forgotten traditions, the movie doesn’t
manage to capture the essence of
the period or the deep sentiment
and passions so vividly described
in the book. The fantastic cinematography and top performances
by Miriam Colon as Ultima and
Luke Ganalon as Antonio are
just not enough to overpower
the film’s major flaws: the poor
pacing and superficial sequences.
Long enough stretches of boring
moments add nothing to the story
-- except to make us appreciate
the sweeping vistas, a well recreated view of 1944 New Mexico
and that stunning owl even more.
I had hoped for more from a
movie based on the first awardwinning Chicano novel. Anaya’s
tale is fraught with emotion and
tenderness and tells the story of
a strong connection and growing
relationship between a young
boy and the elderly “curandera.”
All the elements and talent were
assembled to create a superior
film that should have dazzled,
but instead, fizzled. Carl Franklin
(“Devil in a Blue Dress”) directed
the film, but while I can truly say
he almost pulled it off, overall the
film misses the mark.
If you are a fan of the book, you
might have a deeper appreciation
of the film because you can fill in
the blanks. Others should probably wait to see this on DVD and
enjoy the Oscars this weekend
instead.

Ayotte’s take on “Snitch”:
It turns out that bold claims
from “Snitch” trailers declaring
Dwayne Johnson’s performance
to be the best of his career are
actually absolutely true. In fact,
the film is tense and taut and will
keep you riveted from beginning
to end.
Johnson is one of the busiest
guys in Hollywood right now.
The actor, slated to be in this
year’s “Pain & Gain,” “G.I. Joe:
Retaliation,” “Fast & Furious 6”
and “Hercules” is diversifying
from his typical hardcore, light
comedic, muscle-head role to
play a far more dramatic and
serious character. This a far cry
from “Toothfairy.” In this film,
Johnson throws his whole heart
and soul into playing John Matthews, a softer muscle-head dad
determined to save his son from
a long stretch in prison for a stupid lapse of judgment involving
a large amount of narcotics.
Rafi Gavron (“Nick and
Norah’s Infinite Playlist”) plays
Jason, Matthews’ son, whose
best friend sets him up to get
out of trouble himself. Now
Jason’s only hope to get out of
the mess is to snitch on someone
else – the trouble is the kid is
not a drug dealer, just a dumb
college kid, and has nothing to
offer the district attorney played
by Susan Sarandon. In spite of
a clean record, the kid faces a
mandatory maximum sentence.
This is where the story, which
is based on true events, takes a
turn for the crazy.
I say crazy because Matthews
will stop at nothing to save his
son – and goes to insane lengths
to try to salvage a seemingly
unsalvageable situation. Since
Jason won’t or can’t snitch on
anyone, his father decides to
find a way out for the kid without having any idea about the
world he was getting into. And
what he’s getting into is dark,
dodgy and seriously dangerous.
The first attempt to uncover
some bad guys is deadly and
the disaster ends with Matthews
face down on the street.
John revamps his approach
and gets involved deeper than
he ever anticipated and enlists
the help of an ex-con, Daniel,
played by Jon Bernthal (“The

The action and tension expands
exponentially from there to pure
violence.
If it sounds preposterous that
a father would rat on someone
to get his kid out of the slammer
-- I am right there with you.
But after reading the true story,
“Snitch” really is based on the
truth. In real life, the government actually approached the
father and asked him to make
a deal with a drug trafficker so
Ratings:
he could snitch on him. So, this
part of the story is actually true
but the rest not-so-much. Suffice to say this is the Hollywood
version.
Overall, the film is average
but Johnson deserves credit
for coming off as a believable
father and not a former meathead wrestler even though many
of his admirers have already
typecast him.
The film is rated PG-13 and
runs about
an hour
and a half. R

‘Know-it-all… Nicky Know-it-all’

One bad thing about my job is
that I get to learn about everything whether I want to or not,
because after all, this is a job.
My duty as a reporter is to
learn everything about a subject
then tell you about it in 400
words and a picture…without
lying.
This, I’ve found out, poses a
problem in my everyday life.
Specifically, when I wake up
thinking that our city is 63 percent Hispanic, we’re one of the
worst cities when it comes to
animal control and that Mayor
Castro’s twin brother is likely
more of a party animal, actually,
I guarantee it.
To most everybody this information is useless, and I agree.
At times I find myself citing
the most ridiculous information
mid-conversation. Some people
might find this okay, but I don’t.
I become Nicky Know-it-all , a
1980’s children’s book superhero. It is terrible!
I can see it in the eyes of the
person I’m talking to when Nicky
starts to come out. They either
think I’m trying too hard or attempting to one-up them, which,
I’m not. Random facts haunt my
thoughts, and I feel compelled
to share what I learned from
interviewing someone like the
associate director to the president for public relations from the
Professional Organization of Old
Pirates (or the P.O.O.P). Yes, I
know Pirate facts.
Those closest to me get the
brunt of it all. I often unknowingly repeat useless info or
start a conversation about road
construction on the city’s north
side and how that will affect the
shifting demographics of the inner city. No one really cares, but
it just happens.
Lately, I’ve been trying to
only listen to what other people
say, however, I just learn more
from what they might add to the
topic. But, I think video games
help.
I’m tired of coming off as a
know-it-all , so I’m going to
continue to listen more and play
video games. I’ve said before,
I just want to be the guy, “who
may have just delivered your
lunch or wants to eat it,” nothing more. But, if someone asks
for my expertise I will share my
knowledge.
The word “expert” scares
some people because that means
you have expert knowledge on a
said subject, however, expert to
me is like 80 percent right (and
there is always Wikipedia). I’m
an expert in many things like
nachos and sleeping (and sports).
For those who’ve been victim
of my alter-ego Nicky Know-itall, my apologies.
